URBAN PLANNING PROCESSESIN BARCELONA

4th meeting “Greens in Big Cities”Vienna (Rathaus), October 26th-28th, 2007

BARCELONA

A city with 1.6 million inhabitants, and the centre of a metropolitan district with a surface area of approximately 3,200 sq km and 4.7 million inhabitants. Characterised by its high level of urban development, high population density (1,444 inhab. per sq km) and /Km2) and the existence in its hinterland of important cities with their own identities.

4th meeting “Greens in Big Cities”Vienna (Rathaus), October 26th-28th, 2007

The urban development of Barcelona since the democratic transition can be summarised in three phases:

• 1980-1987. Sporadic interventions on a small scale. Recovery of basic aspects. • 1987-1992. Infrastructural interventions and large urban areas developed as a result of the Olympic games. Structuring of the city.• From 1993 on, Barcelona as a central area of the Metropolitan District (Fòrum; 22@; Sagrera;…). Urban recuperation.

4th meeting “Greens in Big Cities”Vienna (Rathaus), October 26th-28th, 2007

Urban transformation of the north-eastsector of the city:

Forum 2004 district

Integration of important environmentalInfrastructures into a fully-developedseafront

4th meeting “Greens in Big Cities”Vienna (Rathaus), October 26th-28th, 2007

• This event took place in a renewable urban area

• What was there:

– A thermal power station

– A water-treatment plant

– An incineration plant

Obsolete infrastructures from an environmental point of view

4th meeting “Greens in Big Cities”Vienna (Rathaus), October 26th-28th, 2007

• What we have done: – Substitute the thermal power station for a

combined heat & power plant (CHP Plant)

– Improve environmental quality in the water-treatment Plant and the incineration Plant

4th meeting “Greens in Big Cities”Vienna (Rathaus), October 26th-28th, 2007

• The urban renewal project

– Converting an industrial, marginal area into a new central area of services and leisure (convention centre, cultural centre, hotels, and a large square of 14 hectares) integrating the environmental infrastructures into the city

– Developing urban fabric from obsolete environmental facilities and infrastructures

4th meeting “Greens in Big Cities”Vienna (Rathaus), October 26th-28th, 2007

The Urban Solar Power Station

Installation of 10,700 m2 of photovoltaic modules = 1.3 Mwp installed power

6,700 m2 used to create a structure offering areas of shade on the Forum Esplanade; 4,000 m2 located on a large photovoltaic pergola

4th meeting “Greens in Big Cities”Vienna (Rathaus), October 26th-28th, 2007

Environmental values• Use of renewable energy sources

• Energy obtained = electricity consumption for about 1,000 homes

• Outstanding reduction of the polluting atmospheric emissions (about 440 tonnes of CO2/year)

4th meeting “Greens in Big Cities”Vienna (Rathaus), October 26th-28th, 2007

Energy efficiency

Ecopark and District Heating and CoolingThe incinerator plant was transformed into an Ecopark facility for the treatment of waste

District Heating and Cooling is based on the use of the steam generated

The project involved a 3,5 km network: it will supply hot and cold water to the buildings in and around the area of the Forum 2004

4th meeting “Greens in Big Cities”Vienna (Rathaus), October 26th-28th, 2007

Energy efficiency

•Energy efficiency improvement: 32% reduction in primary energy consumption; reduction in the consumption of non-renewable resources (= 1,850 tonnes of oil per year)

•Reduction in atmospheric pollution: reduction of about 5,000 tonnes of CO2/year

Environmental values
