    Welcome messageWelcome messageWith great pleasure I welcome all participants and guests at the 27th International Conference

    on Lightning Protection (27th ICLP) in the historical city of Avignon, France.

    ICLP is one of the most important scientific events that every two years provides the opportunity

    to discuss general and specific problems relevant lightning protection in a friendly atmosphere of

    useful cooperation.

    Lightning is a natural random phenomenon characterized by very severe values of electrical parameters.

    The protection against lightning is a subject of peculiar complexity that needs more and more a

    deep knowledge of the characteristics of the phenomenon as well as of the interactions and effects

    of the lightning current on structures, services and electrical and electronic systems.

    Step and touch voltages, mechanical, thermal and chemical effects, failure of electrical and

    electronic systems due to lightning current and electromagnetic impulsive field may cause important

    loss, which unfortunately may involve human life, services to the public, cultural heritage and

    economical values.

    In the last two decades a big effort has been done by the scientific community and new concepts

    and their practical implementation have been proposed in order to reach more effective protection

    systems and to reduce the amount of such loss and, especially in the case of electrical and

    electronic systems, to reach an higher degree of reliability for these systems.

    Hopefully in the future it is expected a further development of more effective lightning protection

    components and devices but the scientific community has the great responsibility to prove any

    proposed device in a scientific sense before to accept and allow for effective protection. ICLP is

    aware of this responsibility to promote good practice and to warn against the use of devices that

    might jeopardize the required degree of protection and to prevent any promotion and advertising

    of devices and systems that are, or may be, dangerous.

    Since the beginning of the Conference, more than forty years ago, the need of scientific based

    methodologies for the lightning protection was very clear to the group of scientists, which first

    activated the ICLP. The aim of this group was to organize an interdisciplinary forum for the

    exchange of scientific knowledge and information in the fields of lightning protection technology;

    after forty years nothing was loosen of the initial spirit, even if the interest of the ICLP was

    enlarged to the protection of electronic systems, the protection of power and communication

    systems and the Conference became really international with valuable contributions presented by

    scientists of more than 30 countries.

    The results of the research work of the last decades have been transferred to the international

    standard on lightning protection which now are based not only on the traditional experience of dif-

    ferent countries but also on a background discussed and validated in a scientific environment.

    As in the past editions the selected contributions will be presented and discussed in 10 Sessions

    each of them under the responsibility of a Chairman in cooperation with a Moderator, which will

    emphasize the main ideas and problems and will encourage discussions among participants.

    I would like to express my sincere gratitude to the Scientific Committee Members of the ICLP for

    their constant support in the decisions and the valuable help in the revision of the contributions

    and in the scientific organization of different Sessions.

    The ICLP is hosted in France for the first time even if since the beginning of the Conference, the

    contributions given by French scientists to the lightning protection technology were always of very

    high scientific level. It is my pleasure to remember Dr. Gary, Dr. Huzler and Dr. Bonamy, all very

    active in the recent past on subject of lightning and lightning protection.

    I would like to address a special and warm thank to Dr. Alain Rousseau, Chairman and to Prof.

    Dr. Ch. Bouquegneau and Prof. Ph. Auriol, Co-Chairmen of the Organizing Committee of the ICLP

    2004, to the members of the Organizing Committee and to all persons involved in the Conference

    organization, for their effort to ensure a successful meeting.

    Finally, it is impossible not to mention the city of Avignon, one of the most attractive cities of

    France and the world, at the hearth of Provence, classified by UNESCO “international heritage

    site”, reach of charm, art and history.

    We are grateful to the Organizers to have selected the historical city of Avignon as place for the

    27th ICLP; I am sure that in this beautiful city all the participants, guests and accompanying

    persons, also coming from countries with different cultures and languages, will found motives of

    cultural interest.

    The 27th International Conference on Lightning Protection, ICLP 2004, Avignon provides an

    excellent opportunity for scientists, engineers, designers and users of lightning protection systems,

    from a wide range of universities and industrial companies, to present and discuss the latest scientific

    results and share their practical experience in the field of lightning protection technology.

    At the heart of Provence, an exceptional town and monument welcomes you to the ancient city of

    Avignon.This major centre for culture and tourism has been classified " International heritage site

    " by UNESCO. Avignon is renowned throughout the world for its historic treasures and theatre

    festival as well as its art of living à la provençale.

    At the centre lies the Palais des Papes, the biggest Gothic palace in the world. Avignon’s International

    Congress Centre has 14 rooms which give a uniquely prestigious flavour to all its events.

    During the 14th century, the city of Avignon was part of the Pontifical

    States, and as such was sheltered from war and destruction. Since the

    High Middle Ages, Avignon has been a vital intellectual and commercial

    cross-roads in Europe, a choice location for exchanges, meetings and

    discussions. Today, its internationally-known cultural influence and

    attraction have made it one of the most prestigious conference sites in

    the world. The International Congress Centre was created in 1976 within the

    outstanding premises of the Palace of the Popes and hosts many events throughout all year long.

    The Congress Centre, designed for conventions, seminars, and meetings for 10 to 550 persons,

    now occupies two wings of the Popes’ Palace.

    Occupied since prehistory, Avignon was always, a home of culture and a crossroad of civilizations.

    During the most important period of its history Avignon was the capital of Christian Europe,

    illustrated still by its fine architecture.This exceptional period which led to the downtown area to

    be listed by UNESCO could be read as an open book in every street and corner, graphically illus-

    trating a travel through history. Avignon occupies a strategic site in the Rhone valley. With the

    arrival of the Popes in the 14th Century, the city became a second Rome and it remained Papal

    property up to the French revolution The region of Avignon offers a great variety of natural

    wonders which give it an original and particularly attractive outward appearance. Within a short

    space of time, the tourist can visit most various sites : Pont du Gard, Nîmes, Arles, the Camargue,

    Lubéron and Ventoux, Baux de Provence, St Remy and the Alpilles are all close to the town.

    The weather in Avignon is a continental one. In September, the weather is usually warm and dry withpleasant temperatures (over 20°C). However, the "Mistral", a wind which blows in the Rhône Valley maylower suddenly the temperature. Warm clothes are recommended in the evening.

    The working language of the conference is English and will be used for all printedmaterials, presentations and discussions.

    area) and in the Cloister Gallery, a majestic stone promenade, in the

    heart of the Old Palace.

    ICLP 2004 GALA DINNER

    The ICLP 2004 Gala Dinner will be held in the heart of the Old Palace,

    in the Grand Tinel, the perfect place to be enchanted by its unique

    atmosphere.

    The vast hall of the Grand Tinel takes up an entire floor of the

    Consistory Wing.The word " tinel " was used in Italy and in the South

    of France for dining rooms or refectories. " Tinellum " comes from the

    low Latin " tina ", meaning barrel or cask. It was here that

    banquets were held on feast days, for instance when a cardinal was

    appointed or a Pope crowned. On days of abstinence or ordinary

    days, the Pope was served in the Petit Tinel. This enormous hall is well lit on the East side by six

    windows opening out onto the gardens. Its wood-opanelled, balled-vaulted ceiling was reconstructed

    in the seventies and gives only a vague idea of what it was like in the 14th century. Indeed, at

    Clement VI's request, blue fabric studded with gold stars covered the vault to create a celestial

    arch.The decor was destroyed by fire in 1413, as were the frescoes of religious subjects which once

    adorned the walls.

    Stroll the shopping streets in the pedestrian area, Joseph Vernet and St Agricol streets, the district of

    la Balance and the large Republic avenue. In addition to the large variety of well stocked luxury shops,

    you will find Provencal materials, ceramics and pottery, terra cotta figurines (santons), handicrafts, and

    other specialities of the region. On this walk you will encounter the main landmarks of the city, the

    Doms Stroll encircles the historic core of Avignon, which has been inscribed on UNESCO's World

    Heritage list by the Convention of Berlin, 1995. One of the chief architects of France's Monuments

    Historiques has calles it the "Acropolis of Avignon". It is one of the most beautiful sites in the world.

    This promenade covers the pedestrian zone of the old city center. It culminate near the Sorgue River,

    on the plain tree-lined, picturesque rue des Teinturiers ("Dyers Street"), whose charming paddle wheels

    once contributed to the city's prosperity. There are also among the most lively streets in the city to

    the extent that this might also be called the Promenade des Boutiques, since window-shopping may

    inevitably be an important part of the stroll.

    This is an association dedicated mainly to French speakingcountries even if a few members from other countries areregular members. Official language in APF is French and mostof published literature is in French. APF publishes small bookswith general content for the public and technical informati-on for contractors. APF also publishes short folios dedicatedto a specific topic which can be down-loaded from the Website (www.apfoudre.com) for free regarding public applicationsand only for members for those which have a technical content.

    APF provides also other features such as seminars forcontractors, press conference to keep inform Medias on lightningdanger and protection and a yearly forum where every membercan present a subject and anybody can attend.

    One of the big tasks of APF is to answer to questions whichare arriving to the secretariat by mail or more generally byEmails. In summer periods number of questions received every

Quickevolution of standards pushes also APS to produced didacticalpapers for contractors and proposes a new seminar dedicatedto the publication of the last NF C 15-100 standard (Frenchversion of the IEC 60364 standard).

    VISIT OF PROVENCE

    Beautifully situated, far from the main tourist routes of the Rhone Valley, the Luberon region

    is blessed with the soft climate typical of the Mediterannean. This unique place offers visitors

    an infinite variety of colorful and flagrant landscapes.

    This typically provencal region has made protecting its natural and cultural heritage a priority,

    down through the centuries. Officially classified as a regional nature park since 1977, the Luberon

    also stands out because of the superior quality of the service offered to tourists.

    Its attractive villages (Senanque, Roussillon, Gordes...), its local specialities and its tradition of

    arts and handcrafts all guarantee that you will spend an unforgettable day in the south of France.

    Notice : you may wish to wear comfortable shoes as the Roussillon part of the trip is a walkingpart. In case, you do not wish to walk, you will be able to stroll where the bus stop before going

    to the next point.

    Continuation to AIX EN PROVENCE, city which enjoys an exceptional setting: at the crossroads of

    numerous routes, it is in the midst of a beautiful touristic environment. Determinedly cultural and

    artistic, this town, famed for its numerous fountains, has succeeded in hamoniously marrying tradition

    with modernity by creating areas of high technology.

    You will discover the ancient parts ofthe city, rich with ancient monumentsand the presence of numerousmuseums. It is interesting to note thatAix en Provence is the town which sawCézanne paint a large part of his workand where foundations, such as thoseof Vasarely and Saint John Perse,attract each year throngs of visitors.

Elle inclut nonseulement la protection parparatonnerre, par parafoudre maiségalement les prises de terre,l’équipotentialité haute fréquence,les blindages… Le nouveaudocument UTE C 17-100-2 surl’analyse du risque correspond bienà cette exigence d’approcheglobale. Après avoir défini le risquepotentiel, les mesures de protectionproposées par ce document ne selimitent plus au seul paratonnerremais permettent d’optimiser le plande protection. En effet, l’aspectéconomique est fondamental dansla protection foudre. Dans cetteperspective, la nécessité se faitsentir depuis plusieurs années, deréunir dans un fascicule unensemble de fiches traitant de laprotection contre tous les effets dela foudre.

Ceci en fait unoutil de travail très utile. Latroisième version a été complè-tement révisée notamment pourtenir compte des évolutionstechnologiques et des normesfrançaises et européennes ; elleinclut également une partie sur lephénomène foudre.

    Le guide Foudre UTE-SEE traite de la protection foudre d’une façonsynthétique et globale. Un large éventail de professions, voire legrand public lui-même, est confronté aux effets de la foudre. Or, lagrande majorité des personnes ne dispose, même aujourd'hui quede connaissances très fragmentaires sur les phénomènes orageux,

    sur la foudre, ou sur les moyens de s'en protéger.
