Section 3 has been updated as follows: 1. CPG for this contract will be at 50% which will consist of the following B-BBEE elements:

1.1. Equity (Target 50%): 45% weighting.

1.2. Management (Target 50%): 10% weighting

1.3. Enterprise and supplier development: 45% weighting

Refer to Page 3 of Part C3 which provides a calculation table used to calculate the CPG score in Three (3) above Section 4 has been updated as follows: To facilitate achievement of targets set out in 3, and transfer of skills, the tenderer May subcontract up to 30% of the contract value to entities that are women owned, youth owned, PWPDO, or allocate to EME, QSE that are 51% black owned entities. Commentary: This means that bidders that meet targets set out in Section 3 of T2 page 12 need not subcontract should they wish not to. All other bidders may JV (consolidated B-BBEE certificate and/or subcontract (subcontracting limited to 30%) to meet the CPG targets. Black ownership will be checked against a valid B-BBEE certificate or certified affidavit. In a case of JV/consortiums, bidders must submit a consolidated B-BBEE certificate to be evaluated.

2. QUESTIONS AND ANSWERS

2.1. Question:

Paragraph 2.1 - Resident Engineer on page 20 of Part T1: what ECSA category must the RE be registered in (i.e.

PrEng, PrTech etc.?)?

Answer:

Please refer to addendum one above only Pr. Eng and Pr.Tech will be accepted.

2.2. Question:

Equity weighting on page 12 of Part T2: Paragraph 3 indicates CPG weights as: 45% for equity; 45% for

management and 10% for enterprise & supplier development. The supplied spreadsheet indicates the weightings

as 40% for equity; 10% for management and 50% for enterprise & supplier development. Can you please confirm

which are the correct sets of weightings?

Answer:

Please refer to addendum one above, weightings have been corrected and are now consistent with ACSA’s

objectives and consistent throughout the document.

2.3. Question:

How is the % black management defined or calculated for the CPG targets? Must it be calculated from the BEE

scorecard or must it be based on staff numbers. Also, what is defined as management – please provide a

definition.

This means that bidders that meet targets set out in Section 3 of T2 page 12 need not subcontract should they wish not to. All other bidders may JV (consolidated B-BBEE certificate and/or subcontract (subcontracting limited to 30%) to meet the CPG targets. Black ownership will be checked against a valid B-BBEE certificate or certified affidavit. In a case of JV/consortiums, bidders must submit a consolidated B-BBEE certificate to be evaluated.

Answer:

Percentage Black management will be based on your company structure and your B-BBEE certificate will not show

this. Management refers to the number of individuals that hold executive directorship, non-executive directorship

and senior management positions at your organization (top structure of your structure).

Percentage of black management refers to a number of black people that are in management positions, expressed

as a percentage of your total management.

2.4. Question:

Clause 4 on page 12 of Part T2 states that “the tenderer must subcontract more than 30% of the contract value

to sub-consultant that are black women owned, black youth owned, PWPDO, or allocate to EME, QSE that are

51% black owned entities.” Is there an upper limit to the % subcontracting? i.e. can one subcontract say 50% (or

more) to an EME? Or must one form a JV if a certain subconsultant % is exceeded?

Answer:

Please note that clause 4 has changed as per the addendum above. It is no longer compulsory for bidders to

subcontract, however bidders should ensure they will be able to meet CPG as set out one section 3 of Appendix

J. Subcontracting is also capped at 30% but bidders may also JV (submit a combined B-BBEE certificate or Affidavit)

to meet the CPG requirements. There’s no cap on JVs and Consortiums.

2.5. Question:

Part C3 page 26: What is SAQSP as all key personnel must to be registered with them?

Answer:

This was a mistake – SAQSP has been changed to ECSA. Please refer to addendum 1.

2.6 Question:

In terms of the Transformation Framework and Specification (Appendix J):

“… the tenderer must subcontract more than 30% of the contract value to sub-consultant that are black women

owned, black youth owned, PWPDO, or allocate to EME, QSE that are 51% black owned entities.”

Please indicate whether a JV partner who meets the Transformation Framework and Specification and would

undertake 35% of the works, be deemed to have met the subcontract/ subconsultant target of 30%. As per

Answer:

APPENDIX J: Transformation Framework and Specification forms

Airports Company South Africa aims to contract predominantly with Empowering Suppliers per the

definition in P010 004P (ACSA internal transformation policy) were this relates to:

an increase in local production,

raw material beneficiation

retention and employment of black people

the transfer of skills to black owned EME’s and QSE’s.

1. Contract Participation Goals (CPG)

CPG refers to the extent to which the contracted resources achieve predetermined

transformation objectives, expressed as a percentage (%) of the contract value. Bidders are

expected to achieve this target by the end of the project.

2. Bidders are to submit to submit a transformation proposal meeting the CPG target for all

contracts over R1m including VAT.

3. CPG for this contract will be at 50% which will consist of the following B-BBEE elements:

3.1. Equity (Target 50%): 45% weighting.

3.2. Management (Target 50%): 10% weighting

3.3. Enterprise and supplier development: 45% weighting

Refer to Page 3 of Part C3 which provides a calculation table used to calculate the CPG

score in Three (3) above.

4. To facilitate achievement of targets set out in 3, and transfer of skills, the tenderer May subcontract up to 30% of the contract value to entities that are women owned, youth owned, PWPDO, or allocate to EME, QSE that are 51% black owned entities.

5. In the event that the Contractor/consultant fails to substantiate that any failure to achieve the

contract participation goal relating to the granting of a preference was due to quantitative

underruns, the elimination of items, or any other reason beyond the Consultant’s control

which may be acceptable to the Employer, the Contractor/Consultant shall be liable to pay to

the Employer a financial penalty calculated in the following manner:

- where D is the tendered contract participation goal percentage;

No financial award is due for over performance on CPG.

In addition to acknowledging the below, Tenderers must submit a proposal indicating

how the targets stated in three (3) and four (4) above will be achieved.
