Kochiro Matsuura has renewed his request for the release of U Win Tin.

The winner of the 2001 UNESCO/Guillermo Cano World Press Freedom Prize began

on 4 July his 18th year in prison. This is a sad anniversary, which marks the arrest

18 years ago of a prominent figure in journalism in Myanmar. U Win Tin is today an

elderly man whose health has deteriorated. For these reasons, I again call upon the

government of Myanmar to show compassion and set him free, declared Mr

Matsuura.

U Win Tin, 77, the former editor of the Myanmar daily Hanthawati and vice-chair of

the Myanmar Writers Association, was arrested on 4 July 1989. He was accused of

belonging to the banned Communist Party of Myanmar, condemned to 14 years in

jail and incarcerated in Insein prison in Rangoon. In 1996, another five years wereadded to his sentence because he broke prison regulations prohibiting the

possession of writing materials. Following a period in Myingyan prison, where his

family could bring him neither food nor medicine, he was returned to Rangoon.

Since the start of 2006, according to the International Freedom of Expression

exchange (IFEX), representatives of the International Committee of the Red Cross

have not been able to visit U Win Tin or other Burmese prisoners because members

of the UDSA movement (close to the government) have demanded to be present. In

July 2006, U Win Tin was eligible for

early release, but it was refused.

UNESCO is the only United Nations agency with a mandate to defend freedom of

expression and press freedom. Article 1 of its Constitution requires the Organization

to further universal respect for justice, for the rule of law and for the human rights

and fundamental freedoms which are affirmed for the peoples of the world, without

distinction of race, sex, language or religion, by the Charter of the United Nations.

advancing the mutual knowledge and understanding of peoples, through all means

of mass communication and to that end recommend such international agreementsas may be necessary to promote the free flow of ideas by word and image

London-based Amnesty International called on Burmas military government to release

political prisoner and researcher Aung Htun from Insein Prison in Rangoon in a letter sent to

Burmese authorities on Thursday.

The writer is known to be suffering from asthma, and the letter said the groups plea for

release was motivated by humanitarian considerations rather than politics.

Aung Htun is currently suffering from asthma, hemorrhoids and arthritis in all four limbs,

but he hasnt received any effective medical treatment in the prison, said Tin Hlaing, a

spokesperson for the Thailand-based Assistance Association for Political Prisoners (Burma) in

Mae Sot. But authorities have allowed his family to visit him in prison.

About 50 members of Amnesty International collaborated on the letter to alert Burma to the

fact that Aung Htun was detained only because of his nonviolent political activism, according

to the letter.

We are particularly concerned about his health, as he is suffering as a result of being

tortured in 1998, the letter said.

Aung Htun was arrested February 1998 and sentenced to 17 years for distributing his book

in Burmese, 88 Years History of Burmese Students Movements.

The book includes historical details of the Rangoon University Students Union constitution,

the All Burma Federation of Student Unions constitution and information on the relationships

between the groups, with both inter- and intra- organizational documents in Burmese and

English version.

According to AAPP, six political prisoners died in the last year, while 80 are currently

suffering form serious disease. Many prisoners with health conditions receive inadequate or

no medical care, according to the group. There are over 1,100 political prisoners currently in

detention in Burma.

Aung Tun was awarded a Hellman/Hammett grant in 1999 and was made an honorary

member of the PEN centers in Norway, Australia and Canada.

Burmese opposition student activists, based in Bangkok, say that one of their

leaders, Aung Tun, has been sentenced to fifteen years imprisonment by Burma'smilitary authorities.

The All Burma Students Democratic Front ABSDF say that Aung Tun was jailed

earlier this year for writing a history of the Burmese student movement.

There has so far been no confirmation by the Burmese authorities.

Correspondents say Aung Tun was first imprisoned for his political activities in 1990.

At a 1 March 1998 press conference the State Peace and Development Council

claimed Ko Aung Tun had been arrested for "collaborating with terrorist groups".

Opposition sources, however, state the real reason for his arrest as being a book he

had written on the history of the student movement in Myanmar. U Myo Htun

assisted Ko Aung Tun in writing the book, which the authorities claim was

"distributed illegally".According to an official statement, Ko Aung Tun was sentenced

to 3 years' imprisonment under the 1962 Printers and Publishers Registration Act, 7

years under the Unlawful Association Act, and 7 years under the Emergency

Provisions Act. Sentence thought to be combined as 13 years.

Both men are reportedly being held incommunicado in solitary confinement and have

reportedly been subject to torture, including threats and severe beatings.Both men

are said to be in very poor health as a result of their ill-treatment in prison. Ko Aung

Tun is reportedly vomiting blood as a result of his beatings, and is also said to be

suffering from severe asthma and tuberculosis. There is serious concern for the

safety of both men.
