COMMUNIQUEOFTHE291stMEETINGOFTHE

PEACEANDSECURITYCOUNCIL

ThePeaceandSecurityCouncilof theAfricanUnion(AU),atits291stmeetingheldon26

August 2011, at the level of  the Heads of  State and Government, adopted the following

decisiononthesituationinLibya:

Council,

1.  Takesnoteof thereportof theChairpersonof theCommissiononthesituationinLibya

and on the efforts of  the African Union for a political solution to the Libyan crisis

[PSC/AHG/3(CCXCI)],aswellasof thereportof theAUHighLevelad hocCommitteeonLibya.

Council further takes note of  the statements made by the representatives of  Tunisia and

Tanzania, as well as by the Deputy SecretaryGeneral of  the United Nations and the

representativeof Libya;

2.  Recalls its previous communiqués on the situation in Libya, and notes with deep

appreciationthesustainedeffortsmadebythead hocCommitteeand itsmembersinpursuit

of  a political solution to the conflict, within the framework of  the AU Roadmap and the

ProposalsonaFrameworkAgreementforaPoliticalSolutiontotheCrisisinLibya,adoptedby

the 265th

meeting of  the Peace and SecurityCouncil, held on 10March 2011, and the 17th

OrdinarySessionof theAssemblyof theUnion,heldinMalabo,from30Juneto1stJuly2011;

3.  Takesnoteof thedevelopmentsthathavetakenplace inLibyaoverthepastfewdays

andexpressesdeepconcernatthecontinuedsufferingof theLibyanpeopleasaresultof the

fightingoverthepastfivemonths.Inthisrespect,Councilcallsforanimmediateandcomplete

cessationof hostilities,andtheestablishmentof acrediblemonitoringMechanism,foralasting

peaceandpreservationof life.Councilfurthercallsfortheformationof aninclusivetransitional

Government, the establishment of  a constitutional and legislative framework for the

democratictransformationof Libya,aswellasforsupporttowardstheorganizationof elections

andthenationalreconciliationprocess.Councilreiteratesthecommitmentof theAUtowork

withallLibyanstakeholdersandsupporttheireffortstowardsthestabilizationof thesituation,

thepromotionof democracyandthereconstructionof theircountry,buildingontherelevant

provisionsof theAURoadmapandProposals;

4.  Endorses the reportof  themeetingof  theAUHighLevelad hocCommitteeonLibya

heldon25August2011,andrequeststheChairpersonof theCommissiontotakethenecessary

stepstowardsthe implementationof therecommendationscontained inthereportof thead hoc Committee (herewith attached). Council further requests the AU HighLevel ad  hocCommitteetoactivelypursuetheaccomplishmentof themandateentrustedtoitonthebasis

of theAURoadmap;

5.  StronglyreaffirmsthattheAUstandswiththepeopleof Libya,andencouragesallthe

stakeholders in Libya to come together and negotiate a peaceful process that will lead to

democracy;

6.  EncouragestheLibyanstakeholderstoacceleratetheprocessleadingtotheformation

of anallinclusivetransitionalGovernmentthatwouldbewelcometooccupytheseatof Libya

intheAU;

7.  Reaffirms its strong commitment to the sovereignty, independence, unity and

territorial integrityof Libya.Council furtherreiterates the legitimacyof  theaspirationof  the

Libyanpeopletodemocracy,respectforhumanandpeople�srights,goodgovernanceandrule

of law;

8.  StressesAU�scommitmenttoworkwiththeUnitedNations,theLeagueof ArabStates,

theOrganizationof  the IslamicCooperation, theEuropeanUnionandNATO,aswellaswith

relevant bilateral partners, to ensure a coordinated support to the Libyan people and

stakeholders;

9.  Expressesappreciationtoallhumanitarianagenciesprovidingassistancetotheneedy

populationsand facilitatingtheevacuationof thirdcountrynationals.Councilencouragesthe

Commission topursue theefforts initiated to facilitate themobilizationof  resources for the

socioeconomicreintegrationof theAfricanmigrantworkerswholeftLibya;

10.  Reiterates itsconcernsregardingtheproliferationof arms,emanatingfromtheLibyan

depotsandtheriskthatthissituationposesforregionalandcontinentalpeaceandstabilityand

requeststheCommissiontocontinuetoworkcloselywiththecountriesconcernedtoidentify

ways to address these challenges, including the early conveningof  ameeting to review the

situation,facilitatetheexchangeof informationandenhancecoordination;

11.  Decidestoremainactivelyseizedof thematter.
