Over the last decade, the Middle East region has seen a substantial

increase in the number of rail projects that have been established.

There has been an investment of over billions of dollars across

the GCC Region for constructing the railway line connecting

major countries across the region. Saudi Arabia is constructing a

speed line, monorail, the North South railway project and many

others in the pipeline. Qatar is preparing for the 2022 FIFA World

Cup that is going to be held in the country, Kuwait is aiming

towards a 2035 vision stimulating the economic development of

the country. There has been an equal rise in the construction of

passenger and freight railway lines

the 4th Annual conference on Middle east rail opportunities

to be held in riyadh, Saudi Arabia aims at discussing the rail

Railway safety is a continues process starts from the design stage till infinity, where many railways exclude or postpone this stage for some reasons such as: lack of experience, saving money, and others reasons. Operating railways in Saudi Arabia is much different than others because of the exceptional environment that has like the sand, dust, heat, and humidity. Those factors play a big role in operating safety level. Abdullah Balhaddad is working with Saudi Railways Organization (SRO) since 1989, he is the Vice President of SRO, A member of the Railway Land Bridge Project Steering Committee and also represents the SRO in international railways union – Paris. He is serving as a head of technical accidents investigation committee & legal accidents investigation committee. He is a member of employee promotion committee & SRO strategic planning committee. Eng. Azmi is currently the Chief Development Officer of Land Public Transport Commission, Malaysia or in short S.P.A.D. His key role is to manage the development of policy and planning with regard to the transformation of the nation‘s land public transport landscape. He is also responsible for supervision of the first MRT project in the country. Prior to this appointment, he was the Chief Operating Officer for Scomi Engineering Bhd. While with Scomi Engineering, Azmi had served as the Project Director for India’s 1st monorail project in Mumbai. Based in Mumbai, he was responsible for management of the project at strategic level and responsible in designing the project control mechanism system. He had also served as the General Manager of Rail Operations for Rapid KL and Chief Operating Officer of KLRT, a subsidiary of Syarikat Prasarana Negara Berhad. Azmi brought with him a rich and exciting 25 years serving both the public and private sectors in the transport industry, especially rail.

Christophe mariot, Bnp paribas Regional Head of Structured Finance, Bahrain

Mr. Mariot is currently the Regional Head of Structured Finance BNP Paribas-GCC where he is entrusted to coordinate Structured Finance activities, including Project Finance and Advisory across the Gulf, as well as to head locally both, the Energy & Commodities and the Project Finance teams, as well as the Asset Finance activities. Mr. Mariot has been strategically involved in high profile projects in the Gulf over the past 10 years. Some of his successful transactions in the region include: Al Hidd II first ECA/Islamic, Dolphin US$1bn Islamic tranche for which the bank was lead and documentation bank. Mr. Mariot has been a co-team leader on the advisory mandate for the 1,000MW IPP program for the Bahraini government: Al Ezzel, Al Hidd IWPP and Al Dur IWPP.

Craig tengstrom, tubular track (pty) ltd Contracts Director, South Africa

Higher National Diploma (Mech & Elec Engineering, 1982 to 1985)Craig, 49, started his career with Anglo America and De Beers Consolidated Mines after completing his studies in 1985. While working for De Beers, he was exposed to Tubular Track in 1990 as a young engineer. He was immediately impressed with this new track technology and in 1993 joined Basil Read Mining where he became involved in the installation of T-Track in the South African Mining industry as a Contractor. In 1995 he joined the founding company of this new revolutionary track system, Tubular Track (Pty) Ltd, which is based in Pretoria, South Africa. Since then, over the past 18 years, Craig has been part of the development and growth of the T-Track track system and currently holds the position of Contracts and International Marketing Director for the product.

dr. Ramiz al assar, World Bank Group Senior Transport Specialist, Saudi Arabia

Over 25 years of experience in transport engineering, finance and management. A Ph.D in Civil Engineering from Michigan State. Working for the World Bank since 1989-presnet in Washington DC in operations in Lebanon, Syria, Palestine, Jordan, Yemen, Egypt and the GCC Member States. Sr. World Bank Resident Advisor to the Public Investement Fund, Ministry of Finance, Saudi Arabia for the North South Railway Project and currently to GCC-SG providing policy, strategy and technical advisory services to Sr. Management of the GCC-SG and Member States on the GCC Railway Project. Experiences include working with public and private organizations,

national and international developement institutions such as United Nations, Ministry of Transport and Communications, Ministry of Finance and Economy, Consultants and contractor.

dr. Shahid khan, Saudi Bin laden Group Project Director – North South Railway Project, Saudi Arabia

Dr. Shahid S. Khan Completed his Ph.D from the University of Strathclyde in Glosgow, Scotland in 1970. He started his career with National Highways Board in Pakistan working in the development of road network upto 1979. He returned to U.S.A in 1980 and joined Bechtel Corporation. He worked on the International airport projects in the Kingdom of Saudi Arabia and Dubai upto 1985. In 1985 he joined United Nation‘s Department of Technical Cooperation for Development and was posted as Technical Advisor to the Ministry of Transport in the Kingdom of Saudi Arabia where he served upto 1994.In 1995 he joined Saudi Binladin Group where he has worked as an expert on the airport and roads projects. Currently, he is the Project Director for the CTW100 Section of the North South Railway Project in the Kingdom of Saudi Arabia (World‘s largest Railway Project currently under construction). Dr. Khan is overseas fellow of Economic Development Institute of the World Bank.

Eng. Alyousef joined SAR early 2011 on the company‘s Railway Projects team. He is the Engineer-in-Charge of the North-South Railway Civil & Track Works projects part of the SAR Railway Infrastructure Project Delivery, with an intensive Project Management educational and experience background, Eng. Alyousef has demonstrated a great value to drive a sustainable project delivery for the Saudi Railway Co. (SAR). Mr. Alyousef holds a B,S in Civil Engineering from Florida Institute of Technology (USA) with a minor in Business Management Eng. Alyousef is Member of the American Society of Civil Engineers (ASCE)- FIT Chapter, Project Management Institute- Gulf Chapter, and the Saudi council of engineers.

Monsieur Davenne represented France in the OTIF Administrative Committee from 2009 to 2011. Mr Davenne is an alumnus of the French « Ecole nationale d’administration” (ENA).

Frédéric MILLIET is the Regional Director of the Vossloh Group for Middle East. Born in 1969 and qualifying as graduate in Mechanical Engineering in 1993, when he started his career as Design Engineer for production units at Laurent Company. In 1997, he joined Vossloh Cogifer Company as Engineering Deputy Director and moved to the position of Engineering Director in 1999. Between 2000 and 2010, he held various Sales Director positions first for Northern Europe where he focused on the development of Vossloh Cogifer in UK and Ireland, then for Asia in 2003 (when he was based at Bangkok) where he also held the position of Managing Director of the Vossloh Cogifer Thai and Malaysian manufacturing subsidiaries. In 2005, he moved to the Vossloh Cogifer Head-Quarters as Commercial Director for the Middle East A position he held until end of 2010, when he joined Vossloh AG as Regional Director for Middle East based in Abu Dhabi, UAE.

A seasoned banker with over 12 years of experience in relationship management, structured and project finance. Jalal is currently heading the Project and Export Finance business of Standard Chartered Capital Saudi Arabia, and has previously worked for ABN AMRO Bank. Jalal held various positions in Riyadh, Khobar, Dubai, Abu Dhabi as well as Amsterdam for the two global banks. His sector experience includes power and water, transportation, Oil and Gas, petrochemicals among others.

He has a Masters degree in Transport Economics from the Institute for Transport Studies at the University of Leeds. John is Etihad Rail’s Regulatory Affairs Advisor and from March 2011 until October 2012, he was the Railways commission’s Chief Advisor on Economic Regulation in the Kingdom of Saudi Arabia. The client is liable to make payment in full to Fleming Gulf within 5 working days from the date of issue on the invoice. Fleming Gulf reserves the right to refuse entry to any client who has not paid the invoiced amount in full. The client may be requested to provide a credit card guarantee against the outstanding amount if full payment has not been received.

All sales are final. There will be no refunds for any cancellations, partial or in full, made by the client. If the client decides to cancel, the full invoice remains payable. Fleming Gulf can grant to the client a Credit in full for the amount paid by the client to Fleming Gulf if the cancellation is made prior to a period of 30 days before the date of the conference. The Credit will be valid for one year from the date of issue and is redeemable, up to the value of the Credit, for participation at any Fleming Gulf conference or training. In the event of a cancellation made by the client less than 30 days prior to the date of the conference, Fleming Gulf will not make a refund, nor will issue a Credit.

Fleming Gulf reserves the right to modify the content, timing, speakers or venue of the conference should circumstances dictate. The event may be postponed or cancelled due to acts of terrorism, war, extreme weather conditions, industrial action, force majeure or any event beyond the control of Fleming Gulf. Should such a situation arise, Fleming Gulf endeavours to reschedule the conference. However, Fleming Gulf cannot be held responsible for any cost, damage or expenses incurred by the client as a consequence of the conference being postponed or cancel.
