1 INTRODUCTION
1.1 Project Information
Hulhumale development project was an undertaking that was initiated by the government of Maldives to address the issue of chronic congestion in the capital Male’. The phase 1 of the project commenced in October 1997 and the reclamation was completed in 2001. In line with the policies and strategies of
successive governments, the second phase of the project was commenced to address the recurring shortages of housing and land requirements linked to the diversification of the national economy. The Phase 2 development would be carried out by reclaiming the shallow Hulhumale lagoon on the
north of the existing Hulhumale reclaimed land to potentially create an additional land area of 244 ha (including Farukolhufushi).

The general scope of works for the reclamation and coastal protection works for the reclamation will be done under two separate contracts and would cover the following works:- 1. Carrying out dredging and reclamation works according to the final approved design and
specification. The required height of reclamation is 2 meters above mean sea level. 2. Carrying out the coastal protection works as per the final approved design and specification
including a detailed survey of the proposed alignment of the coastal structures
3. Carrying out test on completion to determine compliance to specification

Dredging International nv has been awarded the dredging and reclamation contract.
2 SCOPE
2.1 Purpose
The main purpose of this document is to provide a description of the soil testing works on the
reclamation area as part of the execution of the ‘Hulhumalé Phase Development: dredging and reclamation’ project.
2.2 Objectives
The objective of this soil testing procedures document is to ensure that all parties are well informed on the execution process of the soil testing on the finished reclamation area.
3 RESPONSIBILITIES
The most important key functions regarding the execution of the works are described in the sections
below
3.1 Project Manager
The Project Manager has the ultimate responsibility for the dredging and reclamation execution works. He shall communicate with all Project personnel, as required, taking account of their comments and recommendations and shall give them clear directives. The Project Manager reports directly to the
Area Manager of the Contractor and shall be responsible for the successful, safe and profitable conduct of this Project, including high expectations towards safety, environment, quality, security and Employer’s satisfaction
3.2 Works Manager
The Works Manager ensures that the works are performed according to the planning and he will
discuss and report deficiencies. The Works Manager will be responsible for the implementation of systems concerning QHSE during the execution of the works in close cooperation with the QHSE Officer. He will ensure that corrective measures are taken when required. He shall manage the Survey
and Operational departments.
3.3 QHSE Officer
The QHSE Officer is responsible for the Safe and Environmentally responsible execution of the works. The QHSE Advisor/s has the following responsibilities; - To provide advice and assistance to all Project personnel including service providers on HSE
issues; - To actively participate with work teams engaging in hazard identification and risk mitigation
strategies; (JSEA’s, SWMS, Take 5’s, pre-start and safety meetings);
- Conduct daily inspections at the workplace to identify any hazards and unsafe or unsatisfactory workplace HS conditions and practices;
- Monitor Project activities for compliance with Subcontractor policy, legislative, Project and
Contractor requirements; - Investigate or assist in the investigation of incidents at the workplace
3.4 Geologist
The geologist is responsible for all activities concerning soil testing. He will witness all tests performed by ELS from the side of the contractor. He will assist where necessary and use his experience with soil
testing to analyse the testing procedures and results.

4 SOIL TESTING ACTIVITIES
4.1 Scope of soil testing
The scope of the soil testing is to ensure conformity to the required compaction level for the reclamation area. These requirements state that the finished reclamation area should have a minimum dry density of 85% (degree of compaction) and a minimum bearing capacity of 150 kPa.
In order to know the degree of compaction, two tests will be performed. A field density test will be done to measure the in-situ density on the reclamation area and the maximum dry density will be deterimened by a standard Proctor test in a laboratory.
The bearing capacity will be checked by means of a plate bearing test.
4.2 Execution
The soil testing on the reclamation was performed by ELS, an independent soil testing laboratory. Branch office in Maldives :

The soil testing carried out on 10 different locations, which were determined by the Engineer. All tests were performed in the presence of Arumugam Vijay, Engineer’s representative and Pasila Venkateswara Rao, Contractor’s Geologist.
5 FIELD DENSITY TEST
5.1 Scope
A field density test is performed to determine the in-situ dry density of the sand on the reclamation area. This in-situ density is then compared to the maximum proctor density to know the degree of
compaction. The field density test is done by the sand replacement method using a sand pouring cone according to ASTM D 1556-90 norm.
5.2 Equipment
The following equipment is used for the field density test:
- Sand pouting cylinder with metal tray - Tools for leveling and excavation - Containers
- Calibrated dry sand - Balance
5.3 Procedure
An area of about 300 mm by 300 mm is prepared for the field density test. The location is first cleaned and leveled using a scraper. The metal tray with its central hole of 6.5 inch diameter is placed upon
the prepared surface. Using this central hole as reference, the soil is excavated up to 6.5 inch deep, using a chisel and trowel. The excavated soil is removed and weighed. The volume of the hole is determined by filling it with calibrated dry sand from a cone device. The weight of the soil removed is
divided by the volume of sand needed to fill the hole. This gives the in-situ density on the reclamation area. The excavated soil is also dried and weighed again to determine its moisture content and dry density.

The calculated in-situ dry density is later compared to the maximum Proctor density to obtain the
degree of compaction at the test location.

6 STANDARD PROCTOR COMPACTION TEST
6.1 Scope
The standard Proctor compaction test covers the laboratory compaction procedures used to determine
the relationship between the water content and the dry unit weight of soil samples. The test is performed in order to obtain the maximum dry density and consequently the degree of compaction at the test location.
The Standard Proctor Compaction test is done in accordance with Test Method ASTM D 698-91.
6.2 Equipment
The maximum Proctor density is determined in the laboratory. The following equipment is used: - Mould assembly with diameter 101.6 mm
- Rammer 2.5 kg - Balance

6.3 Procedure
An air dried soil sample is taken from the location at which the degree of compaction has to be known.
According to ASTM standard, the fraction of the sample which passes a 9.5 mm test sieve has to weigh about 16 kg. From this sample, at least four specimens with varying water contents are prepared by adding a
suitable amount of water. Each specimen is subjected to the same testing procedure. After adding the suitable amount of water, the sample is mixed thoroughly. The sample is then placed in 3 layers into the mould. Each layer is compacted by 25 blows from the rammer dropped from 30.5
cm high, creating compaction in the soil. The collar of the mould is detached and the excess soil is removed without disturbing the compacted soil. After, the weight of the mould with the soil is measured. The weight of the empty mould and base plate and the volume of the mould are known in
advance. From the weight difference and the volume, the bulk density of the soil sample is calculated. The moisture content is also determined from a representative specimen.

The above procedure is repeated for the rest of the samples with different water contents. Each time,
the dry unit weight is calculated based on the bulk density of the soil in the mould and the moisture content. A relationship between the dry unit weight and the water content can be established. This

data can be plotted in a graph, resulting in the compaction curve. The values of optimum moisture
content and maximum dry density are found from this compaction curve.

The in-situ dry density, measured using the sand replacement method, is then compared to the
maximum dry density. The ratio between both gives the degree of compaction.
7 PLATE BEARING TEST
7.1 Scope
The objective of the plate bearing test is to determine the soil bearing capacity of the in-situ soil. The test provides a direct measure of compressibility and gives information on the soil to a depth equal to
about two times the diameter of the bearing plate. The test is performed in accordance with BS 1377: Part 9: Section 4.1.
7.2 Equipment
The following equipment is used for the plate bearing field test: - Loading platform
- Hydraulic jack of 30 ton - Counter weight (e.g. steel pipes) - Bearing plates
- Settlement recording devices
7.3 Procedure
The test location, which should be regarded as semi-infinite in comparison to the plate diameter, is first prepared appropriately. All loose material and any embedded fragments are trimmed off and removed so that the area for the plate is leveled and as undisturbed as possible.
A calibrated 30 ton hydraulic jack is used to apply the load. A Tail handler machine and a Ramp greater than the test load is used to provide the reaction load.

Settlements are measured using three calibrated dial gauges. The dial gauges are positioned at 120 degrees apart around the circumference of the plate. The required load is applied in at least six
loading steps. In each loading step, the load is maintained until the rate of settlement is less than 0.03 mm/min. Load and settlement readings are taken during this procedure. Each test is continued until a peak load is reached or until the ratio of load increment to settlement
increment reaches a minimum, steady magnitude. When the maximum load has been maintained for sufficient time, the load is released in three steps. In each step, the load is maintained till the rate of recovery is less than 0.03 mm/min. A Calibrated load ring of 50kN capacity (Calibration chart provided by ELS) was used to measure
readings of actual load applied. Generally Plate bearing tests will be performed up to 3 times the designed bearing capacity and when
the maximum load has been maintained for sufficient time, load released in three steps. In each step, the load maintained till the rate of recovery is less than 0.03mm/min.
8 EXECUTION
Contractor has assigned the practical execution of the soil testing to ELS International Ltd. The tests are part of the handover process from Contractor to Engineer and as such the tests were been executed in partial segments, the tests were not been conducted simultanously.

9 CONCLUSION
At the proposed 10 Locations shown in Figure 8 Field density tests and Laboratory Standard Proctor
compaction tests were performed to determine the in-situ dry density and maximum dry density. The ratio between both given the degree of compaction. Based on the test results from Field density and Laboratory Standard Proctor compaction tests it is confirmed that the Degree of Compaction ranging
from 83.5% - 96.6%.(Test reports incorporated in Annexure-II) At the same locations Plate bearing tests also performed to determine the soil bearing capacity with
150 Kpa bearing, the tet results included with load versus settlement graphs, Maximum settlement encountered upto 5.52mm. (Test reports incorporated in Annexure-III)
The degree of compaction and maximum settlement achieved by 150Kpa bearing seems applicable to meet the requirement of Engineer for the designed Reclamation area.

1. INTRODUCTION
M/s. Dredging International (Pvt) Ltd. requested Engineering & Laboratory Services (Pvt)
Ltd. to carry out total number of 10 plate-bearing tests at the un-compacted reclaimed sand
area for Geotechnical Investigation at Hulumale Phase II Project.
2. SCOPE
The objective of a plate bearing test in accordance with BS 1377: Part 9 is to determine
vertical deformations and strength characteristics of soil in-situ by assessing the force and
amount of penetration with time when a rigid plate is made to penetrate the soil.
3. TEST PROCEDURE
3.1. PLATE BEARING TEST
In this site, ten plate load tests were done at the locations specified by the client. Application
of the load to the plate of 300mm diameter was done directly through a calibrated Hydraulic
Jack. Reaction load was obtained by jacking against heavy counter weight and settlements
were measured using three number of calibrated dial gauges. The dial gauges were positioned
at 120 degrees apart around the circumference of the plate.
The loads were applied in a single cycle to 452 kN / m2 in 5 equal increments and unloaded
to zero. In each loading stage, the settlement was measured at specified time as shown in the
result sheets. An average final settlement of the plate was calculated for each load to obtain
the stress vs. settlement curve.

4. RESULTS & CONCLUSION
Plate Load Test
The maximum applied pressure beneath the plate neglecting the load of plate and the jack; q
in kPa is calculated from the following equation.
q = P/A
where,
P is the applied maximum force in kN.
A is the area of the plate in m2
The Load vs settlement results obtained from the tests are summarized as in the Tables
below. The load vs settlement graphs are shown together with the detailed test results in the
Annexure I.
