SECTION A. Invitations

A.1. Invitation tracking table Local Stakeholder Meeting for Ayrancilar and Selale HEPP projects were held on 16

th of April 2009

in Muradiye Town of Van Province due to the geographical proximity and overlapping stakeholders of the projects. Invitation list for the local stakeholder meeting was based on Gold Standard Toolkit. Local and international NGOs, Government Agencies and individuals were invited. Invitations have been made by registered mails, newspaper ads and through village heads. Local people have been invited through announcement published in a daily newspaper called “Muradiye” and distributed in Van and its districts including Muradiye, on 15.04.2009). Although there exist no DNA in Turkey, Ministry of Environment and Forestry and Ministry of Energy and Natural Resources were invited by registered mail to the meeting. When possible, participation of the invitees was confirmed in order to make necessary arrangements for the meeting. Local representatives of three GS supporting NGOs were invited through postal system and or courier or hand delivery letters. Invitation letters were sent by mail and fax to local and national government institutions, NGOs, GS supporters.

B. 2. Non-technical summary

A non technical summary of the project in English is given below and a Turkish summary can be found in Annex 4.

AYRANCILAR AND SELALE HYDRO ELECTRIC POWER PLANTS (HEPP)

PROJECT INFORMATION AYRANCILAR and SELALE HEPPs are planned to be built 5km. northern part of Muradiye Town of Van Province on Bendimahi Weir by Muradiye Elektrik Tic. A.ġ.

Figure 2. Ayrancilar and Selale HEPPs Project Site Ayrancilar Regulator will be built on 2,009 meters elevation and the waters of Bendimahi Weir will be directed towards Ayrancilar HEPP with a transmission line of 12km. The water flow will be then taken to Selale Regulator at 1,782 meters elevation and then directed to Selale HEPP with a transmission line of 4.6 km. Ayrancilar and Selale Regulators will be built 3.5 and 7.9 meters above the weir bed respectively and a minimum flow will be ensured through the weir to maintain the natural habitat.

The water will be released to the weir bed without a change in chemical composition after passing through transmission lines and turbines at a rate of 17.0 m

3/second. Total annual

electrical energy generation is estimated at 168.00 GWh, which is approximately the need for a town of 75,000. According to calculations based on electricity generation estimates, Ayrancilar and Selale HEPP projects will result in a CO2 reduction of 115,000 tons per year due to use of renewable resources and will contribute significantly to the environment, air quality and mitigation of green house gasses.

Figure 4. Selale Project Site The construction work is planned to take 2 years and 55 personnel is planned to be employed within the scope of the project. The project will create permanent job opportunities for 20 personnel during the operation phase of the plants and local work force will have priority in recruitment process.

During the well attended meeting, an evaluation form in Turkish (translated from table J.3 in GS toolkit) was distributed to each participant and participants were requested to complete the form. 20 forms were completed and returned. (Evaluation forms have been assessed as stated by GS.) In general, participants have claimed that the meeting was successful and useful to get information about hydroelectric power generation, benefits and effects on local regions and climate change issues. Stakeholders‟ comments were affirmative since the project will be beneficial for local Community. The forms filled by participants are given in Annex 5.

i. Minutes of the meeting

Ayrancilar and Selale Hydroelectric Power Plant‟s Initial Stakeholder Meeting was held on 9th of April, 2009 in Muradiye Town.

Figure 7. Introduction of the project. Mr. Kemal DEMĠRKOL, Project Development Manager of GTE, made the opening speech and gave brief information about the purpose of the meeting. After the opening speech, Mr. Arda AKSARAY, MURADIYE ELEKTRIK representative introduced the project and explained its contributions and benefits and gave detailed information. Later, Mr. Kemal DEMĠRKOL, made a power point presentation related to the climate change, carbon trade and contribution of the project to environment and sustainable development. At the end of presentations, participants‟ questions have been replied by Mr. Arda AKSARAY and Mr. Kemal DEMĠRKOL. Questions and comments given by participants can be summarized as below:

How will agriculture be affected after the project is completed and operation commences?

The legal regulations determine the priority order in use of water resources. The first priority is drinking water; the second is water for agricultural use and the last priority is use of water for energy generation. The flow of water is controlled by the legal authorities. We don‟t use all the water flowing for energy generation. We demonstrated through Environmental Impact Assessment that we will leave the required amount of water for the continuation of natural habitat and agriculture.

I think the company will earn an income from the operations here and I believe they will make profits. Have you allocated any portion of the profits for the development of local people in terms of agriculture or other means?

Arda AKSARAY

We don‟t have such an allocation but our investment in the region is quite substantial. We do everything in our power to maintain development of the region because we are considering other projects in the region in the future. As a simple example we would like to improve the environmental layout and design places for local people to enjoy themselves.

Can you elaborate quantitatively on 115,000 tons CO2 emission with an understandable example?

Kemal DEMİRKOL

Let me explain how CO2 emission reduction is calculated. We first calculate the energy composition of the country and the resources (coal/natural gas, etc.) used during the generation of this electricity. Consequently we find the total electricity and CO2 emission of the country. When the total energy generation is proportionally compared to the numbers of Ayrancilar and Selale HEPPs we reach 115,000 tons.

Nesim KESKİN – Town Public Education Center Director Will the energy generated at the end of the project used in our Town? I guess you mentioned 75,000 people.

75,000 is an approximate figure calculated through Ministry of Energy figures. This number only covers residential use and does not include industrial or other uses such as street illumination. Think about the electrical system as a pool. All the electricity generated, whether it be from Ataturk Dam, from Bandirma or from Mugla, is collected in this pool and everybody uses the pool for their energy needs.

After the questions are answered, sustainable development matrix forms (in Turkish) have been distributed to the meeting participants. Questions in the matrix have been explained and participants have been asked to fill the matrix considering the impact of project activities. 20 participants filled the forms. These forms have been collected and assessed for any negative comments that may require changes in the project design. No negative comments that can affect the project design have been identified. Finally, Mr. Kemal DEMĠRKOL has informed the participants about the process, follow-up of the meeting and about the feedback round planned. Contact information of MURADIYE ELEKTRIK and GTE were given to the participants for future questions and comments and for those participants who may wish to complete the survey form and send later.

Results from the blind sustainable development exercise were in parallel with the assessment made by project developer. Stakeholders‟ comments on sustainability assessment were positive and in line or more positive with the project developer‟s assessment. There is no reason stated for the negative comment on air quality. The project will not have an impact on air quality. Negative comments on water quality and quantity are attributed to the reduction in the quantity of water and concerns on the quality of water after flowing through the turbines. The company has to follow legal regulations on the water usage. Therefore quantity reduction in water will not have an impact on the natural habitat or agriculture in the region. The chemical composition hence the quality of water will not be affected by turbines. One negative

comment on soil condition is attributed to the change in water quantity, which will not have an impact on soil condition. The other participant expressing negative comment did not state any reason for the score. Noise pollution is stated as a reason for the only negative comment with an explanation on „other pollutants‟ question. The company recognizes there will be noise during construction but it is not estimated to be excessive to have an impact. Negative comments on biodiversity question are attributed to potential impact on fish in the river bed during spawning period and potential change in composition of the water. The composition of the water will not

change during the electricity generation process. The power plants will also not affect the spawning habitat for fish. Minimum water flow will be maintained during spawning periods. No reasons are stated for the negative comments on “Quality of employment” and “Human and institutional capacity” questions. The project is expected to have positive impacts on both issues.

SECTION D. Preparation of Stakeholder Feedback Round

During the initial stakeholder meeting, the participants have been informed about the feedback round.

In order to prepare for the feedback round, a summary of the consultation report prepared in Turkish will be sent to the identified stakeholders and participants through mail or village heads. Also, international offices of Helio International, Mercy Corps and local representative of GS will be included in the feedback round

Soft copies of the project documents will be available on the web site of GTE. Hard copies of the LSC Report and/or Passport will be available during the 2-month long feedback round for those who do not have internet access through village heads.

ANNEX 3. Special Guidance for Run-off River Type HEPP Project Assessment

Management Domain Minimum Flow Goal is a dynamic flow regime, which qualitatively simulates the natural hydrological regime

Minimum 0.45m3/s water will be continuously released from Selale regulator and 0.54 m3/s water will be released from Ayrancilar regulator to simulate the natural flow regime.

MURADİYE ELEKTRİK ÜRETİM A.Ş. 28.13 MW AYRANCILAR ve 13.61 MW ŞELALE HİDROELEKTRİK

SANTRALLERİ

PROJE BİLGİ NOTU

AYRANCILAR ve ġELALE Hidroelektrik Santralleri Projesi, MURADĠYE Elektrik Üretim A.ġ. tarafından Van ili, Muradiye Ġlçesinin 5 km kuzeyinde, Bendimahi Çayının hidroelektrik potansiyelinin elektrik enerjisine dönüĢtürmek üzere planlanmıĢtır.

Ayrancılar&Şelale HES Proje Sahası Bendimahi Çayı üzerinde 2.009m kotunda Ayrancılar Regülatörü ile düzenlenen sular yaklaĢık 12km uzunluğundaki iletim hattı ile yükleme havuzuna buradan da cebri boru Ayrancılar HES‟ alınacaktır. Santralden çıkan sular Muradiye ġelalesi‟nden geçtikten sonra 1.782m taban kotunda ġelale Regülâtörü ile tekrar düzenlenecek ve yaklaĢık 4,6 km uzunluğundaki iletim hattı ġelale HES‟e alınacaktır. Proje su akımının düzenlenmesi amacıyla inĢa edilecek olan Ayrancılar ve ġelale Regülâtörler, dere tabanından yaklaĢık 3,5 ve 7,9 m yüksekliğinde inĢa edilecek olup, Bendimahi Çayı‟nın canlı yaĢamının devamı için sürekli olarak dere yatağına su bırakılacaktır. Ayrancılar ve ġelale Regülâtörü sayesinde düzenlenen su akımı, dere yatağının oluĢturduğu yaklaĢık yükseklik farkından faydalanılarak, saniye de yaklaĢık 17,0 m3 su, Proje kapsamında inĢa edilecek olan iletim hattı ve türbinlerden geçirilerek, suyun kimyasal niteliği bozulmadan ve miktarında bir azalma olmadan, dere yatağına verilecektir. Bu esnada üretilecek olan elektrik enerjisi miktarı yılda yaklaĢık 168,00 GWh olarak

hesaplanmakta olup, bu miktar yaklaĢık olarak 75.000 nüfuslu bir yerleĢim biriminin elektrik ihtiyacını karĢılayacak seviyededir. Söz konusu elektrik üretimi temel alınarak yapılan hesaplamalara göre, yenilenebilir kaynakların kullanımı nedeniyle Ayrancılar ve ġelale HES yılda yaklaĢık olarak 115.000 ton karbon dioksit (CO2) azaltımı sağlayarak çevreye, hava kalitesine ve özellikle de iklim değiĢikliğine neden olan gazların azaltımına önemli ölçüde katkıda bulunacaktır.
