1 Street types and lighting classes

1.1Performance requirement classes

The European lighting class system as laid down in the EN 13201

Road Lighting requirements1  operates with two main types of

streets (roads!

1"treets#roads for motori$ed %ehicles of medium to high

speed& where the lighting requirements meet the need of the

dri%ers for %isual conditions'

t is recommended to use the )E* classes in Estonia with

MEW3 as the preferred class for main-streets and

traffic streets/roads'

2"treets#roads#areas for pedestrians and pedal cyclists with low

traffic intensity and lower dri%ing speed of the %ehicles' Thelighting requirements meet the needs of the pedestrians and

pedal cyclists& whereas the dri%ers must complement with

their own headlights'

The street#road#area+types are residential roads& pedestrian

streets& par,ing areas& separate foot+#cycleways along type 1

roads etc'

t is recommended to use the - classes in Estonia with

A1 as the preferred class in the inner of cities and

A2 on the calmer and more open areas'

To ma,e the system complete one has also to include requirements

for conflict areas on traffic streets#roads with motori$ed traffic& i'e'

intersections& rounda.outs& queuing areas etc' The /E+classes are

intended for this and fits in with one /E+class for each )E#)E*+

class'

The requirements in the -+classes .ased on hemispherical

illuminance are less demanding for the luminaires than the

requirements of the )E#)E* classes .ases on the road surface

luminance'

/hoosing the right class for the street#road has great influence onthe cost of the lighting'

1.2The road surface reflection (in ME/MEWclasses!

n the )E* (and the )E classes the requirement is .ased on the

road surface luminance as seen .y the dri%er' To .e a.le to

calculate the luminance one has to assume appropriate reflection

 properties for the road surface'

1 The standard is in the stage of formal %ote as prEN 13201!2002' inal standard

is epected in 2003 or 200'

ased on wor,s in the /E (nternational Lighting /ommittee

there are a num.er of reflection ta.les for dry and wet road surfaces

to .e used in luminance calculations'

1 C2 is for the dry road surface

2 W4 is for the wet road surface.

/2 models a rather dar, and specular road surface& assumed to .e

an appropriate choice for roads in Estonia'

)a,ing the road surfaces .righter would sa%e considera.le

amounts of energy ma,ing it possi.le to comply with the

luminance requirements with lower wattages4

N2 and /1 are eamples of ta.les for .righter surfaces as used in5enmar,'

1."#estrictions on luminaries$ % and &classes

The EN 13201 also states methods to restrict glare and discomfort

from the luminaries on the road users and on the en%ironment'

The 6+class restricts the discomfort glare and the o.trusi%e light

onto the en%ironment

3 t is recommended that the 6+class is

+minimum 4 for all types of roads'

The 5+class restricts the discomfort glare and is mainly used where

the lighting ser%es pedestrians and pedal cyclists'

4 t is recommended that the 5+class is

+minimum !" for roads in class A1 and

-minimum !# for roads in class A2 $A3 and A4%.
