The 11th round of Phase-V training of the mandatory Mid-Career Training Programme(MCTP) for IAS officers (2017) is scheduled from September 25 to October 13, 2017 at LalBahadur Shastri National Academy of Administration (LBSNAA), Mussoorie

2 The current round of Phase V training is being offered to the officers indicated below

(i) Officers of 1990 batch (lst chance)(ii) Officers of 1989 batch (2nd chance)(iii) Officers of 1988 and 1987 batch (3rd and last chance)(iv) Decision on participation of residual officers from 1984 to 1986 batches (who have

availed of 03 opportunities or more already) will be taken based on the merits ofeach case LBSNAA/this Department.

3 Further, an officer who has less than three years of service after the year in which he/she has been slotted to undergo the Phase-V of the MCTP would not be sent for the trainingand, therefore, the officers who are retiring before 31.12.2020 shall not be nominated for thecurrent Phase V training programme.

4. A list of the officers falling in the eligibility zone (i.e. after deleting the names of theofficers who are superannuating before 31sl December, 2020), as per our database, is attached.Any discrepancy in this list may kindly be brought to the notice of Training Division, Departmentof Personnel and Training, Govt. of India, for corrective action.

5. All phases of the MCTP are mandatory and also entail advance planning in terms of tyingup with foreign/domestic partner institutions and faculty resources, apart from handling thelogistics connected to foreign visits etc. As per the IAS (Pay) Rules, 2007, undergoing the PhaseV, MCTP is pre-requisite for drawing increments after completion of 28 years of service. A copyof the letter dated 01.02.2012 from Secretary (Personnel) to all Cadre Controlling Authorities,regarding complying with the provisions of the IAS (Pay) Rules, 2007, IS enclosed for kindreference. Hence, timely release of the officers, who have enrolled 'on-line' for the Phase VProgramme, is extremely important and may kindly be ensured.

I, therefore, request you to kindly instruct all the officers, eligible for the Phase Vtraining this year, to enroll 'on-line' by registering on the linkhttp://intraias.nic.in/LoginArea/Login/asp by 31st August, 2017. You are also requested tocommunicate your consent for the participation of eligible officers, latest by io" September,2017. In case of any query, the officers may kindly be advised to write to the Academy attrg4.lbsl!_aa@nic.in.
