SUBJECT: REVISED GUIDELINES ON THEINSTALLATION OF ROAD RIGHT-OF-WAY (RROW) BOUNDARYMARKER, KILOMETER POST, ANDSTREET NAME ALONG NATIONALHIGHWAYS ON RURAL ANDURBAN AREAS

To ensure proper and effective delineation of road:-right-of-way limits of national roads, toproperly inform the public about national roads that fall within the jurisdiction of DPWH,andto provide uniformity in design and features for kilometer post and street names, allRegional and District Engineering Offices are hereby directed to strictly comply with thefollowing guidelines on the installation of RROWmarkers, kilometer posts and street namesalong national highways on rural and urban areas:

A. ROAD RIGHT-Of-WAY MARKER:

1. On rural and semi-urbanized area, RROWmarker posts shall be installed followingthe design and specifications shown in Annexes"A-1" to "A-3". All information on theRROWboundary marker post shall be in black lettering on white background whilepost shall be painted with reflectorized yellow color. The RROWboundary markerposts shall be installed along the RROWlimit line on each side of the road at one (1)kilometer interval as shown in Annex "B".

2. Along curve section on rural and semi-urbanized area, RROW marker shall beinstalled along the beginning, center and end of the horizontal curve as shown inAnnex "C".

3. On highly urbanized area, RROWmarker shall be concrete block embedded on thesurface along the edge of concrete sidewalk on each side of the road at 200 metersinterval as shown in Annex "0". All information on the RROW boundary markerconcrete block shall be in black lettering on white background, while the border shallbe painted with reflectorized yellow color.

B. KILOMETERPOST:

1. Kilometer posts shall be installed on all primary and secondary national roadsfollowing the design and specification shown in Annexes "E-1" to "E-4". All existingkilometer posts along primary and secondary roads shall be removed and reinstalledalong tertiary roads with proper relabeling.

2. Kilometer posts must never be moved or relabeled without consulting the Road andBridge Information Application (RBIA) Section of the Statistics Division (SO) of thePlanning Service. In the event of road conversion which necessitates installation ofnew set of kilometer posts, consultation with the SO should likewise be undertakenprior to installation.

3. Kilometer posts shall be installed on the right side of the road (along the directionaway from the reference location) at one (1) kilometer interval as shown in Annex"B". It shall be located outside the shoulder at 2.50m (max.) from the edge of theroad pavement. Where the shoulder is less than 2.0m, the post shall be located at0.59m setback from the edge of the shoulder. Whenever there is an obstruction atthe proposed location of kilometer post (i.e., bridge, junction, gateway, railroadcroSsing, etc.), offsetting should be done either backward or forward whichever isvisible, and the corresponding chainages should be recorded and uploaded in theRBIA.

4. On section where there is existing or requirement for installation of guardrails,kilometer post shall be installed along guardrail face.

5. All information on the kilometer posts shall be in black lettering on whitebackground, while the post shall be painted with reflectorized yellow color.

C. STREET NAME AND POST:

1. Street name and post shall be installed following the design and specificationsshownin Annexes"F" and "G".

2. Street name post shall be installed on road intersections as shown in Annex"H".3. All information on the street name shall be in white lettering on blue background.4. Street name post shall be painted with reflectorized blue color.5. On intersection with traffic light, street name shall be installed on traffic light post.6. In cities and other urban centers where there are already existing street name signs

installed, the information "National Road" shall be added on the sign plate below thestreet name using sticker.

Funds to cover the expenditures related to this activity shall come from the activitiesprogrammed for implementation under the Annual Work Program for routine maintenanceactivities, i.e., Activities 209-Other Roadside MCiintenance,301-Sign Maintenance and 309-Other Traffic Servicesand/or other appropriate funds available for the purpose. Funds shallbe programmed annually until such time that all national roads under the District'sjurisdiction shall have been provided with the RROWmarkers, kilometer posts and streetnames. Further, said structures shall be maintained in the same manner that thecarriageway and roadsidesare maintained.

This Order supersedes0.0 No. 90, s. 2015 and shall take effect immediately.
