    AcknowledgementIn celebrating 30 years’ existence of IEEE Computer Society Chapter in Hong Kong, this 30th Anniversary Celebration Booklet  is compiled to capture the excitement and glory of our Chapter during  this period.   We also hold an Anniversary  Dinner  to  invite  all  past  Officers  and  Executive  Committee members for a reunion.  The Dinner is held with the Banquet of APSEC 2012, a conference co‐sponsored by our Chapter with ACM Hong Kong Chapter. 

    Here  I thank everyone who has helped me with organizing the Anniversary Dinner and putting  this Commemorative Booklet  together!   C. M. Tang, a volunteer  helper  of  the  celebration  events,  has made  an  excellent  design  and  layout  of  the Booklet.  Raymond Wan has completed a project impossible in accumulating, digesting, extracting and organizing a volume of information and photos from various sources within an incredibly tight schedule.  He even miraculously managed to solicit an article from Gerald D. Chandler, a Founding Officer of our Chapter, who has left Hong Kong for years.  Stanley Wong and Y. T. Yu coordinated the editorial team and did the final edits to clean up their mess.  Ray Cheung, Ken Lam, Victor Lee and T. L. Wong has spent immense effort to organize the Anniversary Dinner.  Credits are also due to  the  many  past  and  present  committee  members  who  contributed  support,  photos,  and information that went  into this booklet.   Finally, we appreciate  the unfailing support of all who attend the Dinner to share the  joy and glory of our Chapter  in this memorable occasion.    I wish you enjoy reading this Booklet and have a wonderful evening at the Dinner.

I visited Hong Kong in2011 and 2012 and was very impressed by your contributions both to your localcommunityaswellasthepotentialimpactofthosecontributionstoworldwidecomputingcommunities.TheAsiaPacificRegion(i.e.,IEEERegion10)hasthelargestnumberofIEEEmembersandis the fastest growing region as well.      I congratulate the IEEE Hong Kong Section Computer Society Chapter on its 30thAnniversary. Iwas honored to serve as its Chair in 2008 and 2009. I amdelighted tocelebratethe30thAnniversarywithmycolleaguesandfriends.Computingnowplaysanimportant role in our society. Over the years, the Computer Society Chapter hasmadesignificantcontributionsinorganizingmanytechnicalactivitiesinHongKong.IthasmanyInnovative,Enthusiastic,Energetic,Efficient,Hardworking&Kind(IEEEHK)volunteers.IwishtheComputerSocietyChaptereverysuccessintheyearstocome.

    Ashistoryreveals,thirtyyearsago,asmallgroupoffar‐sightedcomputing experts in Hong Kong anticipated the prospectivebooming prosperity of the Pacific Rim, as well as theunprecedentedpotentialgrowthinthefieldofinformationandcomputing technologies (ICT) that could change the worldimmensely.TheyforesawtheuniquenessoftheemergingICTdiscipline thatwarranted a separate chapterwithin the IEEEHongKongSectionatthetimewhenthelatterwasenteringitssecond decade of existence. The Computer Society Chapterwasbornin1982asthefirstoneinIEEEHongKongSection.

    DespitetheChapter’shumblebirth,everyyearthesuccessivesmallgroupsofofficersandcommitteemembersworkedveryhardandachievedgreatsuccesstowardsthemissionofthe IEEE and Computer Society, namely, to advance technologies for the benefit ofhumanity and, for the pursuit of this goal, to promote professionalism, unite thecommunity of technology leaders and improve the well‐being of members. ActivitiesflourishedsincetheChapter’sinception,suchasseminars,conferencesandprogrammingcontests.TheChapter’ssuccessculminatedinitsbeingawardedthenameofOutstandingChapter in 1998, followed by two subsequent Chairs receiving the Meritorious ServiceAward in 2004 for their exemplary service and sustained contributions. The Chapter’scontributions to other areas, such as participations in social services and IT policyconsultationexercises,havealsobeenrecognizedbythecommunityatlarge.Atits30thanniversary,itisprimetimefortheChaptertopauseshortlyandlookbacktoits previous success and achievements, not merely for the sake of self‐admiration ornostalgia,butmoreimportantlytoreview,reflectandlearnfromexperiencesinordertochartapaththatbetterservesitsmembers,theprofession,andultimatelythesociety.ThroughtheincrediblyhardworkanddevotionoftheAnniversaryCelebrationCommitteeand theunfailing supportofother committeemembers,wehaveputupanAnniversaryDinnerprogrammetogatherChairsandExecutiveCommitteemembersofthepresentandthepast, produced a CommemorativeBooklet that outlines theChapter’smilestones, aswellasorganizedothertechnicalactivitiessuchasbringingAPSECbackhereafteritslastpresence15yearsagoinHongKong,allincelebrationoftheChapter’s30thbirthday.Letussharethejoy,pleasure,excitementandgloryofthismemorableoccasion,whilelookingforwardtoexcitingnewopportunitiesandfurthersuccessinadvancingICTforthebenefitofhumanity.

    Wanbil W. LeeChair(1986–1988)LetmeregistermyhumblecongratulationsandbestwishestotheChapter on this important milestone; pay tribute to mypredecessors,MrAnthonyPauandDrNVSubramanian(DrBalu)for laying a steady foundation; and record my gratitude to mysuccessors including the incumbent, Dr Y. T. Yu, for theiradmirableeffortsandaccomplishments.

    ThenletmesharewithmyfellowInformationEngineersthecauseIampushingfor:asafe,fairandharmoniouscyberspace. Thelittlebitofrecentfindingtellsmethatthecurrentwave of cybercrimes raging every aspect of our life arguably attributes to the way weeducateourscientistsandengineersandto thewrongsolutionthathasbeenappliedtothe information security risk problems. The education of science and engineering hasbeenpartial;thesolutiondesignphilosophicallyandbasicallywrong.First,ourscientistsandengineershavebeentaughttheextensivehard,technicaltheoriesandmethodologies,culminating inawell trained “head”so theyknowandcan “do theright thing”. Butweneed scientists and engineers with mind and heart equipped with the necessary andsufficientsoft,philosophical,humanisticknowledgesothattheyareableto“dotherightthingright”anddosowillingly.Second,informationsecurityriskisasocio‐technological,managerial and not a physical problem. The extant countermeasures (mainly accesscontrolsuchaspassword, firewall,AV,etc.) tend tobephysicalandreactiveandare farfrombeingofequalrequisite. IarguethatComputerEthics[http://www.iEthicsSoc.org]willhelp.

    FrancisLauChair(1989–1990)I am grateful to the Chapter for the opportunity to serve as thechairtwentysomeyearsago.BackthentherewereliterallyonlyahandfulofactivemembersaroundinHongKong,andwecouldnotdomuch in termsof activities. But theexperiencesofmanagingtheChapterhadpreparedmetojoinbiggercommitteesathigherlevelsoftheIEEEComputerSocietyintheyearstofollow. Beingabletointeractwithvolunteersfromallaroundtheworldinthoselater involvements, I concurred evenmorewith themission of IEEE and the ComputerSocietywhichisthroughadvancedtechnologiestomakeourworldabetterplacetolivein.

    Lai‐Wan ChanChair(1994)Thirtyyearsisnotalongtimeinhistory,butitislongenoughformany changes. When I was involved in the IEEE ComputerChapterinthenineties,thehighereducationalinstitutesinHongKong were at a time switching from teaching‐focused toresearch‐oriented.Lotsofyoungandenergeticresearcherswererecruited from overseas and therefore promoting for moretechnicaleventswasakeyroleofIEEEHongKongSectionandits

    local chapters. Quite a lot of technical activities, such as seminars, workshops andconferences, were organized under the name of IEEE. These activities served as goodplatforms for local researchers fromdifferentorganizations toknowandexchangewitheach other. Through these technical activities and the meetings of the executivecommittees of IEEEHongKong Section and Computer Chapter, I have not only had thechanceintakingpartinorganizingtechnicaleventsbutalsoacquiredmanygoodfriendsfromvariousinstituteswhomItreasureverymuch.

     

    RichardM.M.ChenChair(1995–1996)I took my first computer subject course “Analog and DigitalComputer” in early 1965. Since then, I havewitnessed rapiddevelopment of computer engineering and science frommainframes to PC's and now iPads and iPhones. During thepast30yearssinceourIEEEHKSectionComputerChapterwasfounded, thanks toMoore'sLaw,an inexorablerise in IC‐chippowereventuallydeliveredthecomputerstoourpocketsnow!Ithasbeenover20yearssinceIhaveservedasamemberofExecutiveCommittee(Exco)ofourComputerChapter.ThecompositionofourChapter'sExecutive Committee changes every one or two years. Therefore I got to know morecolleagues indifferentspecialtiesof computer‐related field inHongKong. AlmosteveryyearwehavenewandyoungmembersjoiningourCommittee. TheyaremoreenergeticandgiveusmanyfreshideasduringourExcomeetings.Our Chapter's incomes were mainly coming from organizing conferences. Most of ourExco members spent a lot of personal time without any compensation for organizingconferences and other technical activities, such as public lectures and student papercontests.IreallyenjoyedtobewiththegroupandwishourChapter'sfuturesuccess!

    JosephNgChair(2000–2001)It iswithgreatpleasure that I congratulate IEEEHKCOMPon its30thAnniversary.Since1993,Ijoinedtheexecutivecommitteeofthechapterandneverleave.ThechapterislikeafamilytomeandIhavelearntalotfromthebrothersandsisters.Overtheyearsweworkedtogetherinorganizingseminars,shortcourses,DVPtalks,conferences,congressandsummit. Weheldpositionsintechnicalactivities, tookup responsibilities as office bearers, butwenever

    pulled any ranks among ourselves. It has beenmy greatest pleasure toworkwithmycolleaguesinthechapterandinservingourmembersandthecommunity.IamextremelygratefulthatI joinedandbeassociatedwiththeIEEEHongKongSectionComputerSocietyChapter.     Victor LeeChair(2006–2007)Congratulations to the 30th Anniversary of the IEEEHong Kong Section Computer Society Chapter.Undoubtedly, the successof ourChapter is establishedbythecontributionsofmanyvolunteers in thepast30years.Theyalldeserveagreatapplause.

    For me, it is an unforgettable and fruitful experience to serve as the Chairman of theComputerChapterin2006and2007.Withtheunfailingsupportofourmembersandthealtruisticeffortoftheexecutivecommitteemembers,ourChapterhasachievedanumberof accomplishments in these two years. In addition to organizing a range of technicalactivitieswhichshare the latest technological advanceswithourmembersandpromotetheprofessionalstatus to the localcommunity,wehavecontributed to themakingof ITpolicies inHongKongbyparticipating in theAdvisoryCommitteeof the ITFCLegislatorandsubmittingpaperstotheGovernmentonanumberofimportantITissuessuchasthe2007Digital21StrategyandtheThirdStrategyonITinEducation.I am grateful for being a member of this big family and I wish our Chapter a greatersuccessintheyearstocome.

     

    StanleyWongChair(2010–2011)It gives me enormous pleasure to extend my sincerecongratulation to the 30th anniversary of the IEEE Hong KongSectionComputerChapter.TheIEEEistheworld’slargestprofessionalassociationdedicatedto advancing technological innovation and excellence for thebenefit of humanity. With nearly 85,000 members, the IEEE Computer Society is theworld’sleadingorganizationofcomputingprofessionals.Foundedin1946,andthelargestof IEEE’s 38 societies, the Computer Society is dedicated to advancing the theory andapplication of computing and information technology. In the past 30 years, as a localchapter of the IEEE Computer Society in Hong Kong, the IEEE Hong Kong SectionComputer Chapter always serves the professional‐development needs of the localcomputingresearchersandprofessionalswithmanyactivities.Nowadays,theIEEEHongKongSectionComputerChapterhasbecomeoneofthemajorITassociations in Hong Kong. I have been a member of the Executive Committee of theChapterforover14years.IamveryproudofallthemembersoftheExecutiveCommitteeandtheAdvisoryCommitteeoftheChapterfortheirgreatcontribution. IwishtheIEEEHongKongSectionComputerChaptereversuccessinthefuture.

    ABriefHistoryofComputerChapter

    ByRaymondWan,MemberofExecutiveCommittee(2012)The IEEE Hong Kong Section Computer Society Chapter (ourChapter)beganthroughmeetingsinearly1982withtheaimofhaving its creation coincide with the Trends in ElectronicsConference (TENCON), held in Hong Kong in December 1982.Evenback then, itwasenvisioned tobeanew IEEERegion10(R10) conferencedue to the expectedprosperity of thePacificRim. In fact, it is believed the acronymTENCONwas selectedbecause of its association to Region “Ten” of IEEE. The chairperson of TENCON 1982,Prof.T.C.Chen,helpedfoundwhatwouldbecomethefirstChapteroftheIEEEHongKongSection,thelatterhavingjustcelebratedits40thanniversaryearlythisyear.Sincethen,ourChapterhasgrownrapidlyandhasalwaysbeenthelargestchapterintheHongKongSection.OurChapter’slogohasbeenvisiblypresent–attachedtoconferences,seminars,shortcourses,projectcompetitions,andothereventsinandaroundHongKong.A fewyears afterourChapter’s founding,HongKongplayedhost to the IEEEComputerSociety’sFirstAsiaPacificAreaMeetingin1985,whichbroughttogetherR10delegatestopromoteregionalcooperation.Afterwards,weorganizedmanyconferences,startingwiththeInternationalComputerScienceConference(ICSC)inDecember1988,1992,and1995,andfollowedbyAsia‐PacificSoftwareEngineeringConference(APSEC)in1997,combinedwith ICSC. Recenteventshavebeenrelated tocloudcomputing: IEEECloudComputingSymposium2011, IEEEHongKongCompetitiononCloudComputingApplications2011,Cloud and Service Computing 2011, and IEEE Asia Pacific Cloud Computing Congress2012. These aside, undoubtedly themost notable events this year are our anniversarycelebrationsandAPSEC2012,heldagaininHongKongafter15yearssinceAPSEC1997!Overthelastdecade,ourChapterhasworkedwithotherlocalITorganizationsonmattersrelated to ITpolicies of theHongKongSARGovernment (HKSARG). In 2006–2007,wecollaboratedwith the CAS/COM Chapter to form an IT Development Concern Group tolook into issuesbrought forwardbytheHKSARG. Wealsosubmitteda jointpaperwithBCS(HKSection),HKIE‐ITDivision,ISACA,andiProAtothe“2007Digital21Strategy”andanotherinresponsetotheConsultationonThirdStrategyonInformationTechnology(IT)inEducation. OurChapter isoneof the fewprofessionalorganizationswhosemembersareeligibletovoteintheITFunctionalConstituencyatLegislativeCouncilelections.OurChapterwontheOutstandingChapterAwardin1998andwashonoredbytwoIEEEComputerSocietyPresidents–LaurelV.Kaleda(1994)andRonaldG.Hoelzeman(1995).Several years later, two Chapter Officers, Karl Leung and Joseph Ng, received theMeritoriousServiceAwardin2004fromIEEEComputerSociety.Inthepagesthatfollow,wehavecollectedandorganizedourChapter’s30yearhistorytoprovideaglimpseintoourevents,startingwithabriefhistoryfromoneofourfounders,GeraldD.Chandler,followedbyatimelinealongwiththehistoryofcomputing.Photosofactivities,awards,pastchairsandIEEEFellowsassociatedwithourChaptershowcaseourChapter’scontributiontotheITprofessionandthecommunityatlargeinHongKong.We hope you enjoy reminiscing about our past and look forward to your continuedsupportofourChapter’sfuture!

    1December2012One day inMay 1982, I received amessage from T. C. Chen, whom I previously didn'tknow,invitingmetolunch. There,I foundmyselfamongadozenpeople;Iwastheonlynon‐Chinese. T.C.Chenmade the surpriseannouncement (surprise tome) thathewasformingthe IEEE‐HKComputerChapter. Heappointedmetoanoffice,which IsupposewasSecretary.ItwasanofferIcouldn'trefuse.The chairpersons after T. C. Chen's founding were Anthony "Tony" Pau and then N.V."Balu"Balasubramanian.HewasstillchairmanwhenIleftHongKonginOctober,1985.Duringthoseearlyyears,thechapterwasreallyrunbyfourofficers:duringmytimeTony,Balu, a professor at HK University, andmyself. Wemet about once amonth to decidethings.For oneor twoyears Iwas the editor of the chapter newsletter. Wemailed it perhapsmonthlytoallmembers. Iwouldguesstherewere200‐400membersbutreallycan'tbecertain. Each year we would announce elections and call for candidates; as we didn'treallyrecruitveryhard–T.C.Chensetabetterexample–wedidn'tgetanyvolunteersandwe,theexistingofficers,rotatedoffices.

    IdesignedtheIEEE‐HKComputerChapterlogo,theChinesejunkwiththeIEEEComputerSociety logo on the sail. It is the Computer Society logo and not the general IEEE logobecauseinHKweweretheComputerChapter.Icarefullydrewtheiconandthentookittoa draftsman at the HKP [Hong Kong Polytechnic] to have him make an improved inkversionofit.ForyearsIkepttheoriginal;unfortunatelyIhavenowdiscardedit.Early on I suggested that theChapter offer continuing education night courses and thisideawasaccepted. Overthecourseofmyinvolvementfromaboutmid‐1982to January1984wegaveabout10courses.Itaughtdatabasestoaclassof40–50people,almostallofthempeopleemployedinHK.WechargedseveralhundredHKdollarsforeachcourse.OneoftheearlyeventsthatT.C.ChenorganizedwasavisitofadelegationfromthePRC;thiswassixyearsbeforetheagreementreturningHKtothePRC.Adinnerwasarrangedandtherewereabout20peopleattwotables.IwastheonlyonepresentwhocouldnotspeakeitherCantoneseorMandarin. Afterdinner theheadof theHKdelegationgotupandgave a speech inMandarin,which I didnot understand. Then theheadof thePRCdelegation made a speech – in English. He explained that he didn't understand theCantonese‐laced Mandarin of the first speaker so in the interest of understanding hethoughtthathewouldspeakinalanguageeverybodyunderstood.

    From  1981  to  1985  he  was  Principal Lecturer  at  the  then  HK  Polytechnic.  Besides  being  a  founding member  of  the IEEE HK Computer Chapter he was part of the group that prepared for the visiting UK committee  that endorsed  the department giving degrees  instead of diplomas.   That was  a  step  on  the  way  toward  HKP becoming  HKPU  [Hong  Kong  Polytechnic University].    He  joined  the  IEEE,  IEEE Computer  Society,  and  IEEE  Communi‐cations Society while at RCA Laboratories where  he  worked  1969‐1972;  there  he helped  implement one of  the earliest  time  sharing  interactive compilers.   After  leaving Hong Kong,  Dr  Chandler  worked  primarily  as  a  software  systems  consultant.    In  1986‐1988  he implemented  the  first software  for one of  the earliest digital cameras used  in astronomy.    In 2000–2001 he spent a year as a consultant for ZTE Corporation helping them to improve their software development process.   He worked mostly  in Shenzhen and at that time made many return visits to Hong Kong.   He  is retired now but does some work through  iTech Consultants (see www.iTech‐Consultants.com).

Together with the System, Man, andCybernetics Chapter, we co‐organized the seminar ofAndrew K. C.     Our Chapterwas represented at two conferences this year, namely, the 2012 InternationalConference on Signal Processing, Communications and Computing (ICSPCC 2012) in HongKongonAugust12–15(photoaboveleft)andtheIEEEAsiaPacificCloudComputingCongress(APCloudCC)2012inShenzhen,China,onNovember14–17(photoaboveright).JointlywiththeCAS/COMChapter,ourChapterco‐organizedTheInternationalSymposiumonApplied Reconfigurable Computing (ARC) 2012 in Hong Kong in March (photos below).Furthermore, our Chapter also co‐organized the 19th Asia‐Pacific Software EngineeringConference(APSEC)2012withACMHongKongChapteronDecember4–7.

    About the Logo

    The logo is rendered by the stylized number “30”. It is adapted from the original logo of the IEEE Hong Kong Section Computer Society

    Chapter, which consists of a junk that symbolizes Hong Kong and the numbers 0 and 1

    that symbolizes IEEE Computer Society.

    About the Designer

    Prof. T.H. Tse is well known for his logo designs for non-government organizations, such as

    the Hong Kong Joint Council for People with Physical Disabilities, the SAHK, the Jockey

    Club Arts Accessibility Service Centre, the CereCare Foundation, Hong Kong Abilympics

    2007, the Best Practice Award logo for the Hong Kong Council of Social Service, the 10th

    anniversary logo for Rehabilitation Alliance Hong Kong, and the 25th and 30th anniversary

    logos for the Hong Kong PHAB Association. He was also the designer of the logo of the

    International Conference on Quality Software (QSIC). He was awarded first prize for his

    logo design in the HKU Visions and Missions retreat, and a special prize for the open logo

    competition of the Hong Kong Computer Society. Please refer to
