We are excited to welcome you to the
Rio All-Suite Hotel & Casino for the 37th BCAPL National Championships
and 3rd USAPL National Championships! The move to the Rio has allowed CSI to expand our group of events to include more tables, more opportunity to play, more host location amenities and more fun! As you read through the 2013 event newsletter you will see that we have added two new divisions to the BCAPL National Championships, the Men’s Leisure Singles and the Women’s Leisure Singles. For more information about the new BCAPL Leisure Divisions please visit page 4. Also in 2013, CSI is proud to announce the addition of the 1st US Open 8-Ball Championship which is sponsored by the American Cuemakers Association (ACA). This brings for the first time under one roof, three back-to-back professional events! For details and more information about the CSI US Open events, please visit pages 13, 26 and 27. In addition to the CSI roster of events, we are very excited to partner in 2013 with the Bil-liard Education Foundation (BEF) to bring you the 25th Annual Junior National 9-Ball Champion-ships (July 26-29). But wait, we have more in 2013! Also added this year the highly enjoyable and regarded WPA World Artistic Pool Championships (July 18-21). For details on these two special featured events please visit page 12. And, best of all, CSI will provide FREE General Admission spectator seating to event partici-pants for all pro events, the World Artistic Pool Championships, and the US Junior Nationals.

NEW IN 2013The 37th BCAPL National Championships
If a player is unsure of his/her eligibility, he/she may send an email to Bill Stock, CSI Rules and Referee Director, request-ing approval to enter the new Leisure Division- [email protected].
Relocating the BCAPL National Cham-pionships to the larger Rio convention facility allows us to add this new divi-sion. We look at this as an opportunity to introduce more entry level pool players to “The Greatest Pool Tournament in the World!” This welcome addition demon-strates CSI’s ongoing commitment to pro-vide … More Choices for All Players.
The BCA Pool League will introduce a new division at the 2013 BCAPL National Championships, called the “Leisure Divi-sion.” It is designed to fill the gap between average league players and the better players in the Open Division. The “Leisure Division” will offer a lower entry fee ($115 which includes a $35 green fee) and a deep payout.
The Criteria for the Division:• Players who have played for 2 years in Open, Senior, or Super Senior (since 2005), and have never cashed in any Sin-gles Division are eligible.
• Players may also be eligible if they have finished a full league session in the bot-tom half of their local league, and their league is enrolled on LeagueSys. We need LeagueSys to help research player history.
• Every player will be researched for player history. The eligibility criteria above do NOT insure playing in the new division.
Known ability will be a big factor in estab-lishing eligibility for this new division.
• Players entering the Leisure Division may also enter the 2nd Chance Singles events (if eligibility criteria are met), all mini tournaments, and much more.
The purpose of this division is to give lesser skilled players (called “B” players in some states) a level playing field against players of equal ability.
For years, hundreds of players have par-ticipated in the Open division with no re-sults. We greatly appreciate their support of the BCAPL and the BCAPL National Championships and wish to give them a fair chance to truly compete and cash among similarly skilled players.
CSI Introduces the Leisure Division to the 2013 BCAPL Championships
New Green Fees Replace Table Tokens in 2013
Starting in 2013 players will no longer be required to use table tokens to play at the BCAPL or USAPL National Championships!
Instead, a green fee will be applied to the entry fee of each division a player enters (please view the entry forms for the spe-cific green fee for each event).
Below are a few of the benefits of this policy change:1. No more need to carry heavy tokens.2. No more running to the token machine before matches.3. No more need to cash-out unused tokens.4. No more risk of losing tokens.5. Smoother operations at the event6. More time for the players7. FREE table time for all Second Chance and mini tournaments8. AND...YOUR GREEN FEES will include the FREE use of open tables for practice to all event participants! With the move to the Rio, CSI can accomodate (300+) tables for competition, minis and practice.
CSI started to consider this change with the results of the 2011 BCAPL event sur-vey. 1,400 participants that year com-pleted the survey and conveyed the desire to go to a green fee system. The goal of CSI is to make the BCAPL and USAPL National Championships bigger and better each year.
US Open 8-BallChampionshipDebuts at Rio
CSI is expanding the roster of professional tournaments at the Rio All-Suite Hotel & Casino, Las Vegas in July 2013. The in-augural US Open 8-Ball Championship, sponsored by the American Cuemakers Association, will take place July 23-27.
The new event will follow the 14th US Open One Pocket Championship and the 5th US Open 10-Ball Championship. Both the US Open 8-Ball and US Open 10-Ball Championship tournaments are 2013 BCA Points Events.
The combination of CSI US Open events in July is truly unique for both players and spectators. In the course of 10 days top US and international players will play in three professional level tournaments in three separate disciplines with a combined to-tal of $60,000 added.
Also added in 2013! General Admission spectator tickets will be FREE TO ALL BCAPL and USAPL player participants.See page 23 for more details.
In 2008 CSI initially tested the USAPL in a a couple of states. Players appreciated the benefits of no membership fee, a struc-tured national handicap system, on-line posted national stats reported weekly and, most of all, knowing they will have the benefit of a structured territory pay-out system that was designed to benefit more than just 1 or 2 teams or the nation-al league organization.
Going into 2013 CSI is happy to announce the USA Pool League is now being oper-ated in 16 states in the US and has ac-tive leagues in Alabama, Colorado, Con-necticut, Florida, Indiana, Iowa, Louisiana, Maine, Massachusetts, Nevada, Okla-homa, New Hampshire, New York, North Carolina, Rhode Island, and Virginia.
The New England area, Colorado and Flor-ida have particularly shown tremendous growth. (read the article How to Grow a League on the New England USAPL on page 18 of this newsletter)

Team entries must be submitted by either the League Operator or the Team Captain.Changes to team rosters may be made by the team captain on-site during Check-In, but are subject to verification and require complete information, including the sub-stitute’s address and league statistics.
played a minimum of eight (8) full regu-larly scheduled BCAPL league matches in the same division during a single sanc-tioned session and are deemed an active player by the League Operator, are eli-gible to play in the 37th BCAPL National Championships.
Player Members: Players whose Player Membership dues are current as of July 17, 2013 are eligible to play in the 37th BCAPL National Championships. All players must be able to show a picture ID and a valid U.S. Social Security Number or a Canadian Social Insurance Number (see detailed non-U.S. payout procedures on page 8).
Event Eligibility: Event eligibility is summarized in the Team and Scotch Doubles chart on page 7 and the Player and Event Classification chart on page 8. To determine if a player is eligi-ble to participate in a specific event, find their player classification in the top row. .
The events they are eligible for are listed in the column below the classification. Age requirements: For senior divisions, players must have reached the cut-off age by July 19, 2013. Advanced, Master and Grand Master sta-tus supersedes Senior status. The follow-ing are the cut off ages by division: • Women’s Senior Singles - 50• Men’s Senior - 55• Men’s Super Senior - 65
SINGLES: Because of scheduling consider-ations, no player may enter more than one 8-Ball singles event.
See the chart on page 8 for eligibility. Players can enter events over their clas-sification. For example, an eligible player in the Open Singles may voluntarily en-ter the Advanced, Master, or Grand Mas-ter Singles. Voluntary entry into a higher classified event does not necessarily cre-ate the corresponding classification for future events.
SCOTCH DOUBLES: Because of scheduling considerations, no player may play on more than one Scotch Doubles Team. (see page 7 for criteria details on the Scotch Doubles and Teams divisions).

TEAMS: Because of scheduling consider-ations no player may play on more than one team or in more than one 8-Ball team event.
Men’s / Mixed Open and Men’s / Mixed Advanced / Master Teams may be made up of any combination of male and fe-male players. Women’s Teams are restrict-ed to female players. (see the below chart for details on all teams division criteria).
Trophy Teams: Must meet the same original player, league system and eight week participation requirements as Open Teams. Advanced, Master and Grand Mas-ter players are not eligible.
Trophy Team Prizes: Plaques will be awarded to the top 8 Men’s / Mixed Tro-phy Teams and top 3 Women’s Trophy Teams. Maximum six plaques per team. In addition, the 1st and 2nd place teams in each division receive jackets and free en-try into the 2014 Open Division.
9-Ball Men’s / Mixed Teams (3 Players)1. Only (1) Advanced, Master, or Grand Masterplayer allowed.2. Team Race is handicapped (8-11) games based on team member’s ratings.3. All players must meet the BCAPL General Eligibility Requirements (see page 6).
9-Ball Women’s Teams (3 Players)1. Only (1) Advanced, Master, or Grand Masterplayer allowed.2. Team Race is handicapped (8-11) games based on team member’s ratings.3. All players must meet the BCAPL General Eligibility Requirements (see page 6).
Elimination Formats: Most events fea-ture a double-elimination format. Single-elimination, triple-elimination and round-robin formats may also be used. Event formats are subject to change without notice based on participation levels.Tables for Team Events: Team matches will normally be played on 2 tables. Match-es may be required to play on 3 or more tables if required by time constraints. Races: Match lengths are indicated in the chart on page 5.
Tournament General Format
Tournament Rules & RegulationsAll events are governed by the Official Rules of the BCA Pool League, 2012 - 2014 Edition, and the 2013 BCAPL National Championships Tournament Regulations. Copies of both documents are available at the Registration Desk, Tournament Di-rector’s Desk and Referee’s Desk. In addi-tion, a complete copy of the Tournament Regulations is provided to every Team Captain during Check-In.
BCAPL NATIONAL CHAMPIONSHIPSAt a Glance
SECOND CHANCE EVENTS:
Second Chance Open Singles: Open to any Leisure or Open level player elimi-nated from any Leisure, Open, Senior, or Super Senior Division before the Second Chance entry deadline (announced at the tournament). The 2nd chance singles will begin Monday, July 22. The entry fee is $25, cash only. Format is single elimination.
Second Chance Team Tournament: The Second Chance Team Tournament is open to: Any Open Division team or Trophy Team that is eliminated before the entry deadline (announced during the Cham-pionships). Second Chance teams are four-player teams. All players on a second chance team must come from the team’s original tournament roster. There is no two original team member requirement to play in the Second Chance Tournament.
Second Chance Scotch Doubles: Open to any Scotch Doubles duo who are elimi-nated in the main event before the entry deadline (announced at the Champion-ships). Entry is $40 per team, cash only.

NO U.S. SOCIAL SECURITY NUMBER The United States Internal Revenue Ser-vice (IRS) requires that foreign winners have a U.S. Taxpayer Identification Num-ber (TIN) or a completed application for a U.S. TIN in order to receive a prize checkfrom CSI, the BCAPL or USAPL. If foreign
players do not have a U.S. TIN, they may apply for one at any time, directly with the IRS of the United States Department of the Treasury.
TIN applications will be available in Las Vegas. Winners should report to the Tour-nament (CSI, BCAPL and USAPL) payout desk to request an application.
The applicant is required to provide sup-porting documentation to establish iden-tity, citizenship and alien status. Examples of documentary evidence supporting alien status (i.e. non-U.S. Citizenship or na-tionality) are a foreign passport, a foreign birth record or a current document issued by the U.S. Immigration and Naturalization Service (INS) or a Social Insurance Card.
Examples of documentary evidence supporting identity include a driver’s li-cense, ID card, school record, medical re-cord, marriage license, voter registration card, military card, passport or a current documents issued by the INS. One of the
documents presented needs to include a photograph of the applicant. Please note that a passport and visa provide evidence both of identity and country of citizen-ship.
When a foreign winner has a TIN, CSI (BCAPL and USAPL) can mail a prize check to them. If your country has a tax treaty with the United States, there is a form from the US Department of the Treasury by which you may claim exemption from withholding. CSI (BCAPL and USAPL) will have this IRS Form 8233 available in Las Vegas. When the winner completes this form, CSI (BCAPL and USAPL) will be able to mail 100% of the prize money in ac-cordance with the terms of the respective country’s tax treaty with the United States after information provided on completed form 8233 has been approved by the IRS.

Dress Code Requirements are established to add to the prestige and respect associated with the world’s most prominent amateur pool event. The Nevada State Clean Air Act and Ne-vada State law ban smoking in all public spaces except in designated areas. The Rio All-Suite Hotel & Casino is required to comply, and CSI (BCAPL and USAPL) will support the Rio in every possible way.
No Rio customer, including all CSI, BCAPL and USAPL participants and spectators are permitted to smoke in any corridors, retail areas, convention areas, restaurants, show rooms, elevators, elevator lobbies, hotel corridors, lobbies, front desk area, offices or any other non-gaming area not designated for smoking.
Smoking Policy at the Rio All-Suite Hotel & CasinoSmoking is permitted in the casino prop-er, at bars located in the casino, the pool area, and designated exterior areas ofthe Rio.
Anyone smoking in a non-smoking area will be asked to put out their smoking materials. If they do not comply, they will be asked to leave the area. Many of the top professional players to-day got their start with this prestigious junior event and it continues to attract the nation’s finest youth with its four divi-sions: boys’ 15-18, boys’ 14 & under, girls’ 15-18, and girls 14 & under. These young competitors vie for titles, scholarships, and prizes each year, along with an op-portunity to represent the US at the World Pool-Billiard Association (WPA) Junior World Championships.

Some of the world’s greatest players travel to Las Vegas to compete in this event. Open to both men and women, the US Open 10-Ball Championship is limited to 96 players.

The inaugural US Open 8-Ball Champi-onship is new for 2013. Sponsored by the American Cuemakers Association (ACA), this event is the third CSI pro-duced pro event alongside the BCAPL and USAPL National Championships and, like the US Open 10-Ball Championship, is an illustrious BCA Points Event. Also $25,000 added, the event will be limited to 96 players. All three CSI US Open events will be played on Diamond Pro 9’ tables with Simonis Cloth and Aramith Pro Balls.

Between matches, keep your game warm in the Brasilia Ballroom, where Mini Tour-naments will be held. Entry fees and races will vary. You must be a BCAPL or USAPL member to play. These events will be announced over the P.A. system. It’s a great way to keep the competitive juices flowing, have fun and win extra cash!
Need a little fine tuning in your game and take your game to the next level? The Cue Tech Pool School, held alongside the CSI produced BCAPL and USAPL National Championships, is the place to be! Led by Randy Goettlicher, one of the first four BCA Master Instructors in the US, the team at Cue Tech Pool School has helped train and fine tune player’s games since 1982. CSI produces the BCA Pool League, the USA Pool League, the Jay Swanson Memorial 9-Ball Tournament, the US Bar Table Championships, the US Open One Pocket Championship and the US Open 10-Ball Championship
In September, the New England USA Pool League (NE USAPL), managed by pool promoter Roy Pastor, celebrated its first year anniversary. Headquartered in Ayer, Massachusetts, the new league has leaped to 90 teams in 12 short months.
The NE USAPL features several division options: Women’s 8-Ball, Masters 10-Ball, 8-Ball/10-Ball Double Play, 8-Ball/9-Ball Double Play, One Pocket and the only junior division in New England. The divi-sions are located in Massachusetts, Con-necticut, and New Hampshire.
While Pastor refuses to take all the credit, the league’s success is, without a doubt, due to his focused dedication and lead-ership. When asked about the NE USAPL success in year one he said, “I have been very fortunate to get a lot of help from a great group of players, Division Reps, host locations and friends whose enthusiasm and hard work has ignited a fire storm of growth and momentum.”
The NE USAPL took their first trip to the USAPL National Championships in Las Ve-gas where they placed nationally in both individual and team competitions. Pas-tor recalls, “By the time the BCAPL / US-APL nationals rolled around in May 2012, most of our league players had only

In the NE USAPL recent summer session playoffs, close to 100 trophies were given out to winning teams. Teams from both summer sessions will be invited to compete in “Go to Vegas” tournaments for a chance to win a trip to Las Vegas in July 2013 for the 3rd USAPL National Championships held at the Rio All-Suite Hotel & Casino.
Capping off a tremendous first year, Pas-tor announced that a new NE USAPL 14.1 Continuous division has been recently added. It’s the first ever handicapped US-APL Straight Pool Division in the United States. Arguably, 14.1 Continuous is con-sidered the best game for players to help improve their overall skills and game.

The 3rd Annual USA Pool League (USAPL) National Championships will take place at the Rio All-Suite Hotel & Casino in Las Vegas, July 17-21, 2013. The format for the 2013 USAPL nationals will include singles and team competition. In addition to the USAPL 8-Ball, qualified USAPL 9-Ball divi-sion players will be eligible to play in the BCAPL 9-Ball Singles and Team competi-tions. (See details on page 10 and 11.)

If we do not receive the minimum number of Open team entries, the registered Open teams will have the option to play in the 400 Advanced Team division, or to receive a refund for the entry fee only.

Entry Fee Based on League PlayUSAPL Leagues that meet the minimum number of teams participating and weeks played will receive a free EARNED team entry into the 8-Ball Team division. If a league earns enough credits, it may qual-ify for multiple EARNED entries. Teams that win their respective leagues and qualify for the free EARNED entry must have their spots reserved in advance and confirmed by the USAPL national office.
Entering by Cash Entry FeeIf there are any spots available in the team event, an eligible team may purchase an entry into the tournament for $625. These cash entries will only be allowed if the tournament field is not full with prequali-fied free EARNED entries.
Eligibility Requirements8-Ball Events:Singles 8-Ball Tournament and 8-Ball Team Tournament- To be eligible to play in the singles 8-Ball and / or team 8-Ball event(s), a player must have a minimum of 8 weeks of play in a single session in the same division, or 14 weeks within the league year.
Team “Original Player” Policy: Each 8-Ball team must have a minimum of 2 “original players” on their roster and these 2 play-ers must play in the first two sets of the match. Team “original players” must play 8 weeks of league play in the same division, in a single session, and on the same team.
9-Ball Events:In 2013 USAPL players who participated in sanctioned USAPL 9-Ball Divisions, and who meet the general eligibility require-ments, are eligible to play in the BCAPL National 9-Ball Championships Singles and Team Divisions at the Rio. The dates for the BCAPL Men’s 9-Ball Open Singles and the Women’s 9-Ball Open Singles is July 17-18. The dates for the BCAPL Men’s / Mixed 9-Ball Teams and the Women’s 9-Ball Teams is July 23-24. All players, both BCAPL and USAPL, regardless of player rating are eligible to compete in the 9-Ball Challenge. (See details for the BCAPL 9-Ball events on pages 10-11 of this newsletter.)

CSI RULES AND REFEREES
Being a CSI referee is more than a two week commitment in Las Vegas. It is dedi-cation to studying the nuances of circum-stances that can and do take place in the various disciplines of the game. It is the willingness to commit weeks of the year presiding over tournaments with eyes wide open and the ability to be objective.
Each year, CSI recognizes two members of the CSI Referee staff for their dedication and service to the sport of pool. Bret Bak-er from Oregon received the National Ref-eree of the Year Award. He has been a CSI referee since 2008. Hailing from Iowa, the 2012 Senior Referee of the Year was Phil Eichhorn, who has dedicated 11 years of service to CSI and the BCAPL. We wish to thank and congratulate both gentlemen for their services to the sport and to CSI.

Independent Pool Tournaments – CSI owns and produces a growing number of advanced, semi-pro, and professional pool tournaments, which require no league affiliation.
• CSI CEO Mark Griffin launched the Jay Swanson Memorial 9-Ball Tour-nament (the “Swanee”) in 1996 to honor the late great “Gentle Giant,” Jay Swanson. Mark continues to fund and personally direct the tournament. The 17th Annual Swanee is February 23-24, 2013 at Hard Times Billiards in Bellflow-er, California.
• CSI took over production of the US Bar Table Championships in Reno, Nevada in 2007, and ensures the fu-ture of the event with Bad Boys Billiard Productions for direction, the CueSports Tournament System for live on-line tournament charts, and the best of Diamond, Aramith, and Simo-nis products for billiard equipment. The 20th Annual US Bar Table Champi-onships is February 25 - March 3, 2013 at the Grand Sierra Resort and Casino in Reno, Nevada.
• CSI resurrected the US Open One Pocket Tournament in CSI’s inaugural year (2004). The 14th US Open One Pocket Championship will be staged July 17-20, 2013 at the Rio All-Suite Ho-tel & Casino in Las Vegas, Nevada.
• CSI launched the US Open 10-Ball Championship in November, 2007 in Louisville, Kentucky. The 2013 edition will be staged July 19-23, during the 37th Annual BCAPL National Champi-onships at the Rio. The event will host a stellar field of 96 of the finest pool players on the planet, and starts im-mediately following the US Open One Pocket Championship.
• CSI is adding a third professional level event. Debuting this year at the Rio is
the 1st US Open 8-Ball Champion-ship, which will be held July 23-27, 2013. This and the US Open 10-Ball event are BCA Points Events, which determine which US players compete in the WPA World Championships.
USA Pool League (USAPL) – CSI launched the new USA Pool League (USAPL) in selected markets across the USA. The USA Pool League is very dif-ferent from the BCAPL. It uses a fully automated national rating system in a match play format, offers protected league territories to USAPL Manag-ers and secures local prize funds. The USA Pool League utilizes the proven Fairplay handicapping software, which is quickly becoming the industry stan-dard for singles and team play.
CSI web site development – CSI now has three distinct web sites, developed to support all CSI products. www.playbca.com continues to cover all of the BCA Pool League, plus some inde-pendent events listed under Events/UPCOMING EVENTS. www.playu-sapool.com was developed to support the new USA Pool League. www.playc-sipool.com was designed to cover the non-league affiliated CSI products, in-cluding the independent professional events produced by CSI.
The Rio in 2013 – The BCAPL National Championships will enjoy two major changes this year. In 2013, the “Great-est Pool Tournament in the World” will move from May to July … and will walk the welcome mat at the Rio All-Suite Hotel & Casino in Las Vegas.
The Rio convention facilities are first rate, and much larger than the old venue. The move allows CSI to expand and showcase the BCAPL National Championships and the CSI profes-sional tournaments.
The date and venue changes will pro-vide more accommodations and more pool tables, so that more players, fami-lies, and friends can enjoy an even rich-er experience at the new venue.
In the beginning – CueSports Inter-national (CSI) was founded in 2004 to administer the BCA Pool League, and to create “more choices for all play-ers,” the mission to which CSI has been fully dedicated. Since then, CSI has quietly developed a major infrastruc-ture for the support and growth of pool events through innovative, state of the art products and services.
BCA Pool League (BCAPL) – The first order of business was the preservation of the BCA Pool League (BCAPL). A core staff with a combined history of over 200 years in the industry was as-sembled. A state of the art computer hardware and software system was installed. The BCAPL league manage-ment software system, called League-Sys, was contracted. A custom data-base was developed to integrate with LeagueSys and our web sites. A sup-port structure for state and regional events was created. And, the league bible, the Official Rules of the BCA Pool League, was developed. Throughout the initial years, the official web site, playbca.com, was expanded to com-municate all facets of the BCA Pool League to our sport and our indus-try. A leading attraction is the annual BCAPL National Championships, the subject of this newsletter.
CueSports Tournament System (CTS) www.ctsondemand.com – A state of the art tournament manage-ment software system, the CueSports Tournament System (CTS), was de-veloped for the BCAPL National Cham-pionships, and is now used for tourna-ments of all kinds, including the US Bar Table Championships, the Western BCAPL Regional Championships, the US Open One Pocket Championship, the US Open 10-Ball Championship, the US Open 8-Ball Championship and a growing number of BCAPL state and regional events.
The live on-line charts feature of the CTS is extremely popular among play-ers, fans, and enthusiasts. During
