CM YK ND-ND 5 THE HINDU SATURDAY, JANUARY 3, 2015 NOIDA/DELHI STATE NEW DELHI: After launching its biggest ever housing scheme in 2014, the Delhi Develop- ment of Authority (DDA) is now getting ready to offer a whopping 40,000 flats of ul- tra-modern design in Delhi in December 2016. This be- sides offering comfortable housing for senior citizens through a first-of-its kind scheme in the country. However, the land agency has clearly ruled out any housing scheme this year. DDA Vice-Chairman Balvin- der Kumar on Friday said some 53,752 flats are being developed by the agency. “The DDA is developing over 52,000 flats. Of these 46,952 flats are under con- struction while 24,260 are at the planning stage. We are hopeful that 40,000 flats would be ready for our next housing scheme by Decem- ber 2016,” said Mr Kumar. Mr. Kumar also shared that all these flats and any other flats being constructed by the DDA will have ultra modern designs with highest specifications. All buildings will now be based on green concepts, will be energy effi- cient with zero discharge and prefab structures enabling speedier and eco-friendly constructions. On the senior citizen apartment scheme, the V-C said: “Work will start on 2,000 flats, which we hope will be ready to offer this year. A total of 800 of these flats will be in Dwarka, the rest in Rohini and in South Delhi. Five hectares of land has already been identified in Rohini.” “Senior citizens want se- curity, medical facility. We will ensure they get it all. We will also talk to banks and see if they can offer loans to se- nior citizens staying alone in Delhi on reverse mortgage so that they can apply in our scheme,” he said. On the Housing Scheme-2014, the DDA said it will start giving allotment- cum-possession letter on Saturday. As many unsuc- cessful applicants have still not been refunded the regis- tration amount by the banks, the V-C said the agencies can be blacklisted. The V-C ruled out reports that many successful appli- cants have surrendered the flats in Rohini due to dispute with the Barwala villagers. As of today, 150 people have surrendered their flats under the scheme. “I reiterate that no flat in the housing scheme is affect- ed by Barwala issue. No flat in the scheme is on the dis- puted land. People are sur- rendering flats because they had not visited the location earlier. I will say urbaniza- tion of any area takes time. Also, people have issue with the size of the flat too.” Besides this, Mr. Kumar said new farmhouse regula- tions will be out in two months providing regulari- sation of excess built up area. This will help harness pri- vate potential in land as- sembly and infrastructure development on the concept of smart city and shift DDA’s role to that of a facilitator. DDA Vice-Chairman Bal- vinder Kumar said the gui- delines for the policy have been sent to the Ministry of Urban Development and are expected to be notified in 10-15 days. “We hope right after elec- tions, we will be able to an- nounce the land pooling policy. The DDA will be de- veloping land through pri- vate participation,” he said. With the announcement of LPP, the DDA will play the role of a facilitator and levy external development charges only on the land component. The DDA will also act as nodal agency for providing basic agencies for availabil- ity of water, sewerage, drainage and power supply. It said efforts will be made for setting up a single win- dow system for grant of de- velopment licence, approval of layout and building plans. The status of land which will become available for land pooling will be upload- ed on the DDA website. Mr. Kumar said certain issues on the policy pending consideration of Delhi gov- ernment are exemption of stamp duty on surrender of land from developer entity to the DDA and vice-versa; de-notification of village which have been notified earlier for consolidation and declaration of 89 villages falling under land pooling policy as urban villages. LPP has two categories – one between land of 2 to 20 hectares where the return is 48 per cent and the other above 20 hectares with a re- turn of 60 per cent. In this, 53 per cent will be allowed for group housing, 5 per cent for commercial and 2 per cent for institutional. In every category, the FAR has been doubled under LPP. The LPP gains impor- tance in view of the ever- growing need of affordable housing. Staff Reporter Guidelines for land pooling policy soon The DDA will turn facilitator and develop land through private participation NEW DELHI: Having come un- der criticism for not guard- ing its land from encroachments, the DDA has formed Quick Response Teams (QRT) for all zones. These QRTs have 40 secu- rity guards in each team. The team reports to the chief engineer of the zone. Any encroachment is imme- diately acted against. The QRTs have been pro- vided with SUVs, android phones with GPS facility, the DDA said Friday. The DDA was recently asked by the standing com- mittee, which tabled its re- port in the Lok Sabha on working of the land agency, to prevent encroachment of its land and identify officials whose negligence and cor- rupt practices have resulted in such encroachment. It was noted that 1,402.16 acre of DDA land is under encroachment while only 402.428 acres of land could be reclaimed during the last five years. A financial hub on the lines of one in Mumbai is also being planned in Dwar- ka Sector 10. “We have been in talks with the commerce and banking ministry. The DDA is also con- structing 2,000 apartments for senior citizens in Delhi, 800 of which will be in Dwarka. Besides this, certain ma- jor projects to be taken up this year are construction of a diplomatic enclave and so- cio-cultural centre. It will also introduce e- buses and cycle sharing pro- jects in Dwarka in keeping with transit-oriented development. The Dwarka Expressway will connect Dwarka to Gur- gaon, thereby increasing cir- culation space, smooth flow of traffic and faster connectivity. The authority on Friday said every effort will be made for optimum utilisation of water. DDA Vice-Chairman Balvinder Kumar said: “We will ensure that no drop of water is wasted and there is optimum utilisation and efficient recycling,” he said. The DDA is planning to develop three smart cities – on extension of Dwarka, Rohini and Narela with uninterrupted power and water supply and wi-fi connectivity. The DDA will also be developing a lake city complex at Mayur Vihar with rejuvenation of Sanjay Lake. The integrated commercial and housing project will be brought on 25 acres of DDA land with a metro station at the centre of all development. Puram NEW DELHI: Making another ad- dition to the Aam Aadmi Par- ty’s fund raising initiatives, its convener Arvind Kejriwal has launched the social media dri- ven ‘I Fund Honest Party Challenge’. The campaign is on the lines of popular charity chain ALS Ice Bucket Challenge which works like a chain reaction. One has to accept a challenge of performing a task and nomi- nate more members and throw them a challenge. Mr. Kejriwal kicked off the campaign on Friday by himself donating Rs.10,000 to the par- ty and nominating 11 others. The list includes industrialist Rajiv Bajaj, actor and party leader Gul Panag, businessman Subhash Khandelwal, Vipin Mittal, besides family mem- bers and close aides. Two NRIs Amit Agarwal and Munish Raizada also feature in the list. Many among those nominated accepted the chal- lenge as the day progressed. Ms. Panag, for instance, do- nated a sum of Rs.15,000. This was announced by Mr. Kejri- wal on Twitter. Earlier, the Prime Minister too had done something simi- lar under the Swachh Bharat Abhiyan where he nominated others to take up a cleanliness drive. Kejriwal launches party’s fund raising challenge Staff Reporter NEW DELHI: There is a shortage of Urdu teachers in Delhi gov- ernment schools even as a req- uisition in this connection has been sent to the Delhi Sub- ordinate Service Selection Board and the process of ap- pointments is under way. The Delhi Government’s Directorate of Education in- formed the Delhi High Court through an affidavit recently that an additional require- ment of 152 posts of trained graduate teachers in Urdu had been assessed and the process for creation and filling up of posts had started. The affidavit was filed be- fore a Division Bench com- prising Chief Justice G. Rohini and Justice R.S. Endlaw, which was hearing a public in- terest writ petition moved by a non-government organisa- tion, Shiksha Seva Samiti, and some other societies. The DoE said most of the universities in the country did not have Urdu as a medium of instruction at the graduation level in any discipline, which had led to non-availability of trained graduate teachers in Urdu. “Urdu teachers under the Sarva Shiksha Abhiyan are al- so appointed every year on contract basis to overcome shortage of teachers,” said the affidavit. The DoE had deployed teachers from Urdu Academy in Urdu medium schools to teach subjects such as mathe- matics, science and social sci- ence in Urdu medium, stated the affidavit, adding that there were 228 government schools under the DoE in which Urdu was being taught as a language. In addition to this, 21 gov- ernment schools under the DoE have Urdu as the medium of instruction. The writ pet- ition has sought directions for appointment of Urdu teachers like that of teachers in other subjects, filling up of all va- cancies and reopening of Urdu schools which have been closed down.
