However, phone cards may have so many fees and service charges that they ddiver far fewer minutes than advertised. The Better. Business Aureau (BJlB) of Mississippi offers advice on how to get the masl oul of a prepaid phone card While avoiding being ripped off. !'tepaid phone cards are wide ly available at stores, newsstands, and online. Some cards are meant for one-time use and can be thrown away when the minutes are used up. Others can be reeharged and have more min utes added by using a credit card. According to the Federal Trade Commission (FTC), prepaid phone cards are a $4 billion per year industry. However, a 2007 survey by the Hispanic Institute found lhat pcepaid phone cards delivered only (JO percent of the llunutes promised and that fraud ulent phone card, were swindling people nut of about $1 million every day. "Many people rely on prepaid I phone cards as an inexpensive I and easy way to stay in touch with loved ones here and in other countries," ilaid Bill Moak) President/CEO of the Mississippi BBB. "Not all card.s are created equal though, and many are deceiving customers with p r o m ~ ises of hundreds of ,ninute, that are ultimately whittled away by numerous and exorbitant fees," The BIlB otfers the following advice for getting the most for your money when buying a pre paid phone card: Read dIe disclosures about expiration dates, surcharges. maintenance fees and any fees that might vary based on where you arc calling to and calling from. Find out the rates for both domestic and intcmarional calls. Ile wary if the rates aren't posted on the card or witb associated advertising or displays. Compare rates. but don be immediately sold by a low rate. Very low rates may be enticing, but they should also serve as a red lJag that the card may not dc.liver the number of prorrrised minutes. Check p'lCkaging. The card should come in sealed paekaging that has not been tampered with, or should have a personal identi fication number (PIN) that is not visible or revealed (note: make sure the protective coating cover ing PINs has not been sC!"dtehed oft).
