NEW DELHI CBI on Friday told a spe- cial court that former Coal Secretary H C Gupta had allegedly concealed facts from then Prime Minister Manmohan Singh that Jharkhand had not recom- mended Vini Iron and Steel Udyog Ltd (VISUL) for allocation of a Chhattisgarh coal block. During arguments on framing of charges in the case involving Gupta, for- mer Jharkhand Chief Minister Madhu Koda and others, CBI said the top official was aware that the state government had not recommended the coal block to VISUL but he did not mention this in the file noting sent to the office of the Prime Minister, who then headed the Coal Ministry too. ly circling each other,Chief Minister ArvindKejriwal and the Centreare not in detente. Theircompeting claims for whoshould call the shots in thecapital is being heardtoday by the Delhi HighCourt and the SupremeCourt.

Both cases are pivotedon a notification issued lastweek by the Centre, whichsought to hem in MrKejriwal's area of opera-tion by expanding thepowers of LieutenantGovernor Najeeb Jung,who represents the uniongovernment in the capital.

The High Court in itsverdict said the Centre haswrongly stated that theLieutenant Governor is not

obliged to consult MrKejriwal about theappointments of bureau-crats; it also overruled theCentre's declaration that itsofficers cannot be investi-gated for graft by the Anti-Corruption Bureau of theDelhi government.

These points have allbeen challenged by theunion government in theSupreme Court, which hasgiven Mr Kejriwal threeweeks to detail his stand.In the High Court, MrKejriwal wants the entirenotification dismissed asunconstitutional.

The Chief Ministeralleges that the notificationexposes the Centre's fla-grant attempt to seize con-trol of Delhi through theLieutenant Governor'soffice. The feud has beenraging for weeks.

The accused was caught by fellow passengers andRPF after the woman raised an alarm. He was laterhanded over to police, who registered an FIR and placedhim under arrest.

The complainant said that the train had reached some-where in Uttar Pradesh when the alleged incident tookplace.

Fire in Udyog Bhawan, no major damageNEW DELHI

A fire broke out in the fifth floor of Udyog Bhawan onFriday following which five fire tenders were rushed tocontain it.

No major damage was caused by the fire which wasdoused within 20 minutes.

Fire department received the call of fire at 10.35 AMand immediately five fire tenders were rushed to containit, said a Fire department official.

An air conditioner in a room on the fifth floor hadcaught fire, said the official, adding employees wereasked to evacuate the building.

The reason behind the fire was not immediatelyknown although it is suspected that it was caused by ashort circuit.

Work at Ramdev's food park remainssuspended for third dayHARIDWAR

Work at Ramdev's Patanjali Food and Herbal Parkremained suspended for the third consecutive day onFriday with tension persisting in the area since thebloody clash on Wednesday between security guards ofthe yoga guru's firm and members of a local union oftruck operators.

On an average 200 trucks transport materials everyday to and from the park built over an area of 95 acresat a cost of Rs 23 crore.

However, with an undercurrent of tension still persist-ing in the area, everything has come to a halt at the parkwhich wears a deserted look.

The clash which left a truck driver dead was the cli-max of months of tension which was simmeringbetween the park management and a truck operators'union of Padartha area where the park is located.

The main grouse of the truck operators was that theywere not being engaged by the firm for transporting itsproducts and trucks from outside Haridwar were beingengaged for the purpose.

The rationale offered by the park authorities was thatthe local trucks were insisting on being paid Rs 19000 aday while trucks from outside were doing all transporta-tion work at the rate of just Rs 10000 per day.

The deal could not be struck due to the wide gapbetween the freight rates of local truck operators andthose from outside.

Mediating between the management and the opera-tors, the local administration had directed the park toengage at least five local trucks in transportation activi-ties to amicably settle the dispute.

But the park agreed in principle to engage only threelocal trucks for the purpose.

However, when this also did not materialise, thingscame to a head on Wednesday and local union memberstried to stop the loaded trucks from moving out of thepark leading to a clash.

The court also imposed afine of Rs 40,000 each on30-year-old Narender, 24-year-old Ram and 22-year-

old Vikram.

The court said it hasbeen proved that the threemen had kidnapped theminor on the afternoon ofJanuary 15, 2010, fromoutside a school by forciblymaking her sit on a motor-cycle. The trio then tookthe girl to a house in Narelaand locked her there, itsaid, adding that whileRam and Vikram raped thegirl, Narender remainedoutside guarding the room.

"I am of the consideredopinion that the ends ofjustice can be met by sen-tencing convicts Vikram,Tek Ram and Narender toundergo rigorous imprison-

ment for a period of 10

years each under section376(2)(g) (gangrape) ofIPC," the judge said.

A case was lodged by thegirl's parents at Narelapolice station in north westDelhi on January 16, 2010alleging that Ram who wasknown to the victim mether outside her school andtook her away on hismotorcycle.

NDTV found that these cigarettes areeasily available - one only needs to ask for'bahaar ki cigarette' (foreign cigarette).Most shops that we visited had these'international, illicit' cigarettes stacked justbelow the counter.

"They are particularly popular withthose who are new smokers and alsowomen," said the owner of a tobacco shopnear a prominent hotel in Central Delhi,which houses top government offices andministerial bungalows.

"We get them from wholesalers fromSadar bazaar... As there is no MRP(Maximum Retail Price), we sell them forabout Rs. 20 rupees margin," said a tobac-co seller in Khan Market, a posh shoppingarea in Central Delhi.

These cigarettes are also cheaper byaround Rs. 40 rupees a pack compared tothe regular brands.

The Tobacco Institute of India, whichrepresents major companies in the country,says that illicit tobacco products result in arevenue loss of Rs. 7,000 crore to theexchequer and blames higher taxes fortheir increased smuggling. India is thefifth largest illicit tobacco market in theworld and it is growing, says the institute.Tobacco products are less risky to smugglethan drugs due to lower penalties.According to government data, 1.15 crorecigarette sticks were seized by the customsdepartment in 2013-14, and the numbershot up to a whopping 11.83 crore in 2014-15.

"On an average, we estimate that wecatch around 10 per cent of illicit ciga-rettes, that means that 90 per cent areprobably getting through," said a seniorcustoms official.

The Ambedkar PeriyarStudy Circle, a group ofaround 20 students, hasbeen told that it can't usethe auditorium, the IITemail and the institutenotice board. This severelycripples its activities.

"We have temporarilyderecognised the group.They used IIT's name forpublicity without permis-sion. IIT doesn't curtail

freedom of expression, butthe group violated guide-lines," Professor KRamamurthy, the actingDirector of IIT-Madras,told reporters today.

The students' group hasdenied that it was trying toinstigate protests againstthe government, and saysit was never given achance to explain. "We

have not violated theConstitution. TheConstitution allows us tocriticize the governmentand its policies," saidAbhinav Surya, the headof the study circle.

in fresh firing in the troubled Malakalregion in South Sudan, with the UNmission expressing concern over theincident and reiterating its call for par-ties to respect the sanctity of UN staff.

Sources confirmed to PTI that thepeacekeeper injured yesterday in thefiring is an Indian though no furtherinformation was available about hisidentity. Sources said the peacekeeperis in stable condition after sustainingminor injuries after being hit by a bul-let in the head.

UN Secretary-General Ban Ki-moon's spokesperson StephaneDujarric told reporters at the briefingthat the UN Mission in South Sudan(UNMISS) reported fresh firing out-side of its compound in Malakal, inwhich one peacekeeper was injured.He, however, said he did not have anyfurther information about the national-ity of the peacekeeper.

"The mission is deeply concernedthat despite the reassurances given byboth parties such an incident occurredand reiterates its strong call on all par-ties to respect the sanity of UN instal-lations and staff," Mr Dujarric said.

When asked if the Secretary-General aims to reinvigorate the peaceprocess in the troubled nation and

"All taxi, maxi-cab and auto opera-tor unions in the state have joined theday-long strike call of the Him-Aanchal Taxi Operators Union ofManali," commercial vehicle jointaction committee chairman Jeet RamSharma told IANS.

He said the strike will continue tillmidnight of May 29.

Thousands of tourists who are holi-daying in the hills to escape thescorching heat of the plains havebeen inconvenienced by the strike.

"It was a really harrowing experi-ence on reaching Shimla this (today)morning. There was no taxi and thepotters were demanding exorbitantfare. The government should maketransportation arrangements," PriyaJoseph, a tourist from Delhi, said.

On an average, about 10,000tourists arrive in Shimla and Manaliand other popular destination on a

single day during the peak tourist sea-son. Meanwhile, the indefinite strikeby Manali-based Him-Aanchal TaxiOperators Union has entered theeleventh day on today.

PC Thakur, president of the Him-Aanchal Taxi Operators Union, toldIANS that the NGT decision wouldseverely hit the livelihood of over1,500 taxi drivers and those associat-ed with the hospitality business.

He said all business establishmentsin Manali town have also joined thestrike on today. The NGT has allowedrestricted movement of 1,000 vehi-cles, including 600 petrol-driven, for

three months from May 15 across theRohtang Pass, some 52 km fromManali. Each vehicle allowed to theRohtang Pass for tourism purposeswould pay an environmental cess atthe rate of Rs.1,000 for petrol vehi-cles per visit whereas for diesel vehi-cles, the cess is Rs.2,500.

The picturesque Rohtang Pass is amajor attraction for both domesticand foreign tourists. Refraining fromextending any relief from its order,the NGT on Thursday asked the stategovernment to file a reply on how itwould address the grievances oftourist vehicle operators.

The Ministry of Human ResourceDevelopment announced a shortwhile ago that it was introducing

changes in the structure and functioningof central universities, numbering around40. The suggested changes were madepublic in a proposed Universities Act. Alarge number of academics from variouscolleges and universities based in theNational Capital Region examined thesuggestions. They went through the pro-posed changes with a fine-tooth comb,since the proposed changes, if implement-ed, would affect the academic quality oftertiary education at the college and uni-versity level. After frequent meet-ings over six months, they havejointly produced a documenttitled ‘What is to be DoneAbout Indian Universities?Reflections fromConcerned Teachers’.

The document explainsat length why they havefound unacceptable, for aca-demic reasons, much of whathas been suggested. It is avail-able on Facebook and has alreadybrought in many worthwhile posts. Itis an extremely important statement froma large body of teachers, containing theirresponses to the proposals, as had beenrequested. Hopefully, it will be discussedwidely by the HRD Ministry, theUniversity Grants Commission, and otherorganisations related to undergraduateand graduate teaching.

Education, unfortunately, has not beentaken seriously enough by governments,either past or present. The abysmally lowbudget for education is now down toaround a minuscule 3 per cent. Despitethis, there is still a fond belief that devel-opment can be achieved. Developmentneeds well-educated people or else it goesnowhere. Do politicians fear an educatedcitizenry?

Reform over overhaulGovernments tend to start at the wrong

end in their attempts to improve educa-tion, drawing plans to make dramaticchanges at the highest levels, advocatingmore central universities, IITs, IIMs andthe like. As is often said, the concernshould be to improve the levels of existinginstitutions. Yet the nitty-gritty of educa-tion lies in the quality of schooling.Proposals made by United ProgressiveAlliance-II, for more universities, contin-

ue to be the project of the present govern-ment. But a serious revision of the educa-tional system in India requires laying agood foundation for primary and second-ary schooling by improving their qualityin a systematic and rational manner. Thisapplies as much to content as is does tofacilities.

A higher budget would allow for a larg-er number of schools, and these are des-perately needed. But numbers are notenough. The location of theschool has to bes u c h

that itis not hijackedor marginalised by upper castesand the wealthy. The socially and eco-nomically underprivileged are then leftwithout education. Schools also have tobe adequately equipped, teachers properlytrained, and the benefits of educationmade apparent. This needs as much care-ful attention as tertiary education. Withoutgood quality schooling, the institutes ofhigher learning are handicapped. Studentswith substandard schooling are unable tocope with higher education, the heavyfinancing of which has little meaning.

Education has many functions. It pro-vides information, as the Internet does,but the difference is that it is meant to pro-vide reliable information, and teach stu-dents to think logically and analytically. Ifknowledge has to advance, existingknowledge should be questioned. Suchcritical enquiry is the crucial point of edu-cation in any field — whether the sci-ences, social sciences or the humanities. Itis also incidentally the best job training astudent can receive. Myth-spinning isimportant to a child’s imagination but

should not be confused with learning andscholarship.

The linking of schooling to tertiary edu-cation also has to do with some reactionsto the suggestions made in the proposedUniversities Act. The proposed standard-ising and centralising of the syllabus hasbeen suggested as a way to improve thequality of education. Also, the centralisedrecruitment of faculty and students, weare told, will allow them mobility. Can the

ised? It will be a mammoth,unnecessary exercise, predictably a disas-ter. The budget would have to be doubledto provide for adequate libraries and labo-ratories. Or will education be reduced to aset of statements to be memorised?

Better institutions will have to lowertheir standards to accommodate those thatare inferior, in order to standardise thesyllabus. The quality of education willhave to be that of the Lowest CommonDenominator. High standards demanddiversity and a constant and reliableupgrading of knowledge, essential fornurturing intellectual curiosity. With stan-dardisation and centralisation, universitieswill become teaching shops and coachingschools. A common entrance exam willmean a rush for the metropolitan universi-ties, as these are better launching pads fordecent jobs. How then will the system ofquotas and reservations play out? Will thenumbers have to be continually reconfig-ured? The other major problem will belanguage. Today, regional languages arethe effective medium in most universities,

particularly at the undergraduate level.So, can teachers and students be movedfrom, say, Punjab to Kerala, with thedemand that they have to use whateverlanguage is current in the new place? Orwill the transfer of teachers and studentsbe also used as a punitive measure tosilence opposition? Bilingualism — aregional language and a common lan-guage — may be one solution, provided acommon language can be agreed upon.

Schools for the rich and poorThis is just a sample of the kind of prob-

lems that will confront us if the proposedchanges are introduced. It doesn’t takemuch foresight to predict the major casu-

alties in our university system. Poorquality education and large num-

bers of young people who areunqualified for the jobs they

seek doesn’t make for ahealthy society. Neither thesciences nor the social sci-ences can be taught merelyas identical information in 40

universities. Every disciplinerequires thinking, questioning

and debating, as there is intellec-tual content in each subject, essen-

tial to its understanding. This debatecannot be dictated. A syllabus handeddown ‘from above’ and not thoughtthrough by the faculty will be turned intomerely memorising information. If stateuniversities provide poor quality educa-tion, then quality education will shift toprivate universities that do not have suchrestrictions. But private universities areusually unaffordable for most students.Public universities will become institu-tions for the poor, just as the governmentschool system has. A bigger problem willbe the end of the autonomy of the univer-sity, as has been pointed out in theresponse by the Delhi academics. The via-bility of a university depends on its beingan autonomous institution responsible formaintaining high standards and initiatinginnovation. The quality of the public uni-versity system and its continuance is cru-cial to any modern society. Private univer-sities, however good they may be, cannotprovide the required tertiary education foreveryone. The proposed changes willtherefore destroy the more significantaspects of the role and function of the uni-versity as an educational institution.

On May 26, 2015, the Bharatiya JanataParty-led National DemocraticAlliance (NDA) government com-

pletes a year of governance. Surprisingly for anationalist party-led government, nationalsecurity and defence have occupied scantspace while showcasing its achievements. Onhindsight, perhaps rightly so, because a lotmore could have been done after UnitedProgressive Alliance rule where its DefenceMinister A.K. Antony’s sole objective was toprevent scams and follow a policy of “do-lit-tle”.

Under the NDA, one has to look at defencefrom the initial tenure of Finance MinisterArun Jaitley having additional charge ofdefence, which was not a good idea, to it beinggiven to Manohar Parrikar. Once embedded inSouth Block, all eyes were on Mr. Parrikarwho said that his speciality was quick deci-sion-making not realising that the office ofChief Minister of Goa is a far cry from thecomplex intricacies of managing the country’sdefence. Last week, in one of the many con-claves celebrating 365 days of the government,BJP president Amit Shah was heard saying thatwhen compared to the UPA government whichsubmitted to Pakistani firing on the Line ofControl (LoC), the NDA government’sresponse to such aggression has been morerobust and muscular: bomb for bullet and otherstirring similes. However, this reflects a dis-torted understanding among the political classof the dynamics of the LoC.

Some positive thinkingIn contrast, Mr. Parrikar appears to be think-

ing out of the box; at another conclave, he sug-gested that “we have to neutralise terroriststhrough terrorists only. Why can’t we do it?We should do it. Why does my soldier have todo it?” He is probably and indiscreetly mixingup covert operations with Ikhwanis (counterin-surgents) who are made up of surrendered ter-rorists who were unsuccessfully employed ear-lier to fight infiltrators and resident terrorists inJammu and Kashmir. Pakistani and local ter-rorists not only inhabit the State but also regu-larly make infiltrations to keep the pot boiling,employing fidayeen attacks, using improvisedexplosive devices and carrying out ambushescausing casualties to soldiers and civilians. In2014, the Army killed 110 terrorists on our sideof the LoC.

Mr. Parrikar may not have been fully briefedof past operations; still, his idea has to beextended by putting in use a plan that was

given in 2003 to then Defence Minister GeorgeFernandes to do precisely what Mr. Parrikarhas in mind and more, i.e. covert operations todeter cross-border terrorism. A lack of politicalwill led to that plan being abandoned. WhenGen. V.K. Singh, now Union Minister of State(Statistics and Programme Implementation,External Affairs and Overseas Indian Affairs)was the Indian Army Chief, he had belatedlyraised a special operations wing, TechnicalSupport Division (TSD), which was prema-turely discovered and disbanded when Gen.Singh confronted the government over his ageissue. The TSD did some useful work acrossborders as the inquiry by the Army laterrevealed.

On PakistanSpeaking in Mumbai in January after releas-

ing the Hindi weekly, Vivek’s special issue onnational security, Mr. Parrikar describedPakistan’s clandestine activities which saw adramatic operation in the Arabian Sea wherean Indian Coast Guard ship intercepted a “sus-pect” Pakistan fishing boat on the night onDecember 31 near the maritime boundary ofthe two countries, some 365 kilometres fromPorbandar in Gujarat and lamented that “someformer Prime Ministers had compromised thecountry’s deep assets”. The allusion was obvi-ously to Prime Minister I.K. Gujral who hadordered the dismantling of strategic assets cre-ated inside Pakistan over many decades.

Employing unconventional operations and

recreating deep assets implies creating tacticaland strategic assets that are usable on bothsides of the LoC/International Border whichwill impose deterrent costs. This is an ideawhose time is long overdue. For example, theIsraelis were able to halt suicide killings duringthe second Intifada by intelligence-driven tar-geted assassinations of terrorist leaders andpotential human bombers. They would inter-cept them between their leaving the hideout enroute to the designated target.

In May 5, following a meeting of CorpsCommanders in Rawalpindi, Pakistan’s InterServices Public Relations (ISPR) issued apress release accusing the Research andAnalysis Wing (RAW) of stirring the pot inBalochistan, helping the Tehreek-e-TalibanPakistan (TTP) in Afghanistan and fuelling therecent skirmishes in Karachi including thekilling of Ismaili Shias. If RAW is doing aniota of what it is being accused of, it indicatesthat “deep assets” are being gradually rein-stalled and that these are hurting Pakistan.

Reviving a postMr. Parrikar’s other positive but less embar-

rassing step is the resurrection of the post ofthe Chief of Defence Staff (CDS) after the filewas buried for posterity by his predecessor inthe previous government. The former NationalSecurity Advisor, Shiv Shankar Menon, saidthat after the Naresh Chandra Task Force hadrecommended creating an equivalent of theCDS in 2012 and Prime Minister Manmohan

Singh had endorsed it, Mr. Antony would notcomply: “he would not listen to the PM”.

It would appear that Mr. Parrikar’s big bangannouncements are made only during con-claves. In March this year, in response to aquestion on the CDS, he said that he was“working on a mechanism” for the creation ofa post for effective integration of the threeservices and that a note would be sent in thenext two to three months to the CabinetCommittee on Security. He has alsoannounced that the new Defence Research andDevelopment Organization (DRDO) chief andScientific Advisor would be appointed by theend of this month. Therefore, have ‘achhe din’started for the Ministry of Defence? Probablynot.

Modernisation and capitalThe government claims credit for clearing

defence acquisition projects worth Rs.1 lakhcrore but few contracts are likely to be signed.The reasons why these will not materialise anytime soon are the long-delayed revised butcomplex Defence Procurement Proceduresincluding offsets; a lack of clarity on ‘Make inIndia’, and a paucity of funds for defence mod-ernisation though Mr. Parrikar insisted at theconclave that there were sufficient funds.However, Defence Secretary R.K. Mathur toldthe Parliamentary Standing Committee onDefence last month that not only was theMinistry unable to use its allocated capitalbudget but that it was insufficient. He addedthat capital funds must be allocated to maintainthe 30:40:30 ratio in the quality of militaryequipment — 30 per cent for state-of-the-artequipment, 40 per cent for current holdingsand 30 per cent for equipment moving intoobsolescence. Last year, Rs.6,630 crore of cap-ital was returned unused, presumably orderedto be returned, which is an annual ritual forbalancing the fiscal deficit. This year, Rs.6,070crore has been allocated for “new items” whileRs.71,336 crore will go towards previouslycommitted liabilities. Rs.6,070 crore is a paltryamount for modernisation. This year’s defencebudget is the lowest for many years.

In order to create money for modernisation,Mr.Parrikar has innovatively used the guillo-tine by excising the Rafale fighter aircraft dealfrom 126 to 36 fighters and has savedRs.65,000 crore from the original cost ofRs.90,000 crore. Similarly, by freezing theraising of the Mountain Strike Corps (MSC),he has stalled strategic deterrence againstChina. Mr.Parrikar’s unconventional alter-

ations of capability development reflects adhocism and a lack of integration in the plan-ning process. It also shows that Service Chiefscan be easily browbeaten to cut their opera-tional programmes; worse still is that theseprogrammes haven’t been thought through bythe services.

This is bound to lead to inevitable improvi-sations and half-measured capability building.Notwithstanding Mr. Parrikar’s carry-overcompulsions, he must find a better method ofbudgeting for wise spending and raising thepolitical pitch for enhanced allocations to meetthe challenges of a two-front scenario. Fornow, the conventional deterrence againstChina is on hold — so much for bridging thecapability gap.

Defence managementIn a rare public outburst last week, Mr. A.K.

Antony criticised the government by raisingseveral questions over the Rafale deal, won-dering whether the Finance Ministry and theDefence Acquisition Council were taken onboard while clinching the agreement withFrance. At the briefing, he also tore into gov-ernment claims on defence preparednessaccusing it of committing the “anti-nationalact” of compromising the nation’s security bydownsizing the MSC on the Chinese border.“A weak man cannot safeguard national inter-ests. We don’t want war, but should be in aposition to protect our country,” he said,appealing to the government to reconsider thedecision and which was also a reflection of theerratic planning and budgeting process. Thisraises serious questions about higher defencemanagement and nails the original blunder inthe government’s Rules of Business that arro-gates to the Defence Secretary the responsibil-ity for the defence of India. No DefenceSecretary has ever been held accountable: notfor the 1962 war with China, Kargil or the out-standing disparity in defence preparednessbetween China and India. The civil service isthe biggest impediment for defence reform assuch a move will diminish its status and impor-tance in the civil-military calculus. Mr.Parrikar must rebalance this equation. Otherthan some positive ideas, there is little to cele-brate in defence. especially as Mr. Parrikar’swell-intentioned expertise in decision-makingis being questioned.

There has been a steady rise in the value of ille-gally brought-in gold seized by the IndianCustoms in recent years. From Rs.43.87 crore

in 2011-12, the figure rose to Rs.104.62 crore in2012-13, and further to Rs.686.99 crore in 2013-14.The figure is reported to have crossed the Rs.1,000-crore mark in 2014-15. The number of instances ofsuch seizure, too, went up from 503 in 2011-12 to2,450 in 2013-14 and 3,412 during April-January2015. Gold imports nearly doubled in terms of vol-ume from 471 tonnes in 2000-01 to 906.63 in 2014-15. The numbers reveal a compulsive appetite for theyellow metal and also the enormous challenges fac-ing macro-planners. For policy formulators in Indiaespecially, it is proving a lot difficult to demystifythe glitter of gold and deal with the issue effectively.Net gold import accounts for nearly a quarter ofIndia’s trade deficit. Much of the advantage arisingout of falling oil prices is nullified by the surge ingold imports. Compounding the misery, the globaleconomic environment is also not helping the causeof Indian exports. External events and the unquench-able thirst for gold have all conspired to put the man-agers of the economy in a tight spot. Given the innatesensitivity of many Indians on the matter of gold andits hedging utility, the propensity to possess moreand more of it may not melt away anytime soon.

Not surprisingly, every action on the gold importfront — be it easing curbs or imposing restrictions —has oftentimes had wider effects on the ground, com-pounding the monetary and fiscal predicament.Controlling gold import and making it less attractiveis the big challenge today, especially in the context ofstabilising the external sector with many imponder-ables outside a nation’s control. Attempts to discour-age imports by raising tariff walls and prescribingusage terms have only encouraged trade on the sly.What is required is a conscious effort to educate peo-ple on the larger public good that would follow ifthey voluntarily give up the craze. But this is easiersaid than done. Simultaneously, efforts should bemade to provide alternative financial instruments thatgive people a sense of assurance and security. Thenew gold monetisation scheme is essentially aimed towoo the common person and help him or her to earninterest on gold lying idle. It is doubtful, however, ifthe procedures that are laid out will make anyonecomfortable with parking gold with banks.Developing such trust will be a task for the longerterm.

India's heat...hovered about 43 degrees Celsius (109

degrees Fahrenheit). Thousands of water tankers were delivering

supplies to more than 4,000 villages andhamlets facing acute water shortage in thecentral state of Maharashtra, state waterdepartment officials said.

People across India were also reportingscorched crops and dying wildlife, with someanimals succumbing to thirst.

Indians were doing whatever they could tobeat the heat, from staying in the shade orplunging into rivers to drinking buttermilk,onion juice and plenty of water.

But many farmers and construction work-ers struggling with poverty were still workingoutdoors despite the risks. They along withthe impoverished elderly were among themost vulnerable, without access to air condi-tioners or sometimes even shade-giving trees.

Cooling monsoon rains were expected nextweek in the south before gradually advancingnorth.

However, forecasting service AccuWeatherwarned of prolonged drought conditions,with the monsoon likely to be disrupted by amore active typhoon season over the Pacific.

"While there will be some rainfall on theregion, the pattern could evolve into signifi-cant drought and negatively impact agricul-ture from central India to much of Pakistan,"senior meteorologist Jason Nicholls atAccuWeather said in a statement.

Hospitals overwhelmed ...Fahrenheit) over the weekend, 340 people

conditioners led to power cuts in parts ofDelhi, exacerbating the misery for residentsof the capital.

Large queues formed outside the All IndiaInstitute of Medical Sciences, one of Delhi'slargest government-run hospitals, wherewomen clutched plastic water bottles andpackets of mango juice.

Others tried to console crying babies, theirheads wrapped in handkerchiefs against theblistering sun.

"Last night there was no electricity fornearly five hours," 31-year-old housewifeSeema Sharma told AFP outside the hospitalas she waited in line for her four-year-old sonto be seen.

"You can imagine what we must have gonethrough. He just couldn't sleep and kept oncrying. Now he has fever as well," she said.

Unconfirmed reports said two people haddied in Delhi, where tens of thousands sleepon the streets with little protection from theheat.

State authorities have ordered that air cool-ers be installed in shelters for homeless peo-ple, which are often windowless tin shacks.

Most are equipped only with small fans,meaning temperatures inside the shelters areoften considerably higher than outdoors.

"When the temperature soars it becomesdifficult to sleep inside the tin cabin," 54-year-old Delhi construction worker told theHindustan Times daily.

"Sleeping on the road is a much betteroption."

Forecasters said there was little hope of anyimmediate respite from the soaring tempera-tures in northern India, which have beenaggravated by hot, dry winds.

"We think that these heatwave conditionswill take another four to five days to sub-side," said Brahma Prakash Yadav, director ofthe Indian Meteorological Department.

The Press Trust of India news agencyreported 43 deaths from the heatwave in theeastern state of Orissa.

Another 13 succumbed to the heat in neigh-bouring West Bengal, where unions urgedtaxi drivers to stay off the roads during theday.

Two people died in Maharashtra, whereauthorities said they did not expect conditionsto improve until the arrival of monsoon rainsin June.

The monsoon is forecast to hit Keralatowards the end of this month before sweep-ing across the country, but it will be weeksbefore the rains reach the arid plains.

Indian economy...Added (GVA), a new concept introduced

by CSO to measure the economic activity,rose by 7.2 per cent in 2014-15 compared 6.6per cent in the previous fiscal.

The manufacturing sector GVA rose by 7.1per cent during the year as against 5.3 percent in 2013-14. Similarly, the output of elec-tricity, gas, water supply and other utilityservices rose by 7.9 per cent as against 4.8per cent a year ago.

The construction activity too registered anincrease of 4.8 per cent, up from 2.5 per centa year ago. Financial, real estate and profes-sional services also showed an improvementby registering a growth of 11.5 per cent asagainst 7.9 per cent in previous fiscal.

However, the farm and allied sectors grewby a meagre 0.2 per cent compared to 3.7 percent a year ago.

The output of mining and quarrying sectortoo slipped to 2.4 per cent from 5.4 per cent ayear ago.

Mr Seth, a 1974-batch IAS officer of UttarPradesh cadre, had taken over as Cabinet sec-retary on June 14, 2011 with a two-year fixedtenure upto June 13, 2013. The UPA govern-ment had extended his tenure by a year. TheModi-government had given six-monthextension to Seth in June followed by thethird such extension in December last year.

The Cabinet secretariat is under the directcharge of the Prime Minister. The administra-tive head of the secretariat is the CabinetSecretary who is also the ex-officio chairmanof the Civil Services Board.

Monalisa, of Sathipur village marriedTushakanta of Adampur village in June lastyear. As per demand, a car, Rs. 50,000 cash,AC, 350 grams of gold ornaments and otherhousehold articles were given to the groom'sfamily as dowry at the time of marriage, shesaid in the complaint.

"A few days after marriage, my husbandand his family members started torturing me,both physically and mentally, demandinganother Rs. 5 lakh cash as dowry. When theirtorture became unbearable, I left the in-lawshouse and returned to my paternal home inJanuary this year. I have been staying withmy parents since then," Monalisa said.

My husband used to threaten me to comeback with Rs. 5 lakh cash as dowry, she saidadding her parents had given cash and kindworth over Rs. 25 lakh to her in-laws familyas dowry as per their demands.

Last month, Monalisa's in-laws went to herparental house to take her back to their house,but she refused to go with them. When theattempt to bring back his wife failed,Tusharkant threatened his wife with dire con-sequence if she would not come to theirhouse with Rs. 5 lakh as dowry followingwhich the latter filed a complaint withKuakhia police in this connection onWednesday night.

It is the second dowry incident in the dis-trict in just 24 hours. A 26-year-old womanwas set ablaze allegedly by her in-laws fordowry in Chahata village on Tuesday. Thevictim, identified as Suchismita Nayak, diedof burns.

Heat Wave...many hand pumps and wells dry.It has become a daily ritual for hundreds of

villagers in Lakhisarai district to go early inthe morning and start digging under the sandof a local river bed. So far they have beenable to draw water, which they fill in pots andcarry back to their villages.

"We have faced water shortages in the sum-mer for years. The administration and outpoliticians, they only give us assurances. Wewant a permanent solution to our problems,"said Lakshman, a local villager.

In the past few years, water levels here havehovered near zero in the peak of summer.Local government officials claim that newwells and hand pumps have been set up andwater tankers are sent to areas facing acutewater shortage.

Anjani Kumar, an official said, " We havecreated new borings and a water tower isabout to be installed. The problem should beover in a few days. But in case there is morescarcity, we will send in water tankers," headds.

For a permanent solution, local administra-tion claims to have floated three tenders inthe last 10 years, to create water storage tanksin the area. The last tender worth Rs. 7 crorewas floated in 2013-14, but work is yet tostart.

Until that happens, these villagers inLakhisarai will have to make do with the rou-tine of digging the riverbed. That may beshocking to some of us, but is very much partof life in this part of Bihar.

Bhartha Walmiki, who brutally attackedAruna leaving her in a vegetative state forfour decades, Mumbai Police today said they

will seek legal opinion to decide on any fur-ther action against him.

A journalist with a Marathi newspaper metWalmiki, the ward boy who assaulted Arunaat King Edward Memorial Hospital here onNovember 27, 1973.

Walmiki, who throttled Aruna with a dogleash rendering her a cripple at the prime ofyouth, said he cannot recall anything aboutwhat had happened on that day.

However, he asked the journalist "why areyou people calling it as rape".

Walmiki was jailed and released in 1980,not to be heard of again. Now after Aruna'sdeath, he has been traced to Parpa village inGhaziabad district of UP. He was never con-victed for rape or sexual molestation but forassault and robbery.

For 42 years, Shanbaug lay comatose in thehospital until her death earlier this month,where she was cared by nurses and membersof medical fraternity here .

She also became the subject of a landmarkcase about euthanasia that went all the way tothe Supreme Court. There is a law that bearsher name that allows passive euthanasiaunder strict conditions even though it couldnever be applied to her.

Pinki Virani, who wrote a biography ofShanbaug and petitioned the Supreme Courtfor mercy killing, has claimed, based on hertalks with hospital ward boys, that Walmikimoved to Delhi, changed his identity andwent on to work in a hospital there.

However, Walmiki says he never worked inDelhi.

Meanwhile, reacting to the report thatWalmiki is alive, Mumbai Police said that itwould seek legal opinion on whether to file afresh murder case against him.

"Prima-facie it seems that this old case maynot attract any fresh sections as Aruna died ofpneumonia," Mumbai Joint Commissioner ofPolice Deven Bharti told PTI, when asked ifthey would consider re-opening the case afterthe victim's death.

"While giving judgement on plea of mercykilling filed by a journalist, the SupremeCourt had said that let Aruna die a naturaldeath. Hence in this purview, Aruna died ofpneumonia that seems to be the immediatecause of her death," he said.

However, Bharti added that the policewould seek legal opinion first and then decidefurther course of action.

Uber, Ola Cabs Directed to Submit Detailsof Drivers, Vehicles to Ply in Delhi

Giving a lastchance to app-based taxi opera-

tors Uber and Ola Cabs,Delhi Government onThursday directed themto submit full details oftheir drivers and vehicleswithin seven days if theywant to "regularise" theirservices in the nationalcapital.

According to a seniorgovernment official,applications of Uber and

Ola Cabs to get licencesare currently pendingbefore the transportdepartment.

Transport MinisterGopal Rai on Thursdayheld a meeting with rep-resentatives of app-basedtaxi operators and othertaxi associations at theDelhi Secretariat.

"Government has askedUber and Ola Cabs togive it all details pertain-ing to their vehicles and

drivers within seven daysif they want their applica-tions for licences to oper-ate their services to beconsidered by the con-cerned authority," said agovernment spokesper-son.

All app-based cab serv-ice were banned in thenational capital after adriver of Uber, the US-based online taxi-hailingcompany, was accused ofraping a female passen-

ger in December lastyear.

In January this year, thecompany had applied fora radio taxi licence tooperate through its sub-sidiary Resource ExpertIndia Pvt Ltd.

The city governmenthas also directed theseapp-based taxi operatorsto file an undertakingstating that they wouldfollow all laid down rulesin future.

Visa's tough stance on FIFA augurs more sponsor demands, say expertsNEW YORK

Visa Inc`s public warning toFIFA that it may end its spon-sorship if world soccer`s gov-erning body does not quicklyclean up its act will likelyprompt other sponsors to takea tough stance as a major cor-ruption scandal involvingFIFA unfolds, brand expertssaid.

After U.S. prosecutorsindicted nine FIFA officialsand five sports media and pro-motions executives on federalcorruption charges, othermajor sponsors includingCoca-Cola Co , McDonald`sCorp and Anheuser-BuschInBev urged FIFA to resolveits problems and repair itsimage.

But in the most forceful con-demnation by a sponsor, Visa

described its "disappointmentand concern" with FIFA as"profound."

"As a sponsor, we expectFIFA to take swift and imme-diate steps to address theseissues within its organization.This starts with rebuilding aculture with strong ethicalpractices in order to restore thereputation of the game for fanseverywhere," Visa said in astatement.

A company spokeswomandeclined further comment.

Toby Southgate, chief execu-tive of the Americas region atBrand Union, a subsidiary ofBritish advertising companyWPP, said Visa`s action putspressure on other companies tostrengthen their responses,given the growing emphasisinvestors and consumers place

on corporate citizenship. "There are notions of good

governance and transparencythat the financial services cate-gory is very alert to," saidSouthgate. "It won`t stop peo-ple from buying cans of Coke,but it will at a market level oran analyst level impact percep-tion of organizations associat-

ed with corruption."Normally, companies give

entities they sponsor time toresolve issues, but the gravityand scope of the FIFA scandalmay make this situationunique, experts said.

"The sponsors` patience hasalready been tested and contin-ues to be tested," said Rob

Prazmark, president of 21Sports & EntertainmentMarketing Group, a globalsports and event sales agencyin Greenwich, Connecticut,that represented Johnson &Johnson in its negotiations tobecome a World Cup sponsorin 2014.

"That’s where you may see alittle bit more of an aggressiveposition out of Visa and someof the others."

Visa conveyed a sense ofurgency in its statement. "Oursponsorship has alwaysfocused on supporting theteams, enabling a great fanexperience, and inspiring com-munities to come together andcelebrate the spirit of competi-tion and personal achievement,and it is important that FIFAmakes changes now, so that the

focus remain on these goingforward. Should FIFA fail todo so, we have informed themthat we will reassess our spon-sorship," the company said.

LOUDER VOICE FORSPONSORS

Corporate sponsors havebecome more outspoken aboutissues such as labor conditionsand environmental sustainabil-ity, both publicly and privately,said Nick Johnson, a partner atLondon-based law firmOsborne Clarke and boardmember of the EuropeanSponsorship Association,which represents sponsors andrights holders.

Last week, for example,Adidas , Visa and Coca-Colaurged FIFA to take seriouslyreports of abuse of migrantworkers in Qatar who are help-

ing to build venues for the2022 World Cup.

Such a position can alsobring a public relations boost.

"There is an element of per-haps opportunistic response onVisa’s part here," Johnsonsaid. "But who can argue withtheir approach, really?"

Pulling a sponsorship maynot be easy given contractualcommitments to FIFA. Whileit is common for such agree-ments to contain exit clausesover wrongdoing, they mayhave a high bar such as requir-ing a criminal conviction first,Johnson said.

Otherwise, "these sponsorsmay well be in a positionwhere if they wanted to breakthe contract early, there wouldbe a hefty financial penalty fordoing that," Johnson said.

ZURICHScandal-plagued FIFA may have

Ecclestone has made it clearthat Jaypee Group has littletime left to decide on the returnof the Indian Grand Prix in2016.

Ecclestone said he is "wait-ing for the race promoters tocome back to him" and will be"happy" to have the race backon the calendar despite the taxand bureaucratic hurdles thatcome with it.

The 84-year-old, speaking toPTI, has reached out to the pro-moters six months after hehimself along with JPSI chiefSameer Gaur said that theywere working on a 2016 return.Their positive comments hadfollowed their meeting at theinaugural Russian Grand Prix.

In his latest comments on therace that was dropped after thefirst three editions from 2011-2013, Ecclestone said: "I hopewe have a race in India nextyear. I am waiting for the pro-moters to come back to me."

While the 2015 season has

19 rounds, next year's calendaris likely to have up to 21 raceswith the expected return of theGerman Grand Prix and theinaugural race confirmed inBaku, Azerbaijan, pushing theteams to the limit.

Asked how he will accom-modate India next season, theBritish businessman said: "Wewill do whatever is needed tomake sure India is back. Thereare no added challenges to theevent. We just need the JaypeeGroup to say that 'we are happyto carry on' and we can revivethe existing contract."

Sameer Gaur was not avail-able for a comment but in anearlier chat with PTI, he hadsaid that the company will hon-our its five-year contract withFormula One Management(FOM) but beyond that itwould want to host the race ina more favourable environ-ment.

"We have signed a contractwith FOM for five years andwe will honour it. Beyond that,we will have to wait and see

how things change. We organ-ised three races in full harmo-ny, full collaboration withFOM, Government of Indiaand the state government,"Gaur had said.

The tax issues notwithstand-ing, there are substantial costsinvolved in staging a F1 raceseason after season. Jaypee isbelieved to have paid aroundUSD 40 million each for thefirst three years as licensing feeto FOM. It remains to be seenwhether the reputed conglom-erate will cough up that kind oflicensing fee at a time when ithas accrued debts worth morethan Rs 60,000 crore.

Ecclestone said the race pro-moters need to make up theirmind quickly for the race nextyear.

"They need to be in a hurry.Within the next two months,we need to know," he said.

The provisional calendar isusually released in Septemberbefore the FIA World MotorSport Council ratifies the finalone in December.

Rise in tobacco usewill lead to death of8.4 million people

across the globe by 2020and at least 70 percent ofthese will occur in thedeveloping countries,health experts said here onThursday.

Pointing out that tobac-co-related diseases werethe single most importantcause of preventabledeaths in the world, theysaid there has been a rise of20 percent of womensmokers due to lifestylechanges.

"In all 50 percent of thecancers in India are direct-ly or indirectly related totobacco consumption,"said Sudhir Khandelwal,head of psychiatric depart-ment of All India Instituteof Medical Sciences(AIIMS).

Khandelwal, also thechief of National DrugDependence TreatmentCentre at AIIMS, said:"There are several mythsbecause of which peoplestart consuming tobaccoand slowly get addicted toit ending up ruining theirlife."

Noting several myths as

the prime reason behindyoungsters picking-upsmoking or consumptionof tobacco in other forms,Khandelwal said manypeople were under thewrong perception that con-suming less amount oftobacco would not causeany damage.

"Every form of tobacco

consumption such ashukka, inhaling and thepan causes the same dam-age that chewing tobaccodoes. Slowly and slowlythere comes a time whenpeople get addicted to it,"he said, adding that theyouth consuming tobaccoin any indirect form wasmore likely to get into

active consumption oftobacco with time.

The Global YouthTobacco Survey stated thatin India the percentage ofstudents who initiated bidismoking before 10 years ofage has increased from 26percent to 45 percent.

Sonali Jhanjee, addition-al professor of the psychi-

atric department, said thedisturbing trend as earlierage of initiation leads tohigher chances of gettingaddicted to tobacco andgreater health damage inthe longer term.

She also said India cur-rently has 275 million oftobacco users and its con-sumption is responsible forhalf of all the cancers inmen and a quarter of allcancers in women.

"India also has one of thehighest rates of oral cancerin the world, partly attrib-uted to high prevalence oftobacco chewing. It is alsoassociated with more com-mon dental ailments suchas dental caries, periodon-tal disease and tooth loss,"Jhanjee told IANS.

She added that the tobac-co addiction was nowrecognised as a chronicmedical illness on the samelines as hypertension andasthma.

"Treatment in the formof both medicines andcounselling is available totreat tobacco use and apsychiatrist may beapproached for the same inboth government or privatesetting," she said

Her other serials like 'Kabhi saas bhikabhi bahu thi', 'Kahani Ghar Ghar ki'of Balaji films were great hits. "My thisfilm is a family drama. Our artists haveput in their hundred percent to show-case so called showbiz life of the socie-ty and I hope that like every hit drama,this film will attract people from allwalks of life, he said.
