Purpose Thepurposethissectionistoprovideasummaryofbackgroundinformationandrelevantdemographicandeconomicinformationbasedon2010Censusdata.TheanalysisofthisdataisimportanttounderstandinghistoricalconditionsandfuturedevelopmentandgrowthpotentialfortheCityofBecker.

History and Regional Setting History

TheCityofBeckerwasincorporatedin1904,andnamedaftertheMayorofSt.Paul,GeorgeLoomisBecker,whowasalsolandcommissionerforSt.PaulandPacificRailroad.Evenbeforeincorporation,Beckerwasabusytownwiththebuildingoftherailroadstationin1867asnumerousemigrants,mostlyScandinaviandescent,searchedtheareaforsettlementandland.Beckerwasalsoanagriculturalarea,likemostcitiesinthefirsthalfofthe20thcenturyasitproducedwheat,oats,corn,andpotatoes.But,withthecontinuedbuildingofahaypress,generalstoresandelectricallines,Beckerhadcomefullcircleandwasreadyforincorporationattheturnofthecentury.

Thefirst50yearsweremarkedbytheestablishmentoftheinfrastructurethatisstillinexistencetoday.ThebusinessdistrictalongHancockStreetwasestablishedwithinstitutionssuchasthetownshipschool,banks,andchurches.Thelastfiftyyearshavebeenthebuildingblockstowhatthecityistoday.In1951,afour‐lanehighwaywasbuiltthatmovedallofthelocalbusinesses,andtrafficwouldnowgobyinsteadofthroughBecker.

In1972,thecityagreedtotermswithXcel’sShercowiththeplantopeningin1976.Theannexationofsixsectionsoflandchangedthecity’stotalacreageofpropertyfrom920acresto5,063.

RegionalSetting

BeckerliesinthesouthernportionofSherburneCountyincentralMinnesota,16milesfromSt.Cloudand45milesfromdowntownMinneapolis(Figure3.1).Nearbycommunities–allwithintenmiles‐includeClearLake,MonticelloandBigLake.

Thelandscapepatternshavebeenmoldedbyglaciersandrivers,withoaksavannaoriginallycoveringtheland.ThesurroundingcountrysideisruralincharacterandmostlyagriculturalinusewithnewerresidentialdevelopmentoccurringnorthofHighway10andeastintoBeckerTownship.TheSandDunesStateForestandtheSherburneNationalWildlifeRefugearelocatedwithintenmilesofBecker.Eachprovidesdiversebiologicalcommunitiesthatprovideandagreatresourceforscenicbeauty,educationandrecreation.Whilenotdevelopedforactiverecreationalpurposes,theMississippiandElkRiversactasthesouthandeastboundariesofthecityandserveasenvironmentalorgreencorridors.

Population Oneofthemostimportantcomponentsofacomprehensiveplanisaprofileofthepopulationwithinthecommunityandsurroundingareas.Bothhistoricaldataandlong‐rangetrendsneedtobeconsidered.Censusdataisoneofthemostvaluabletoolsincreatingacommunitydemographicprofile.Bycollectingandanalyzingthisinformation,growthanddevelopmenttrendscanbeidentified.Historicalandfuturetrendscanhelpprovidepredictionsoffutureconditions.TheinformationprovidedinthissectionwillprovideaframeworkforupdatingthecurrentcomprehensiveplanbyattemptingtomeetfutureneedsofBeckeroverthenext20years.(SeeAppendixB)

PopulationGrowth

Table3.1comparespopulationgrowthfortheCityofBecker,BeckerTownship,andSherburneCountybetween1980and2010.Ingeneral,therewasasignificantpopulationgrowthinboththeCityofBeckerandBeckerTownshipsince1980.Asof2010,theCityofBeckerpopulationwas4,538whichisanincreaseofalmost69.8%since2000,showingnotnearlytherapidgrowthrateaswasexperiencedoverthelast30yearsbetween1980and2010.Thegreatestpopulationincreaseina10yearperiod(196.3%)forBeckeroccurredbetween1990and2000,whereasthegreatestgrowthincrease(606.0%)forBeckerTownshipoccurredbetween1980and1990.SherburneCounty’spopulationgrewabout37%between2000and2010.ThiswassomewhatgreaterthanBeckerTownship,butnotasgreatasthatexperiencedbytheCityofBecker.

PopulationProjections

Preparingthepopulationprojectionsisacriticalstepindevelopingaccuratelanduseforecasts.Understandingfuturepopulationgrowthpatternsforacommunity,particularlywhencombinedwithlandutilizationestimates,canassistpublicandprivatesectorplannersanddevelopersindetermininginfrastructureneedsandidentifyingcommunityinvestmentopportunities.

Demographer’sOfficeandESRI(anationallyrecognizeddemographicsfirm)data.By2020,Beckerisprojectedtoadd1,152people(+25.4%)andanother1,610(+28.3%)by2030.SherburneCountyisprojectedtogrowby14,627(+16.5%)between2010and2020and14,874(+14.4%)peoplebetween2020and2030.TheseprojectionsshowthatBeckerwillcontinuetogrowbutatamuchmoremodestratethanindecadesbetween1990and2010.

Households TheUSCensusreported1,526householdsintheCityofBecker.Ahouseholdreferstoallpersonswhooccupyahousingunit.Table3.3show’shouseholdsgrowthtrendsfrom1990to2010.HouseholdsincreasedforboththeCityofBeckerandSherburneCountywitha64.3%increaseinthenumberofhouseholdsinBeckeranda40%increaseinthecounty.

Whilethe25‐35agegroupwasthelargestsegmentin2000,the35‐44wasthelargestagegroupin2010byabout32people.Typicallythe25to34year‐oldsaretypicallyfirst‐homebuyerswithorwithoutyoungerchildrenwhilethe20to24yearoldsaretypicallyrenters.The30to49yearoldsareabitmoreestablishedinthecommunity,includedinthemove‐uphomeownermarketwithchildrenenrolledintheschoolsystemfromkindergartento12thgrade.However,thisagegroupalsotendstobemoremobile.Personsbetween50and64andyoungseniorsbetween65and74tendtobeemptynestersandbegintodown‐sizeseekingavarietyofhousingoptionsfromsmallerhomestotownhomesandcondominiums.Seniors,75andolderhaveanumberofplanningconsiderationsforthecityincludingpassiverecreationopportunities,seniorhousing,andmedicalservices.

Education Beckeriscommittedtoprovidinghighqualityeducationtoitsresidentsandunderstandsthatqualityeducationplaysamajorrole,notonlyforfamilieswithchildren,butthecommunityingeneral.WithintheBeckerSchoolDistrict726,therearethefollowingschools:

BeckerSeniorHighSchool(9th‐12thGrades)

Educationattainmentisanindicatorofthelevelofskillsandtrainingtheresidentsofanareahavereachedandisanimportantfactorinemployment.

Figure3.3showsthatabout96%oftheBeckerresidents,age25andover,haveatleastahighschooldiplomaorequivalent.Approximately41%ofBecker’spopulation,age25andover,hasgraduatedfromalevelofhighereducation.

Cultural Diversity Asreportedbythe2010Census,showninFigure3.4,theCityofBeckerispredominatelywhite(96.6%).Thisnumberisdown1.6%fromthatreportedinthe2000Census.Thesecondhighestgroupreportingwerethosetobeoftwoormoreraces(1.6%).ThatindicatesthattheCityofBeckerstillhasprimarilyahomogenousculturalmake‐upwith1.8%ofthepopulationreportedasminority.HispanicorLatinocomprisesabout1.7%ofthepopulation.
