The 3RP resilience/stabiliza3on-baseddevelopment component addresses theresilienceandstabiliza:onneedsof impactedandvulnerable communi:es in all sectors, builds thecapaci:es of na:onal and sub-na:onal servicedelivery systems, strengthens the ability ofgovernments to lead the crisis response, andprovidesthestrategic,technicalandpolicysupporttoadvancena:onalresponses.
The 3RP refugee protec3on andhumanitarian component addresses theprotec:onandassistanceneedsof refugees livingincamps, inseAlementsand in localcommuni:esin all sectors, as well as the most vulnerablemembers of impacted communi:es. It willstrengthen community-based protec:on throughiden:fying and responding to immediate supportneeds of communal services in affectedcommuni:es.

• 3RP predates and influenced global processes:
• WHS (2016) “Grand Bargain” and Agenda for Humanity (Leaving no one behind) and the report reference need for na[onal ownership, resilience-building, and partnerships – all 3RP Strategic Direc[ons from 2014;
• Compact for Refugees: CRRF (Comprehensive Refugee Response Framework, Sept. 2016) UNHCR-led, makes reference to the 3RP as a model for future CRRF countries; currently there are no CRRF countries in the 3RP (reflec[ng an already func[oning model);
• UNHCR/UNDP Joint Leaer (2018) Administrator/High Commissioner, states that, Lessons learned from the 3RP business model (coordina7on, planning, monitoring) can provide poten7al models for other countries to consider.
