    PREFACE

    The Los Angeles County Sheriff’s Department first implemented its police vehicle testing program in 1974. Since that time, our department has become nationally recognized as a major source of information relative to police vehicles and their use. It is our goal to provide law enforcement agencies with the information they re-quire to successfully evaluate those vehicles currently being offered for police service. The Los Angeles Coun-ty Sheriff’s Department is proud to publish this information, via the internet, to all law enforcement agencies.

    Since the inception of our vehicle testing program in 1974, we have continually refined our efforts in this area in order to provide the law enforcement community with the most current information available. During the 1997 model year testing, the Sheriff’s department expanded its existing criteria to include an urban or “city street” pursuit course. This course consists of multiple city block distances punctuated by the various types of turns normally found in most inner city environments. The “city street” course is designed to simulate the con-ditions encountered by most officers working in typical urban communities. The test is only conducted on ve-hicles offered with a factory “Police Package”. Since many law enforcement agencies buy “non-pursuit” vehi-cles, we also test vehicles offered in a “Special Service” configuration when offered by the manufacturers. These vehicles are tested in a similar fashion as “Police Package” vehicles however we do not subject them to the city street pursuit course.

    The booklet is not intended as a recommendation for any specific vehicle contained within. The Sheriff’s De-partment conducts the vehicle testing program in order to accomplish two primary goals. To provide law en-forcement agencies with the data necessary to assist those in the vehicle selection process, and to provide the various vehicle manufacturers with the input necessary to better meet the needs of law enforcement. We recog-nize the fact that individual agency needs can be influenced by cost, operational considerations and other fac-tors.

    Our testing process is designed to address the law enforcement officer’s operational requirements in terms of vehicle performance, vehicle safety, and comfort.

    Each test is designed and executed to simulate actual field conditions as closely as possible. The vehicles being tested are driven on city streets and interstates, as well as the performance track, by law enforcement person-nel.

    The maneuvers duplicated during the electronic test procedures are those encountered in actual patrol and emergency operations which the law enforcement officer may encounter in the field.

    Interpretation of test results is the responsibility of each agency. The importance with which each individual phase is weighted is a subjective decision which should be made by each agency based upon that agency’s needs.

    2016 MODEL YEAR VEHICLE TEST

    On October 14th–17th, 2014, vehicle testing was performed at the AutoClub Speedway in Fontana, California. Chrysler, General Mo-tors, and Ford all submitted vehicles in the “Police Package” category. Police Package vehicles have been identified by the manufactur-ers as pursuit vehicles. All of the vehicles submitted completed the test satisfactorily, without incident.

    The vehicles submitted for evaluation were all 2016 models and are identified below.

    HIGH SPEED POLICE PACKAGE VEHICLE CATEGORY:

    2016 Ford PI Sedan FWD 3.5L: Full size four door sedan, front wheel drive, 3.5liter V-6 engine, 6 speed automatic transmission with overdrive and a 3.16 axle ratio.

    32 LAP HIGH-SPEED VEHICLE

    DYNAMICS EVALUATION RESULTS

    This test is conducted on a high-speed driving course. It is designed to evaluate, identify and eliminate the obviously unacceptable vehicles (i.e., those vehicles that are demonstrably unstable or otherwise exhibit un-safe characteristics).

    For this test, four drivers are utilized for each vehicle. Each driver completes eight laps around our 1.46 mile test track at the AutoClub Speedway in Fontana, for a total of 32 timed laps. Lap timing is via a GPS based RaceLogic “DriftBox02” datalogger mounted in the vehicle. Lap times are immediately recorded via RF te-lemetry signal produced by the data logger. Secondary lap timing is recorded utilizing a “Video VBOX Data-logger” mounted in the vehicle. All timing is backed up on SD cards in each unit. The fastest and the slowest lap times are eliminated, the remaining six lap times are averaged. The average time and speed are recorded next to the driver’s name.

    Four Emergency Vehicle Operations Center driver training instructors, two each from the Los Angeles Coun-ty Sheriff’s Department and Los Angeles Police Department share the driving and evaluation of these vehi-cles.

    At the conclusion of the preliminary handling portion of the test, each driver completes a "Driver’s Subjective Evaluation" form. If the test vehicle is judged unacceptable in this preliminary review, it is rejected and not subject to further testing and evaluation.

    DRIVER COMMENTS

    Brakes – The brakes performed well on first two sets of 8 laps with good decel rate, and pedal feel and travel remained consistent. Pedal feel and travel started to feel soft with longer travel starting in the middle of third set of laps and lasted until the end of fourth set of laps, but decel rate remained very good.

    Cornering/Handling – The car remained neutral in all corners. Body lean and bounce were minimal. Steer-ing feel and input were very good. However, one driver remarked experiencing fuel starvation twice in lap 6 of a second set at a straight-away after some acceleration but not during stability control. Transmission (Shift Points) –The transmission performed well throughout the test and kept the engine in its power-band at all times. It is only driver’s error that would cause unwanted up-shifts. Engine – The engine made good power on all laps. Output is well matched to chassis. Other – Tires were predictable on all laps.

    DRIVER COMMENTS

    Brakes –Worked very well and consistent on all laps, slight ABS felt in lap 6 to 8 after long straight-away. No increased pedal travel experienced. A light pull to the right was experienced on first lap entering a 90 de-grees turn to the left. Pedal travel and stopping distance increased slightly throughout the last set of laps.

    Cornering/Handling – This car displayed minimal understeer in all corners. This was easily driver correcta-ble. Steering feel was very good though input experienced was quicker than expected. Body lean and bounce were minimal. Transmission (Shift Points) – The transmission performed well all eight laps. *I would like to see it downshift sooner on corner exit. Engine – Pulled strong to redline. Good combination of engine and chassis. No hesitation experienced. Other – Tires gave way upfront sooner than expected leading to a slight understeer.

    Brakes – The brakes performed well and consistent on all laps. However, one driver claimed to experienced moderate pull to the left at the end of the back straight (approx. 98mph) on one lap (lap 4). Pedal feel was good throughout the sets but pedal travel increased slightly on the last set.

    Cornering/Handling – This car displayed neutral to mild oversteer in all turns. Body lean and bounce were minimal, steering input/ feel were good. However, the vehicle felt too stiff especially over small road bumps at slow speed. Decrease in acceleration was felt under that condition due to early and more stability control intervention, but not severe. * This car demands very smooth driver inputs with steering and throttle to minimize stability and traction control intervention which are very invasive. Transmission (Shift Points) – The transmission performed well on all laps keeping the engine in its power- band. Shift were consistent with no lag felt. Engine – The engine made good power on all laps. Other – Tire worked predictably on all laps. Chassis needs to be addressed. The dampening travel point needs to be longer, allowing for dampening and hold. Not dampening following by immediate jounce.

    Brakes –The brakes worked predictably well on all laps. No ABS problem or brake fade experienced. The rate of decel rate was good pedal travel increased at the end of third set. However, a very slight pull to the right was experienced at the end of the back straight (Approx. 97 mph) on 4 laps during the first two sets.

    Cornering/Handling – The car displayed neutral to mild understeer handling. Steering feel and input were very good though slight understeer conditions felt when reached limits of traction but not severe as expected. Body lean and bounce were minimal. The chassis well dampened, tough but not overly bearing. Transmission (Shift Points) – The transmission performed well on all laps keeping the engine in its power- band at all times Engine – The engine made good power on all laps.     Brakes – The brakes worked mostly well throughout the first three sets. The rate of decel was very good and remained consistent, though there was an observation of a slight softening in pedal and feel at the end of front straight-away before the turn on lap 8 of first two sets but no pull was experienced.

    ABS failed to function on all 8 laps of the last set and one side rear brakes remained locked for a moment af-ter the pedal was released. Cornering/Handling – Vehicle handled very consistent on all laps. No ESC premature intervention felt and when it activated, no power loss was felt. Lean and bounce was very consistent and predictable as well as the tires. Transmission (Shift Points) – Transmission worked well, keeping the engine in its power-band at all times. Engine – The engine makes huge power on demand. Other – Tire were predictable. Steering effort and ratio are very good.

    Brakes –Initial bite and rate of deceleration was good but pedal travel increased toward the end of second set and noticed some fades but the pedal stayed firm. Decal rate decreased at the fourth set but the brakes were firm and predictable. No premature ABS intrusion was experienced.

    Cornering/Handling –The car displayed neutral to mild / moderate understeer in all turns. Excessive amount of stability control intervention seemed inconsistent from lap to lap, as it was sometimes overly pe-nalizing. Chassis is well integrated to engine demand. Body lean and bounce were minimal. Steering inputs are slightly sluggish, with mid corner lag. Transmission (Shift Points) – The transmission kept the engine in its power-band at all times. Engine – The engine make good power at all times. Other – Stability control was slightly intrusive if driven hard into corners, but not overly invasive. Good car!

    Brakes – The brakes were consistent and worked well for the first two sets but would like to see more initial bite and better rate of deceleration for easier modulation. There was no fade or pull experienced but increase in pedal travel was evident from the third set resulting in low-pedal bite area making harder for the driver to modulate the brake.

    Cornering/Handling – The vehicle handled consistent with moderate body lean and bounce. Well calibrated electronic stability control system with minimal intervention and its predictable allowing some room for driv-er corrections. Transmission (Shift Points) – Shift points consistent with no error. Always in the correct gear. No waiting for downshifts. Engine – The engine made good power, pulled hard to redline without any issues.

Decal rate got longer and ABS activation increased starting from the beginning of the last set of laps. Cornering/Handling – The vehicle handled well for a large SUV. It displayed mild to moderate understeer in all turns as well as mild to moderate body lean and bounce. Steering feel is good. Felt moderate ESC with minimal lag time for return throttle. Front left tire seems to have more wear than usual. However, the tires worked predictably on all laps.     PURSUIT COURSE EVALUATION RESULTS

    This test is for those vehicles equipped with a factory installed POLICE PACKAGE and identified by the manufacturer as pursuit vehicles. This evaluation is conducted on a closed 2.6 mile city street course which closely represents the environment most urban law enforcement agencies must contend with. The course has several straight-a-ways and consists of many right and left turns and obstacles in the roadway.

    This is the final test during our road certification and the manufacturers, if they so choose, are allowed to re-build the vehicle’s brake system and replace tires prior to this test.

    For this test, two drivers are utilized for each vehicle. Each driver completes two laps around the city pursuit course. Lap timing is via a GPS based Race Logic “DriftBox02” mounted in the car. The combined times of the two laps are recorded next to the driver's name.

    If the test vehicle is unable to complete the course in less than 5 minutes, it is judged unacceptable for high speed law enforcement use.
