CD/14 Completion Instructions 1. Insert an optional reference number. This is a number of your choice, which may be a

unique customer identification number. 2. Insert the customer/site details, your name and your ‘Technician OFTEC Registration

Number’. 3. Insert your company details, your ‘Company OFTEC Registration Number’ and your

company telephone number. 4. Insert details of issues identified with the associated oil installation. Next to each issue or

group of issues, insert ‘PR’ or ‘IR’ in the ‘Risk category’ box to indicate whether they are Potential Risks or Immediate Risks. For further information on how different risks are categorised, please see sub-section 5.2 and the OFTEC Procedures section of Technical Book 3.

5. Tick to indicate whether warning labels (i.e. OFTEC Warning Stickers) have been affixed

to the associated equipment. 6. Identify the status of the person receiving the notice, insert details accordingly and obtain

their signature. 7. Insert your signature; along with the date and time that the notice was issued.

5.6 CD/30 (Oil Condensing Boiler Installation Assessment

Form) 5.6.1 General The following sets of legislation require a condensing boiler assessment form (CD/30) to be completed by an OFT 105 Registered Technician in order to ascertain whether it is permissible to fit a non-condensing appliance within an existing dwelling: • The Building Regulations for England and Wales Approved Document L1 (as amended

with effect from 1st April 2005) see the Domestic Heating Compliance Guide; • The Building Regulations for Northern Ireland Approved Document F1 (with effect from

1st April 2007) see the Domestic Heating Compliance Guide; • The Scottish Building Standards (Section 6) (with effect from 1st May 2007). OFTEC has produced a unique Oil Condensing Boiler Installation Assessment Form (CD/30) in easy to use pads of 50 two-part NCR paper, which should be completed to show written evidence of compliance with the above legislation. The fitment of condensing boilers has been a Building Regulatory requirement since 2007 and to which specific circumstances permit relaxation. Please refer to Section 6 for Regional Requirements. The form is used in its entirety to ascertain whether or not it is permissible to install a non-condensing boiler.

3. This section should be completed by all regions. Tick the applicable dwelling type, the

relevant existing boiler fuel type, the new boiler fuel type and the relevant existing boiler type.

4. If the installation is in England, Wales, Scotland, Northern Ireland or Guernsey, complete

this section. If the assessment score in box “T” exceeds 1000 then it is permissible to install a non condensing boiler.

5. If the installation is in the Republic of Ireland, complete this section. If the assessment

score in box “T” is 3 or greater then it is permissible to install a non condensing boiler. 6. This section should be completed by all regions by ticking either box “X”, box “Y” or box

“Z”. 7. Record the technician’s name, signature, their status (agent or installer) and the date the

form was completed. 8. Leave a copy of the CD/30 with the householder/client as they may require it when they

come to sell their house in the future. The other copy of the CD/30 should be retained by the technician as evidence of compliance, competency and audit purposes.

5.7 Technicians Stationary Technicians stationary has been developed to assist technicians to provide a professional service in their everyday tasks, improve consumer energy efficiency understanding and fuel conservation measures as well as providing a means to satisfy additional consumer and end user requests. This stationary is provided in NCR format. Thus, providing technicians with traceability for any advice offered.

5.7.1 CD/40 (Energy Efficiency Checklist) This form has been devised to meet compliance with the Energy Performance of Buildings Directive (EPBD), Article 8b in providing information to encourage home owners to improve their heating systems. The completion of this form can assist the attending technician in surveying existing heating appliances, heating & hot water systems and controls. This information can then be relayed to the equipment owner indicating where energy saving measures can be introduced in order to reduce carbon emissions released to the environment and reduce annual fuel costs.

5.8 Work Notification England and Wales 5.8.1 General Changes to the Building Regulations in England and Wales mean that since April 1st 2005, Local Authority Building Control must be notified of any oil fired appliance up to 100kW output, oil storage and supply system installation and commissioning works undertaken and self-certificated by OFTEC Registered Businesses and Technicians. Furthermore, building owners must receive a certificate of any works undertaken in their home/premises, and that they comply with the Building Regulations in force on the date the works were completed. OFTEC registered businesses can notify their works to OFTEC, and OFTEC will inform the relevant Local Authority and provide a compliance certificate to the householder on the businesses behalf. For work notification in other regions, refer to the Regional Requirements at the back of this book.

5.8.2 Work Notification OFTEC’s Works Notification Scheme not only meets legal requirements, but is an added benefit that OFTEC Registered Technicians can offer their customers. The only other alternative means of compliance is to arrange a Local Authority Building Control Inspection for any works subject to Building Regulations, which can be costly and time consuming. OFTEC currently offer two means of notifying work, either, registering work online (see sub-section 5.7.3) or by using the Building Regulations Work Notification Fax form (see sub-section 5.7.4). Please contact OFTEC’s Registration department for the latest options of performing Work Notification.

5.8.3 How to Register your Works Online When notifying your works via the internet you will need to log into the Registered Technician’s area of the OFTEC website (www.oftec.org). Use your password to access Work Notifications. You can then: • Add a new Work Notification. • View Notification history. • Change your password. To add a new Notification you will need to input the following: • Job completion date (once entered this cannot be amended). • The address where the works were carried out (there is an option of providing different

dispatch address, if different to the works address. For new build OFTEC will require details of the relevant Local Authority).

• At this point you can also add your own unique job reference number. Once you have entered the site details, you will see a summary screen, click on the Add Work Details button to add work activity details.

To add the job details you will need to complete the following. • Tick the box next to the name of each technician that worked on the job. • Choose the work activity from the drop down list of notifiable jobs. • Select the location (e.g. Boiler Room). • Select the quantity of the type of work. • Click save to save details of work and return to the summary screen. If you experience any problems during the online notification process simply return to the summary screen and mark the record as invalid. This will prevent the job being notified to Local Authority Building Control and there will not be a charge. Job details can be amended at any time up to the point where the Local Authority is notified. However, the date cannot be amended, so if this is incorrect mark the notification as invalid to prevent it being reported and start another record with the correct details.

5.8.4 How to Register your Works by Fax An updated version of the Building Regulations Work Notification Fax is available from the OFTEC website (www.oftec.org) or can be obtained from OFTEC on 0845 65 85 080. Once you have a master copy, this can be photocopied as many times as needed. The Building Regulations Work Notification Fax is spilt up into sections (1-4) which consist of a series of boxes. You should only complete the sections which correspond with the works you have completed and for which you hold the relevant class of OFTEC Registration.

5. Record a contact name of the person in your company responsible for the Building

Regulations Works Notification. 6. Record the postal address as listed with the Royal Mail where the works were carried

out. Please ensure you provide the postcode, a contact name and telephone number for the person responsible for the property.

If property is new build, tick box and record the name of the Local Authority concerned.

7. Compliance Certificates produced for oil, heating, hot water and electrical work self-

certified under Schedule 3 of The Building Regulations 2010 are automatically sent to the property where the work is carried out. If you require a duplicate certificate, please call OFTEC Registration Services on Tel 0845 65 85 080 to order following the notification being made. You will need your OFTEC Company number and address/postcode of the property ready when calling.

8. The date when the works were fully completed. 9. If you have your own unique reference/invoice number for the works, you can enter it in

this section so notification is easily recognisable for you. This is optional. 10. Section 4 lists the oil work types. You are required to put the quantity (if any) next to

each item of work you have completed. E.g. If you have installed a new boiler and heating system, you are required to notify both the boiler and the system which can be done on the same submission.

10.1 Registered Technicians holding the OFT 105E qualification can notify the following

works:

• Install an open flue pressure jet appliance or conversion. • Install a room sealed balanced flue pressure jet appliance. • Install an open flue vaporising appliance or conversion. • Install a fan assisted vaporising appliance. • Install/alter/commission wet central heating system and associated controls. • Install/alter/commission dry central heating system and associated controls. • Install and commission a flue liner/chimney system. • Install and commission a vented hot water storage system.

10.2 Registered Technicians holding the OFT 600 qualification can notify the following

works:

• Install an oil storage tank. • Install oil supply pipework.

10.3 Registered Technicians holding the OFT 101 qualification can notify the following

works:

• Commission a pressure jet appliance installation ≤ 70kW. • Commission a pressure jet appliance installation > 70kW.

10.4 Registered Technicians holding the OFT 102 qualification can notify the following

works:

• Commission a vaporising appliance installation (Dry). • Commission a vaporising appliance installation (Wet).

10.5 Registered Technicians holding the OFT 107 qualification can notify the following

works:

• Install and commission unvented hot water storage system.

10.6 Registered Technicians holding the OFT 201 qualification can notify the following works:

• Commission a pressure jet appliance installation ≤ 70kW. • Commission a pressure jet appliance installation > 70kW.

11. If electrical installation work is to be notified, the name and registration number of the appropriately qualified technician (i.e. holding OFT 103 Full Scope Part P registration) should be entered here.

12. Section 3a lists the electrical work types associated with oil fired equipment. You are

required to put the quantity (if any) next to each item of work you have completed.

12.1 Technicians holding the OFT 103 qualification can notify the following works via OFTEC:

• Replace a consumer unit. • Partial rewire. • Installation of a generator. • Upgrade or alteration to means of earthing. • Circuit alteration or addition in a kitchen or special location. • One or more circuits. • New Installation (new build). • Lighting/Power outdoors. • Rewire of all circuits. • Control wiring including that of fire, security, heating, cooling or ventilation

systems. • ELV Lighting within the Building. • Electric Floor or Ceiling Heating System.

Reference should be made to the Regional requirements at the back of this book for further guidance on which electrical works do and do not require notification.

13. You need to sign the form to declare that the works you are notifying have been carried

out in accordance with Local Building Regulations. Without a signature, the notification will not be processed.

14. The completed form is to be faxed back to OFTEC on this number. Check before

5.9 Safe Electrical Isolation 5.9.1 Safe Electrical Isolation The safe isolation of electrical supplies is vital and for reference the nine steps for the safe isolation of electrical supplies are noted below: Step 1 Select an approved voltage indicator with fused leads conforming to HSE

Guidance Note GS38 Step 2 Prove correct function of the voltage indicator on an approved proving unit or a

known supply Step 3 Locate means of isolation for installation or circuit to be worked on e.g. main

isolator fuse or circuit breaker Step 4 Check if the installation circuit or fixed equipment to be isolated is in service Step 5 Isolate the installation or circuit by switching off and withdrawing the fuse(s) Step 6 Place fuse(s) in a safe place under your sole control or lock off the isolator or

circuit breaker, placing the key in a safe place under your sole control Step 7 Using the voltage indicator verify that the installation circuit or fixed equipment is

dead:

Phase to Phase (3 phase equipment only) Phase (Live) to Neutral Phase (Live) to Earth Neutral to Earth

Step 8 Re-check correct function of voltage indicator on the proving unit or on a known
