Summary In preparation for APEC event in Bali, 3rd Carrier was activated in selected event sites to offload traffic from 1 st and 2nd carrier cells. Triple carrier layering strategy was implemented with F1 & F2 configured as full random camping supporting R99 & HSPA service, while preferred camping in F3 layer for HSPA service only.

Since 3rd Carrier sites are not implemented throughout the network, the quality of the F3 carrier cells are better as compared to 1st and 2nd carrier cells, hence the coverage for 3rd carrier is larger than 1st & 2nd carrier cells. Therefore, the coverage for the 3rd carrier cells are controlled by setting the higher minimum Rxlevel and Quality access level with aggressive inter-frequency triggering to ensure mobility and prevent dropped call due to call dragging.

Full Random Camping strategy for 1st and 2nd Carrier.Full random camping strategy was implemented for F1 and F2 layer (1 st and 2nd carrier cells) where R99 CS/PS and HSPA are supported in both carriers. Parameters on both layers are set to be un-baised with both 1 st and 2nd carrier cells are configured with the same cell selection and re-selection parameters.
