DAY 1 Pre-Council Meeting Activities and Opening Ceremony

20 May 2014 (Tuesday)

Officer of the Day

The delegates to the 58th Annual National Council Meeting (ANCM) coming from different provinces, cities and municipalities across the country began to arrive in Bacolod City on 19 May 0215. Bacolod City, the capital of the Province of Negros Occidental and host of the 58th Annual National Council Meeting of the Boy Scouts of the Philippines (BSP) is one of the most populous cities in Western Visayas. Known for its MassKara Festival held during the 3rd week of October of every year and popular for being a friendly city, it is hailed as the ‘City of Smiles’. In 2008, it was named as the ‘Best Place to Live in the Philippines’ by MoneySense Magazine. The 58th Annual National Council Meeting was held at the L’Fisher Hotel along Lacson Street. The entire morning of the 20th of May was devoted to the registration of delegates. The registration was handled by the 58th ANCM Secretariat composed of staff coming from the BSP National and Regional Offices. At around ten o’clock in the morning, the National Executive Board (NEB) convened for a meeting in order to deliberate on important matters to be discussed and threshed out during the Conference. At two o’clock in the afternoon, a group of employees from the City Tourism Office of the Local Government of Bacolod City rendered a special performance, showcasing the traditional MassKara dance to the delegates.

a. Roll Call of Delegates. The Officer of the Day, Director Bienvenido B. Toledo of Western and Eastern Visayas Regions made the Roll Call of the Delegates per region. Per records of the 58th ANCM Secretariat, a total of FIVE HUNDRED FIFTY FOUR (554) delegates registered for the 58th Annual National Council Meeting coming from ten Scouting Regions, one hundred nineteen Local Councils, the NEB, as well as from visiting National Scout Organizations (NSO’s) in the Asia Pacific Region. Hereunder is the summary of the delegates of the, viz:

b. General Orientation. In order to appraise the delegates and the guests of the basic house rules that will be enforced throughout the duration of the Conference, the following rules were reiterated: Basic Details

1. Each delegate is expected to attend all plenary sessions and actively participate in the discussion.

2. The General Program of Activities will serve as the day-to-day guide for the series of events and activities that will be conducted during the duration of the Conference. Should there be any changes in the schedule; the announcement will come directly from the Officer of the Day.

3. The identification cards must be pinned at chest level at all times. 4. Be punctual. There will be a roll call before every plenary session. 5. Each delegate must strictly conform to the attire for the day as stipulated in the General

Program of Activities. 6. The grounds at the pool area have been designated as the only smoking area in the

premises of the hotel. In order to maintain cleanliness, cigarette butts should be disposed properly in the designated cigarette bins.

7. Meals will be served as scheduled. However, a ‘No Meal Ticket, No Plate! Policy’ will be enforced.

Mobilization

1. In the case of the delegates who opted to stay in other hotels, they may take a quick jeepney ride going to the conference venue for a fare of P7.50 only via Bata-Libertad or Mandalagan-Libertad. Cabs are also available, 24 hours.

2. The Welcome Dinner is sponsored by the Provincial Government of Negros Occidental. It will be held at the Silay City Convention Center. Vehicles will be provided to escort the delegates to and from the venue.

Tokens, Souvenirs and Tours

1. The souvenir items of the Conference will be issued upon registration. It will include the 58th ANCM Kits, the Conference Bag, the 2013 Annual Report, the Proceedings of the 57th Annual National Council Meeting and the 2012 Audited Financial Statement of the BSP.

2. The special tokens of the 58th ANCM will be distributed by the host council per delegation.

3. Every delegate will be given a discount stub of 5% that can be used in the purchase of various pasalubong and native delicacies from BongBong’s Pasalubong Center.

4. Should anyone wish to avail of any of the tour packages of the Local Government of Bacolod City, they are to inquire directly at the Booth of the City Tourism Office just beside the registration area.

National Court of Honor 1. The awardees for the National Court of Honor must confirm their attendance with the

Awards Supervisor of the BSP National Office, Mr. Leon Carmelo G. Saliendra not later than 5 o’clock in the afternoon of 21 May 2015. The policy on ‘No Confirmation, No Award’ will strictly be enforced.

2. The taking of photos during the National Court of Honor is highly discouraged so as not to befuddle the solemnity of the ceremony.

c. Progress Update Reports. The members of the National Executive Board who were assigned to specific projects, including their counterparts from the BSP National Office rendered their respective Progress Update Reports, detailing their latest accomplishments, activities that were conducted, and their current status.

i. Green is Go! Go for the Real Thing! The Program and Adult Resources Development Executive of the Field Operations Division, Mr. Yasser F. Sarona rendered the reports for the special projects being implemented by the BSP with its different partner agencies and institutions. In 2007, the BSP inked a partnership agreement with the Coca Cola Far East, Ltd. for a noble advocacy of protecting and preserving the environment. Dubbed as the ‘Green is Go! Go for the Real Thing!’ Project, it aims to contribute towards achieving one of the Millennium Development Goals (MDG) of the United Nations (UN) on Environmental Protection. It is a project to ensure environmental sustainability and reforesting denuded areas in Luzon, Visayas and Mindanao. It also includes the construction of Scout Nurseries, propagation of trees, saplings and seedlings to help lessen the impact of Climate Change through Massive Tree Planting activities.

Through the project, the BSP has already planted a total of two hundred eleven thousand four hundred ninety eight (211,498) endemic trees covering all the ten (10) Scouting Regions. The total number trees planted is an accumulated result for CY 2011, CY 2012 and CY 2013, participated by Scouts and Scout Leaders from different Scouting activities at the District, Council, Region and National levels. The members of the National Council were encouraged to join and help in the promotion of the project in their respective localities in partnership with the Local Offices of the Department of Environment and Natural Resources, as part of the National Greening Program of the government. Under the Green is Go! Go for the Real Thing! Project are the Go Green!, Grow Green! and Earn Green! Merit Badges. They have been made part of the Progressive Scheme and Merit Badge System of the BSP, to give Scouts and young people, the opportunity to learn life-skills that will help them in the future, to take care of the environment and natural resources, and to cultivate in them the character and values of sustainability and livelihood.

ii. Messengers of Peace Initiatives (MoP) The Messengers of Peace (MoP) Initiatives is the flagship program of the World Organization of the Scout Movement (WOSM). It is a program that seeks to inspire young Scouts to do a single act of kindness every day.

The MoP Initiative supports five (5) service criteria – (a) Training in Dialogue, (b) Support to Specific Peace Projects, (c) Support to Young People Living in “Hot” Conflict Situations, (d) Capacity Strengthening and (e) Globalizing the MoP Network. The BSP has expanded its scope and reach in promoting the Messengers of Peace Initiatives, covering all 10 Scouting Regions and 119 Local Councils. It has been institutionalized in all of the programs, activities and trainings of the BSP through National Office Memorandum No. 23, Series of 2014. At the same time, all Local, Provincial, Regional, National Scouting Jamborees, Moots, Venture Camps, Training Courses, Seminar-workshops, Scout Youth Fora already include a discussion on the Initiatives. The BSP has always been at the Top 10 at the WORLD Level in terms of Membership in the Online Platform, Service Hours and Service Projects. Number 1 in Service Hours, Number 2 in Membership, and Number 6 in Service Projects in the most recent report in March 2014.

iii. Civic Welfare Training Service (CWTS) The BSP has been accredited by the Commission on Higher Education (CHED) and the Technical Education and Skills Development Authority (TESDA) as a service provider and as a component of the National Service Training Program (NSTP) being implemented in higher learning institutions. The Scouting Program is being offered as a component of the NSTP under the Civic Welfare Training Service (CWTS) program. It refers to programs or activities contributory to the general welfare and the betterment of life for the members of the community or the enhancement of its facilities, especially those devoted to improving health, education, environment, entrepreneurship, safety, recreation and morals of the citizenry. For many years now, the BSP continues to promote the adoption of CWTS Scouting in various schools and colleges in the country, most especially in the higher educational institutions.

iv. Community-Based Scouting (CBS) Scouting offers a progressive learning environment. It also provides opportunities for self-reflection and self-initiated endeavors that translate into group cohesion leading to active and harmonious community life processes. It is an avenue for character development, citizenship, skills for self-reliance and service to others. Community-Based Scouting is a “composite program unit” of the Boy Scouts of the Philippines that offers a unique opportunity for “Membership Growth” and “Reaching Out” to the broader segments of the society, especially to the out-of-school-youth and young people in the community. A venue that caters to “Effective Delivery” of Five (5)

Sectional Programs (KID, KAB, Boy, Senior and Rover Scouting) of the BSP – through greater community participation, involvement and development. The support from the Members of the National Council was then sought to help in the promotion and organization of Community-based Scouting units in their respective Local Councils and in order to build strong Scouting units at the grassroots level.

v. International Events and Activities Mayor Dale Corvera of Cabadbaran City, the International Commissioner of the Boy Scouts of the Philippines rendered his report on the various international events and activities that were calendared for 2014 and sought the participation of the different Local Councils of the BSP. The events and activities include the following:

Terengganu International Scout Jamboree (Malaysia, 1-6 June 2014) 5th Mongolian National Jamboree (Mongolia, 2-8 July 2014) 4th International Patrol Jamboree (Korea, 1-6 August 2014) Colombo Scout Centenary Jamboree (Sri Lanka, 1-7 August 2014) Adventure14 (Canada, 2-9 August 2014) APR Workshop on Environment Education in Scouting (Australia, 2-5 June 2014) APR Workshop on Fundraising (Macau, 5-8 July 2014) APR Seminar on Value-Based Scouting (Singapore, 2-5 August 2014) APR Seminar on the Scouts of the World Award (Korea, 23-26 October 2014) 12th World Scout Youth Forum (Slovenia, 4-7 August 2014) 40th World Scout Conference (Slovenia, 11-15 August 2014) 23rd World Scout Jamboree (Japan, 28 July – 8 August 2015)

Mayor Corvera also discussed the essential details for participation in the above-stated events and activities – inclusive dates and venue, registration cost, etc.

vi. 100 Years Celebration of the Introduction of the Scouting Program in the Philippines The Chairman of the Centennial Celebration Committee and Member Emeritus of the National Executive Board, Gov. Roberto M. Pagdanganan rendered the Progress Report for the 100 Years Celebration of the Introduction of the Scouting Program in the Philippines.

Prior to threshing out the focal points of his report, he shared to the National Council the proud history of the BSP. Being the oldest and the largest youth organization in the country, BSP faced various challenges and its capability and resilience had been put to test since the first all Muslim Filipino Boy Scout troop was organized in Zamboanga City in 1914. From the outbreak of the war in the Pacific in 1941 where the Scouts and their leaders served the country in many ways; to the suspension of its operations by the Japanese Imperial Forces in 1942 and its resumption in 1945; as well as the tragedy that befell its delegates to the 11th World Scout Jamboree in Marathon, Greece in 1963, the

BSP has remained unfazed and steadfast and even grew stronger as it coped up with all its trials and challenges. He informed the National Council that the NEB has appointed a 9-man panel to constitute the Centennial Celebration Committee, seven (7) of them are incumbent members of the NEB, and the two (2) are former members of the same whose expertise on the program and history of Scouting will be of paramount import for the celebration. To guide and to counsel the Committee, Mr. Maximino J. Edralin, Jr., National Public Relations Commissioner of the NEB has been designated as its Adviser.

Chairman Pagdanganan reported that there are a total of eight (8) big activities that have been scheduled throughout the centennial year, all of which will be closely monitored by the Committee, viz:

Philippine Scouting Centennial Banquet Philippine Scouting Centennial Jamborees Philippine Scouting Centennial Peace Torch and Baton Relay Philippine Scouting Centennial Commemorative Items (medallion, stamps,

neckerchiefs, patches, slides, button pins and other memorabilia) Philippine Scouting Centennial Run Philippine Scouting Centennial Marker Philippine Scouting Centennial Coffee Table Book Philippine Scouting Centennial Song

The theme for the celebration is ‘Peace and Development through Scouting.’ It will be the theme of the BSP from May 2014 until November 2015. Similarly, the Committee has caused the issuance of National Office Memorandum No. 43, Series of 2014 re: Commemorative Neckerchief and Patch for the 100 Years Celebration of the Introduction of the Scouting Program in the Philippines, requiring all Local Councils that the centennial neckerchief will be used as the special neckerchief of the BSP from July 2014 until November 2015, except for National Court of Honors and trainings for Scouts and Scout Leaders at all levels. Clarification was pointed that the celebration is not only for the Boy Scouts of the Philippines but, it is a celebration as well for the Girl Scouts of the Philippines. The celebration is arched on the introduction of the Scouting program in the country. At the end of his report, Chairman Pagdanganan reiterated his call to the National Council to support the different programs and activities calendared throughout the year in commemoration of the Philippine Scouting Centennial Celebration, ‘Truly, this is a very exciting time for the Boy Scouts of the Philippines. Our centenary will set the tone for all the great things that the Scouting Movement will have to offer for the Filipino youth over the next 100 Years.’

d. Special Update Report for the Philippine Scouting Centennial Jamboree for Mindanao. A Special Update Report was delivered by Atty. Jose Rizalino Ortega, Council Chairman of Zamboanga City Council, and the host of the Philippine Scouting Centennial Jamboree for Mindanao. As a Chairman of the Local Jamboree Organizing Committee, Chairman Ortega reported to the National Council the preparations that the Zamboanga City Council is doing, in partnership with the Local Government of Zamboanga City and the Zamboanga City Freeport and Economic Zone. Chairman Ortega also discussed the security measures that will be put in place in order to assure the safety and the security of the participants. The Philippine Scouting Centennial Jamboree for Mindanao alone was expecting about five thousand (5,000) participants from across Eastern and Western Mindanao and from other regions as well. Finally, Chairman Ortega, assured the participants to the Jamboree that partnerships have already been made are still being explored in order to give the participants the experience of the lifetime during the Jamboree.

e. Soft Launching of the Philippine Scouting Centennial Song. The Centennial Celebration Committee commissioned the services of Mr. Aries Rey Sales, National Winner of the Search for the Ten Outstanding Boy Scouts of the Philippines in 2004 to render the Philippine Scouting Centennial Song. Entitled ‘Lipad,’ it had its soft-launching during the 58th Annual National Council Meeting and has gained the approval and the nod of the delegates of the Conference not only for its lyrics, but also for its music.

The lyric of the song is stated below:

After all the reports were rendered, the Officer of the Day once again made a Roll Call of the Delegates in preparation for the arrival of the Vice President of the Republic of the Philippines and President of the Boy Scouts of the Philippines, Hon. Jejomar C. Binay and the Opening Ceremony.

OPENING CEREMONY 58th Annual National Council Meeting

Guest of Honor and Speaker

Upon the arrival of the Guest of Honor and Speaker, the Opening Program of the 58th Annual National Council Meeting immediately followed, with the Director for Field Operations, Engr. Rogelio S. Villa, Jr. as the Master of Ceremonies. In his Opening Remarks, Hon. Leo G. Lasacar, Vice President for Mindanao and Conference Chairman of the 58th Annual National Council Meeting welcomed all the delegates to Bacolod City. ‘This is the biggest gathering of all of the ranking officials of the Boy Scouts of the Philippines. Let us bear in mind the reason why we are here - to chart the future of this organization, and the future of the 2.4 million Boy Scouts that we serve.’ Thereafter, the Welcome Remarks were delivered by the Provincial Governor of Negros Occidental, Hon. Alfredo G. Maranon, Jr., the Mayor of Bacolod City, Hon. Monico O. Puentevella, the Council Chairman of Bacolod City Council, Mr. Alfredo R. Gonzales and the Council Chairman of Negros Occidental Council, Hon. Agustin Ernesto G. Bascon. Atty. Wendel E. Avisado, Senior Vice President and Acting Secretary General of the Boy Scouts of the Philippines introduced the Guest of Honor and Speaker. In his Keynote Address, Vice President Jejomar C. Binay, President of the Boy Scouts of the Philippines remarked that, ‘The 58th Annual National Council Meeting is a meeting of great men and women in the Scouting Movement and shall always be remembered as a tribute to the young people and the future and as a solemn declaration of our continued of and loyalty to our oath to do our duty to God, country and fellow human being.’ Immediately after the Opening Ceremony, the delegates were escorted to the buses waiting just outside of the hotel in order to bring them to the Silay City Convention Center for the Welcome Dinner, sponsored by the Provincial Government of Negros Occidental under the auspices of Hon. Alfredo G. Maranon, Jr.

DAY 2 Plenary Sessions, Awarding and Recognition Ceremonies

Officer of the Day

The second day of the 58th Annual National Council Meeting was the most important day of the Conference that highlight the elections and the awarding ceremonies. The Order of Business were: 1st Plenary Session (Approval of the Proceedings of the 57th Annual National Council Meeting, President’s Report, Treasurer’s Report), 2nd Plenary Session (Report of the Nomination Committee, Election of Four (4) Regular Members of the National Executive Board), Awarding Ceremony (2014 Tribute to the Outstanding Scoutmaster, Outstanding Regional and Council Chairpersons, Outstanding Regional and Council Scout Commissioners), Awards and Recognition (Presentation of BSP Local Charters, Lorillard Spencer Trophy Award, National Executive Board Recognitions, National Scout Shop Recognitions, Other Awards) and the Farewell Dinner. At around 8:30 in the morning, the Officer of the Day, Director Pedro B. Penados of Western Mindanao Region started the Roll Call of the Delegates. Before proceeding to the order of the day, a simple Morning Ceremony was conducted. Director Penados then introduced the Presiding Officer of the 1st Plenary Session, Hon. Del R. De Guzman, Vice President for Luzon of the National Executive Board and Mayor of Marikina City. Prior to convening the 1st Plenary Session, the Presiding Officer recognized the presence of Vice President Jejomar C. Binay, President of the Boy Scouts of the Philippines.

a. First Plenary Session HON. DEL R. DE GUZMAN Vice President for Luzon Presiding Officer

The 1st Plenary Session of the 58th Annual National Council Meeting was called to order at exactly 9:08 in the morning.

i. Presentation, Review and Approval of the Proceedings of the 57th Annual National Council Meeting The Presiding Officer directed the assembly to review the proceedings of the 57th Annual National Council Meeting held at the Philippine Scouting Center for the Asia-Pacific Region, Makiling National Scout Reservation, Los Baños, Laguna last 19-22 February 2013. Prior to this, the Officer of the Day had earlier requested the assembly to go over

the said proceedings in order to thresh out any matter that may arise from the proceedings. With no matters arising from the proceedings of the 57th Annual National Council Meeting, Vice Governor Joey G. Pelaez of the Province of Misamis Oriental and Member of the National Executive Board moved for its approval. The motion was duly seconded on the floor. Hearing no objections, the Presiding Officer approved the proceedings of the 57th Annual National Council Meeting as presented.

ii. Report of the National Treasurer MR. ENRIQUE B. LAGDAMEO National Treasurer National Executive Board, BSP

The Presiding Officer then recognized the National Treasurer of the Boy Scouts of the Philippines, Mr. Enrique B. Lagdameo for the Treasurer’s Report. Mr. Lagdameo requested the assembly to look and go over with the Annual Audit Report 2012 of the BSP which was prepared by the Commission on Audit, copies of which have been duly included in the 58th ANCM Kit. He posited that the BSP is now a government owned or controlled corporation (GOCC). He further clarified that the Annual Audit Report 2012 of the BSP have been duly audited by the Commission on Audit, pursuant to their mandate as enshrined under the Constitution. But since the National Treasurer is supposed to report the financial standing of the BSP as of 2013, he elucidated that for purposes of transparency, they have included the “Unaudited” Financial Statement of the BSP for 2013 in the 58th ANCM Kits. It was made clear that of as date, the COA Resident Auditor of the BSP is still auditing the Financial Statement of the BSP for CY 2013. ‘We cannot confirm nor deny anything at this point in time, until the audit is completed,’ he said. Immediately after the National Treasurer rendered his report, the Presiding Officer once again reiterated that the Annual Audit Report for CY 2012 and the “Unaudited” Financial Statement for CY 2013 are all included in the 58th ANCM Kits, all of which were given upon registration. With no further clarifications, Councilor Jorge Banal, Chairman of the Public Relations Committee of the NEB moved for the approval of the Annual Audit Report for CY 2012 and for the approval of the Financial Statement of the BSP for CY 2013, subject to COA audit. The motion, having been duly seconded with no objection, the Annual Audit Report for CY of the BSP was duly approved. In the same manner, the “Unaudited” Financial Statement of the BSP for CY 2013 was also approved subject to COA audit.

iii. Report of the President Vice President JEJOMAR C. BINAY President Boy Scouts of the Philippines

Continuing with the order of the day, the Presiding Officer then recognized Vice President Jejomar C. Binay, President of the Boy Scouts of the Philippines for his report. The Vice President took the podium straightaway to render his report. The Report of the President consisted of two parts – the Management Aspect on the part of the President, and the Operations Aspect on the part of the Secretary General. Vice President Binay acknowledged that the BSP is ‘moving forward with a renewed strength and vigor, as a potent vehicle for social transformation.’ Hence, his report, though titled as the President’s Report is not his alone, but more importantly, it is the report of the volunteers and lay leaders who have selflessly devoted themselves for the growth and development of the young people. The report contains the entire feat and achievements of the BSP as a relevant organization in the society for CY 2013. The Report of the President centered on Membership Growth as the Major Final Output of the BSP for CY 2013, anchored on six (6) key strategic areas: [a] Quality Management, [b] Capacity Building, [c] Image Building, [d] Maximized and Diversified Income Resources, [e] Quality Program and Training for Young People and Adult Leaders and [f] Community Involvement. After the report has been rendered, Councilor Jorge Banal, Chairman of the Public Relations Committee of the National Executive Board moved for the adoption and the approval of the Report of the President. With the motion duly seconded and hearing no objections and/or reactions to the Report of the President, the motion was carried. A copy of the President’s Report has been included in this document for reference.

iv. Dialogue with the President / Open Forum The Presiding Officer, with the indulgence of the President, opened the floor for questions and allowed the assembly to have a dialogue.

The first query came from Atty. Moises Dalisay, Jr., Member of the Local Council Executive Board (LCEB) of Iligan City Council. Dalisay stated that the just yesterday, 20 May 2014, the LCEB of Iligan City Council filed a letter-appeal with the NEB thru the Secretary General, to provide and allocate funds for the employment benefits, including retirement gratuities and leave benefits for the staff assigned to their Council.

Atty. Dalisay further reiterated that such benefits are warranted under existing laws and civic services regulations in the country for all government offices. Atty. Dalisay’s query stems from his concern that the LCEB of Iligan City Council cannot afford to pay the retirement benefits of one of the staff of the Local Council will be retiring on January 2015. In order to address the query, Atty. Wendel E. Avisado, Senior Vice President and Acting Secretary General postulated that this concern is not only limited to Iligan City Council alone, but for most of the Local Councils as well. Hence, Avisado proposed to the President that a study must first be conducted. To this end, the former stated that a National Office Memorandum has already been released clarifying the status of the staff of the BSP at the level of the Local Councils, because the BSP, having been classified as a GOCC is bound to abide by existing laws and regulations relative to the benefits of the employees. To this end, Atty. Dalisay reiterated that the letter-appeal filed by Iligan City Council be given due course and serious consideration by the NEB. The said request was duly noted.

The second query came from Mr. Ireneo T. Borilla, Council Auditor of the LCEB of Quezon City. Borilla raised an inquiry as to why the BSP has been classified as a government owned or controlled corporation by the Governance Commission on GOCC (GCG), when in fact, the Supreme Court has ruled that the BSP is a public corporation only. Mr. Borilla stated further, that, based on his appreciation of the documents, the findings of the GCG is inconsistent with decision of the Supreme Court in the case of Boy Scouts of the Philippines vs. Commission on Audit (GR No. 177131, 7 June 2011). In order to correct such mistake, Mr. Borilla moved for the BSP, through the NEB, to reply to the GCG that BSP is not a GOCC but a public corporation only. The motion was duly considered. The President said that the BSP is indeed, a public corporation, pursuant to the decision of the Supreme Court. Nevertheless, the President said that, he will refer the said concern to the Legal Counsel of the BSP for further discussion and appropriate action.

Another query was raised by the Regional Director of the Department of Education Region VIII and Regional Chairman of the Eastern Visayas Region, Dr. Luisa Bautista-Yu regarding the status of the construction of the Council Office Building for Tacloban City Council and Leyte Council, with funds donated by the King of Sweden through the World Scout Foundation. Since Mr. J. Rizal C. Pangilinan, Regional Director of the World Scout Bureau – Asia Pacific Region was present, the President asked him to answer the query. Mr. Pangilinan replied that the technical aspect of the construction were already submitted to the World Scout Foundation, and per approval, the

construction of the said buildings will start by June 2014. Nevertheless, in order to cast away any shadow of doubt on the project, Mr. Pangilinan assured Dr. Bautista-Yu, and the LCEB of Tacloban City and Leyte respectively, that the funds are intact and are readily available.

Mrs. Marina Siaga, Member of the LCEB of Bohol expressed her gratitude to all of the Local Councils and individuals who have helped Bohol Council and its nearby councils in the aftermath of Super Typhoon Yolanda, most especially to Ms. Imelda S. Samson, Regional Scout Director for CLR/NELR/IR and the LCEB of Abra Council.

Mr. Dominic Pelayo, Field Scout Executive of Cebu Council also expressed his gratitude to the National Council and to the NEB for the Calamity Assistance Fund amounting to five thousand pesos (PhP 5,000.00) that were given to all professional Scouters who were affected by Super Typhoon Yolanda, and other natural calamities.

Another query was raised by a gentleman from Davao Oriental Council

expressing his intention to propose for amendments to the National By Laws of the BSP. Particularly, he was referring to the provision in the National By Laws stating that any acquisition of any property, either by virtue of donation or purchase must be under the name of the BSP.

The gentleman was proposing that the titles of the acquired lands and/or properties must be under the name of the Local Council and not in the name of the BSP as a whole. Atty. Wendel E. Avisado answered the question on behalf of the President. He stated that the matter is already being addressed and looked into by the NEB. He further requested for Davao Oriental Council to forward a letter to the BSP National Office to this effect.

Having no further questions on the floor, a member of the National Executive Board moved a motion to terminate the open forum which was duly seconded. The Presiding Officer then terminated the open forum and dialogue with the President. Prior to adjournment, the President Officer recapitulated salient points that transpired during the 1st Plenary Session. With no further matters to discuss, the Presiding Officer, on motion duly seconded, adjourned the 1st Plenary Session at exactly 10:09 in the morning.

The 2nd Plenary Session of the 58th Annual National Council Meeting was called to order at exactly 10:12 in the morning.

1. Report of the Nominations Committee HON. DEL R. DE GUZMAN Chairman Nomination Committee, NEB

The Report of the Nominations Committee was delivered by its Chairman, Mayor Del R. De Guzman, Vice President for Luzon. Mayor De Guzman started his report by recapitulating pertinent provisions of the National By Laws. Particularly, he reiterated Article V, Section 5:

“Information on Nominees. All proposals for nomination shall be submitted in writing to the Committee on Nominations for its recommendation so as to be received by the Committee at least four (4) weeks prior to the opening of the National Council Meeting. This Committee shall be given full information concerning all possible candidates. During the deliberations of the committee, it shall meet in an executive session, and on request of any member, voting for nominees for the National Executive Board may be by secret ballot. This Committee shall submit a list of nominees containing not less than twice nor more than thrice the number of positions to be filled. Nominations on the floor may be allowed by majority vote of the members of the National Council present at the meeting, provided that such person nominated on the floor has been previously nominated but not considered by the Nominations Committee.” (emphasis supplied)

The Nominations Committee, pursuant to its mandate stated above, convened last 21 April 2014 at the BSP National Office in Manila. In the same meeting, it reviewed all nomination forms submitted by those vying for the four (4) slots as Regular Members of the National Executive Board and the fifteen (15) slots as Private Sector Representatives. The following are the nominees that were accepted by the Nominations Committee, viz:

Mayor de Guzman then reported on the floor that there are only a total of four (4) nominees for regular membership to the National Executive Board and such is not in conformity with the provisions of Article V, Section of the National By Laws, primarily, “xxx This Committee shall submit a list of nominees containing not less than twice nor more than thrice the number of positions to be filled. xxx” As a result thereof, the Nominations Committee reported the situation to the NEB in its meeting held at the L’Fisher Hotel yesterday, 20 May 2014. In the same meeting, the Nominations Committee, acting as a collegial body made a recommendation to the NEB on to how to proceed with the elections. The recommendation made was to ‘seek for the approval of the National Council to waive the requirement on the number of nominees as provided for under Article V, Section 5 of the National By Laws’ and ‘to the proceed with the election.’ Having said that, Mayor de Guzman, acting in his capacity as the Chairman of the Nominations Committee moved that the provision provided under Article V, Section 5 of the National By Laws requiring the number of nominees to be not less than twice nor more than thrice the number of positions to be filled will be waived so that the National Council can conduct the election as required. The motion was duly seconded. Hearing no objections, the Presiding Officer ruled in favor of the motion. Hence, the provision requiring a minimum number of nominees under the National By Laws was waived by the National Council for purposes of the elections to be conducted during the 58th Annual National Council Meeting. With this development, the President of the Boy Scouts of the Philippines, Vice President Jejomar C. Binay clarified that consistent with the rules, an election must be conducted and in order to fend off any issue that might arise from the decision of the National Council, he further clarified that the BSP National Office has in fact released the corresponding memorandum at the earliest possible time to give ample time for the different Local Councils, and even for the members of the NEB to submit their nominations, but, only four (4) nominees were submitted. The Presiding Officer then announced the names of the fifteen (15) nominees for Private Sector Representatives to the NEB. The said representatives will be elected by the members of the NEB in their meeting scheduled tomorrow, 22 May 2015. However, as a matter of procedure, the National Council must first approve the list of nominees for Private Sector Representatives. For reference, stated below is the list of nominees for the fifteen (15) slots as Private Sector Representatives:

Immediately after the report of the Nominations Committee, the Presiding Officer recognized the Chairman of the Elections Committee, the Vice President for Visayas, Atty. Arturo V. Umbac. Atty. Umbac stated that the National Council has made a decision to waive the constitutional requirement on the number of nominees for election. And since there were only four (4) nominees, all of them will be considered winners. But for purposes of satisfying the rule that each nominee should have at least one (1) vote, Atty. Umbac requested the President, Vice President Jejomar C. Binay to cast the votes. In compliance with the rules, the President, upon the request of the Chairman of the Elections Committee, cast the vote for each of the nominees as follows:

Having satisfied the rules, the Chairman of the Elections Committee then proclaimed the winners of the election for the four (4) regular members of the NEB. The Tribute to the Scoutmaster is a search that aims to recognize unit leaders for their outstanding performance in their respective institutions. The awards pays tribute to their hard work and dedication in helping the BSP rear and nurture the youth for nation building, to be good men and women of the community and society. On the other hand, the Award for the Outstanding Regional/Council Chairpersons and Scout Commissioners are part of the tokens of recognition of the BSP for their exceptional leadership, ardor, zeal and support to the Regional and Local leaders in furthering the programs and thrusts of the organization for its stakeholders and key partners. This year’s selection was sponsored by the PHILUSA Corporation, a company primarily engaged in the marketing and distribution of a wide range of hygienic and chemical products in the country. The company was represented by its President, Mr. Neogin A. Evangelista. Stated below are the winners of the each of the competing categories:

a. 2014 Outstanding Regional Chairperson Atty. Daniel T. Fariñas of Northeastern Luzon Region and Vice Mayor of Baguio City was adjudged as the Outstanding Regional Chairperson of the Boy Scouts of the Philippines for 2014. Unfortunately, Atty. Fariñas died on 4 May 2014, hence, the award was given posthumously during the 58th Annual National Council Meeting to his wife.

c. 2014 Outstanding Council Chairperson Of the four (4) strong contenders of the coveted award of the Outstanding Council Chairperson, Dr. Linda P. Tungcul of Cagayan North – Tuguegarao City Council emerged victorious.

The afternoon session was dedicated for a short ceremony for the Awards and Recognition of the Boy Scouts of the Philippines regarding the Lorillard Spencer Award, the Presentation of the BSP Local Charters, the Recognitions from the National Scout Shop and the National Executive Board.

a. The Lorillard Spencer Award The Lorillard Spencer Award is the most exalted award that the Boy Scouts of the Philippines is giving to its top-performing member-councils across the archipelago. It bears the highest distinction in terms of performance and general outputs. The Award was instituted to promote Scouting throughout the country and to encourage those in the professional service to always maintain a level of excellence in all their work in order to provide better Scouting program for more young people. The award is given to Local Councils that attain the highest percentage in terms of membership, activities and advancement and administration for a period of twelve (12) months based on the records, statistics and reports submitted to the BSP National Office. The Council was able to register a total of ten thousand three hundred forty six (10,346) Scouts and Unit Leaders, Lay Leaders and Volunteers under the program.

c. Presentation of the BSP Local Charters The source of authority of every Local Council emanates from the Charter granted to them [each Local Council] by the National Executive Board. On the occasion of the 58th Annual National Council Meeting, the following Local Councils were granted their respective Charters:

National Scout Shop Recognition The National Scout Shop (NSS) is the official supplier of all Scout uniforms, equipment, badges and insignias and paraphernalia and other Scout supplies and products of the Boy Scouts of the Philippines. Every year, it presents special awards in recognition of the performance of each of the Local Councils in terms of the Council’s share on the aggregate sales. The top ten (10) Performing Councils for 2013 in terms of sales at the level of the Local Council, including the accredited dealers in the area are:

Immediately after the 3rd Plenary Session, the delegates prepared for the main highlight of the Conference, the National Court of Honor. It is held once a year where the National Higher Awards are being conferred to recognize the distinguished and outstanding services of the volunteer and professional Scouters to the organization. Pursuant to the National By Laws, ‘the National President shall automatically chair the National Court of Honor and four (4) other members whose term are not expiring and who are holders of National Higher Awards as appointed by the National Executive Board.’ In a special ceremony called for the purpose, a total of TWO HUNDRED SEVENTY NINE (279) adults in Scouting were conferred various national higher awards, the breakdown of which are stated below:

Shortly after the formal closing of the National Court of Honor, Director Florencio B. Atinyao of the Administration Division took over as the Master of Ceremony for the Closing Ceremony of the 58th Annual National Council Meeting. Vice President Jejomar C. Binay spearheaded the Distribution of the Certificate to the delegates of the 58th Annual National Council Meeting. He was assisted by the Senior Vice President and Acting Secretary General of the Boy Scouts of the Philippines, Atty. Wendel E. Avisado and other members of the National Executive Board present. Immediately thereafter, Atty. Arturo V. Umbac, Vice President for Visayas and Chairman of the Elections Committee announced the Results of the Election for the vacancies in the National Executive Board – Mr. Danilo C. Asiaten, Councilor Jorge L. Banal, Dr. Pedro D. Destura and Mr. Enrique B. Lagdameo. “As we continue to walk through the path of Scouting, let us remain strong and united, one in mind and one in spirit,” said Vice President Jejomar C. Today, we take our hats off as we acknowledge, yet another fruitful year that has gone past. The year 2013 has ushered in fresh opportunities and a renewed zeal to continuously improve our services to the young people and the Adults in Scouting. As a value-based organization, we have shown the continuing and the growing relevance of the Scouting movement in our communities and in the society. We have kept ourselves abreast with rapid changes and modernization. We have undergone a thorough self-examination of our goals in light of the changing call of the times. Today, we move forward with a renewed strength and vigor, as a potent vehicle for social transformation. As I give you my Report, let this not be titled solely for me, but rather, let this Report be seen as the testament of the hard work and sacrifices not only of our leaders, but more importantly, of our volunteers who have selflessly devoted themselves for the holistic development of the young people. This Report, therefore, contains our entire feat and achievements for 2013. Let me begin by saying that ‘change is at the heart of transformation.’ How far have we gone and how far are we willing to go for the sake of the young people are the questions at hand. My answer is simple, ‘We have responded to the call of the times and to the growing clamor for innovation. Our programs, trainings and activities will continue. We are sustaining our services for the young people to ensure for them a bright and a progressive future. We are continuing to provide human face to the word “service.” Our greatest transformation can be coined in two words – efficiency and stability. We have a vast and wide array of assets and resources. Through effective management, we have grown to divest ourselves with the image of an organization that was purely dependent on membership dues and contributions, into an organization that is widely seen as a model of efficiency and financial stability; that, we have achieved through the prudent and effective utilization of our valuable assets and resources. Hence, revisiting the thrust and direction of the Boy Scouts of the Philippines for 2013 was imperative, if we were to chart a much brighter future of this great

organization. We must attune our goals to the APR’s Vision 2020 and the Triennium Plan for 2012 to 2015. We then called for the conduct of a Mid-Year Performance Review and Planning Workshop, gathering our Senior Management Team and other key officials. As a result, “Membership Growth” became OUR Major Final Output for 2013 AND ONWARDS, anchored on six (6) key strategic areas of: Quality Management, Capacity Building, Image Building, Maximized and Diversified Income Resources, Quality Programs and Trainings for Young People and Adult Leaders and Community Involvement. Our Major Final Output served as our driving force to further bolster and improve our programs, trainings and activities. We animated interactions with varying entities and interconnected with the primary elements and common themes of the Scouting Program that are visible and cut across diverse components. We had to be more optimistic and confident about the future. Like any other organization, we continue to face significant challenges and also great opportunities. There is no need to reinvent the wheels. It simply calls for a common cause that we all subscribe to, common belief, common understanding; common direction and a simple common sense of accomplishing the task of working together as a TEAM. Given all these, there is no doubt in my mind that the best days of the BSP lie ahead. Our future shines bright. It surely is. I appeal for your understanding during this transition. There will surely be more challenges awaiting us, but no matter how difficult they may be, let not our faith be shaken and our focus distracted. We must grow further. This day will be remembered as our tribute to the young people and to their future. Let this day; therefore, mark the solemn declaration of our continued commitment and loyalty to our promise to do our duty to God, country and fellow human beings. Our Major Final Output for 2013 is MEMBERSHIP GROWTH. This has been our greatest challenge and it will continue to be so, for just like all the National Scout Organizations who are members of the World Organization of the Scout Movement, Membership Growth is the very core of our continuing survival. We need to be dynamic and innovative. We need to further improve our systems to meet the growing needs and requirements for quality programs, trainings and activities for our young people and adult leaders. Each day, more and more young people, of different ages, from different walks of life, amalgate and join our ranks in the Boy Scouts of the Philippines in various capacities. There is no stopping to our continuing growth. Year after year, we do not only retain our members, but we gain new members. We are currently in the best position for growth. We are an organization with a positive image, a high community standing; unique and equally interesting programs, trainings and activities that naturally attract young people and adults in Scouting. Fellow Scouts and Volunteers, for the past three (3) years, the BSP has witnessed a continued increase in its General Membership, signifying and attesting to the relevance and vibrancy of our programs, trainings and activities. In 2011, we recorded a total of ONE MILLION EIGHT HUNDRED TWELVE THOUSAND ONE HUNDRED FORTY ONE (1, 812, 141) in General Membership. In 2012, we marked an increase of two hundred fifty eight thousand five hundred thirty four, thus, increasing our membership to TWO MILLION SEVENTY THOUSAND SIX HUNDRED SEVENTY FIVE (2, 070, 625). And for 2013, we posted a total membership of TWO MILLION TWO HUNDRED TWENTY FOUR THOUSAND SEVEN HUNDRED EIGHTY EIGHT (2, 224, 788), further increasing our ranks by more than one hundred fifty thousand. These figures do not only reflect our strength in numbers, but also demonstrate the wealth of the Boy Scouts of the Philippines in the more than two million young and bright minds, who are the future leaders and active citizens of our country. Our organization does not just speak of the quantity or the warm bodies that we have, but, it also declares the impact that we create in the society and the difference that we make in the lives of others. Let us have a quick look at our organization through our five (5) Sectional Programs.

The Boy Scouting Section, those in Grades 4 to 6, aged 10 to 12 years old continues to lead the other sectional programs, accounting for 40.57% or 831,753 in our Scout Membership. The KAB Scouting Section, those in Grades 1 to 3, aged 6 to 9 years old, runs second with 35.67% or 731,431 in Scout Membership. The Senior Scouting Section, those in high school, aged 13 to 17 years old, is at third with 18.25% or 374, 125 in Scout Membership. The KID Scouting Section, those in pre-school, aged 4 to 6 netted with 4.87% or 99,889 in Scout Membership. Finally, the Rover Scouting Section, those aged between 16 to 24 years old is in the last bracket with 0.64% or 13,153 in Scout Membership. If we are to compare these figures to a Comparative Sectional Membership from 2011 to 2013, we could see that the KAB, Boy and Senior Scouting Sections are at a standpoint in their brackets, maintaining their respective ranks, only with different populations. As to the KID and Rover Scouting Sections, we can see an uneven trend and fluctuation. The National Office, through the Field Operations Division keeps track of the performance of each Local Councils and Scouting Regions in terms of membership growth and development, as well as their day-to-day operations. It is through such monitoring that the Boy Scouts of the Philippines is able to constantly observe the trend in membership, and initiate corresponding measures to respond to immediate concerns. The Western Mindanao Region posted the highest membership growth in the year under review with a total of 145,106 Scout Membership from its 115,196 Scouts registered in 2012. This translates to a 21% increase of its Scout membership from the previous year. It ranks eighth in terms of Scout potential and second against membership goal with a rating of 14.6% and 105.9% respectively. Southern Tagalog Region continues to register the most number of Scouts in 2013 with a total registration of 412,370 Scouts. This represents a 20.1% share of the overall Scout membership. Year on year, its Scout Membership is almost flat, adding a constant of 518 Scouts. It ranks third in membership performance against potential with a 23.8% rating and ranks seventh against goal with an 86.8% performance. Northeastern Luzon Region places first in terms of membership performance against potential, with a score of 37%, while it ranks fifth when it comes to membership goal, with a 104.1% performance. Ilocos Region tops the best membership performance against goal with a rating of 121.3% and ranks second against potential, with a score of 27.5%. Bicol Region continues to perform less well than the other regions, ranking at the bottom, both in membership performance against potential and goal with a rating of 8.2% and 38.5% respectively.

As for the previous year, Cebu Council marked the highest number of registered Scouts, posting a total of 112,211. This is followed by Batangas Council with 76,704, Davao City Council with 76,393, Bulacan Council with 71,525, Quezon Council with 68,277, Isabela Council with 65,231, Iloilo Council with 58,169, Laguna Council with 57,748, Bohol Council with 55,403 and completing the list is Zamboanga del Sur – Pagadian City Council with 51,952. These are but a few examples of selfless sacrifices and commitment of our various Councils and Regions to the organization. It is just but proper that we extend to them our warmest regards. Congratulations! Palakpakan po natin silang lahat. Now, onto our first Key Strategic Area – Quality Management. Quality management is anchored on the continued observance and adherence to the cycle of Planning, Implementing, Monitoring and Evaluation (PIME) of the Organization’s short, medium and long term strategic plans. It also includes the establishment and implementation of an efficient and effective membership registration system; enhancing leadership qualities at the national, regional and council levels; sharing of knowledge and resources as well as extending management support in risk management and internal control wherever needed and/or necessary. Hence, Quality Management is geared towards overseeing the general cycle of all of the programs and thrusts of the Boy Scouts of the Philippines in order to attain and maintain a desired level of excellence. The most sought-after and prestigious honor and recognition annually bestowed and given to deserving Local Councils is the Lorillard Spencer Award, the most exalted award that the Boy Scouts of the Philippines is giving to its top performing councils across the country. It bears the highest distinction in terms of outstanding performance in Membership, Advancement, Administration and Activities. For 2012, Bacolod City Council topped the overall national ranking and bagged the Lorillard Spencer Award for 2012. Placing second is Bohol Council and at third place is the City of Santa Rosa Council. The Award also gives recognition to its Local Councils in four distinct categories – Membership, Activities, Administration and Advancement. The Lorillard Spencer Award for Membership was conferred to the City of the Santa Rosa Council. The Lorillard Spencer Award for Activities was awarded to Davao City Council. The Lorillard Spencer Award for Administration was bagged by Bohol Council. No Council was awarded the Lorillard Spencer Award for Advancement, as no Local Council qualified for the said category. In the holding of the 57th Annual National Council Meeting in Mount Makiling in Los Baños, Laguna, we awarded charters to two (2) new Associate Councils – the Calamba City Associate Council and the Sarangani Associate Council. As of December 31, 2013, we already have a total of 118 Local Councils throughout the country.

Our next Key Strategic Areas relates to Capacity and Image Building. Capacity Building is focused on improving the level of capabilities of the Professionals and Volunteers serving in the Scouting Movement. It is embellished through empowerment that goes well with the contemporary trend towards a participatory, “bottom-up” approach to development, rearing further the potential, capacity, aptitude and competence of the professionals and volunteers in the performance of their work and functions.

On the other hand, Image Building consists of enhancing the image and profile of the Organization. Ultimately, it is about developing a brand of excellence for the Boy Scouts of the Philippines. In response to these thrusts, the National Office conducted series of Seminar Workshops both for its professional staff and the volunteers. The conducts of the Seminar Workshops are vital in the continuous improvement of the level of capabilities of our professional staff and volunteers, keeping them abreast with the recent changes, developments and trends in Scouting. Staff Development Seminar Workshops were conducted through the country with topics on Information and Communications Technology, Membership Registration System, Administration and Finance. National Seminar Workshops on Image Building focused on Image Management, Brand and Trademark Protection and Marketing Scouting. The same seminar workshops were also conducted for Program Commissioners. All these seminars and workshops were conducted primarily to respond to the need for continuous improvement. As members of almost a century-old organization, keeping ourselves well-informed of the recent trends will equate to maintaining our vibrancy and relevance to society. Creativity and innovation are essential in transformation; they run a primordial accord in our system, if we are to see, yet another colorful and successful century for the Scouting Movement. We cannot discount the fact that we have grown to become the largest, the oldest and the fastest-growing youth organization in the Philippines. As an already big and continuously growing organization, the depth of our pockets is vital if we are to deliver our programs, trainings and activities for our stakeholders. All these connect to our fourth Key Strategic Area – Maximized and Diversified Income Resources. Maximized and Diversified Income Resources encourage financial self-reliance of the Organization at the national, regional and council levels, as well as improve its financial management, fund-raising capabilities and partnerships with potential sponsors, benefactors and corporations with strong corporate social responsibility programs.

Aside from our wealth in numbers, we also have vast and a good number of physical resources. Five (5) of the most prominent real-estate properties of the BSP are the following: [1] the Manila Property, [2] the Makati Property, [3] the Baguio Property, [4] the Makiling Property and the [5] Cebu Property. These properties and been prudently utilized to its potential, providing regular income to the organization. Joining the long list of skyscrapers in the metropolis, the Manila Property houses the National Office of the Boy Scouts of the Philippines. It is a 15-storey building directly fronting the SM City Manila and other government institutions and commercial buildings. The Ground Floor of the building serves as its commercial spaces. The second and third floors of the building are the designated parking areas, and warehouse for the National Scout Shop. The fourth and fifth floors house the corporate office of the Boy Scouts of the Philippines. The sixth up to the fourteenth floors were leased to a private entity to manage the BP International Hotel, which is a much better version of our old Tamaraw Hostel. The fifteenth floor of the building is a Multi-Purpose Hall for use of the BSP for any of its activities. The newest addition to our real-estate properties being developed is the Makati Property, commonly known as the Malugay Property and now being referred to its new name, ‘The Makati Place’. It is a high-end mixed-use development project at the heart of Makati through a joint-venture agreement between the BSP and the AlphaLand Corporation where the property itself is our equity/investment in the entire project. The podium has six (6) floors and is already 100% complete. Leasing its commercial area include the Rustan’s Supermarket, Handyman, CBTL Coffee Bar, among others. The 3rd floor of the podium is for the exclusive use and utilization of the Boy Scouts of the Philippines. BSP’s share in this joint undertaking is 15% across the board of the entire project. The City Club is composed on three (3) levels allocated for specialty restaurants, sports center and recreation arena. The construction of Towers 1 to 3 is on-going and is registered as an LEED Green building, certified under the US Green Building Council. When fully completed, harnessed and utilized to its full potential, this asset is a sure source of income for the organization. The Baguio City Property runs a great portion along Governor Pack Road. It is directly at the heart of the city, housing several bus terminals and souvenir shops. For CY 2013, it brought in an income amounting to 8,205,583.00. The Mount Makiling National Scout Reservation is officially recognized as the Philippine Scouting Center for the Asia Pacific Region featuring camping grounds, hiking trails, and a diverse flora and fauna. The most prominent development in the area is the BP International Hotel adjacent to the Grand Arena, managed by El Cielito Hotels.

The Capitol Hills Scout Camp is a 17-hectare property of the BSP at the heart of Cebu City. It is a regular source of income to the organization in terms of rental for the use of its educational and Scouting facilities for general.

As an organization whose programs, trainings and activities feature a number of high-adventure and outdoor activities, accidents are regular occurrences. In every activity that is being conducted by the BSP, the safety of the Scouts is of primary concern. Nevertheless, in cases of injury or any untoward incident, the Boy Scouts of the Philippines has its own insurance system included in its membership dues – the Financial Assistance Program (FAP). The FAP is an entitlement of every member to some benefits in cases of accidental, actual or natural death, injury and/or loss of limbs. It covers all its members, 24 hours a day and 7 days a week. For 2013, we marked an aggregate disbursement of FIVE MILLION FOUR HUNDRED EIGHTEEN THOUSAND FOUR HUNDRED EIGHTY SEVEN PESOS AND 6/100 (P 5,418,487.06). This amount covers only a total of 2,009 FAP claims from our ten (10) Scouting Regions. The highest number of FAP claims came from Western Visayas Region with 375. As to the biggest value of claims for the year, Eastern Mindanao Region marked a total value claim of 988,825.02. FAP claims are further divided into five (5) categories depending on the nature of claim. The most number of claims are for ‘Out-Patient Medical Reimbursement’ totaling to 1,026 claims. For several years now, we have been lagging behind in slow processing of claims. We have since streamlined our processes and removed non-essential requirements in order to accommodate the large number of claims and with much speed in processing them. Under the streamlined processing of FAP Claims, the National Office witnessed an increased in the number of approved claims, most of which was recorded in September 2013 with 410 claims, or 20.40% of the total number of claims. The expediency of such process is a direct result of the improved capacity and capability of our professional staff. The major source of revenue of the Boy Scouts of the Philippines is the National Scout Shop, our official distributor of Scout paraphernalia across the country. The Aggregate Sales of the National Scout Shop for 2013 registered a 16.9% decrease in its sales, marking its first major drop since 2009, after four years of continued growth at an average of 18% per annum. For 2013, the Eastern Mindanao Region topped the list in terms of net sales with P 25,934,883.96. This figure however shows a decrease of 37% in net sales from 2012. The rest of the regions marked a decrease in net sales for 2013, except Eastern Visayas, Central Luzon and Western Mindanao Regions. At the level of the various Local Council (combined sales from Local Councils and dealers), Cebu Council boasts of the highest sales contribution for 2013 at P10.1 Million.

Davao City Council came in 2nd at P7.3 Million. On the bright side is the notable performance of Tagum City Council which contributed a total of P4.5 Million, or a growth of 49.7% from its previous performance of P3 Million in 2012. Iloilo Council also posted an increase of 7% while Bohol Council fared well at 34% growth despite receiving the brunt of the strong earthquake that hit Cebu and Bohol in 2013. Completing the Top 10 best performing councils in terms of sales in Scouting paraphernalia are: Cagayan de Oro City Council with P3 Million; Cavite Council, P2.7 Million; General Santos City Council, P2.5 Million; Quezon City Council, P2.3 Million; and Laguna Council with P2.2 million. One of the most important Key Strategic Area is Quality Programs and Trainings for Young People and Adult Leaders. The Nationwide Search for the Ten Outstanding Boy Scouts (TOBS) of the Philippines is not new to us. It was initiated in 1989 during the incumbency of former Education Secretary and Boy Scouts of the Philippines (BSP) National President, Dr. Isidro D. Cariño. The Search aims to recognize Scouts who best represent what the Scouting program aspires to achieve: Scouts with sterling achievements in community leadership, academic excellence and good moral conduct. The BSP is one of the most active participants in various international Scouting activities, be it for the young people and the adults. It speaks of the support that the BSP is giving to its members in various capacities necessary and available. We were represented in a total of nine (9) international events, the most important of which is the 1st World Scout Education Congress in Hong Kong where we sent a total of 11-man contingent. The Congress featured an online congress for Scout participants that served as an interactive forum. From a total of 148 countries that joined the Congress online, the Boy Scouts of the Philippines topped the global rankings in terms of online participation with 10,238 Scouts. We truly have a strong pool of interactive members. Name the medium and surely, the Boy Scouts of the Philippines will surely stand tall. Going local, we conducted the very first National Peace Jamboree on a major regional basis, covering three (3) locations in Luzon, Visayas and Mindanao. This National Jamboree posted a total of 10,976 participants. The National Rover Moot, the gathering of Rover Scouts was held in Aklan which gathered a total of 939 participants. The 56th Jamboree-on-the-Air (JOTA) and 17th Jamboree-on-the-Internet (JOTI) was also conducted throughout the country. In the same activity, the National Office had the Manila Ocean Park as its partner.

The delivery of quality programs and trainings can only be done with the help of the Adults in Scouting. Adult resources are key actors in the delivery of quality, relevant and equitable youth program for the Scouts. They represent the principal component in the realization of the vision of Scouting. In response to the growing clamor for adult training in the BSP, the National Office approved a number of training courses to be conducted across the country. A total of 131 Scout Orientation Courses were conducted, 267 Basic Training Courses and 24 Advanced Training Courses. Wood Badge Parchments were also awarded to deserving adult leaders who have undergone their training and completed their training studies. As for the training of trainers, a total of 5 Courses for Managers of Learning were conducted and 1 Course for Managers of Training. For 2013, a total of 19 Assistant Leader Trainers and 8 Leader Trainers were given their Honorable Charges, sanctioned by the World Organization of the Scout Movement. Completing our major final outputs for 2013 is our last Key Result Area – Community Involvement. Community Involvement relates to engaging the government, both national and local, to be the Organization’s partner in pursuing the establishment of Community-Based Scouting in every barangay throughout the country and partner with them in reaching out to the young people, specifically the out-of-school and the disadvantaged so that they too can become useful and productive members of the community and the society as a whole. It also relates to BSP’s extending a hand to its fellow human beings, in consonance with its duty to others. With the onslaught of various natural and made-man natural calamities and disasters which have left many parts of the country devastated, the Boy Scouts of the Philippines, through its various Local Councils and Scouting Units organized relief initiatives and assistance programs throughout the country. The professional staff of the National and Regional Offices donated P1000 each in order to help raise funds to procure goods and relief packages for our brother and sister Scouts who were severely affected by Super Typhoon Yolanda. Various Local Councils initiated their own relief efforts to help other areas affected by the typhoon. They volunteered in various action centers of the government and of private corporations to help pack the relief goods as well as in their delivery and distribution. In the case of Zamboanga City which was devastated by the armed-conflict between government forces and the MNLF, the Zamboanga City Council, through Scout Jericho C. Ortega, National Scout Representative for Mindanao, initiated the

Piso Brigada Para Sa Zamboanga aimed at gathering a peso from donors and using the accumulated funds to buy school materials for the school children who were displaced by the conflict and the calamity. The Ten Outstanding Boy Scouts of the Philippines Association, the organization of the previous winners of the annual TOBS Search also initiated their own relief initiative. Outreach projects were also conducted by the Messengers of Peace – Philippines in Batangas City, the Province of Tarlac and other Scouting units. Finally, the Boy Scouts of the Philippines was recognized and awarded by the United Nations as one of its major partners for the MYWorld Campaign, a survey for UN’s Post-2015 Millennium Development Goals. The BSP gathered more than 7,500 votes, placing it at 3rd Place in the Philippines and ranking 25th in the world. Truly, we have seen how the BSP has grown through the years, how it has progressed, how it has developed. Looking back to yet another wonderful year, I am left amazed and beyond words at what God has done for us, for the Boy Scouts of the Philippines. If there is one thing I would like to emphasize, it is this: “Very little could happen without the collective efforts of our volunteers.” The professional staff, unit and lay leaders, and most especially, the volunteers, have been instrumental in accomplishing what no one would have thought was possible in a year’s time. Our work will continue for another fruitful year. And by God’s grace and mercy, we will say much more to what we have shared today. Not solely on what “we have done”, but rather, “at what God has done through His people.” For after all, it is God who made everything possible. He is simply using us for his greater plan and purpose. But if only to appreciate His power and greatness, let us look again at the lives that we helped change; and the stories of God’s faithfulness through the impact of Scouting in the lives of the young people we serve. The Centenary of the Introduction of the Scouting Program in the Philippines is already within our doorsteps. 2014 will be another year of selfless service and commitment for the young people. I urge everyone to help us further and help us make our 100 Years of Scouting in the Philippines truly a big success. This is our shared vision. This is the future we want. HON. ALFREDO G. MARANON, JR. Governor, Province of Negros Occidental

Members of the National Executive Board, Regional Scout Committees, Scout Leaders, Delegates from Local Councils, honored guests, friends, good day! It is our honor to join every one of you today in your 58th Annual National Council Meeting.

We take this opportunity to commend each and every one of you, because as leaders of the Boy Scouts of the Philippines, you have taken the challenge to help the Boy Scouts organization in honing our young people to become diligent, hard-working, productive and trustworthy individuals.

At this time when the world is on a fast race for progress and development,

we surely need to continue to train and encourage our young men to skillful and innovative to help make our country move forward.

The success of our province and country lies in each one of us, and not just

in government and its officials. We salute the Boy Scouts of the Philippines for its steadfast commitment in

continuously educating our young people to become responsible and productive individuals. A well-educated citizenry can surely make a difference in bringing stability and progress to our province.

We hope for the success of this affair, and congratulations to each and every one. Thank you and good day.

KEYNOTE ADDRESS Delivered during the Opening Ceremony of the

58th Annual National Council Meeting

HON. JEJOMAR C. BINAY Vice-President, Republic of the Philippines President, Boy Scouts of the Philippines

“THE REAL VICTORY”

Let me start this message by sharing with you a recent story which inspired millions of Scouts all over the world.

Like a movie scene, a troop of boy scouts hiking in a New York Park turned

out to be heroes for the well-known Emmy-Award winning journalist, Ann Curry. As published by Scott Greer in “The Daily Caller”, Curry had been hiking in

Harriman State Park in New York when she broke her leg at a trail intersection. She was lying on a ground, resting her injured limb, when all of a sudden, a group of Boy Scouts from Berkeley Heights, New Jersey on a training hike came upon her.

The Scouts offered to help her but Curry initially refused. Luckily for the award-winning journalist, these young Samaritans wouldn’t take no for an answer. Without any prompting, the scouts sprang into action and used their first-aid training to splint Curry’s leg. Curry couldn’t walk off the trail due to her broken ankle, but that did not prevent the scouts from coming up with a solution of their own and quickly assembling a make-shift stretcher to carry Curry on.

The scouts managed to get Curry off the trail and get her to her family to drive her to a hospital. Her husband was extremely grateful for the actions of the teens. Curry later wrote a personalized letter to every member of the troop who was there and thanked them for rescuing her.

The letter says: “Your skill and professionalism were a great comfort to me. I was in great pain, but you carried me over the sharp rocks and into the car that took me to the hospital. I feel enormously lucky you came along at just the right moment, and were so willing to help a stranger in need. You are a credit to the Boy Scouts and to your families, and I want you to know I am deeply grateful for your kindness and skill.” Upon reading this story, I suddenly realized that this is, indeed, the true measure of our success in carrying out our role in Scouting and in the lives of the young people. This is our real victory!

John Joseph Powell once said, “It is an absolute human certainty that no one can know his own beauty or perceive a sense of his own worth until it has been reflected back to him in the mirror of another loving, caring human being.”

Our worth, our caring hearts and our greatness must be reflected by how our young people carry out their role in the society for this is a clear demonstration of how faithful we have been in achieving the BSP’s mission and vision. If we cannot show that Scouting is still relevant today, and that it propels the youth to create a better world, then all our efforts will all be put in vain.

Fellow Scouts, we have been called to this noble mission, not only because we have what it takes, but because the Scouting spirit is burning passionately in our hearts. Whatever obstacle we encounter in serving the movement becomes negligible compared to the amount of hard work and commitment that we have been dedicating to this organization.

With these, let me express my most sincere gratitude to each one of you for continuously supporting the Boy Scouts of the Philippines and its mission. Let us not forget that everything we are here for, is for the young people. And so let us unceasingly give our best in serving this organization, extending our help in every possible way. So that every time we will witness a scout responding to a noble call of his duty to God, country and fellow human beings, just like this group of scouts from New Jersey, we will then say to ourselves, “I have clearly done my part, and this is indeed my real victory!”

Regional/Council Chairperson and Regional/Council Scout Commissioner

The Power To Commit “Commitment is a big part of what I am and what I believe. How committed are you to winning? How committed are you to being a good friend? To being trustworthy? To being successful? How committed are you to being a good father, a good teammate, a good role model? There’s that moment every moment when you look in the mirror. Are you committed, or are you not?” Ladies and gentlemen of the court, good morning. The strong and meaningful quotation is courtesy of basketball player for the Miami Heat of the National Basketball Association LeBron James. A four-times NBA most Valuable Player Awardee and two-times Olympic Gold medalist, LeBron is known the world over as one of the best basketball of all times. If this man did not commit himself to the game of basketball and to his team, he could not have reached the status as one of the most powerful people and the richest men in sports. His commitment has, somehow raised the level of American professional basketball. To others he is an icon, but to his teammate he is more than that, because to them “LeBron James is a hero.” The noble men and women of the Council and the Region have committed themselves to the boy Scouts of the Philippines. Like LeBron, they are our modern heroes, for without them, without their sacrifices, there could be no Scouting. Like the game basketball, they work for a team. They made that they contribute something for the betterment of the Movement. They spend time, effort and yes, even their own resources, to ensure that their contributions would be counted-and we are counting it now, reaping even. Ladies and gentlemen, the chairmen and the commissioners of the Councils and the Regions are but few of the millions more whose lives have been touched by Scouting and its power to commit. They evolved from ordinary citizens to extra-

ordinary Scouts because they chose to walk the long and winding road of service that could also mean sacrificing a part of their life. In so doing, they lost themselves in the service of others and found their way by the power to commit. Through these noble men and women, Scouting managed to reach out to a larger number of the populace and through them; the Scouting Movement has managed to preserve the dignity of service. I therefore, as the Honorable Men and Women, our honorees, our friends, our heroes, to please stand up and be recognized... How about a big hand for them? Let us cheer... let us jubilate.... because Scouting never run out of spirited individuals like them. They shall now be included in the winding list of people with good heart. My fellow Scouts, our honorees for this year. I would like you to know that the awards that you are going to receive are but simple tokens of appreciation from the hundreds of thousands boys and girls you have served, but know it within your heart that this is more than just a recognition. With these plaques are the dreams of millions more who, like you, have attempted and succeeded to break the barriers of indifference. These plaques are made not of solid gold or brass; these plaques are made from the aspirations of the forefathers of Scouting, whose ideals still exist today and shall continue to exist until the whole world come to realize that Scouting is here and shall stay forever to serve. Again, my dear fellow Scouts, I believe that you don’t need a moment to look in the mirror to ask yourself if you are committed or not, because I believe, like what Martin Luther King Jr. Had believed that: “Everybody can be great...because anybody can serve. You don’t have to have a college degree to serve. You don’t have to make your subject and verb agree to serve. You only need a heart full of generosity. A soul generated by love.” You our honorees are full of generosity and love. We thank God for you. Congratulations! Thank you very much and God bless us all!

MESSAGE Delivered during the Awarding Ceremony of the 2014 Tribute to the Scoutmaster

HON. DALE B. CORVERA Mayor, City of Cabadbaran

Chairman, Selection Committee I take great honor and pride to stand before you. Today, is a triumph of the human spirit, because in our midst are selfless individuals who have shown nobility in spirit in rendering genuine service to our nation. These men, beyond their imperfections and flaws, have extended a life-long commitment as Scoutmasters, in order to serve God and fellowmen. For that, they become venerable individuals worthy of tribute and emulation among this generation and the next. Walking down the memory lane, I could still see flashbacks of my being a boy scouts many decades ago. And as a young scout eager to learn the ropes, all roads led to my Scoutmaster. In more ways than one, he had been a mentor, ever ready to extend hand, expecting no favor in return. For the most past of my Scouting journey, however, he was more than that His guidance transcended not only in my life struggles but also in the pursuit of my dreams. He had given up a lot with nothing in mind but the interests and well-being of his Scouts. Instead of aspiring to lead, he inspired me to lead. His influence over me resonates through the years as it molded me as the father, husband, man and the leader that I am today, living a life of service, fidelity and commitment not only to the Scouting movement but also to the society in general. To me, my Scoutmaster was my hero. He aspired for nothing than the welfare of those who sought his help, without the expectation of a material gain but only an altruistic feeling that he contributed something for the humanity. He was truly the human face of Scouting. Just like my Scoutmaster, these personalities that we are about to honor today have walked the road less travelled, broke barriers—despite the heavy odds against them—and eventually made a positive difference to the lives of those whose hearts they have touched upon. They are men with strong conviction, fortitude of

spirit and a pure heart for public service. They fought indifference and apathy, and triumphantly broke hard grounds. They have big dreams. They dream of seeing this world dwelt by good-natured men and run by principled leaders. They dream of helping create a better world. And today, ladies and gentlemen, we shall honor them. May I therefore ask everybody to please stand and put our hands together as we pay tribute to these noble individuals who live a life of ultimate sacrifice. Thank you my fellow Scouts. To you who are about to be honored, you have given a whole new meaning to the Scouting movement. Big or small, your act of kindness and senseless gestures of compassion far outweigh the grandest of intentions. For that, you have the whole Scouting Movement looking up to you with great pride and optimism as they take inspiration from your venerable deeds. Mabuhay po kayo, nawa ay mas marami pang maging katulad ninyo sa Boy Scouts of the Philippines.

HON. JEJOMAR C. BINAY Vice-President, Republic of the Philippines President, Boy Scouts of the Philippines

I speak before you today, not to bid goodbye, but to commend you all for

participating enthusiastically and passionately in the 58th Annual National Council Meeting.

It has been a pleasure being with men and women with noble hearts for

Scouting; exchanging ideas, stating positions, expressing opinions but most importantly, bridging the gaps in spite of differences. What seemed to be diverse at the start came out to be united in the end, with the Scouting spirit binding us all into a unified whole. This is the main reason why we were able to produce a coherent output for the glory of the movement.

I will be remiss if I’ll fail to extend my deepest and most sincere gratitude to

all those who contributed to the success of this event. To the National Council and my colleagues at the National Executive Board,

who have been inspiring me to serve the organization at my best, thank you for always giving your selfless service to the organization. We are, and will continue to walk side by side no matter what happens and even in the most difficult times.

To the National Office Staff, Regional Scout Directors and Local Council Scout

Executives, thank you for being there in every step of the way. It is true that in unity, there is strength!

To our esteemed DEPED partners, commissioners, chairpersons, council

officers, adult leaders and volunteers, who have been constantly serving our young people, I thank you for every single act of kindness you have imparted to the Boy Scouts of the Philippines. Your commitment and dedication will always be one of the strong foundations of our organization. May you continue to march with us towards our mutual goals.

And last, but definitely not the least, the host of the 58th Annual National

Council Meeting, the Bacolod City Council and City Government of Bacolod headed by its Honorable Mayor Monico O. Puentevella as well as the Provincial Government of Negros Occidental headed by the Honorable Governor Alfredo G. Maranon, Jr. Thank you for making this event a great success by not only welcoming us all in this beautiful city of Bacolod, and the progressive Province of Negros Occidental but by extending all the needed help and assistance, and ensuring that nothing is left
