Background
Need for information on the methods used for compilation
Proposal for how to provide this information was presented at last year working party
Feed back from the MS on the proposal Final versions send to MS in June (Annex II) Information provided by 19 countries Inventories available on circa (EAA/inventories)
2009/12/02 Methodological inventory of regional EAA data
General observation
Methods differ widely among the countries, depending on country size and priority of regional data.
Most countries publish regional EAA-data Regional EAA is consistent with national EAA Handling of inter-unit consumption crossing regional
borders are generally not changed to sale/purchase Half of countries have documentation on the compilation
of regional data. Coordination REAA / regional National Accounts in
most countries.

Methods for breakdown
Bottom up(regional results aggregated to national result)
Top down(national results distributed to regions by an input from other sources
Often countries use of a combination of methods(explained in the inventories)
2009/12/02 Methodological inventory of regional EAA data
Methods for crop output
Bottom up: Use of regional crop production statistics combined with an average price for the whole country(most countries)
Top down: Use of the regional area of the product or use of regional Standard Gross Margins for breakdown of value at national level (few countries)
Comment: Use crop production statistics if available

Methods for meat and livestock
Bottom up: Use of regional slaughter statistics combined with regional number of livestock and an average price for the whole country
Top down: Use of the regional number of livestock or use of regional Standard Gross Margins as breakdown of value at national level
Comment: The methods seem to be quite similar

Methods for subsidies
Bottom up: Use of regional data from administrative bodies
Top down: Use of the regional data on hectares and livestock or as breakdown of values at national level
Comment: The top down method seem in most cases to provide almost same quality as the bottom up.

Methods for other items
Bottom up: Statistics for items are compiled at regional level
Top down I: Use of the regional data from other sources- areas, number of livestock etc- account statistics (FADN)
Top down II: Use of the breakdowns from the regional output data
Comment: A bit « risky » to use regional EAA data for break down of other EAA regional data.
