NATIONAL BOARD MEETING MINUTES

DATE: Friday 27th May 2016 – 7.30am – 9.15am

Mr. John Miller – National Office

1. Introduction and Welcome

i. Mr. Baulderstone welcomed all and provided a brief run through of the day’s agenda including the restructure session with Branch Presidents and CEOs. He also noted that in the event that there was insufficient time to get through all agenda items matters could be dealt with via circular resolution or a teleconference could be arranged. This was agreed.

2. Apologies

i. There were no apologies for the meeting although it was noted that due to flight arrangements Mr. Kendall would be unable to join the meeting until approximately 8.30am.

3. Outstanding Action Items

i. Mr. Baulderstone asked that Mr. Miller provide a brief update on outstanding action items. Mr. Miller referred to item 6.2.iv from the National Board Meeting (NBM) held on 23rd February 2016 regarding the extension of the current office lease advising that he has had discussions with the landlord and did not believe that we would need to leave after three years. Item 9.4.iii from the 23rd February NBM relating the National budget will be discussed during the meeting and the issue of a suite of national policies as per item 5.6 from the NBM held on 3rd December 2015 is addressed in the CEO’s report and is highlighted by the completion of the new Workplace Relations Policy paper by CCF-NSW Branch CEO, David Castledine. Mr. Miller noted the quality of the paper and the cooperation of Mr. Castledine in delivering this policy update.

ii. Mr. Zardo requested that items 6.4.ii from the NBM held on 23rd February 2016 and item 10 from the NBM of 3rd December 2015 be noted as complete. These items related to contact with absent board members on proposals regarding subscriptions and a review of the risk register.

iii. Mr. Baulderstone noted that a number of other Action Items had been completed and that he would review these in discussion with Mr. Miller and update before the next meeting.

4. Exception Reports

i. Mr. Baulderstone in noting the time constraints ahead of the Restructure Session commencing at 9.30am asked Board Members if they wished to raise any matters from the exception reports.

ii. Mr. Baulderstone advised that whilst there was nothing significant to report from the committees on which CCF was represented, a request had been received from the Office of Federal Safety Commissioner, Alan Edwards, seeking a nomination to replace former CCF-VIC CEO, John Stewart on the Industry Reference Group, one of the major advisory groups to the FSC. It was agreed that Mr. Zardo be nominated for the position, with advice of a meeting to be held at the end of June. Mr. Miller is to advise the FSC of this nomination and make arrangements for details of meetings to be provided to Mr. Zardo.

iii. Mr. Zardo enquired about costs incurred in undertaking that representation and it was agreed that reasonable reimbursements should be made when representing CCF on committees. It was noted that in the past some questions has been raised over costs incurred.

iv. Mr. Baulderstone observed that the committees list still noted that Mr. John Stewart was the CCF representative on a couple of committees and this list would need to be amended. It was also noted that Mr. Stewart had participated on a number of other committees for CCF and these would need to be reviewed as advice was received seeking future participation.

5. Decision Items

5.1 NTRU Share Purchase i. Mr. Baulderstone summarized the National Board Paper provided by CCF-QLD CEO, Mr. Row, on the sale

by CCF-WA of its share of NTRU to CCF-QLD. ii. There was considerable discussion on this matter including protocols for offering the shares to other

Branches. It was agreed that there would probably be little appetite for the purchase by other jurisdictions owing to the very tight budgetary position of Branches and that given the discussions between both CCF-WA and CCF-QLD had resulted in agreement by both Branch Boards the sale should proceed.

Resolution: “That the National Board agrees to CCF QLD Branch acquiring the NTRU shareholding of the CCF WA Branch at a costs of $89,256”. Carried.

5.2 National Conference i. Mr. Miller advised that he had discussed with CCF - QLD CEO, Mr. Row, the possible involvement of all

CCF, in conjunction with the conference being proposed by Queensland in 2017 which incorporated Conexpo in Las Vegas and the Association of General Contractors America conference for 7-11 March 2017.

ii. Discussion ensued which included the potential to dilute numbers and sponsorship opportunities for the Canberra Summit and Earth Awards, future commitment to the annual summit and the general reaction of members to a conference so soon after the failed Melbourne conference. It was also noted that there

may be a possible negative impact given earlier commitments to conduct a conference in Melbourne in 2017 to celebrate CCF Victoria’s 75th anniversary.

iii. The discussion concluded that the resolution as below be supported given that CCF - QLD was committed to the concept and had already received support from others but that the continued support be contingent upon not branding the event as a “conference” or “summit”.

Resolution: “That The Board support continuation of negotiations for the delivery of a CCF National Conference in conjunction with CCF Queensland be held in Las Vegas 7 -11 March 2017”. Carried.

6 Other Business

6.1 EMCC Sale i. Mr. Baulderstone provided an update on the discussions with Mr. Peter Attwater at Informa over the

proposed sale of their share of the EMCC magazine. It was noted that the Board’s offer of $50K was not acceptable and that Informa would be prepared to accept $100K.

ii. Mr. Baulderstone advised of the impact of prepaid subscriptions sitting at around $63K which would reduce the final outlay should an agreement be reached. He also advised that part of the discussion had included the continued employment of Ms. Michelle McDougal and all of her accrued benefits which would be substantial given her length of service with Informa.

iii. Informa are committed to a sale from 1 January 2017 which would allow them to clear their participation in the EMCC awards and realise any surpluses from that event which EMCC magazine made possible through advertising arrangements.

iv. There was additional discussion by the National Board on the proposed purchase and options available and it was agreed that Mr. Baulderstone would continue negotiations and provide the National Board with updates when available.

6.1 ANCS Alliance i. Mr. Miller provided an overview of his National Board Paper in relation to the current situation regarding

the agreement between CCF and AN Computer Services (ANCS). ii. Mr. Miller advised that he had been made aware of potential issues emanating from the agreement and

possible breaches by both parties. This was discussed with Mr. Kilgour who has been engaged with ANCS since his appointment as CCF-VIC CEO given CCF Victoria’s carriage of the CMS suite of products.

iii. The quality of the product was seen as a significant issue as identified in the paper prepared by Mr. Kilgour in support of this discussion.

iv. Mr. Miller indicated that he believed that Mr. Kilgour was best placed to continue the negotiations with ANCS and this follows a workshop conducted in Adelaide on 10th May 2016. This may require a renegotiation of the agreement which currently has 18 months of its current term to run.

Resolution: “That the National Board endorses continued negotiations and discussions be managed by CCF VIC CEO, Mr. Kilgour to ensure compliance and risk minimisation”. Carried.

6.2 CEO Update i. Mr. Miller provided a verbal report against the National Office Update report submitted with the

National Board Papers. ii. Mr. Miller noted the format of his document to enable the National Board to easily identify issues either

for “decision”, “discussion” or “noting”. iii. Mr. Miller advised that the proposed Canberra Summit and National Earth Awards as scheduled for 13th

October at Parliament House is the highest priority at present and with risks associated in the absence of confirmed sponsorship at this stage. Mr. Miller discussed the work undertaken with two local providers he has enlisted to deliver both events and their expertise in working at Parliament House.

iv. It was suggested that a possible way of reducing costs would be to move the events away from Parliament House but it was agreed that would defeat the purpose of holding such an event in Canberra. Mr. Miller did note that the breakfast preceding the Summit would be held at the National Press Club as this would not affect the Parliament House summit which is needed as the venue to attract government ministers to speak.

v. The current Federal Election campaign is currently making it difficult to secure speakers for the Summit given the intent to have high-level political speakers being mainly government ministers.

vi. The 2016-17 National Office budget to be discussed later has been adjusted to reflect the Summit/Awards sponsorship situation. Sponsorship required is $100K and Mr. Miller to seek support of other CEOs in securing sponsors as well as following up with last year’s sponsors notwithstanding some already secured by Informa for the EMCC awards.

vii. In terms of the Federal Election, Mr. Miller discussed the current absence of up-to-date policy papers that would reflect the CCF position going into the election. Mr. Miller suggested a series of short position papers be prepared on the major issues affecting members and be disseminated to the media, politicians and members. These should also be posted using social media. Mr. Miller advised he would enlist the support of Branch CEO’s in the preparation of these documents.

viii. Of the other outstanding issues and not covered separately below, Mr. Miller noted the resignation of National Office Manager, Nicole McCosker. Mr. Miller advised that he had already discussed the position with one potential candidate although the person indicated that part-time work was more preferable with the National Board confirming its commitment to a full-time position.

ix. It was agreed that as a priority, the recruitment to this position should be commenced immediately with Mr. Miller to liaise with National President, Mr. Baulderstone.

6.3.1 Local Government Procurement i. Mr. Miller referred to the first item in his National Office Update and the current membership disquiet in

a number of Branches on practices around Local Government Procurement. It was considered that some arrangements are a gross neglect of good governance and that all leverage should be used to ensure that all local councils procure in a transparent and professional way.

ii. Mr. Unger suggested that notwithstanding the importance of the issue, CCF needs to carefully consider how it is best placed to influence and achieve change within its limited resources rather that spend an inordinate amount of time and resources without having any impact.

iii. It was agreed that Mr. Miller proceed to work with Branches in the preparation of a document that would support CCF’s views on procurement by local government in a way that was transparent, supported local business and did not exclude those legitimately qualified to participate in local government procurement.

6.3.2 National Policy Overview i. Mr. Miller reported that in discussions with the CEO Group during teleconferences in February and April

he had sought support in rewriting the National Policy Overview (dated December 2013). ii. Mr. Miller advised that he had received the first of the rewrites being the Workplace Relations paper.

This paper was prepared with the support of CCF-NSW CEO, Mr. Castleldine and Mr. Miller noted the excellent co-operation in undertaking this work.

iii. The Workplace Relations Policy paper as included with the National Office Update was tabled and the National Board commended the work of Mr. Castledine and subsequently agreed to adopt the paper for inclusion in the National Policy Overview 2016.

iv. It was further agreed that a brief position paper on the Workplace Relations Policy be prepared and disseminated.

6.3.3 Restructure Costings i. Mr. Miller highlighted the issue of Restructure Costings as noted in the National Office Update report.

He was concerned that the current expenditure of $27K with $7K outstanding in the work undertaken for today’s restructure session would rise quickly.

ii. The National Board agreed that the costs needed to be managed and that the current year’s budget could not stand additional pressures.

iii. Mr. Zardo advised that this matter is addressed in the budget discussion to be held shortly although it was important to know how much more would be required and as yet this is unknown.

iv. Mr. Miller advised that McCullough Robertson had provided an indicative cost structure that suggest around $54K including work conducted thus far although it was agreed that there would be additional extra work required that would likely result in a higher number.

v. It was considered that the extra provision to be made from retained earnings in the next financial year should be sufficient to complete the restructure.

8 Minutes of Previous Meeting

i. The Draft Minutes were presented and no further action was required.

Resolution: “That the National Board accepts the Minutes as presented” Carried.

9 Financial Reports

9.1 Consolidated Report i. Mr. Zardo provided an analysis and assessment of the consolidated reports highlighting ongoing concerns

in Tasmania and South Australia against current year budgets. ii. Mr. Zardo indicated that he was currently not fully appraised of all aspects of each state/territory position

and that individual balance sheets for each jurisdiction should be sought as at the end of March to allow further assessment. Mr. Miller is to arrange this and provide to Mr. Zardo.

Resolution: “That the Consolidated Financial Report for the period ending 31st March be accepted as Tabled” Carried.

9.2 National Report i. Mr. Zardo updated the Board on the current situation regarding the National Office which he indicated

was satisfactory. ii. Mr. Zardo spoke to the new 2016-17 National Office draft budget as tabled at the meeting and which

had made provision for a loss of $82,046 reflecting the provision of $100K for restructuring costs. This also reflected the lack of sponsorship currently available for the October Awards and Summit as well a reduction of one day for the National CEO position from five days to four days which was agreed.

ii. Discussion which ensued was that the 2016-17 budget should not reflect a loss as it was National Board policy and that adjustment be made to allow the restructure to be funded from retained earnings and not through the Budget.

v. It was noted that at some point provision needs to be made in the event of the sale of the EMCC magazine proceeding and involving the utilization of National Office funds. This was noted for further consideration

Resolution: “That the National Financial Report for the period ending 31st March be accepted as Tabled and that the draft 2016-17 National Office Budget as tabled be adjusted to remove the restructure costs to reflect a surplus budget and that restructure costs be met through retained earnings.” Carried.

10 Risk Report i. Mr. Zardo noted that minor changes had been made to the Risk Register as included in the National

Board Meeting papers although a further review will be required. ii. It was suggested that the Risk Register needed to note the risks associated with culture from behaviors

associated with CEO Group interactions which have in the past impacted badly on aspects of the organization including detrimental financial outcomes.

43% of resigned members so far this financial year 16/17 are due to financial hardship. Some of these members have ceased to exist either closing their doors/branches in QLD or are in Liquidation. This is a direct reflection of lack of infrastructure work/investment in QLD

Continual Branch review and promotion of membership value; this remains high on the agenda: 1. Membership Committee have agreed and

tabled to the board a change in membership restructure. These changes will provide a robust model for membership foster growth of member numbers in lean times.

While the CCF Victoria Board has approved, and agreements entered into, for the build of our Civil Futures (CivFast) platform targeted for launch at the CCF Technology Symposium (March 2017), there is a risk that potential revenue streams will be diluted and compromised through the active promotion of Associate membership by CCF State bodies to major competitors. Civil Future Project Presentations have been made to CCF NSW, former CCF National CEO and details forwarded to WA. However, it is important that all States are aware of the status of the project and the potential revenue streams to be derived under licensing arrangements for the product. A key action is to produce a briefing pack for all States and we ask that States refrain from the active promotion of competitor products (ie: iSeekplant)

in August to validate our membership “value proposition” and identify areas for organisational improvement to support delivery. A targeted marketing campaign was launched in August to 100+ non-members who have utilised CCF services (publications, CMS and Civil Train) in the past 2 years. The 2016/17 target is for 50 new members > than our current number of 427 contractors and 127 Associate members (as per table below).

Email scams and attempts at identity theft In recent weeks, CCF Victoria has been the target of a highly sophisticated email scam where the official CCF email of the CEO was used to request a financial transaction. There has also being daily scams using ordinary doc and excel files targeting staff. These threats results in staff downtime.

Internal virus protection and staff being vigilant is the key mitigation. There is continuous monitoring. None of these involved any sort of hacking of the email server but is more to do with compelling staff to do an act that initiates the attack.

Welcome by the Federal Safety Commissioner

1. Mr Edwards opened the meeting and welcomed members, in particular, those attending for the first time.

2. Mr Edwards outlined that the purpose of this meeting was to update IRG members on the work of the Office of the Federal Safety Commissioner (OFSC) and seek feedback from members on broader safety issues across the sector.

Item 1 Minutes and Action Arising

3. Mr Edwards advised that the previous meeting held in February 2015 was primarily held to provide members with an update on implementation of changes arising from the Scheme review and that feedback on the proposed arrangements for the Risk Based Compliance Model had been sought out of session.

4. There were no minutes or action items arising from that meeting.

Item 2 Scheme Status Update

5. Mr Edwards outlined a number of key facts and figures related to the administration of the Scheme including:

a. the number of accredited companies was now approaching 400 with 30-50 new accreditations expected across 2016-17

b. more than 50 accredited companies were small and included a number of family run businesses

c. the average number of audits required to achieve accreditation (2.4) and re-accreditation (2) d. 91% of accredited companies consider the scheme to offer value from money, up from 63%

in 2014 e. safety outcomes for accredited companies improve over time with reduced lost time injury

rates and lower workers compensation premiums the longer a company has been accredited

6. The Reference Group discussed the improved value for money results noting that this was likely to be the result of a combination of things including the revised approach to re-accreditation, better guidance material and support and increased understanding of Scheme requirements over time.

Item 3 Survey Results from Accredited Companies

7. Mr Edwards outlined a number of key results from the recent Survey of accredited companies including:

a. the majority of accredited companies consider that the Scheme has improved safety practices in their organisation (82%) and that the OFSC has contributed to improving overall safety in the Building and Construction Industry (95%)

b. 96% of accredited companies are satisfied with the service provided by the OFSC c. the majority of accredited companies agreed that Federal Safety Officers (FSOs) that

conducted audits were professional (99%) and knowledgeable (98%) d. the majority of accredited companies (94%) consider that State and Territory government

recognition of Scheme accreditation will benefit accredited companies.

8. Mr Edwards commented that the response rate of 63% was excellent given it was a voluntary survey and that this was a significant increase from the 41% response rate to the previous survey in 2014.

9. The Reference Group agreed that the results in relation to FSO performance were encouraging but sought information from the OFSC on the processes that were in place to ensure consistency across the 29 current FSOs. Ms Rheese outlined a range of initiatives implemented by the OFSC to ensure consistency including:

a. the FSO forums which brought all FSOs together up to two times a years to discuss a range of matters related to the accreditation and audit process

b. FSO involvement in the review of Scheme criteria c. Induction and observed audits for new FSOs d. OFSC Guidance material which outlines the Scheme criteria e. actively seeking feedback from companies on their experience with FSOs

10. The Reference Group acknowledged that different approaches by companies in managing particular WHS matters can also be a contributing factor to any perceptions that FSOs are not being consistent in their approach to audits. Mr Edwards indicated that, in many cases, this misunderstanding arises when a company is issued a non-conformance because it is not following its own system. That is often misconstrued as FSO inconsistency but in fact it simply reflects the fact that other companies do not have the same requirement in their system.

11. In discussing, some of the key statistics, Mr Edwards also advised the Group of the upcoming company Dashboard that is expected to be available from 1 July. The Group was shown a prototype of the Dashboard and the key features including:

a. company details such as their accreditation information, risk rating and currently open corrective actions

b. overdue report alerts and scheduled report timeframes c. future audit timeframes d. performance data related to corrective actions, incident rates and report timeliness

12. The Reference Group noted that the Dashboard could be improved by the inclusion of benchmark data to allow companies to compare their performance against other accredited companies. Mr Edwards noted that some comparison data would be included in the first release – in particular, the number of companies at the different risk levels. He advised that further comparative data would be included in future releases, noting some difficulties with the establishment of reliable benchmarks.

13. The Group agreed that benchmarks for long term injury (LTI) rates were problematic and that the use of lead indicators is likely to be more beneficial. The Group noted that the Australian Constructors Association was currently undertaking a project around lead indicators with a publication expected to be released in late 2016. Mr Cipolla commented that industry acceptance of lead indicators would require one influential company to take the first step to move away for LTIs. The Group noted however that LTIs are often a significant consideration by clients in engaging building contractors.

14. Mr Edwards advised that the Scheme is all about “before the event” systems and processes and that compliance with the criteria are widely accepted as strong lead indicators of safety performance, backed up with the evidence of improved safety performance after accreditation as noted earlier. LTIs are a minor factor (compared to Scheme compliance data) in determining the nature of audits to be undertaken during both annual and reaccreditation audit processes. Mr Edwards agreed that the OFSC would need to consider the future use of LTIs.

Item 4 Update on the implementation of the key improvements from the review of the Australian Government Building and Construction WHS Accreditation Scheme

15. Ms Rheese provided a report on the progress of new arrangements that had been implemented by the OFSC following the Scheme review and in particular, the new risk based compliance

model. Ms Rheese advised that around one third of accredited companies had been reaccredited under the new arrangements which consider the risk rating of the company to determine the process under which the company will be considered for reaccreditation. Ms Rheese indicated that the 75% of companies that have been allocated a “LOW” risk rating had significantly benefitted from the new process and were awarded accreditation for a further 6 years without the requirement for an accreditation audit.

16. The new arrangements allow the OFSC to focus its resources on the 25% of companies allocated a “MEDIUM or HIGH” risk rating. These companies are subject to a more rigorous reaccreditation process, including a full gap analysis process and a maximum of 3 years further accreditation (sometimes with further conditions depending on performance). The process for these companies has also been streamlined consistent with the Scheme review recommendations.

17. Ms Rheese advised the Group of the new Joint Venture arrangements that were revised and opened up to domestic companies following the Scheme review. Ms Rheese noted that only one domestic company had taken advantage of the new arrangements to date.

18. Mr Marix-Evans asked about the justification for the new Joint Venture arrangements. Ms Rheese advised that it was primarily a decision about equity and the expectation that changes to the arrangements would support opportunities in regional areas for local builders to work on government funded projects under an accredited safety system.

Item 5 Risk based compliance model – experience in practice

19. Mr Edwards noted that this item had been predominantly covered under the discussions of the previous item.

20. The Reference Group sought further details on how the risk ratings for companies were established. Ms Rheese advised that a number of factors were taken into account in determining the rating including:

a. the number and nature of a company’s corrective actions over a period of at least the 3 previous years, including any trends around particular hazards or other criteria

b. responsiveness of companies in fixing problems, ie. corrective action closure rates at the next audit

c. any dangerous and/or illegal practices observed at site audits posing immediate safety risks – such as substandard live edge protection etc

d. the culture of a company in being receptive and responsive to areas for safety improvement as reflected in the nature of a company’s interaction with the FSO and OFSC

e. major incidents such as a fatality, significant numbers of or trends in dangerous occurences, and other relevant factors.

21. Ms Rheese advised that under the new risk based model, the OFSC interaction with companies that have been allocated a “MEDIUM or HIGH” risk rating was much greater than under the old arrangements. The new arrangements allow the OFSC to work more closely with these companies to assist them to better understand, meet and maintain Scheme requirements. Mr Edwards emphasised that the OFSC will always work collaboratively with companies to improve their risk rating.

Item 6 Roadshows and engagement

22. Mr Edwards outlined the success of the Roadshows undertaken by the OFSC over the previous 18 months and explained that the face to face nature of the events was a key to the positive engagement with both accredited and unaccredited companies. Mr Edwards outlined the structure of these events and noted that the involvement of FSOs in the technical sessions of these events was another important factor in their success.

23. Mr Edwards advised that the OFSC was responsive to meeting with any stakeholders on matters related to the Scheme. For example, the OFSC was meeting with specific types of contractors for a project in NSW to provide advice on accreditation requirements. The OFSC also meets with individual companies to provide guidance and advice on meeting the scheme requirements.

24. Mr Edwards advised that the OFSC was continually working to provide increased guidance on matters related to the Scheme where OFSC experience or industry feedback indicates it is required (such as Verification of Competency). Mr Edwards envisaged that roadshow information sessions in 2016-17 may take a different approach – showcasing a range of companies’ approaches to, for example, reduce paperwork so systems drive on-site behaviour more effectively. The Reference Group supported this practical idea and a number of members indicated a willingness to be involved as presenters. The Group noted that these sessions would also benefit from including examples where subcontractors had positive experiences in working under these best practice approaches.

Item 7 Federal Safety Officer matters

25. Mr Edwards noted that this item had been predominantly covered under earlier discussions.

Item 8 OFSC – Regulator Reporting Framework

26. Mr Edwards outlined the requirements of the Regulator Reporting Framework and the OFSC’s development of suitable measures to enable it to report against the six standard Key Performance Indicators. Mr Edwards advised that the OFSC was currently preparing its report for the 2015-16 financial year with the expectation that the report would be published in late 2016.

Item 9 Current Industry and OFSC Issues

27. Mr Edwards outlined some of the key issues that the OFSC has identified as emerging matters that warrant broader discussions and actions in consultation with the sector. These included:

a. safety issues related to the use of elevated work platforms b. safety issues related to the use of cranes, particularly mobile cranes c. ‘verification of competency’ requirements under the Scheme d. safe work method statement requirements under the Scheme (noting that a new Facts Sheet

and extensive communication about this issue, at roadshows etc, had largely addressed misunderstandings on this matter).

28. Mr Cipolla noted research on the impact of change to and reworking of systems and safety requirements and the potential increase in the likelihood of injury as a result. Grocon and Lend Lease representatives indicated similar work under way. Offers were made around the table to share learnings.

29. The Reference Group discussed the issue of VOCs and noted that the removal of licencing had contributed to confusion in the industry about demonstrating competency for some mobile plant operators. Mr Edwards advised that the OFSC was consulting with industry before finalising a facts sheet on VOCs, and that further discussions would be held with Safe Work Australia to ensure a common message from both agencies. Ms Rheese confirmed that the requirement for companies to have a formal VOC process was limited to the mobile plant criteria, where companies are required to have and follow a process to verify competency – through consideration of licences or former licences, formal training, in-house company training delivered by subject matter experts akin to an RTO offering etc. The OFSC noted that a number of other criteria also reference competency requirements for workers, for example to be ‘trained’ or ‘formally qualified’, terms which are defined in the Criteria Guide. Mr Edwards advised that the VOC factsheet would be tested with a couple of Reference Group members before being published.

30. The Reference Group noted that mental and general health issues are having a significant impact on the sector and becoming more of a focus for organisations. Family life balance was one area identified as having a significant impact on workers and productivity. It was noted that a number of companies had recently trialled five day week project sites with positive outcomes. It was acknowledged however that many projects would not support this approach.

31. Mr Trethewy advised the Reference Group of pending developments in technology that would assist in enforcing exclusion zones on work sites and forcing plant separation.

32. The Reference Group agreed that drug and alcohol issues, and implementation of new testing requirements, continue to be a challenge for companies.

33. The Reference Group noted that the issue of appropriate working temperatures has become topical following recent fatalities and that further research on this is currently underway.

34. Mr Edwards indicated that the election result was unlikely to significantly impact the role of the Federal Safety Commissioner.

Item 10 Agency compliance and reporting project

35. Mr Edwards advised that the agency reporting project had been endorsed by Cabinet with a view to providing more visibility to the OFSC, government agencies, and builders on upcoming Commonwealth funded infrastructure projects. Reporting upcoming Scheme projects in advance will provide increased opportunities for new companies to become accredited, improve the competition for government funded projects, allow the OFSC to be proactive in promoting the Scheme and support better planning by agencies in scheduling major infrastructure projects.

36. Mr Edwards advised that a pilot involving five key agencies had identified a number of future projects but that further work was necessary to capture more detailed information and extend the reporting to other agencies. The Reference Group noted that the OFSC intended to develop an online database to capture the required information and that the report would be available on a number of websites. It was envisaged that geo-spatial mapping of projects would support the report and enable builders to identify projects in particular locations using this technology.

37. The Reference Group strongly supported this initiative and agreed that the report and mapping would be beneficial to industry.

38. Mr Edwards advised that the first report is expected to be published in late 2016, noting that it may not be a comprehensive list at that time but would still provide beneficial starting point which would be continually expanded and improved.
