1. Introduction
1. The Government of Uzbekistan has been provided with the loan by the Asian Development Bank (ADB) to improve the efficiency of international road corridors. The overall objective of the project under this loan 2403-UZB is to the improve A-380 highway with the total length of 91 km running from Guzar to Beyney.
2. The A-380 Road is a route of a transcontinental highway “Europe-Asia”, connecting the Central Asian countries with Russia, Caucasus and Eastern Europe countries. It is also main road of Uzbekistan near the boundary of Turkmenistan running southeast to northwest. It connects Afghanistan and Turkmenistan in the south, Tajikistan and Kyrgyzstan in the east and Kazakhstan in the west.
3. The project area is located in the northwestern half of the A380 Road. There are no cities or towns located along the road sections. And the Amu Darya River flowing into the Aral Sea runs the same direction with the A-380 road.
4. ADB financed reconstruction of 91 km of the A-380 highway in Khazarsp and Tortkul Districts to meet two-lane international design standards with a four-lane roadbed within the existing right-of-way. The Project will not create significant environmental impacts.
5. The projects are categorized as a “B” project for ADB Environmental Safeguard Requirement, and the IEE was prepared during project preparation. Therefore, an annual environmental monitoring report is required to be submitted to ADB. However, this annual environmental monitoring report is submitted in November 2013, to cover the period of July 2010 to October 2013 of this Loan implementation.
2.1 Goals, Scope and methodology6. This final Environmental Monitoring Report for Project was prepared in November 2013.
This report provides information about progress of Environmental Management Plan (EMP) implementation process of and to evaluate implementation of EMP for necessary improvement if needed.
7. The goal of this report is to comply with environmental safeguard requirements of the Government of Uzbekistan and ADB’s Safeguards Policy Statement (ADB, 2009) and Environmental Guidelines (ADB, 2003) as well as to fulfill the loan covenant as described in the loan and project agreement signed by the Government and ADB.
8. The report was based on the monthly progress reports submitted by Engineer and findings obtained from field monitoring trips of PMU specialists.
1.2. Brief Project Description9. The Government of Republic of Uzbekistan has been received a Loan from the Asian
Development Bank (ADB) for the CAREC Regional Road Project [Package B2, ВЗ, В4].
10. Section: km490-581 (91 km) in Khazarsp District of Khorezm Province and Tortkul District of the Republic of Karakalpakstan.
11. The Project was categorized as “B” under ADB’s Environmental Categorization (ADB’s SP, 2009), which requires provision of annual Environmental Monitoring Report to ADB.
12. Construction contract have been awarded to construction company “POSCO Engineering and Construction Ltd." in May 2010. “Dongshin Consulting Engineering Co. Ltd. in association with Rhythm Plus Consultancy Company has been selected as Engineer for construction supervision.

13. On October 31, 2013 on cumulative base of 159.71km. one way concrete pavement, i.e. 79.85 km. two way concrete pavement is finished. Temporary traffic is open all the way of the road. Expected completion date of the road construction is December 31, 2013.
2. Environmental Safeguard ComplianceAt the stage of Project Preparation a consulting company engaged by PMU has prepared the Report on Initial Environmental Examination which was published on ADB’s website on November 2010 and RRF’s website on March 2011.
2.1 Preparation of Environmental Assessment Report14. The IEE report was prepared to identify potential negative impact to the environment and
mitigation measures related with works on road improvement within Project. The connected parts - 490-581 km of state bypass in Khorezm and Turtkul provinces were observed as three projects.
15. The IEE concluded that the improvement to the two road sections will not have significant negative environmental impacts on the local environment during construction and operation stages, which could not be minimized by preventive measures to comply with Uzbek and international environmental standards. The Safety Health and Environment Control Plan (Appendix 5) was prepared by the Contractor based on EMP and approved by Engineer. The Safety Health and Environment Control Plan contains tables where defined mitigation measures and environmental monitoring activity on the project preparation, construction and operation stages. Places and time for conducting of environmental monitoring are described at the Safety Health and Environment Control Plan.
16. The IEE report is helpful in following way:
I. It provides basic information about the local environmental conditions of project area and what will be potential environmental Impact.
II. It provides the recommendations to mitigate potential environmental impact and describe how to implement EMP.
III. It provides guideline how Environmental Monitoring Plan has to be carried out
IV. Details of conduct environmental monitoring - which parameters and who should do it.
17. IEE defines what kind of environmental statutory should be obtained. Environmental Action Plan based on EMP defines mitigation and environmental monitoring measures have to be implemented by Contractor during construction work. EAP defines place, time, responsible persons and parameters of planning environmental monitoring.
2.2. Preparation of Bid Documents18. EMP was included in the bidding documentations (Section 8, Part B). After conducting
the procurement and selecting the Contractor and Engineer, EMP was included into the contract documentations between EA and Engineer, EA and Contractor. Also environmental safeguard requirements have been included in Clauses 105 and 106, Section 100 General Requirements of the Specification of the contract between Employer and Contractor.
19. Contract Sub-clauses 4.18 between EA and Contractor includes detailed terms and conditions regarding the safeguard actions in accordance with IEE and EMP which were included in the bidding documents. EAP was developed by Contractor and in the process of approving by Engineer. Sub-clauses include also Contractor’s schedule of submitting reports to Engineer and Employer (EA).

20. Sub-clauses 106 of this contract also describes general requirements on Environmental management such as conducting baseline water, air quality, noise and vibration level monitoring. The sub-clauses describes mitigation measures to prevent or to minimize adverse impact of project on environment, in particularly on air, water and land resources and population, living in the surround territory.
2.3. Environment Statutory Clearance21. This project is classified as В in accordance with ADB's classification. The IEE was
prepared for this project and IEE report was published on ADB’s website. In accordance with Uzbek Environmental Legislation (Cabinet Ministries Resolution #491 from 2001 - Statement on State Environmental Expertise) rehabilitation of national level road A-380 is classified as category 1. Environmental expertise of this project was conducted at the national level Environmental Expertise Department - Glavgocekoexpertise. The endorsement for these projects were obtained 23. April 2009 (# 3-52/01) with following conditions:
• Based on the above, State Committee for Nature of Karakalpakstan, agreed to "Project statement on the impact on the environment," Reconstruction of the A-380 Highway "Guzar-Bukhara-Nukus-Beyneu" on sites km 553-581 Republic of U zbekistan ."
• Control over the implementation of the project and compliance with environmental standards shall be entrusted to the State Inspection for the protection of the State Committee for Land Resources of the RK.
22. In accordance with IEE report water for operation of two concrete plants should be extracted from existing wells. Statutory clearance from the SCGH should be obtained to extract this water as well. However, detailed technical design identified that it would be reasonable to take water from Amudariya river which lies along road A-380. It will require installation of connections at the points with water pump. Contractor already has obtained statutory clearance from Vodokanal for places and volumes of extracted water. The river water used for construction site permission is obtained from the Lower Amudarya Coast Administration of Irrigation Systems (Appendix 4).
3. Implementation of Environmental Safeguard during construction23. Contract on construction work for Project was awarded in May 13, 2010. W ork on
mobilization of resources and techniques, setting up of office and camping were carrying out from July 9, 2010 through February 2013. At the end of July 2010 Contractor started work on borrow pit, and also main construction w o rk - watering some parts of the road.
24. At the time when this environmental monitoring report was being prepared Cement concrete pavement works were completed 79.85 km road cumulatively on the left and right hands side of the highway.
3.1. Location of Site office and Construction camping25. Contractor’s and Engineer’s offices locate on the territory of new built camping at the
537.5 km of road. Accomplishment works include buildings of the accommodation & office building, inclusive offices, kitchen, sleeping room, conference room. Containers for the accommodation of staff, laboratory, material storage, workshop to repair and maintain the machineries and fuel tanks has been set up on the site yard.
The camp and other facility have been established according to the procedures of the State Committee on Architecture and Construction of Uzbekistan and all safeguard measures have been taken place. The land is owned by the Local Government.

3.2 Site Cleaning26. At the time of environmental report preparation Borrowing works (from some borrow pit)
were carrying out by Contractor. Clearing and Grubbing works were performed by local contractors under Road Fund. As to solid wastes of concrete and other construction materials, as well as residues of polyethylene film are transferring to the reception points where local Khokim iyat approved as per Appendix 3.
27. According to EMP and EAP all access road to borrow pit will be maintained in accordance with national environmental regulation Resolution of Cabinet of Ministers Republic of Uzbekistan № 491 as of Dec 31, 2001 About Environment Protection (UZ.SMT.01.086.1466240, June 18, 2013 ) and at site approved by the environmental authority. Watering is being carried out to mitigate the air pollution.

New access road is using the existing rural road with some improvements without expansion. D) No plan for provision of IEE, related documents and training in EA and EMP implementation, monitoring and reporting to RRF and later Uzavtoyul. The PMU and successful Contractors, in Turtkul and Urgench do not have needed safeguard skills.

2. CONSTRUCTION PERIODA) Improper management of earthworks transport and Storage procedures, including cleaning; leading to dust and air pollution
Large volumes of quarry rock, aggregate and sand will be transported and stored near the roadwork. These operations and storage areas will be constantly exposed to the elements and will create primarily dust during the frequent windy conditions. Sediment laden drainage water is not an issue since there is no water for this to drain to—thus simply percolating back into the surrounding soils during the very rare rains. Dust control will be very difficult given the scarcity of water. Dust at worksites will be controlled by watering, using shallow aquifer saline water. Along the haul roads, properly loaded trucks with canopies preventing spillage onto the highway and blowing dust will be mandatory. Any spills on the haul roads will be cleaned up by the contractor within a 24-hour period.

D) Uncontrolled Deep Water Aquifer extraction at construction sites for concrete production
The extraction volumes per well will be established based on the geo-hydrological conditions as determined by experts, such that recharge and extraction will be balanced. Each well to be used will have a maximum sustainable extraction volume established and a meter will be affixed to each well with a seal. Meters will be read daily, with records sent to local authorities. Contractors exceeding allowable limits will have the water supply shut off and an investigation completed and fines paid.

E) Wind and rain erosion due to poor groundcover replacement at worksites
Stabilization using reed mats and the planting of Saksaul seedlings according to advice from the Uzbekistan Forestry Institute in Tashkent (see source in IEE text) will be undertaken. It may be possible to use waste sewage water to help with watering of the revegetated sites. To prevent wind and water erosion, revegetation of the disturbed areas will be undertaken as the work proceeds and as soon as work on any given stretch is completed.

Noise monitoring was carry out based on Safety Health and Environmental Control Plan (Appendix 5). Results were submitted to State Sanitary-and- Epidemiologic Inspectorate Agency of Khorazem region for resolution (Appendix 6). Monitoring results show that noise fluctuating from 77 to 79 decibels and it is compliance with national standards.
G) Excessive construction- period air pollution
The new mobile crushing and concrete batch plants purchased as part of the past loan will have dust suppression technology installed and as such will help to control the dust plumes that usually come from such operations. Emissions will be kept to a minimum given that state-of-the- art machinery will be used.Controls on vehicle idling time ( idle no more than 3 min.) when not in use and equipment maintenance will be imposed through construction inspection and regular reporting, ensuring that equipment is maintained to specifications and that dust is carefully and continuously managed. Dust control will be particularly stringent for mobile crushing plants which can produce large plumes of find dust which can become airborne for many kilometres

The contractor is required to prepare a Mitigation/Monitoring Completion Report, which must be submitted to RRF for transfer to Uzavtoyul’s unit which will operate the road, in order that they can follow up with mitigative measures such as revegetation, initiated by the contractors. Should this not take place, the entire EMP and monitoring program is in jeopardy. At present neither UZOVTOYUL, Traffic Police nor the RRF keep reliable accident records or has a written accidental spill protocol. After commissioning of the road Uzavtoyol, considering the intensity of the traffic, must take actions to ensure traffic security and to prevent traffic accidents. 4. Capacity building in environmental safeguard
4.1. Conducting of trainings29. Two training: (i) for Contractor and Engineer staff on the project site were conducted to
implement of EMP requirements on strengthening potential in environmental management, (ii) for subcontractors on site were conducted to implement of EMP requirements on strengthening potential in environmental management.
30. Training for Contract’s staff (POSCO & Consutant) has been conducted at the URGENCH STATE COMMITTEE FOR NATURE PROTECTION OF THE REPUBLIC OF UZBEKISTAN office building on 24 August 2012 in Urgench & NUKUS STATE COMMITTEE FOR NATURE PROTECTION OF THE REPUBLIC OF UZBEKISTAN 29 August 2012 in Nukus. Experts participated at the meeting, where participants were POSCO staff and PMU’s supervision (Consultant, Rhythm Plus).
31. SCNP(environmental expert) gave presentation, which provided general information about project, the planned mitigation measures on pre-construction, construction and operation stages, environmental monitoring procedure.
32. In addition, the presentation included information about roles and responsibilities of project participants during implementation of EMP, interaction between PMU, Engineer, Contractor and SCNP.
33. The presentation was followed by questions from Contractor and Consultant. Questions were about calculation of compensation for cut shrubs during site cleaning; impact of road on air during operation stage after completion of reconstruction works; communication mechanism to Contractor in case of non-compliance construction works with national environmental legislation and norms; water supply sources for batches plants. Participants noted the necessity of mitigation measures against win erosion, considering option of water erosion impact on the road after completion construction works.
28. During construction, in order to comply with the safety, the contractor provided special clothing, safety boots, high visibility vest, safety helmets, safety goggles and other protective equipment such as fire extinguishers and first aid kits of all workers and staff at the facility. Also, all employees were receiving induction training and instruction on workplace safety during the construction period.
5. Monitoring of Environmental Quality34. The details of environmental monitoring on construction and operation stages were
discussed with engineers of Contractor and Engineer before start of construction. As the works progresses air, water, soil quality and noise level will be monitored during mentioned above stages.
35. The issues of coordination work with Oblkompriroda’s representatives conducted environmental monitoring of construction work on the territory of project site were discussed as well.
36. Environmental Laws and Norms of the Republic of Uzbekistan trough SNPC, Sanitarian- Epidemiological Station forms a base for environmental quality monitoring.
37. Monitoring is performing by using indicators described in the EMP. The environmental quality complies with relevant norms of Republic of Uzbekistan.
38. The environmental monitoring results are compared to the Uzbek environmental quality standards as explained in Attachment 1. Testing of noise and dust levels conducted by the State Sanitary-and-Epidemiologic Inspectorate Agency of Horazim region. Results show that average levels of dust - 3.6 mg/m3, carbon oxide - 15.55 mg/m3 and noise 77.74 dB(A) in industrial road, and all findings are below the norm. The resolution, test

results and identification report of environmental monitoring results are provided by the State Sanitary-and-Epidemiologic Inspectorate Agency of Khorazem (Appendix 6).
6. Conclusions and recommendations1. The followings were identified during the environmental monitoring that:
• At the project preparation stage, the environmental assessment study was carried for Project. The biding documents properly covered the environmental aspect by attaching IEE and EMP.
• No serious environmental problems were identified at preparation and early preconstruction stages of work. Camping, office construction for Engineer are being carried out in compliance with environmental requirements.
• Contractor together with Oblkompriroda’s representatives are discussing on calculation of compensations if arising. Necessary statutory for water use form river water was obtained from Union of Amudariya river bank and water management.

For the State Environmental Inspection there were presented the materials o f the first evaluation phase of the environmental impact of reconstruction of the international highway A-380 "Guzar - Bukhara - Nukus - Beyneu" in the section km 490-520, located in the Khorezm district of Khorezm region. According to the project renovations are planned on the highway section free o f adjacent buildings and settlements.
Reconstruction o f the worn-out sections of the highway is cause of road pavement damaging and to bring into the road with international standards and requirements of the transcontinental highway. Highway is designed for international transportation (to Kazakhstan, Russia, Europe). The speed ought to increase after reconstruction from 80 km/h to 150 km/h, and the intensity - from 2.7 thousand to 6 thousand vehicles per day, out of 55% of goods and 45% passenger cars.
The highway section provided by the reconstruction project has 30 km of length in total.During the reconstruction and construction it is planned to use the 102 pieces of equipment
(excavator, asphalt-paver, rollers, water carriers, gasoline tankers, crane tracks, bulldozers, graders, dump trucks, welding set, etc.) and mobile cement-concrete installation.
Motor vehicle emissions before road reconstruction generates maximum concentrations of pollutants into atmosphere exceeding the maximum permissible limits for nitrogen dioxide, aldehydes and benzapiren due to unevenness of the passing of the flow in the damaged areas.
The calculations of maximum concentrations for the period after highway reconstruction indicates that despite of a sharp increase of the intensity, there were not marked exceeds of the speed due to organization of a uniform flow at a constant and increased speed that lead to lower concentrations generated by exhausts.
During the reconstruction progress there will be released pollutants from operating equipment the main of which are cement and inorganic dust, aldehydes, carbon, nitrogen and sulfur oxides.
The preliminary calculations of maximum concentrations of pollutants generated by construction equipment releases, conducted during the inspection showed deficiency of the exceeding of the maximum allowable norms outside the buffer zone. The calculations of maximum concentrations for the period after highway reconstruction indicate that, despite of the intensity sharp increase, there were not marked exceeds of the speed due to organization of a uniform flow at a constant and increased speed that lead to lower concentrations generated by exhausts.
The project provides to reuse the removed layer by grinding and addition to gravel-sand mixture using for the alignment of the sub-base. Felling and uprooting of woody vegetation is not planned due to its deficiency. The problem of the first section of projected roads are sand drifts, which are planned to prevent by strengthening the surrounding soil with reeds and sand-holding cane shields of plates.
As the most likely emergencies there were considered by the project a possibility of vehicle collisions with subsequent ignition. It is shown that the reconstruction of the highway will reduce the risk of adverse effects of emergencies and their probabilities by improving the technical parameters of the road and elimination of zones of sharp changes of speed. There dividing bars and additional traffic signs are installing to prevent possible accidents when running the oncoming traffic lane. There are planning to install additional barrier in the areas with uneven relief (ferro-concrete curbs).
There are environmental measures developed by the project providing the recultivation of disturbed lands during the construction and planting a saxaul seeds along the road.

Выбросы автотранспорта до реконструкции дороги формируют максимальные концентрации загрязняющих веществ в атмосферу, превышающие предельно допустимые нормы по диоксиду азота, бенз'апирену и альдегидам за счет неравномерности прохождения потока на повреждённых участках. Расчёты максимальных концентраций на период после проведения реконструкции автомагистрали показывают, что, несмотря на резкое увеличение интенсивности, превышений допустимых норм не отмечено за счёт организации равномерного движения потока с постоянной и возросшей скоростью, что приведёт к снижению концентраций, формируемых выхлопами.
В процессе реконструкции от работающей техники в атмосферу временно будут выделяться загрязняющие вещества, основными из которых будут пыль, сажа, альдегиды, оксиды углерода, азота и серы. According to the project renovations are planned on the highway sections passing through the desert Kyzyl Kum, free of adjacent buildings and settlements.
Reconstruction of the road due to the need to bring into the road with international standards and requirements of the transcontinental highway. Highway is designed for international transportation (to Kazakhstan, Russia, Europe). The speed ought to increase after reconstruction from 60 km/h to 150 km/h, and the intensity - from 3.5 thousand to 30 thousand vehicles per day, out of 40% of goods and 60% passenger cars.
The project provides for the expansion of the roadway from 15 to 25 m and replacing of the road pavement to cement concrete on the section with the length of 33 km, for which there provided a land exemption with area 33.3 hectares.
During the reconstruction it is planning to use the 73 pieces of equipment (excavator, asphalt- paver, rollers, crane tracks, bulldozers, graders, dump trucks, mobile cement-concrete installation, etc.). It is planning to supply cement by cement carrier from Miskin station, aggregates and gravel - from existing quarries are located on the Kara-tau deposit in the Republic of Karakalpakstan.
During the reconstruction progress there will be released pollutants from operating equipment the main of which are cement and inorganic dust, aldehydes, carbon, nitrogen and sulfur oxides. The calculations of maximum concentrations of pollutants generated by construction equipment releases, conducted during the inspection showed deficiency of the exceeding of the maximum allowable norms outside the buffer zone. It is shown that the reconstruction of the highway will reduce the risk of adverse effects of emergencies and their probabilities by improving the technical parameters of the road and elimination of zones of sharp changes of speed. Dividing bar is to prevent possible accidents when leaving the oncoming traffic lane.
There are environmental measures developed by the project providing the reconstruction of disturbed land during construction and planting saxaul seeds to strengthen the sandy soils adjacent to the highway. Environmental impact assessment of the project showed that the submitted materials meet the requirements of the regulatory and legislative documents. Reconstruction of the highway with bringing its parameters to the international level is designing no partial load mode without causing irreversible negative consequences on the environment, and has no contraindications from environmental positions because it does not provide for irreversible negative consequences on the environment.
State Environmental Assessment of the State Nature Committee of the Republic of Uzbekistan approves the draft of Declaration on the environmental impact of the reconstruction of the international highway A-380 "Guzar - Bukhara - Nukus - Beyneu" in the section 520-553 km, located on the Khozarasp district of the Khorezm region. Passage of the following stages of assessing the impact on the environment is not required.
Khorezm Regional Committee for Nature Protection should take control of compliance with environmental legislation in the reconstruction of the international highway A-380 "Guzar - Bukhara - Nukus - Beyneu" paying special attention to the prevention of desertification areas and the effectiveness of landing saxaul.

На государственную экологическую экспертизу представлены материалы первого этапа оценки воздействия на окружающую среду реконструкции международной автотрассы А-380 «Гузар - Бухара - Нукус - Бейнеу» на участке 520553 км, расположенном в Хозараспском районе Хорезмской области. По данным проекта ремонтные работы планируются на участке трассы, проходящем по пустыне Кызылкум, свободном от прилегающей застройки и населённых пунктов.
Реконструкция вызвана необходимостью приведения дороги в соответствие международным стандартам и требованиям к трансконтинентальной скоростной автомагистрали. Автомагистраль предназначена для международных перевозок (в Казахстан, Россию, Европу). Скорость движения должна возрасти после реконструкции с 60 км/час до 150 км/час, а интенсивность - с 3,5 тыс. до 30 тыс. автомобилей в сутки, из них 40% грузовых и 60% легковых.

Проектом предусматривается расширение дорожного полотна с 15 до 25 м и замена покрытия дороги на цементно-бетонное на участке протяжённостью 33 км, для чего предусмотрено изъятие земель на площади 33,3 га
При реконструкции планируется использовать 73 единицы техники (экскаватор, асфальтоукладчик, катки, автокраны, бульдозеры, автогрейдеры, автосамосвалы, передвижная цементо-бетонная установка и т.д.). Поставка цемента планируется цементовозом с ж/д станции Мисхен, щебеня и гравия - из действующих карьеров, расположенных на месторождении Кара -Тау в республике Каракалпакстан.
В процессе реконструкции от работающей техники в атмосферу временно будут выделяться загрязняющие вещества, основными из которых будут цементная и неорганическая пыль, сажа, альдегиды, оксиды углерода, азота и серы. Расчеты максимальных концентраций загрязняющих веществ, формируемых выбросами спецтехники, проведённые в процессе экспертизы, показали отсутствие превышений предельно-допустимых норм за пределами буферной зоны. Расчёты максимальных концентраций на период после проведения реконструкции автомагистрали показывают, что, несмотря на резкое увеличение интенсивности, превышений допустимых норм за пределами санитарно-защитной зоны не отмечено за счёт равномерности движения потока с возросшей скоростью.
Проектом предусмотрено повторное использование снятого слоя путём измельчения и добавки к гравийно-песчаной смеси, применяемой при выравнивании земполотна. Рубка и корчевка древесной растительности не планируется вследствие её отсутствия. Проблемой участка проектируемой дороги являются песчаные заносы, которые планируется предупреждать путём укрепления прилегающих грунтов тростником и пескоудерживающими щитами из камышовой плиты.
В качестве наиболее вероятных аварийных ситуаций проектом рассмотрена возможность столкновения транспортных средств с последующим возгоранием. Разделительный брус должен предотвратить возможные аварийные ситуации при выезде на встречную полосу движения.
Проектом разработаны природоохранные мероприятия, предусматривающие восстановление нарушенных при строительстве земель и посадку семян саксаула для укрепления прилегающих к трассе песчаных грунтов.
Экологическая экспертиза проекта показала, что представленные материалы соответствуют требованиям нормативных и законодательных документов. Реконструкция автомагистрали с доведением её параметров до международного уровня проектируется в щадящем режиме, не вызывающем необратимых негативных последствий для окружающей среды, и не имеет противопоказаний с экологических позиций, т.к. не предусматривает необратимых негативных последствий для окружающей среды.
Государственная экологическая экспертиза Госкомприроды Республики Узбекистан согласовывает проект Заявления о воздействии на окружающую среду реконструкции международной автотрассы А-380 «Гузар - Бухара - Нукус - Бейнеу» на участке 520-553 км, расположенном в Хозараспском тумане Хорезмской области. Прохождение следующих этапов оценки воздействия на окружающую среду не требуется.
Хорезмскому областному комитету по охране природы необходимо взять под контроль соблюдение природоохранного законодательства при реконструкции международной автотрассы А-380 «Гузар - Бухара - Нукус - Бейнеу», обратив особое внимание на предотвращение опустынивания территории и эффективность работ по посадке саксаула.

materials of the project application on the impact on the environment, "Reconstruction of the A- 380" Guzar-Bukhara-Nukus-Beineu "between km 553-581 Republic of Karakalpakstan have been submitted for state environmental review. The site belongs to the category III of the environmental impact (low risk).
The length of the highway is 28 km situated in Turtkul region. The highway is purported for maximum use of roadbed of the existing road, however on the condition of significant speed limits, traffic safety and traffic convenience. There are 21 water pipes and 4 bridges.
Accepted dimension of the designed road as follows: width of the roadbed -25,1 m , width of motorway -17,6 m , width of shoulder 3,75x2 m , estimated speed -120 km/h
Intensity of the traffic in the current site is currently 2000 vehicles per day.Pavement consists of cement concrete B30M400, aggregate-sand mix, gravel, sand roadbed.The following types of equipment will be used in the construction process: motor graders, pavers,
bulldozers, road rollers, cranes,line marker, watering machines, asphalt pavers, excavators, etc.The expected impact on the environment during construction work.
-products of combustion of fuel (diesel and gasoline) engines in motor vehicles and machinery;-in loading and unloading of vehicles with rocks soil is released inorganic dust, bituminous mixture,
carbon.
7 types of harmful substances are emitted in air in amount of 2, 0177 tons/year as result of all equipment and vehicles. During maintenance, only exhaust gas from vehicles will be observed.

На государственную экологическую экспертизу представлены материалы проекта заявления о воздействии на окружающую среду «Реконструкция автодороги А-380 «Гузар-Бухара-Нукус-Бейнеу» на участке км 553-581 Республики Каракалпакстан». Объект относится к III категории воздействия на окружающую среду (низкий риск).:
Трасса реконструируемый автодороги протяженностью 28 км в административно-территориальном отношений расположен на территории Турткульского района. Трасса проведена с учетом максимального использования земляного полотна существующей автодороги, но с условием наименьшего ограничения и изменения скорости, обеспечения безопасности и удобства движения. На реконструируемом участке автодороги имеются искусственные сооружения; водопропускные трубы в количестве 21 штука и 4 моста.
Параметры проектируемого участка приняты следующие: ширина земляного полотна -25,1 м, ширина проезжей части -17,6 м, ширина обочин 3,75x2 м, расчетная скорость -120 км/ч.
Интенсивность движения на участке в данное время 2000 автомашин в сутки.
Дорожная одежда состоит; цементобетон В30М400, щебеночнопесчаная смесь, дресва, земляное полотно песок.
В процессе строительных работ будут использоваться следующие виды машины и механизмы: автогрейдеры, авто гудронаторы, бульдозеры,

автомашин и механизмов;-при погрузке и разгрузке пород грунта с автотранспорта выделяется
неорганическая пыль, асфальтобетонная смесь, углерода.Всего от работы механизмов выбрасывается в атмосферу 2,01771
тонн/год вредных веществ 7 наименований.При эксплуатации -только выхлопные газы от автотранспорта.

I SAFETY CONTROL PLAN
1.1 POLICIES
1.1.1 Project Safety Program
1) Scope
The Project Safety Program includes procedures, requirements, and safe practices applicable to contractor and user for personnel safety and health, the protection of temporary and permanent facilities against damage and the safe operation, inspection, maintenance, and repair of construction tools and equipment..
This section covers the general procedures for implementing and managing the Project Safety Program. The Safety of each worker is the concern and responsibility of the worker himself and the entire chain of his supervisors. The foreman, safety, Project Manager, and the others in the line of authority must exercise constant attention to enforce all applicable safety regulations, requirements, rules, and practices.
2) Purposes and Objectives
The purpose and objectives of the Project Safety Program are to:
a) Establish a safety program for prevention of accidents on the Project.b) Ensure compliance with all applicable safety requirements and such
additional measures as may be issued.c) Provide emergency procedures, which shall be applicable in the
event of any accident occurs on the job-site involving injury to any person or damage to any property.
3) Applicable Safety Regulations, Procedures, and Requirements
All workers on this project are subject to related national laws,

4) Initial Safety Orientation
Upon arrival at the job site, each sector’s chief shall be given an initial safety orientation by the Safety Officer, which shall include the following minimum information:
a) Brief review of the Project Safety Program, with emphasis on specificresponsibilities of sector chief.
b) Identification of the applicable safety standards and related national laws.
c) Brief review of the project rules and requirements relating to safety.d) Review of the requirement that contractors and users have given
safety indoctrination to each of their employees as each initially arrives. The indoctrination shall include the following minimum information:
- Principal safety hazards on the project job site.- Personnel protective equipment requirements.- Rules and limitations on vehicle and equipment operation.- What to do in case of injury or illness: location of the Medical station.- Requirement to attend safety meetings.- Requirement to report observed or known unsafe conditions or
practices.- Types and use of fire extinguishers.
5) Safety Inspections
Each object job-site shall be inspected weekly, or more frequently as circumstances dictate, by the Project Safety personnel. Main Contractor and Sub-Contractors may be requested to participate in the inspection.
An inspection report shall be issued by the Main Contractor whose area and operations are inspected by the Project Safety personnel. The report shall include the principal unsafe practices and conditions found, corrective actions taken during the inspection by the contractor and subcontractor, and all previous recommendations that may ncfTRave been

complied with at the time of the inspection.
6) Tools and Equipment Safety Inspection
Safety coordinator shall inspect construction tools and equipment.
7) Safety Meeting
Safety coordinator shall hold the following required safety meetings:a) Monthly foreman's safety meetingsb) Periodic field staff safety meetings
Each safety meeting shall be reported to the Safety Officer. Each report shall contain the following minimum information:
a) Type of safety meetingb) Date, time, and location of safety meetingc) Name of person who conducted meeting.d) Names of attendees.e) Topics discussed.
Each safety meeting report is due within one working day following the meeting. General agendas and topic lists to assist in preparation for required safety meetings are included in this report.
7-1. Monthly Foreman's Safety Meetings
These meetings shall be conducted by a responsible supervisor. The* * v agenda of each meeting shall include the following minimum items:
1) Review of accident record since the last meeting and required corrective action to prevent recurrence.
2) Review of safety inspections since the last meeting by the safety coordinator.

8) Hazardous Work Indoctrination and Training
Contractor and sub-contractor shall be aware of the Project Safety
Program, schedule of hazardous work classification and the requirement
to provide safety indoctrination and training for this work. This
indoctrination and training shall be designed to enable the employee to
recognize the hazard to know how to eliminate, avoid, or control the
hazard and to know what to do when exposed to the hazard.
9) Accident Investigation
Contractor and sub-contractor shall be required to investigate and report
all accidents and fires involving his work site, equipment, vehicles,
material or employees which result in either bodily injury or property
damage. Accident reports shall be submitted to the Safety Officer.

1.2 INDOCTRINATION
1.2.1 Initial Safety Indoctrination
1) General Requirements
All employees receive initial safety indoctrination, and shall be
indoctrinated prior to the start of their operations on the project site of at
the beginning of their first day of work on the site.
2) The Indoctrination Outline
The project construction safety manager or a designated assistant shall
give the indoctrination to employees. It shall be given to at least the
principal manager or superintendent and to such other persons that the
manager and superintendent shall select, and shall include pertinent
details of the following topics:
a) Project Safety Program
Provide a general description of the program and present a copy qf,
and discuss the project Safety Manual with emphasis on principal
responsibilities of contractor and user to ensure reasonable safe
workplaces.
b) Contractor and User Safety Coordinators
Discuss the requirements that the main contractor shall appoint or
assign a safety officer who shall be responsible for routine
implementation of the Project Safety Program requirements, and
through whom all routine safety matters can be coordinated. Emphasize
that, ultimately, all safety matters pertaining to contractor operations are
the prime responsibility of contractor's principal manager or
superintendent.

e) Site Safety Inspections
Daily safety inspections by the contractor's responsible supervisor are required. Monitoring of site and operations safety and periodic inspections by the Safety Officer will also be conducted.
f) Safety Meetings
. Monthly safety meetings of foremen and staffs are required. This Section shall be consulted for requirements, guidelines, and suggestions.

Required orientation and training requirements for work in confined spaces, with toxic materials, ionizing radiation, explosives, flammable liquids and gases, and other similar hazardous materials and operations shall be discussed.

The Project Safety Program requirements for record keeping and reporting shall be discussed, and forms and instructions provided. Criteria for required accident. investigations, records, and reports shall also be discussed.
3) Employee Indoctrination
Contractor shall give each of their employees’ initial safety indoctrination prior to or at the start of each employee’s first working day at the site. The indoctrination shall include each of the items outlined herein.
a) First Aid and Medical Services
Available first aid and medical services shall be discussed. Locations of first aid stations and means of obtaining such services shall be provided. Employees shall be cautioned to report and have treated every injury and illness, no matter how slight.
b) Safety Meeting
Employees shall be informed that attendance is mandatory at the* weekly 10 minutes safety meetings conducted by the crew foreman or supervisor.
c) Personal Protective Equipment
Use of hard hats for contractor, subcontractors and user personnel is mandatory, depending on exposure to head injury. Use of other personnel protective equipment provided to the employee is also mandatory where conditions warrant their use. : ' :

d) Reporting Unsafe Acts and Conditions
Employees shall be informed that, in order to attain and maintain a safe working environment, each is responsible for informing his foreman or supervisor of the occurrence of all conditions and acts that may cause injuries or illnesses.
e) Hazardous Work Orientation and Training
Types of work classified as hazardous shall be discussed, as well as the various types of protective measures and personal protective equipment required. Training in use of life-sustaining equipment shall be explained.
4) Additional Safety Indoctrination for Foreman and Supervisors
In other to additionally familiarize foreman and other supervisors (those immediately responsible for a small group of workers) with the safety responsibilities vested in them, contractor shall give each of foremans and supervisors additional safety indoctrination. Topics should include not only the following, but also such other topics as the contractor and user may select to include:
a) Work Area Safety Inspectionsf
The foreman/supervisors shall be made familiar with the safety and* health hazards of each area of the job site and work places to whjch members of their crews are or will be assigned. The responsibility for maintaining orderliness shall be emphasized. They shall be informed that they must constantly view and examine their areas for existing and potential safety hazards and that they shall order immediately corrective or protective action for those they find.
b) Safe Work Procedures

Crew member assignment methods shall be discussed, stressing the requirement that the foremen/supervisors must advise their crew- members on safe practices relative to their tasks, and when and what personnel protective equipment will be required. The foremen/supervisors shall be informed that it is their responsibility to continually observe the work methods of the individual crewmembers to detect unsafe practices and, by direction or example, to correct them.
c) Tool and Equipment Safety Requirement
All tools and equipment used by the crew shall be in proper and safe working condition, regularly inspected, and properly maintained. Crews shall be required to immediately report any malfunctions or dangerous conditions that affect the equipment's safe operation. Foremen/supervisors shall be instructed in the general procedures to be followed to initiate corrective maintenance and repair.
d) Drivers and Crane Operators
Foreman/supervisors are responsible for the driving and operation of equipment by their crews. Vehicle drivers and crane operators are required by Government Law to possess and have on their persons valid permits to drive vehicles or to operate cranes, as the case may b£ failure to do so can have serious consequences. Both vehicles and cranes are covered in detail in 1.4 below of this Project Safety Plan. * V*
e) Scaffolds and Ladders
Key requirements for the safe use of scaffolds and ladders are described herein.
- Scaffolds .Scaffolding and other elevated work platforms shall be constructed and used in compliance with the safety manual

requirements and standards, shall not be overloaded, and shall be proved with guardrails and toe boards on all open sides and ends. Material shall be sound and scaffolds shall be adequately braced to avoid movement or swaying.
- LaddersOnly wooden ladders shall be used in the immediate vicinity of electrical hazards. In all cases, ladders of adequate length shall be used that give a minimum of 4:1 slope, plus a minimum of 1m (approximately 3ft) of ending above the top landing. Ladders shall be secured at top and bottom and additionally braced in the middle if unstable. Crews using a ladder shall have both hands free for climbing.
f) Excavations and Trenches
Safe excavation design shall.be strictly adhered to. Spoil banks shall be kept at least 60cm (2ft) from edge. Ladders in trenches shall be provided at least every 15m (50ft), or a ladder shallbe within 7.5m (25ft) of every workman in a trench. Trenches shall be inspected during the day. Proper bracing or sloping shall be used as required.
g) Tool Box Safety Meeting
Qaily crew safety meetings are required. Topics shall be provided by the contractor but enough time shall be allocated for discussion of crew safety matters. Positive action shall be taken on crew* к suggestions or requests.
h) Emergency Procedures
The foremen/supervisors shall be advised of proper emergency procedures for the job site (signals and their meanings, what to do and where to direct crew). The foremen or supervisors shall also be advised that they may be required to direct other crew or personnel in emergencies. •

i) First Aid
The foremen/supervisors shall be advised of proper emergency procedures for the job site (signals and their meanings, what to do and where to direct crew). The foremen or supervisors shall also be required to direct other crew or personnel in emergencies.
j) Foreman's Monthly Safety Meetings
The foremen /supervisor shall be informed that the meetings will provide a review of the job site accidents and their causes, and the principal safety hazards anticipated for the following month. Attendance is mandatory.
1.2.2 Safety Meetings
Comprehensively planned, regularly scheduled, and competently managed safety meetings comprise one of the most effective means by which contractors and users can instruct employees regarding safe work practices.
The time, place subject, and manner of delivering a message shall be critical to effectiveness of these meetings. Midweek and midmorning or mid afternoon are the least disruptive times for such meetings. The place must be reasonably comfortable and relatively quiet (shaded, enclosed). Principal topics must be appropriate for current work and hazards. Concise, half-page typed statement of principle topics prepared by contractor or user should be* issued to foreman. The agenda should be prepared, typed, and issued to participants in foreman and staff safety meetings.
1) Foreman's Monthly Safety Meetings
The foremen/supervisors monthly safety meetings shall conform to the following guidelines.
a) The subject material established by contractor shall be pertinent to the

b) The following basic items shall be included with the subject of each meeting.- Review of doctor cases since the last meeting identifying the

- Review of the most frequently noted serious, non-serious and repeated safety violations, including corrective action required by responsible individuals.
c) The subject material shall be typed, reproduced, and distributed to the foreman at least one week before the meeting. Additional copy shall be available at the time of the meeting.
d) Group discussion on method of correction, prevention, and improvement shall be encouraged.
e) Bona-fide safety complaints shall be discussed and, if at all possible, resolved.
f) Foremen/supervisors shall be selectively assigned to two groups, each meeting at different times, in order to ensure that adequate supervision remains in the field and at the workplace.
g) Attendance at these meetings shall be mandatory. *v
h) The actual meeting shall not exceed 30 minutes, except in unusual circumstances with the prior approval of the manager or superintendent.
2) Periodic Field Staff Safety Meetings
Contractor periodic field staff safety meetings shall generally conform to .

a) The subject shall be pertinent to work currently being performed.
b) The following basic items shall be included with the subject of each meeting.- Review of doctor cases since the last meeting identifying the
principle accident causes and crafts involved, and including accident prevention actions that were and will be initiated by responsible individuals.
- Review for the most prevalent serious, non-serious and repeated safety violations, including corrective actions required by responsible individuals.
c) Group discussion on methods of correction, prevention, and improvement shall be encouraged.
d) Bona-fide safety complaints shall be discussed and resolved immediately by the responsible personnel.
e) The actual meeting time shall not exceed 60 minutes, except in unusual circumstances.
It is recommended that field staff personnel should include areasuperintendents, assistant area superintendents, craft superintendents, andall other supervisory staff involved in field or shop work activities.
Minutes of all safety meetings shall be recorded with signed attendance lists and should be retained in the contractor's files for the duration of the contract.
1.2.3 Hazardous Assignment Training
Main Contractor, sub-contractors, and other contractors nominated by the Client/Consultant are required to provide work environments that are free of recognized hazards. Unfortunately, some severe hazards cannot be

eliminated, because of the present available technology and the often prohibitive cost of removal of the hazard: for example, the use of radiation to X-ray welds, the use of chrome-alloy welding rods to weld chrome-alloy material, or coating the inside of tanks with material containing a volatile flammable solvent.
In those circumstances where the severe hazard cannot be eliminated, the contractor and user employees must be protected from the hazard. This can be done in a number of ways: by limiting the amount of exposure to the hazard: by the providing the employees with personal.protective equipment: or by removal of the hazardous material by such means of forced ventilation, dust removal, and collection.
Although the contractor is required to implement controls for hazardous work, it still would be possible for knowledge and training to recognize, avoid, and protect themselves against the hazards. It is therefore mandatory that the employee assigned to any severely hazardous work be adequately indoctrinated and trained to be competent in the recognition, avoidance, and control of the hazards of the work to which they are assigned.
1) Hazardous Work
The following construction work assignments are hereby classified as hazardous.
a) Work in confined or enclosed spaces.b) Work with poisons, caustics, acids, and irritating substances.c) Work with ionizing radiation.d) Others as designated by the Safety Officer.
2) Required Indoctrination and Training
Employees assigned to hazardous work shall be questioned to determine what they do not know about the hazard, and the instructor shall concentrate his indoctrination on the deficiencies in their knowledge.

The instructor should also adjust the level in the use of any required personnel protective equipment to the level of demonstrated competency by the assignees. However, he shall ensure that each is fully competent to use the equipment as required.
3) Work in Confined or Enclosed Spaces
The following requirements are applicable to work in confined or enclosed spaces.
a) Prior to entry into confined or enclosed spaces, a positive procedure to eliminate or control the hazards shall be established.
b) Enclosed spaces, shall include storage tanks, process vessels with limited access, deep tanks, pits, vaults, shafts, and other, confined spaces with one side open to the air. Also ventilation, exhaust ducts sewers, underground utility tunnels, or pipelines with limited ventilation are included.
c) Hazards considered shall include toxic materials and vapors flammable materials and vapors, oxygen-deficient atmospheres and corrosive or radioactive materials.
d) Enclosed and confined spaces shall be tested for contaminants that are injurious or potentially fatal. In such spaces where there is a known possibility that harmful or fatal contaminants may enter, or where it is possible for the concentrations of such contaminants to * increase to a harmful level, the spaces shall be periodically tested to ensure safe concentrations.
e) All reasonable efforts shall be made to provide adequate mechanical ventilation to remove or to dilute contaminants to a safe concentration. When all reasonable efforts fail, personal protective devices shall be used that positively ensure the protection of personnel assigned to work in such spaces.

f) No one shall enter an enclosed space containing a flammable atmosphere, or one that, because of oxygen deficiency or contamination, may be immediately harmful to life, unless he is protected by a self-contained breathing apparatus or an air line respirator.
g) Persons working in confined or enclosed spaces shall have a safety harness and lifeline with an attendant if the atmosphere has oxygen deficiency or contamination that requires self-contained or air-supplied respiratory protection. The attendant shall not be assigned to other duties while attending persons in such spaces.
h) Power-disconnects of any apparatus in or containing enclosed spaces shall be tagged and locked open whenever men are in the enclosed space.
i) All lines leading into or out of enclosed spaces shall be disconnected and capped or blanked to prevent flow or drainage into the space. The more closing of valves shall not be a satisfactory substitute.
j) Local exhaust ventilation shall be provided to eliminate contaminants generated by welding and other operations within enclosed spaces.
k) Only explosion-proof lighting shall be used in confined or enclosed spaces, unless the atmosphere has been proven to be nonflammable.
I) Any required electrical lighting or tools shall be powered by a low-* voltage system of no more than 12V.
4) Work with Poisons, Caustics, Acids, and Irritating Substances
The following general requirements and precautions shall be taken, andpersonnel protective equipment shall be used, when working withpoisons, caustics, and acids.
a) All dusts, fumes, gases, or other atmospheric impurities in areas

where persons are employed shall be brought within safe limits by elimination, ventilation or filtration. Where the above methods are impractical, appropriate protective equipment shall be provided.
b) Where irritants or toxic substances may come in contact with the skin or clothing, protective equipment.
c) A qualified analyst shall identify and measure atmospheric impurities.
d) After the installation of contaminant controls, and periodically thereafter, the design and efficiency of the control equipment, devices, and method shall be verified.
e) Air-cleaning equipment shall be located to permit the removal of dust or other collected material without creating a hazard, and to allow for cleaning and repairing the apparatus without recontamination the atmosphere.
f) Contaminated materials removed by exhaust systems shall be disposed of in such a manner that they will not re-enter the breathing zone of the worker or create a hazard to other employees or to the public.
g) Dust from sawing, grinding, and other dust-producing activities involving the use of poisonous, toxic, or otherwise hazardous material shall be controlled to ensure safe operation in immediate and adjacent areas.
h) The use of carbon tetrachloride as a fire-extinguishing agent, solvent, or for any purpose is prohibited on the project.
i) All handling and use of poisons, acids, caustics, and harmful chemicals shall be under the supervision of a qualified person.
j) All storage, particularly of poisons, caustics, and the other harmful substances shall be in accordance with the recommendations of the

manufacturer and accessible only to authorized persons.
k) Surplus or excess materials and containers shall be disposed of in
accordance with approved disposal techniques to prevent contamination of water supplies or any part of the environment.
I) Appropriate personal protective equipment and sanitary washing
facilities shall be provided.
m) Containers that have been used for poisons shall not be used for any
other material.
n) Distribution of poisons shall be planned and controlled to prevent contamination of people, animals or food.
1.3 INSPECTION
■1-3.1 Site Safety Inspection
1) General
Contractor's active work area shall be inspected daily for safety
deficiencies by their safety personnel, and the total area for which each
contractor and user is responsible shall be thoroughly inspected at least weekly by the safety personnel. Corrective action shall be initiated for all safety deficiencies at the time of discovery.
A summary of each week's safety inspections shall be prepared and
submitted to the contractor's onsite management by the safety personnel.
The summary shall list all areas inspected, the principal safety deficiencies
noted, corrective actions initiated, and the current status of all corrective
actions. One copy of the monthly inspection report shall be submitted to
the Engineer/Consultant.

The Construction Safety Inspection Checklist is for use as a guideline for the required daily and weekly job site and work site safety inspection. It is recommended that the checklist be used as a starter for the inspection program, and that it be progressively modified to suit the particular job site and work site, and the conditions that exist in that area. The checklist should not be directly included in the weekly inspection summary, but the results of using the checklist shall be included. All completed checklist and other inspection-related documentation shall be maintained on fife at the job site.
1.3.2 Safety Inspections of Manual and Powered Portable Hand Tools
The intent and purpose of this section is not to provide an itemized list of hand tools and safety deficiencies, which must be detected and corrected. Rather, it is to emphasize that each individual user has a duty to inspect daily the portable hand tools he uses and to repair and recondition them, or have deficient tools replaced.
1) The Contractor’s Responsibilities
The Contractor and sub-contractors shall provide portable hand tools of adequate strength and sound design. Powered hand-operated tools shall be adequately powered and shall be equipped with all required guards and protective systems. Electrical tools shall be the grounded type or shall be of the double-insulated type. Pneumatic impact tools shall have tool keepers to prevent the uncontrolled release of bits. Electrical cords^ shall be three wire grounded types with a ground prong on the plug and a ground prong hole on the receptacle end of the cord, unless all electrical tools are the double-grounded types. All pneumatic hose connections shall have chains or similar devices at each connection by which two sections can be interconnected to prevent slipping of the line in the event of connector separation.
The contractor and user shall also maintain an adequate supply of hand tools for immediate replacement of broken, lost, or inoperative tools. If the

contractor and user provide repair and reconditioning service, only
qualified personnel shall be assigned to such work. Periodically, but no
less often than once every three months, all powered portable hand tools
shall be inspected by personnel fully qualified to make such inspections
and to evaluate each tool's capacity to be operated safely.
All contractors shall ensure that their employees who are provided hand
tools for their work are capable, by experience or training, of safely using
the tools provided.
2) Em ployees Responsibilities
Each employee is responsible for performing a daily safety inspection of
the hand tools he uses. Inoperative, broken, and dull tools shall not be
used. Th e y shall be sharpened, adjusted, or otherwise made properly
operative, or else replaced with sound, operative tools.
T o extend instruction, each employee shall sharpen or readjust his hand
tools. However, he shall not make any such repairs of adjustments
beyond his competency.
1-3,3 Construction Equipment Safety Instructions
Each item of construction and user equipment is required to be inspected for
safety deficiencies between the time it arrives at the job site and the time it is
put into operation. Th e requirement applies to equipment owned by the
contractor and user, as well as that, which is rented, whether rented bare^ V v
with operator, or operator-and-maintained. This section provides the initial
inspection requirements, which are applicable to that equipment.
1) Cranes
Refer to item 1.4.4. Crane Safety Inspections below. Th e annual
inspection items shall be applied as the initial inspection requirements.

Passenger automotive vehicles shall include all automobiles, pickuptrucks, vans, and buses. The required safety equipment or functions andthe operational standards are as follows.
a) Two headlights required one on each side with high and low beam. Both shall be fully operational.
b) Two red taillights and two red stoplights, one on each side and fully operational: the stoplight shall be activated at the start of depressing the brake pedal. The taillight shall be activated when either the parking lights or headlights are turned on. Each vehicle shall also have operational direction signal lights front and rear.
c) Service brakes and hand or foot-operated parking (eVnergency) brakes shall be adequate to control movement, to stop, and to hold the vehicle under all conditions of service. Service brakes shall.be so designed as to be in appropriate synchronization on all wheels and to develop the required braking effort on the rear wheels first required stopping distances on a dry, smooth, level road upon application of the service brakes: within 9m at 12.5 kph. (Within 30ft at 20 mph)

I) Buses only: there shall be a secondary or emergency exit at the rear of the bus: the emergency exit or door shall also be capable of being opened from the outside.
3) Air Compressors
Air tanks in excess of 0.045 cum (1.5 cu ft) and 1.05 Kg/sq. cm (15 psi) internal or external pressure shall be inspected internally and externally and certified as safe to operate at the required pressure. Certification inspection shall be carried out prior to bringing the vessel to the job site, at the contractor's expense. A copy of the inspector's certificate shall be immediately available. Accessible air tanks, for which there is no certification to operate, shall be inspected after arrival at the job site and prior to being placed into service. A certified inspector is a person who has been certified by a government agency.
1.3.4 Crane Safety Inspection♦
1) Introduction
If the cranes are not in perfect operating condition, their operation is even more costly, in addition to being dangerous. Therefore, it is critically important that each malfunction or deficiency be detected and corrected at the earliest possible moment. This permits adjustments and repairs to be made in a timely manner that ensures he safety of the operators and those working near the crane, and also prevents further serious damage to the crane or to other property.

The crane safety inspection requirements are intended to provide a system by which safety deficiencies can be detected and evaluated at, or soon after, the time of occurrence. These requirements are a minimum and must be augmented by additional requirements, if any, from the operator's manual of the particular crane,
2) Crane Safety Inspection Engineer
The Contractor shall designate an engineer who shall be responsible for the proper performance of all crane safety inspections of the contractor's cranes on the job site. The engineer selected for this responsibility shall be knowledgeable in the structures and uses of construction lift cranes and capable of performing the inspection when required to do so.
3) Daily Crane Safety Inspection Items
Daily inspections, whjch are intended to be quickly accomplished, comprise inspections of key items on the crane. In order to avoid unnecessaiy expenditure of time on daily inspections, the inspections shall be performed to accordance with the Guidelines for Daily Crane Safety Inspections.
a) The inspection shall be recorded, Log of Daily Crane Safety Inspection. The log is a one-sheet form with four items of inspection on each side as follows :

b) The operator or inspector shall enter on of the following letters in the block for each of the eight items.

c) An "X" is also placed in the block to signify that the deficiency had been previously noted, but not corrected.
d) An asterisk (*) is placed in the block to indicate multiple deficiencies within the category covered by one item: it directs the engineer to read to comment, wherein two or more deficiencies shall be described.
e) The operator shall enter a short description of the deficiency and correction made or required for each entry except OK. Each such entry shall be dated.
f) The log must remain in the crane operator's cap. A copy of the completed log shall be sent to the Safety Department.
g) The completed original log shall be kept in the crane operator's cab at least until completion of the log for the following month: it shall be kept longer, if required, because of entries indicating onset and progression* of noticeable wear deterioration of an item such as wire rope. A copy of each completed log shall be sent to the Safety Officer at the end of the record month. The original copy shall be routed to the Rigging Superintendent and then retained in the Job file until completion of the contract.
4) Crane Safety Inspection Record
This is a multiple form designed for recording two basic types of

inspections, monthly and annual. Also, cranes idle for one to six months
and scheduled for service are required to be inspected for the items
required on a monthly inspection prior to being placed into service.
Cranes that have been idle for six months or more are required to be
inspected for the items required on the annual inspection prior to being
placed into service. Space is for indicating the type of inspection.
The principal elements of the form are described below.
a) The checklist contains most of the component parts and functions of
each item that are required to be inspected. The requirements for
monthly or annual inspections, or both, are indicated in the first two
columns: the third and fourth columns are to be used to indicate the
condition of the part of function. The checklist shall be used as an
item-by-item record, as specified, for monthly and annual inspections.
b) Monthly inspections shall be performed within the first seven calendar
days of each month. The items to be inspected a re :

d) The scopes of the monthly and annual inspections shall be determined generally by the detailed items in the checklist. The scope shall be increased by any applicable recommended item in the operator's manual for the crane, if the inspected item does not appear on the checklist.
e) Space for additional comments is provided on the form. Additional pages may be added, if necessary.
f) The complete original copy of the monthly or annual inspection record shall be routed to the Rigging Superintendent and then retained in the Job File until completion of the contract.
5) Preparation for Monthly Annual Inspections
In order to minimize the item required for monthly and annual inspections,the following actions should be taken.
a) The engine should be properly serviced and adjusted.
b) Where previous records indicate that wire rope will probably have to be replaced, this should be done prior to the inspection, or the replacement wire rope should be available onsite.
c) An inspection area should be selected Which is reasonably level and clear of equipment and material. There should be adequate space for unhindered operation of the crane, including travel movement of the carrier.

1.4 Others (Fire-fighting and Sanitation)
1.4.1 Fire-fightina
Contractor shall take all necessary steps to make certain that selected site
personnel are trained in the use of fire-fighting equipment.
A fire brigade will be organized, and regular training will be conducted in the
handling of portable extinguishers, hose reels and monitors.
The brigade will be aware of the location of all fire-fighting equipment located
throughout the temporary facilities. They will be instructed in the methods to be
employed in controlling different types of fires.
All temporary facilities will be equipped with fire-fighting equipment such as
portable dry chemical extinguishers and/or hose reels, as may be required by
Contractor. The Subcontractor will be required to provide fire-fighting
equipment as may be required by work permits, and personnel trained in the
use of such equipment will be at the site during all "hot work” conditions.
1.4.2 Sanitation
Contractor shall take all necessary steps to make certain that the work site and
all premises occupied by its personnel are maintained in a clean and sanitary
condition, These will include the following:
- Washrooms, latrines and related facilities
- Sufficient covered garbage containers at all necessary place to *
provide adequate storage capacity and to prevent litter
- Premises cleaned daily, garbage and refuse collected daily- Garbage and refuse disposed of in an acceptable manner

3-1. General Concept for Environmental Management
A. General Concept
1) In environmental issue for CAREC A380 Road Projects(B2,B3,B4), it will be researched and identified what will be major issues in related with environmental subjects during construction or after competition of the project. The major issues shall be evaluated and executed in accordance with Uzbekistan Environmental Laws and Regulations for each work activities if necessary.
2) Outstanding Environmental Management Plan shall be prepared in details and executed in order not to occur any environmental petition in related with these projects. If environmental petition occurs, it will cause the delay of projects as well as increasing projects cost.
B. Environmental Standards
The Uzbekistan Environmental Standards to be applied are as follows:a) Environmental Policy Standard Lawb) Evaluation Affection Standards Lawc) Environmental Water Quality Standard Lawd) Environmental Preventive Air Pollution Standard Lawe) Preventive Sound and Vibration Standard Law
C. Management for Nature of Environmental

Throughout the excavations, underground water steam tests have to conduct regularly to prevent from dry out the underground water.
D. One’s Living Environmental Management
Contractor has to take all necessary actions to prevent from one’s living environmental pollution at construction site. To implement this requirement, contractor has to listen to the inspector and to keep the Uzbekistan Living Environmental Law.
1) Air Quality
a) To place gravel stock and to install a cement plant, it requires getting an approval from the authorities. Also it must install dust collection system at construction site.
b) When moving construction vehicles, vehicle has to install cover sheetr v also Washing system must be provided. Contractor has to operate the water spray truck.
c) When burning the bad smelling materials, as per regulation, it has to use a certain place for burning.
2) Water Quality
a) If Contractor requires installing the waste water discharge system, then Contractor has to get an approval from related authority according to the Regulations and it can be installed arid-operated.

b) Do not wash the car in the public area. In addition it is prohibited to throw away waste and debris in the public area.
i. In the rainy season, if necessary, Contractor has to install temporary drainage system; such as temporary storage area and shoring wall installation in order to prevent from soil sliding and overflow the river.
c) Sound and Vibration
- If contractor requires installing the exhaust system for sound and vibration, then contractor has to get an approval from authority Sound and Vibration Regulations/Laws and to install and to use the facility.
- If project site is appointed as sound and vibration preventive area, then contractor has to executed Sound and Vibration Regulations/Law or to get an approval from authority and to do under direction of authority.
- Contractor has to operate construction vehicles in lower speed in order to reduce the sound of construction trucks. In addition to reduce the operation hours can be reduced sound.
- Soundproofing wall system has to install in accordance with specification and drawings and inspector.
d) Waste Materials
Contractor has to provide the plan how to handle the waste materials before starting construction.Contractor shall handle waste materials in accordance with the related laws of Uzbekistan.
E. One’s Living/Economic Environmental Management
Contractor has to provide the preventive one’s living environmental pollution caused from construction site and contractor has to take all necessary remedial action. If contractor finds historical articles during excavation, then contractor has to inform to a proper Authority as soon as possible.

Contractor has to study and to provide the preventive plan for below items before starting the work: a) set and implement the limited speed to make noisy level down for all construction vehicles; b) arrange equipment operating hours to have noisy level down for the neighbors. Contractor has to use only one time for dynamic explosion in order to reduce noisy and vibration.

1) Separation of Waste Materials
Waste materials shall be separate and dispose in the 4 classifications asbellows;
a. Once Living Waste Materials: Dispose once living waste materials in a designated envelope. (Papers, Battery, Glass, and Cans, etc)
b. Combustible Waste Materials: Burn up the combustible waste materials in the incinerator at the designated location or dispose it by the waste material contractor.
c. Construction Waste Materials: . Recycle the waste materials in accordance with environmental management plan.
d. Designated Waste Materials: Dispose the designated waste materials by authorized waste material contractor except when the contractor is an intermediary contractor.
2) Stockpile of Waste Materials
e. Stockpile the waste materials so as not to spread dust, spill-out, absorb into underground, or odorize.
f. Ensure to stockpile the waste materials separate into 4 classifications as mentioned the above. However, maintain record of stockpiled date and* prevent secondary contamination due to long-period stockpiling.

Я, районный инспектор отдела экологии Хазораспскбго района Хорезмской
области (J j l \ 0 провел обследование участка на
предмет выполнения условий, поставленных в Заключении Государственной
Экологической Экспертизы №18/781з от 13 августа 2013 года к «ОВОС
организации бетоносмесительного узла на 537км автодороги А-380 для
производства бетона СП ООО «CIS construction» в Хазораспском районе
Хорезмской области (проект ЗВОС)» установил, что на предприятии:
1. оборудование установлено;
2. имеется автоматическая сигнализация остановки технологического
процесса при отключении очистной системы;
3. на. цементных силосах имеются очистные фильтры;
4. обустроена площадка с контейнером для сбора отходов;
5. обустроен гидроизолированный выгреб

We, hereafter signers, head of depart of Communal Hygiene of Khorezm Viloyat CSEC,
and planning assistant A. Abdikadirov of POSCO E&C Co. Ltd, have prepared the identification
report.
In response to the letter of POSCO E&C Co. Ltd №POSCO/ADM/2013/291, km 490 -
581 of highway A-380 “Guzar-Bukhara-Nukus-Beineu” and concrete batch plants on B2,B3
and B4 sites have been inspected with help of laboratory and the followings have been
determined:
Batch plants on B2,B3 and B4 sites are operating in one shift a day and around 30
employees are working in those plants. Each plant possesses two rooms for operators. Good
working conditions are created for employees. The employees are provided with special
uniforms, means of individual protection. The plants prepare only concrete mixes and deliver the
construction site with transport vehicles.
During the inspection, impacting'factors of batch plants and highway construction
process on environment and health of employees including level of dust particles and carbon
oxides in air, noise and vibration level, microclimate, lightness and radiologic indexes have been
tested.
During inspection, various types of dives have been applied, such Aspirator, Wet-and-dry-bulb
thermometer, HS-2, S-116 photoelectric light meter, VShV-003-M3 Sound Level Meter, and
DKC -96 dosimetric radiometer.

Абдикаримов ипггирокида ушбуни куйидаги мазмунда туздик.
“Posco” Е&С ташкилотининг 09.102013-йилдаги Posco/ADM/2013/291- сонли суровномасига асосан А-380 “Гузор-Бухоро-Нукус-Кунгирот-Бейнеу” автомагистралининг 490-кмдан 581-кмгача булган масофасида ва ушбу йулни курилиши учун фаолият юритаётган Б-2, Б-3, Б-4-сонли бетон заводларида лаборатория ёрдамида текшириш ишлари )п:казилиб куйидагилар аникланди.
Автомагистралнинг Б-2, Б-3, Б-4-сонли бетон заводларида бир сменада иш ташкил килинган булиб, ушбу заводларда жами 30 нафар ишчи фаолият курсатади, заводларнинг хдр бирида иккитадан оператор хонаси мавжуд, ишловчи ишчи ходимларга кулай иш шаритлари яратилган, махсус кийимлар ва шахсий химоя воситалар билан таъминланган, заводца факат бетон коришмаси тайёрланиб техникалар ёрдамида куриши ишлари утказилаётган жойларга етказиб берилади.
Утказилган текшириш давомида атроф мухитга ва ишловчи ишчи ходимларга ушбу бетон заводлар ва курилиш жараёнида автомагистралнинг зарарли омиллари, яъни хаво таркибидаги зарарли чанг аэрозоллари, углерод оксиди микдори, шовкин ва силикиниш даражаси, микроиклим ва ёритилганлик курсатгичлари, радиологик курсатгичлар текшириш учун олинди.
Текширишда лаборатория асбобларидан Аспиратор, Психрометр, УГ-2 аппарата, Ю-116-типдаги фотоэлектр люксметр, ВШВ-ООЗ-МЗ маркали шовкин улчаш аппарата ва “ДКС-96” дозиметрик радиометр аппаратидан фойдаланилди.

In response to your letter № POSCO/ADM/2CI13 dated on October 09, 2013, Center of Khorezm
Viloyat Sanitary Epidemiologic Control has carried out inspection with help laboratory on km
490- 581 of highway A-380 “Guzar-Bukhara-Nukus-Beineu” and on batch plant on the B2, B3
and B4 s ite s .
During the inspection, impacting factors of batch plants and highway construction process on
environment and health of employees have been tests. Test scope includes detection of dust
particles in air, noise and vibration level, microclimate, lightness.
Conclusion: According to the test results of sanitary hygienic analysis № 39, 40, 41, 76, 494-
506 dated on October 10, 2013 and radiologic analysis of № 8/80, 8/81, 8/81 8/82 506 dated
on October 11, 2013, dust particles in air, level of carbon oxides in air, noise and vibration level,
microclimate, lightness and radiologic indexes meet requirements of SanKM 0294-11, SanKM
0179-04, SanKM 0203-06, KMK 2.01.05-98, SanKM 0102-01, SanKM 0122-01 and SanKm
0193-06.

Appendix 8 Extract of Munities of Meeting of the Coordination Group of the Project
1. Consideration of issue regarding design decisions.1.1 Consideration of issue regarding diverting surface water from carriageway by strengthening washed off places on roadbed and slopes .It was observed that washed-off places in sites B2 - B3 was formed due to accumulation of surface water, and it poses possible threats to the appearance of these defects in the site B4 553- 559km .Having considered this issue on the agenda, which was unanimously adopted, the decision as follows:Having studied the washed off places, design institutes (LLC " KKAvtozholzhaybar " LLC " Horazmyulloyiha ") must make the appropriate design solutions with the development of construction documents for subsequent inclusion in the BOQ in order to protect shoulder and roadbed.
1. Рассмотрение вопросов касательно проектны х решений.
1.1 Рассмотрение вопроса по отводу поверхностных вод с проезжен части с укреплением места смыва обочин и откосов.
Было отмечено, что на участках В2-ВЗ образовались места смыва земляного полотна в результате скопления поверхностных вод, также возможные угрозы появления данных дефектов на участке В4 553-559км.
Рассмотрев данный вопрос повестки дня, единогласно принято решение:
П роектны м институтам (О О О «ККАвтожолжайбар» ООО «Хоразмйуллойиха») в целях обеспечения предотвращения смыва обочины и земляного полотна, в срок до 20.06.2013г., изучив места смыва поверхностных вод внести соответствующие проектные решения с разработкой сметной документации
для последующего внесения в ВОР.
