The jury is the highest body for deciding any disputes that may arise during the course of the conduct of the various sporting events. The decision of the jury will be final and binding on all concerned.

All the matters of protest should be submitted in writing within one hour from the end of the event/game; along with a fee of Rs.500/- to the convener of the respective games/events. The protest must be signed by the Team Manager. It may be noted that in case the protest is turned down by the jury of Appeals, the Team shall forfeit the protest fee.

OPENING/ CLOSING CEREMONY

The opening ceremony of the 43rd Central Revenue South Zone Meet, 2011 will be conducted at Lal Bahadur Stadium on the 20th of January 2011 at 8.45A.M. Sri Chandrahas Mathur, Chief Commissioner of Customs, Central Excise & Service Tax will be the Chief Guest and Sri S.L. Venkatapathi Raju has consented to be the Guest of Honour. There will be a March Past in which every participant has to take part. They should invariably come for the March Past wearing T-shirts provided by the Organising Committee.

The Closing Ceremony will begin at 04.45 PM on 21st

January 2011. All the participants should report at Lal Bahadur Stadium at 04:30 PM to participate in the jumbled March Past. Sri A.K. Basu, Chief Commissioner of Income Tax will be the Chief Guest and Padmasri Pullela Gopichand, Chief National Coach, BAI has consented to be the Guest of Honour. Trophies will be awarded for the Team events in the Closing Ceremony. Medals will be awarded immediately after the individual events at the respective venues.

RULES AND REGULATIONS FOR THE EVENTS

I. The latest Rules and Regulations followed by the respective Federations of the games will be applicable.

II. All the participants should carry their identity cards and the same should be produced whenever it is demanded.

III. The entries forwarded by the Sub-Zone Conveners will be final. No change will be allowed under any circumstances.

IV. The organizing committee reserves the right to change the venue and time.

GENERAL INSTRUCTIONS

1. The participants are required to be present at the venue well before the scheduled time for each event. The participants should strictly adhere to the timings of the events. If they fail to report on time, their entry will be cancelled.

2. Any request for rescheduling of events will not be entertained.

3. It may please be noted that only the officials working in the Central Excise, Customs and Income Tax Departments are eligible to participate in the Meet. Neither the children nor the relatives of the employees will be allowed to participate in any event.

4. Participants are to make their own arrangements for reservation and their return journey. The organizers will be not be in a position to book/cancel any tickets.

5. Lodging/ Boarding charges have to be borne by the participants themselves. The contingent Managers/ Team Managers are responsible for the settlement of room rent, etc., before the participants vacate the lodge.

6. Transportation will be provided to the participants from the Railway Station/ Bus Station to the Hotel where accommodation are made and also to and from the venue. The organizers will not provide transportation facilities to any place other than the above.

7. Individuals who make their own arrangements for accommodation will have to make their own transportation arrangements also.

8. During the course of the Meet, all the participants are required to maintain proper discipline and conduct themselves in a dignified manner.

9. The Basic Sports/ Games equipment will be provided by the Organising Committee. The players are advised to bring their own Rackets, Hockey Sticks etc. Only the balls for playing these games will be provided at the sports venue.

History of Hyderabad

The capital of the state of Andhra Pradesh, Hyderabad is the fifth largest city in India with an ancient civilization and culture. Attached to the city is its twin, Secunderabad, which is part of Hyderabad. The twin cities of Hyderabad and Secunderabad are separated by the Hussain Sagar, an artificial lake constructed during the time of Ibrahim Quli Qutub Shah Wali in 1562 A.D. The city is nearly 400 years old and is noted for its natural beauty, mosques and minarets, bazaars and bridges, hills and lakes. It is perched on the top of the Deccan Plateau, 1776ft., above sea level, and sprawls over an area of 100 Sq. miles.

Hyderabad was founded on the River Musi five miles east of Golconda, in 1591-92 by Muhammad Quli Qutb Shah. In the 16th century the city grew spontaneously to accommodate the surplus population of Golconda, which was the capital of the Qutb Shahi rulers. Many buildings sprang up along the River Musi. Gradually the city grew.

The Qutub Shahi dynasty founded the Kingdom of Golconda, one of the five kingdoms that emerged after the break up of the Bahamani Kingdom. The Qutub Shahis ruled the Deccan for almost 171 years. All the seven rulers were patrons of learning and were great builders. They contributed to the growth and development of Indo-Persian and Indo-Islamic literature and culture in Hyderabad. During the Qutub Shahi reign Golconda became one of the leading markets in the world of diamonds, pearls, steel for arms, and also printed fabric.

The glory of the Golconda kingdom ended in 1687, after a valiant struggle. Aurangzeb, the last great Mughal ruler, captured Golconda after a siege that lasted eight months. Abul Hasan Tana Shah, the last king of Golconda, was imprisoned at Daulatabad, where he died after twelve years in captivity.

With the conquest of the Deccan and the South, Aurangzeb succeeded in expanding the Mughal Empire to cover the entire sub-continent. However, after his death in 1707, the Empire rapidly declined. At that time the Deccan was administered by a Subedar or viceroy of the Mughal Emperor. Mir Quamaruddin, the Governor of the Deccan, who bore the title of Nizam-ul-Mulk Feroze Jung Asif Jah, declared his independence from Mughal rule in 1724. He thus became the first Nizam and the founder of the Asif Jahi dynasty.

Asif Jah I continued to maintain Aurangabad, which had been founded by the Mughal rulers as the capital of his new state. In 1769, Nizam Ali Khan Asif Jah II, shifted the capital to Hyderabad. The seven Nizam's of the Asif Jahi dynasty ruled the Deccan for nearly 224 years, right up to 1948.

During the Asif Jahi period, Persian, Urdu, Telugu and Marathi developed simultaneously. The highest official positions were given to deserving persons irrespective of their religion. Persian was the official language up to 1893 and then Urdu up to 1948.

The rule of the seven Nizam's saw the growth of Hyderabad both culturally and economically. Huge reservoirs, like the Nizam Sagar, Tungabadra, Osman Sagar, Himayath Sagar, and others were built. Survey work on Nagarjuna Sagar had also begun during this time. Hyderabad, under the Nizam's,was the largest princely state in India. Area wise it was as big as England and Scotland put together. The State had its own currency, mint, railways, and postal system. There was no income tax.

Soon after India gained independence, Hyderabad State merged with the Union of India. On November 1, 1956 the map of India was redrawn into linguistic states, and Hyderabad became the capital of Andhra Pradesh. Hyderabad, the 'city of minarets' is not only famous for its rich heritage and culture but is also known for its excellent scientific temperament, which has made it one of

the IT capitals of India. The arrival of e-world has revolutionized the city and transformed it into a virtual cyber land and earned it the epithet of Cyberabad. This major metropolis of the country known for its cosmopolitan outlook has a conspicuous presence of several international organizations which lends a distinct international flavour to the city. It is also a major educational and industrial centre of the country.

Landmarks of Hyderabad City:

Charminar : This landmark of Hyderabad is often referred as the "Arc de triomphe of the East" and is today synonymous to Hyderabad. Built in 1591 by Muhammed Quli Qutub Shah as a talisman to stop a deadly epidemic, the Charminar offers a panoramic view of the city from its four (char) minarets that are about 49 m high.This mascot of the city was built, in an Arabic style of architecture, with lime and mortar. Within the Charminar is a mosque. A temple is at the base of one of its minars.

Golconda Fort : Originally a mud fort founded by the Kakatiya Kings of Warangal during the 13th century, Golconda attained glory under the Qutub Shahi dynasty (1518 to 1687). This is where the priceless Kohinoor diamond was found. One of the famous forts of India, an added attraction here is an enchanting sound & light show in the evenings.

Mecca Masjid : Mecca Masjid owes its name to the presence of the bricks in the structure, which were brought from the holy city of Mecca. The second largest mosque in the country, it has within its periphery the graves of the families of Asaf Jahi kings. The stately architecture consists of single slab granite columns and five arches each on three sides. Construction started under the Qutub Shahi kings but was completed by Aurangazeeb in 1694.

Qutub Shahi Tombs : Nowhere in history has an entire dynasty of rulers, been buried at a single site other than the Qutub Shahi. Tombs. Just a km away from the Golconda Fort. The tombs were designed and commissioned by the Qutub Shahi rulers themselves. Built in an Indo-

Persian style, the structures have a square base with domes that have pointed arches.

Falaknuma Palace : Built in 1892 by the Paigah noble Nawab Vicar Ul Umra, this majestic structure was later purchased by the Nizam VI in 1897. Designed in the shape of a Scorpion with 2 stings by an Italian architect, it is located on a hill at a height of 2000 ft. Louis XIV style of decor, stained glass windows, ornate fountains and marble staircases adorn this magnificent palace. Showcased here are a collection of paintings, Jade artifacts, statues, rare manuscripts, books and antique furniture. This place has recently been taken over by the Taj Hotels Group and visitors are allowed only by prior booking.

Chowmohalla Palaces: ‘Chow' means 4 in Urdu, signifying the number of palaces that are designed in Mogul and European styles of architecture. Built between 1857-1869 in several phases by the Nizams, these palaces offer a glimpse of the royal lifestyles. Three of these palaces are single storeyed whilst the main palace is a double storeyed structure.

Birla Mandir: This temple is completely built in white marble and is dedicated to Lord Venkateswara. The temple is set atop a hillock, Kala Pahad, to the southern end of Hussain Sagar Lake and offers a panoramic view of the city. The shrine is decorated with intricate carvings depicting scenes from Ramayana and Mahabharata. There are also several splendidly sculpted marble statues of Hindu Gods and Goddesses.

Shilparamam: Shilparamam, the arts, crafts & cultural village at Hyderabad, established in the year 1992 is spread over 65 acres of prime land in Madhapur, Hi-tech City. Shilparamam is Hyderabad’s tribute to India’s natural beauty, richly diverse cultural heritage and vibrant ethos. It is a place where artisans from across India showcase their individual skills in a variety of arts, crafts and culture. It was a quiet and placid lake of 24 kilometres built by Hazrat Husain Shah Wali on a tributary of the Musi during the time of that great builder Ibrahim Quli Qutb Shah in 1562 to meet the water and irrigation needs of the city. This was much before the historic Charminar overshadowed every other landmark in the city. It is now popularly known as Tank Bund, a truncated version of its original expanse, and has acquired trappings and environs that enhance its appeal to tourists as well as the denizens of the twin cities.

Necklace Road: Necklace Road is a boulevard in Hyderabad, Andhra Pradesh, adjoining the Hussain Sagar lake, which connects NTR Gardens to Sanjeevaiah Park. The road from Sanjivaiah park connects to the Tankbund road which in turn connects to the NTR Gardens completing a circle. This stretch of road, along with the Tank Bund, appears in the form of a necklace as seen from the sky - and hence the name. This boulevard connects to nearby parks such as Jogi bear park, Sanjivaiah park and Jalavihar. Both these park provide excellent lung space and environment along with its calmness. This boulevard is frequented by early morning joggers, marathon events, and evening hangouts. The Necklace Road MMTS Station is the closest rapid transit facility available connecting to all major parts of the city.

Ramoji Film City: Ramoji Film City (RFC) is the world’s largest integrated film studio complex at over 2,000 acres (8.1 km2) of land [1]. It is also a popular tourism and recreation centre, containing both natural and artificial attractions including an amusement park. It is situated near Hayathnagar and Peddamberpet on Hyderabad - Vijayawada, NH9 highway, about 25 km South-East of Hyderabad. Some of the places for tourists to visit include: a Japanese garden, the ETV planet (a multi-purpose editing suit), a large pool, artificial waterfalls, intricately carved caves, an airport terminal, hospital set, railway station, churches, mosques and temples, shopping plazas,

Shops include Parade, a prop-shop, where costumes of actors can be ordered and Shangrila, a nursery that sells exotic plants. This Film city has also 'Ramoji Film Magic' which shows about the behing-the-scene activities involved in movie making.

Numaish: Numaish Masnuaat-e-Mulki or Numaish is an annual industrial exhibition held in Hyderabad, India. The exhibition has remained the only event of its kind in the world to be organised at a stretch for a 46-day period at its 23-acre permanent venue in Nampally. It features joy rides, eateries and other entertainment options for the visitors. The exhibition features the carpets of Iran and there are also some stalls from Pakistan too that sell their products and dry fruits of Jammu and Kashmir to handmade garments from Uttar Pradesh, West Bengal and Madhya Pradesh, handicraft items from all over India and electronic goods of the best brands in the country.
