A course on Government Finance Statistics and Public Sector Debt Statistics

was conducted at the Regional Training Institute, Chennai from 3.4.2019 to

5.4.2019.

Mr. Brooks Robinson, IFM SARTTAC, GFS/PSDS Advisor and Dr. Mike

Seiferling, IMF GFS/PSDS Expert, from the Institute for Capacity Development of

the South Asia Regional Training and Technical Assistance Centre of the

International Monetary Fund were the course facilitators.

The course was inaugurated on 3.4.2019 by Shri. K. Shanmugam, Additional

Chief Secretary(Finance), Government of Tamil Nadu and Ms.Divya Malhotra,

IA & AS, Director General (Government Accounts) was the Guest of Honour.

The course covered topics like Government Finance Statistics Manual

(GFSM) 2014 framework, Classifications on Revenue, Expenses, Nonfinancial

Assets and Financial Assets and Liabilities, Balance Sheet, Debt and IMF’s

classification Assistant Tool. The focus of the course was on facilitating the trainees

to translate the Government finance statistics and public debt statistics into the

GFSM 2014 Framework.

The entire three days course consisted of interactive lectures followed by an

exercise to be done by all the participants. At the end of the course, the participants

were able to use the Classification Assistant Tool and translate the available data

into the GFSM 2014 framework. The course ended with a Post - Course

Assessment, Evaluation and Awarding of Certificates of attendance by Ms. Anita

Pattanayak, IA & AS, Deputy Comptroller and Auditor General on 5.4.2019.

The trainees were from the Accounts & Entitlement Offices of Tamil Nadu,

Andhra Pradesh, Telengana and Kerala. The participants attended the course with

full enthusiasm. The course was an enriching experience for the participants.
