SUMMARY

BACKGROUND

Beveridge Township is located on the eastern side of the Hume Freeway and is accessible from the Hume Freeway via Lithgow Street. The majority of Beveridge Township is within the Township Zone and is largely unaffected by overlay controls. Key sites within the Beveridge Township include the Beveridge Primary School, Beveridge Recreation Reserve and various historical buildings (Figure 1).

The boundaries for the Beveridge Township are Minton Street / Beveridge Road to the north, Stewart Street to the east, Kelly Street to the south and Spring Street and the Hume Freeway to the west. Beveridge Township comprises 78 lots and 68 dwellings in an area of approximately 85 hectares.

Beveridge Township is directly adjacent to the Lockerbie North and Beveridge Central Precinct Structure Plan areas which will facilitate new residential communities in the northern growth corridor. Therefore, Beveridge Township will be subject to increased residential development pressure in the future.

The existing zoning for Beveridge Township allows for residential development, as well as a range of other uses appropriate for a small town. The main constraint to further

subdivision of the area is the lack of reticulated sewerage which will become available as residential development occurs within the surrounding area.

Stage 1: Issues and Opportunities Analysis Paper

The Draft Development Plan has been informed by expert advice and community consultation. An Issues and Opportunities Analysis paper was exhibited to the community and relevant authorities in May 2017 and expert reports were prepared to provide recommendations regarding drainage, traffic, servicing and heritage for the township.

Community consultation consisted of the following activities:

• Direct mailout of a letter and information sheet to all landowners and residents within the township area

• Referral of the Issues and Opportunities Analysis Paper to relevant authorities.

• Two weeks of newspaper advertising in the North Central Review.

• Two drop-in sessions at Beveridge Reserve Community Facility

• A project page on the Engaging Mitchell website

• Meetings with Mitchell Environment Advisory Committee (MEAC) and Beveridge Reserve Committee of Management (COM)

The drop-in sessions were well attended with approximately 46 attendees. Overall, the community was supportive of Council preparing a plan for the township. Issues raised included concerns regarding the existing quarry, drainage, road conditions and timing regarding provision of infrastructure.

ISSUES AND DISCUSSION

The Draft Development Plan proposes the following vision for Beveridge Township:

• To provide a framework for a sustainable, coordinated and integrated township within the northern growth corridor that respects the townships heritage and character.

• To leverage appropriate development opportunities offered by key infrastructure upgrades provided by surrounding residential development that considers Beveridge Township’s topography, road network, heritage and subdivision pattern.

The proposed Future Urban Structure (Figure 2) within the Draft Development Plan nominates:

• Residential land south of Lithgow Street and at 100 Minton Street (north of Arrowsmith Street) as appropriate for standard density residential development.

• Land between Lithgow Street, Arrowsmith Street and west of Spring Street as large lot residential due to site constraints which prevent provision of an internal road network through these areas.

Minton Street and Stewart Street will be upgraded to arterial roads in the future. Convenience retail is proposed at the corner of Stewart Street and Minton Street to

service what will become a major intersection for the area. A new north-south connection between Minton Street and Arrowsmith Street will be required as the proposed Camerons Lane interchange (Minton Street), which will replace the existing Lithgow Street interchange, will remove Minton Street access points at the Old Hume Highway and Spring Street.

A local park to provide open space to the northern residents of Beveridge Township will be required. The Heritage Trail, which will be provided by the Beveridge Central PSP along Kelly Street and Spring Street to the Lithgow Street intersection will continue to the Post Office/Hotel, passing the two heritage listed former churches. The Draft Development Plan recommends appropriate planning controls to implement the vision and urban structure.

The proposed urban structure allows for approximately 500-600 dwellings (including existing) in the township.

The Draft Development Plan also recommends the following priority projects:

• Preparing a masterplan for Beveridge Reserve. Beveridge Reserve is approximately 10 hectares and hosts a community facility, tennis courts, CFA shed, a natural spring and equestrian areas. A masterplan will be required to ensure that the reserve meets the needs of the growing community within and near to

Beveridge Township. A masterplan can also inform Council’s future Capital Works Program and future grant applications to deliver improvements over time.

• Preparing an Infrastructure Contributions Plan for the township.

• Advocating to State Government and Transport for Victoria for improved public transport services for the area.

CONSULTATION

The Draft Development Plan will be placed on exhibition for a minimum one month period in January/February 2018 and will include a direct mail out, drop in sessions, website and newspaper advertising.

The drop-in sessions will allow community members the opportunity to discuss with Council Officers the Draft Development Plan. The drop-in sessions will also provide Council Officers the opportunity to provide information to the community about the strategic planning occurring within the surrounding area which will see Beveridge transition from a rural township to an urban growth area.

Council Officers will directly consult with the Beveridge Township community groups and relevant government and servicing agencies / authorities. All documentation will be available on the Engaging Mitchell website. Hard copies will be available at Council’s Wallan Planning and Building Office.

FINANCIAL, RESOURCE AND ASSET MANAGEMENT IMPLICATIONS

Finalisation of a Development Plan for Beveridge Township, including community consultation, is included within Council’s Strategic Planning operating budget for 2017-2018. It is not anticipated that finalisation of the Beveridge Township Development Plan will exceed the allocated budget.

There will be longer term implications associated with implementing the recommendations of the Development Plan via a future Planning Scheme Amendment and preparation of a masterplan for Beveridge Reserve which will require Council funding with potential partial funding from State Government subject to receiving grants.

POLICY AND LEGISLATIVE IMPLICATIONS

Preparation of a Development Plan for Beveridge Township is consistent with the Mitchell Shire Council Plan 2017-2021 strategic objective of sustainable growth and development which seeks to “shape the future of our communities through forward planning and well built and maintained facilities and infrastructure”.

Consultation of the Draft Development Plan will be undertaken in accordance with the community engagement principles outlined within the Mitchell Shire Community Engagement Framework 2014.

Beveridge Township is located within Melbourne’s Urban Growth Boundary and while not identified within a future Precinct Structure Plan, the area is designated for residential purposes in the North Growth Corridor Plan. The Draft Development Plan is considered to be in accordance with the State Planning Policy Framework, Plan Melbourne 2017 and the North Growth Corridor Plan.

SUSTAINABILITY IMPLICATIONS (SOCIAL AND ENVIRONMENTAL)

Beveridge Township will be subject to increased development pressure as works commence on the surrounding Precinct Structure Plan areas. Finalisation of the Draft Development Plan is vital to ensure that the area develops in an appropriate and coordinated manner that responds to the surrounding residential development and will maintain or improve social and environmental values of the area. The Draft Development Plan includes actions that will provide community and environmental benefits over time.

CHARTER OF HUMAN RIGHTS IMPLICATIONS

The rights protected in the Charter of Human Rights and Responsibilities Act 2006 were considered in preparing this report and it’s determined that the subject matter does not raise any human rights issues.

OFFICER DECLARATION OF CONFLICT OF INTEREST

No officers involved in the preparation of this report have any direct or indirect interest in this matter.

CONCLUSION

The Draft Development Plan for Beveridge Township can be released for public comment and consultation purposes. Consultation will occur over a minimum one month period in early 2018. Feedback received during this time will assist in finalising the Development Plan.
