About Your Workshop Leader:Teodoro Herbosa, Professor of College of Medicine, National Telehealth Center, Institute of Health Policy and DevelopmentStudies, University of the Philippines & Former Undersecretary, Department of Health, Philippines

A surgeon with extensive experience in emergency medicine and disaster medicine. Was the Undersecretary for the Department of Healthof the Philippines from 2010 to March 2015 where he achieved vital health reforms which led to the implementation of Universal HealthCoverage in the Philippines. Worked as lead for the coordination of over 158 Foreign Medical Teams as an international response duringTyphoon Haiyan. He was in charge of the modernisation of public hospitals under the DOH including the Public-Private Partnership (PPP)programs in health. He also led the DOH as a member of the Steering Committee of the National eHealth Strategic Plan, achieved COBIT 5Certification and completed the National eHealth Strategic Framework and Plan. He was Member of the Board of Trustees of Philippine HeartCenter, National Kidney and Transplant institute, Lung Center of the Philippines and Philippine Children's Medical Center. Prior to this, hewas Vice President at the World Citi Medical Center. He was also a Professor at the Universiti Kebangsaan Malaysia from 2007-2010. Therehe created the Center for Research in Emergency Medicine and was a Member of the Board of the World Association for Disaster andEmergency Medicine (WADEM). He also was an International Associate Faculty for the John Hopkins Bloomberg School of Public Health anddeveloped and implemented the program called Hospital Preparedness for Emergencies (HOPE) of the PEER Program. He was a memberthe WHO Global Safe Surgery Saves Lives Taskforce that developed and launched the WHO safe surgery checklist. In the University of thePhilippines, Manila, he developed the Fellowship Program for Trauma Surgery and the Residency Program in Emergency Medicine. He activelypursued community service through numerous humanitarian works. He is currently Chairman of the Board of Physicians for Peace, Philippines.
