CHAPTER 1.0 PUBLIC CONSULTATION

1.0 Introduction

Public hearing for the project was conducted on 19.11.2014 from 11.30 A.M. onwards

at the proposed project site, Peddamasanpally Village, Thoguta Mandal, Medak

District, Telangana State.

1.1 Advertisement

Advertisement for the public hearing was notified in two prominent news papers

namely, Eenadu, a Telugu daily news paper on 17.10.2014 and Times of India

(English), an English newspaper on 18.10.2011.

Minutes of the meeting

The minutes of the public hearing along with the attendance sheet is enclosed in

annexure.

1.2 Concerns Raised By Public

The concerns expressed by public during the public hearing meeting, and concerns

expressed by public through representations and the responses of proponent are

presented in Table 1.1.

The content of the representation is as follows: “He informed that the EIA report furnished to TSPCB does not include name of the products, formula, the solid, liquid wastes generated from each products. He informed that the proposed project is surrounded by lakes, forests and kuntas within 3 kms and may cause ecological imbalance”.

The proposed project is an industrial estate for Active pharma ingredient (API’s) manufacturing units, 30 MW co-generation plant (CPP) and secured landfill within appraised as an infrstructure project. The details of waste water, air pollution and solid waste generation quantities are presented in chapter 2. The mitigation measures for the same are presented in Chapter 4. The details of zero liquid discharge system proposed for effluent treatment are presented in Chapter 4. The land use pattern is presented in Table 2.1, Chapter 2.0. The drainage pattern of the area is extracted and presented in page 5-6.

He informed that they do not require any Public hearing and requested the officials not to conduct any further proceedings as the total villagers are against the proposed project.

He informed that all the public present in the meeting is against the establishment of the proposed project and requested not to conduct public hearing.

He strongly objected the proposed project and informed that the public already faced bitter experience with the Bulk drug industries as they polluted the ground water and

He informed that they will not allow the proposed public hearing and further informed that the industry has procured the lands belonging to Daliths allotted by the government and requested the government not to allow these industry and take action against the unit for procuring the Dalith lands.

He stated that they are opposing the proposed project and requested the Chief Minister and Joint Collector to take action for establishing pollution free industries.

He informed that the total public in the surrounding villagers of the proposed project are against the project and they unanimously rejecting the proposed project.

He informed that due to proposed project water pollution will be caused and they are against the setting up of the proposed project.

The estate proposed “Zero Liquid discharge” and wastewater will not be discharged. All the effluents are treated in Effluent treatment system containing stripper, MEE, ATFD, Biological treatment system followed by Reverse Osmosis system. The treated effluent will be reused in cooling towers. There is no discharge of effluent either on ground or in the drains / water bodies.

10 Sri. Venkat Reddy, Peddamasanpally Village

He informed that the total proposed land procured by the proponent is in the catchment area of the Peddacheruvu lake situated in the downstream on one side and forest on the other side. Due to establishment of the proposed project the nearby lake and ground water will be polluted and the villagers will be facing problems. He informed that they are against these type of polluting industries and if government decides to give permissions to the proposed unit they are ready to commit suicide.

She informed that they don’t want the proposed company. She informed that they do not want this industry and are happy to work if any other industry is established. She requested the officials not to file any cases against the villagers for causing the disturbance.

He informed that due to the proposed project a lot of injustice will be done to Daliths as they are losing the lands and all the villagers unanimously are opposing the proposed project. He requested the officials to reject the proposed project.

13 Sri. Kanaka Reddy, Marpada Village

He informed that Peddacheruvu is located in the downstream of the proposed project and they are cultivating paddy and sugarcane. Due to the proposed project the lake will get polluted. He informed that they have 10 Acres of the land with open well adjacent to the proposed project and they will lose their livelihood due to the pollution from the proposed project. He informed that their son, brothers, mother and entire family is dependent on these lands doing agricultural and if they allow the proposed project they will all commit suicide. He further informed that Marpada Gram Panchayat has passed a resolution against the proposed project.

The estate will function in line with the standards of MoEF&CC, the proponent requested the people to clear their apprehensions over agricultural prospects, health hazards, environmental degradation etc, as effective environmental and pollution control measures based on the guidelines of MoEF&CC and CPCB are adopted. Zero Liquid discharge will be adopted to ensure all effluents are treated and reused. The management assured that the proposed plant shall ensure the emissions

He informed that due to establishment of proposed project surroundings will get polluted like the situation in the Patancheru, Bollaram industrial areas and the pollution caused by the bulk drug industries in these areas, the children are effected with health diseases. He also informed that such type of industry will not be allowed here and they will sacrifice their lives to stop the proposed project.

He informed that already due to pollution from the factories in the Nalgonda district the people in the Nalgonda district are affected with fluoride problem. He informed that the same thing will be repeated in this area if we allow the proposed project. He informed that on behalf the villagers and Gram Panchayat they have passed resolution not to allow the proposed project.

He informed that the villagers of peddamasanpally are against the industry and the opinion of the villagers is final and he is in support of villagers rejecting the proposed project.

He informed that their habitation is located less than 500 mtrs from the proposed site. He informed that their generations to generations, since 100 years are living in this area and a water body called Chinta Kunta cheruvu is also located near to the proposed site. But the proponent in their EIA report has not shown this lake and hiding the facts. Due to the establishment of the proposed project the lake

The barren lands are purchased from villagers and govt of Telangana. The land documents are enclosed.

Smt. Yerukali komurvva, Peddamasanpally Village

She informed that government has given 2 Acres of land to them and the existing bore wells are not having sufficient water. Due to proposed project, their there may drying/pollution of ground water in future. Hence she is opposing the proposed project.

He informed that he has lost 7 Acres of land in the land acquisition and requested the officials to hand over his 7 Acres of land from the proponent.

We strongly feel that, it is not advisable to have more number of landfills which may have design, operation and monitoring issues.

a) The company in their report submitted to P.C.B. has not mentioned about their product prepared in the factory.

b) In case, more than one or two drugs or formulas preparation / production, they should have mentioned the details of such drugs and formulas. But, they did not do it.

c) In case of producing one product, what are the wastes from them? What is the quantity of that waste?

d) What is the procedure of disposing the waste such as solids, liquids? Whether they be disposed in scientific method? They did not mention these details.

e) What is the source of the water supply to the company? f) What are permissions that were sanctioned to the

company by the Sripada Project? In case how much TMC ? These details were not mentioned in the project Report

g) They have not mentioned in their Pollution or Forest Clearance documents, which products will be manufactured at their factory

h) What is the chemical wastes purifying capacity of the company ? How much capability?

i) Our opinion is that the pollution coming from the company will vanish the agriculture crops and effect

With regard to the referendum conducted at the outskirts of Pedamasanpally village on the issue of establishing Honour Infra Estates Ltd, company, my personal opinion is that the people in our village are illiterates and most of them are poor and there is unemployed youth in our village. It is requested to provide employment opportunity to our locals in the industry which is being established in our village and also it is requested to give assurance to us that there will be no harm to the village people, water, crops and cattle from the chemicals coming from the Industry.

This proposed company may also be constructed without pollution. If you also feel the same, the establishment of the company is agreeable to us.
