Hegde said that Goa Bill needs to have policing powers, which are required to prosecute corruption cases. “I have studied Goa Bill with provisions made and I found that this is one of the best Bill drafted in the entire country but it too has certain deficien- cies,” Hegde said adding ‘it still requires modifications and changes which will make it up to date in today’s context so that the State will get good ad- ministration and degree of cor- ruption will substantially be reduced.’ Elaborating the lacunaes in the Goa Bill, Hegde said that under Prevention of Corruption Act the investigation of a cor- ruption case cannot be done by anybody other then police and that to a police not below the rank of a Deputy Commissioner of Police or somebody autho- rised by notification of State government. “I don’t think while drafting this (Goa) act, it has been taken note of and power to investigate corruption cases has been vested with Lokayukta of Goa,” Hegde said adding that giving policing power to Lokayukta will certainly help. It still requires modifications and changes which will make it up to date in today’s context. - Justice (Retd) Santosh Hegde HERALD CORRESPONDENT SANGUEM, APRIL 25 Miscreants set ablaze 12 trucks parked around the Timblo Mines at Tolem-Sanguem in the wee hours of Monday, causing an estimated loss of over Rs 1 crore. According to the affected truck owners, over 70 trucks were parked in the open space at the mines for loading on the previous night. “The practice of overnight parking of trucks at the mines is being followed since the commencement of the mining operations several decades ago, but there had been no re- ports of damages to trucks being caused by the miscreants over all these years,” claimed the truck owners, who claimed estimated loss of over Rs 1 crore. This is the first time that such an incident has been re- ported at the mines which has literally sent shockwaves to other truck owners in the lo- cality. All the 12 trucks were totally damaged with cabin being burnt into flames. The engine of all the 12 trucks and wiring was also burnt as the miscre- ants reportedly used sacks clogged with kerosene to set the trucks ablaze. However, no damages were caused to the other trucks which were parked barely a feet away from the damaged trucks. Sources said that the cow- ardly act of the miscreants seems to be pre-planned as be- fore setting the trucks on fire, the miscreants chose the trucks which they wanted to damage allegedly out of jealousy or vengeance. Immediately after the inci- dent, the team of policemen led by Sanguem Police Inspec- tor Sagar Ekoskar visited the site to take stock of the situa- tion and conducted pan- chanama. A team of finger print expert was also pressed into service along with the dog squad. While the dog squad failed to prove any light in the incident, the finger print experts got some finger prints on the bon- net and other parts of the dam- aged trucks. The president and members of South Goa Truck Owners As- sociation also visited the site and condemned the cowardly act resorted to by miscreants. “Sanguem Police have begun the investigation in right earnest and are likely to get a breakthrough in the next few days,” Sanguem PI Ekoskar told the affected truck owners. Taking the issue head-on, Chairman of the committee and leader of Opposition Manohar Parrikar demanded to know why the officials were not acting against erring mining as well as transport companies, who were clearly violating the High Court directives. Sources present for the meeting said that the chairman questioned officials of the Mines Department for not act- ing against mines extracting more than the permitted amount of ore. He asked them to issue a show-cause notice and subse- quently revoke their licences. In response, Deputy Director PAC for 2 mining check posts …wants South Collector, CS for next meet The Parliamentary Accounts Committee, has requested the presence of South Goa Collector as well as the Chief Secretary for the next PAC meeting to be held on May 2. However, the CBI has not named Karunanidhi’s wife Day- aluammal, whose name had fig- ured in the 2G probe, as the accused in the supplementary chargesheet filed before Special judge O P Saini. Others who have been chargesheeted along with Kan- imozhi are Kalaignar TV Manag- ing Director Sharad Kumar, Swan Telecom promoter Shahid Usman Balwa’s cousin Asif Balwa, Rajeev Agarwal – Directors of Kusegaon Fruits and Vegetables Pvt Ltd, and Karim Murani of Cineyug Films (Pvt) Ltd. Kanimozhi has been charged with section 7 and 11 of the Pre- vention of Corruption Act. The sections deal with acceptance of alleged gratification. Kanimozhi, Sharad Kumar and Murani have not been arrested by the CBI but Asif Balwa and Agarwal are in judicial custody. The chargesheet said the in- vestigation into the case dis- closed that money had travelled from DB Realty to Kalaignar TV. PTI NEW DELHI, APRIL 25 Sacked CWG Organising Com- mittee Chief Suresh Kalmadi was Monday arrested by CBI on charges of cheating, conspiracy and corruption in connection with awarding some Games con- tracts and the ruling Congress wasted no time in suspending the Lok Sabha MP. Six months after the end of the New Delhi Commonwealth Games that was mired in con- troversies and scams, the CBI finally closed in on 66-year-old Kalmadi, the CWG’s public face, arresting him for allegedly awarding illegal contracts to a Swiss firm for Timing-Scoring- Result (TSR) system for the Games causing a loss of Rs 95 crore to the exchequer. A beleaguered Kalmadi’s ar- rest was announced after his more than four hours question- ing at the CBI headquarters, his fourth since December last, over the alleged irregularities related to the award of contract to Swiss Timekeeping and the Queens Baton Relay (QBR). The agency also arrested two other OC officials Surjeet Lal, Deputy Director General (Pro- curement) and A S V Prasad, Joint Director General (Sports) in the same case. Kalmadi, who came to the headquarters of the agency here in the morning, was arrested at 1530 hours, a CBI official said. Kalmadi, an MP from Pune, and the two other officials will be in CBI custody and will be produced in a court tomorrow.     For the first time, Goa gov-ernment has come on record re-vea l ing i t s in tent ions towithdraw the Lokayukta Billtabled in 2003 contending thatthe Bill is suffering from legalinfirmity.

    State Law Secretary PramodKamat said that the governmentintended to withdraw GoaLokayukta Bill on the floor ofthe House during recently heldbudget session but the businesscould not be taken due to noisyscenes created by oppositionbenches.

    On account of boycott ofbusiness proceedings by BJP andpandonieum in the House, thewithdrawal of the bill could notbe taken during just concludedAssembly session, Kamat saidwhile presenting the status of

    Goa Lokayukta Bill 2003.He said that several central

    government departments havecited irregularities in the Billsince it was referred for the con-sideration of President of India.

    The Ministry of Law and Jus-tice had raised certain observa-tions relating to clause 19 oft h e b i l l , t h e s e c r e t a r ycleared.

    Kamat was addressing aBrainstorming Session onLokayukta: Goas Concerns or-ganized by International CentreGoa (ICG) at Dona Paula. Thesession was attended by GoaState Legislative AssemblySpeaker Pratapsingh Rane, MPShantaram Naik, Chairman ofLaw Commission Ramakant Kha-lap and Present Lokayukta ofKarnataka and member of JanLokpal Bill Drafting CommitteeJustice (Retd) Santosh Hegde.

    Kamat stated that the Min-istry of Personnel and Grievanceand Pensions, department ofpersonnel and training has madecertain observations that Provi-sions of Goa Lokayukta Act arenot repugnant to the Provisionsof Public Corruption Act andDelhi Special police establish-ment.

    There is overlapping juris-diction of Goa Lokayukta Billand Model State Vigilance Com-mission Bill. Department of legalaffairs also stated that clause18 of the Lokayukta Bill, 2003appears to be contrary to theprovisions of section 22 of Rightto Information (RTI) Act and in-structed to reconsider, headded.

    The Law Secretary said thatin the light of observationsmade by Ministry of Home Af-fairs and as the Bill suffers from

    legal infirmity it was decided towithdraw it.

    And accordingly, the proposalfor withdrawal of bill was ap-proved by the cabinet, in itsmeeting held on March 9, 2011.

    Goa Law Commission ChairmanRamakant Khalap has said thatthe state can revive its Goa Pub-lic Mens Corruption Commis-s ion pend ing theimplementation of LokayuktaBill in the state.

    Khalap, former union ministerfor law, said that the commissionwas rescinded, which can bebrought to life to cater the ram-pant corruption.

    The scope of the commis-sion was wide. It had power tobook cases against people likePresident and vice presidents ofpolitical parties at state as wellas district level for indulging incorruption, he said. Khalap saidthat the Law Commission canpropose to rejuvenate the com-mission, which is a weapon tofight against corruption.

    The Congress leader said thatthe corruption in Goa has gonedown to the grass root level.

    Khalap informed that thebasic idea of doing away withhigh denomination note hasemerged from a Pune basedgroup called Arth Shastra.

    He said that the idea can helpto do away with corruption asthese notes are the main reasonfor it.

    An agitated district Collector,South G P Naik warned that theadministration will be forced toseriously take up the issue withthe government over Pan-chayats indifferent attitude intackling malaria and other vec-tor borne diseases.

    This became evident at ameeting called by the districtcollector to review monsoonpreparedness of various agen-cies in the prevention of vectorborne diseases. The meetingwas attended by Deputy Direc-tor of Health Services, DrKabadi, representatives of NGOs,besides health officials fromSouth Goa district and other de-partments such as the PWD,Labour and Municipalities.

    The district Collector toldHerald that complaints were ga-lore against the panchayat bod-ies for their indifferent approachto the problem, even as he ex-pressed satisfaction over the re-sponse received from theMunicipal bodies.

    The meeting also reviewedthe decision taken by the gov-ernment to issue health cardsto workers employed on beachshacks.

    The Collector also admittedto the fact that health cardsshould be issued to industrial

    workers employed in the Indus-trial estates.

    A 24 year old constructionworker was crushed to death ata construction site at Mollan-guinim-Cuncolim on Mondaymorning.

    The incident occurred whendeceased Shaifullah Sheikh, anative of Haveri-Karnataka, wasengaged in the constructionwork of the Perpetual SuccourChapel when the beam support-ing the arch came crashing downon him, killing him instantly.

    Cuncolim police said the de-ceased was at work at the siteremoving the centering platesof the arch when the incidentoccurred.

    The police had initially regis-tered a case of unnatural deathfollowing the death of theworker. However, later thisevening, Cuncolim PI Nelson Al-buquerque said the police hasregistered an offense againstthe contractor Hussain Saab Do-damini under section 304-A ofthe IPC.     In the chargesheet, the policestated that the government viaa notification had constitutedVillage Level Committees todraft the Regional Plan 2011.However, the police alleged thatthe former Sarpanch bypassedthe Village Level Committeeformed for the purpose inLoutolim prior to July 14, 2009drafted a forged draft RegionalPlan and forwarded the sameto the Senior Town Planner byusing the letter heads of the vil-lage Panchayat and a false out-ward number.

    The police stated in thechargesheet that the formersarpanch committed the act forthe alleged purpose of cheating.The former sarpanch has beencharged under section 464, 465,466, 471 and 420 of the IPC.

    The Maina Curtorim policehad investigated the case fol-lowing a complaint lodged by avillager Franky Monteiro.     12 companies shortlisted for developing iron ore terminalHERALD REPORTER

    Twelve companies have beenshort-listed for the final bid fordevelopment of the Rs 1,012crore iron ore export terminalat West of Breakwater (WOB) ofMormugao Port Trust (MPT).

    According to daily stock re-port portal, major companieshave been short-listed for de-veloping the iron ore export ter-minal.

    However, MPT had signed aconcession agreement with thefinally selected bidder in Augustlast year.

    The WOB project will be setup on a public-private partner-ship (PPP) model, which is con-sidered as the single biggest PPPproject initiated by MPT as partof its expansion plans, which isin the eye of storm among local MPTs major project proposed for development of iron ore terminal at West of Breakwater.

    As per the port expansionplans, the terminal is expectedto become operational by March2014 and will provide the much-needed mechanised facilities fordirect export of the Karnatakairon ore through MPT, the lead-ing iron ore exporting port inthe country.

    The design of the terminalincorporated mechanisedequipment for smooth andsafe handling of the ore, andalso had the most modernpollution control and dustsuppression systems, whichwould ensure zero pollutionand spillage.

    The matter has been ad-journed to April 28.

    The petition filed by GovernorS S Sidhus Special Secretary NRadhakrishnan challenged theMarch 31 order of the GSICwhich had directed the Raj Bhavanto furnish information sought bylawyer activist Aires Rodrigues underthe RTI, by April 30.

    GSI Commissioner MotilalKeny in his order had ruled thatthe Goa Governor was a PublicAuthority and does comewithin the ambit of RTI.

    Rodrigues had sought fromthe government details of actiontaken on the complaints madeby him against Advocate GeneralSubodh Kantak. But he was re-fused the information with RajBhavan officials claiming that Gov-ernor is not the Public Authority.Rodrigues had then moved GSIC.

    The Margao Municipal Councilon Monday added four morebrand new garbage compactorsto its fleet of garbage collectionvehicles at a cost of Rs 88 lakh.

    With the induction of the fourcompactors, the number of thegarbage compactors with the Mar-gao Civic body has risen to seven.

    Margao Municipal Chairper-son Sushila Naik said that theaddition of the new compactorsto the existing fleet will greatlyhelp in the collection and dis-posal of garbage from the city.The absence of the sufficientnumber of compactors had af-fected work on garbage collec-tion in the city. But, things maysoon see a turn around in viewof the induction of the four com-pactors, she said.

    The Chairperson disclosedplans to purchase two goodsrickshaws to add to the fleet ofvehicles collecting garbage.The three wheelers, once pro-cured, will help in the collectionof waste from the narrow lanesin the market, especially the

    sadekar lane, she added.Replying to a question, the

    Civic Chief said that the Munic-ipality has adequate number ofmanpower to operate the vehi-cles and waste collection.

    Municipal Engineer, Parsekarsaid with the induction of thefour compactors, municipalgarbage vehicles would now bein a position to make their pres-ence felt in all the wards.

    He said that each of the fourmechanical hydraulic com-pactors have a capacity to carryseven tones of garbage, addingthat the compactors would goa long way in garbage collec-tion.

    Bicholim town to get new police station

    Chief Ministers surpriseworked well for this building,who saw government agenciesliterally rushing over the projectand files which were at snailsplace literally flying.

    Goa State Infrastructure De-velopment Corporation (GSIDC)officials visited the premise onceagain (earlier visit was when theproposal was put up).

    When this old building willmake transition into a new struc-ture it will have everything in-cluding: Reporting room,lock-ups, armoury, interrogationrooms, malkhana, receptionroom for visitors, rest room,barracks, gymnasium, paradeground and office of the SDPO,CID/Traffic office.

    GSIDC which rejected PWDplan will now work on freshplans.

    The officials of the GSIDChave informed that they will ten-tatively take around 18 monthsto complete the construction ofthe police station premises,said an officer.

    The Home Minister had an-nounced sufficient budget dur-ing the budget session of theState Legislative Assembly, con-struction of which will be takenphase manner.

    The construction has to betaken up in stage manner be-cause there is no replacementfor the entire staff of the policestation. The western portion in-cluding the canteen, SDPO of-fice, ladies barrack, meetingroom and derelict portion in theNorth West will be taken upfirst, said the officer.

    Maintaining that he has beenmade a scapegoat by the KTCLManagement following the ag-itation by the workman in theper kilometer scheduling duty,KTC driver Kamlakar S Gadkarhas asked the KTC Managing Di-rector to withdraw the chargesheets filed against him by thedepartment.

    In his petition, Gadkar furtherdemanded that he be re-instatedin the Margao depot and givenregular duty assignments as adriver. He called for actionagainst the officers involved inmeting out harassment to meby initiating strong departmentinquiry against the officers.

    The petition asked the Man-aging Director to issue punchcard facility to the employeesdeployed at the Porvorim depotto mark their presence, whiledemanding maintenance of san-itary conditions in the latrinesat the depot.

    A four-member delegation ofvillagers from Cavrem led byNilesh Gaonkar the president ofthe Cavrem Adivasi BachaoSamiti attended the Public Ac-counts Committee (PAC) meet-ing to put for the i r v iewdemanding that action be takenagainst the defaulters.

    However, faced with not evenan assurance from the PAC thevillagers hit out at the verbalassurances they were given.

    All we are demanding is thatthe law be followed. Is the lawapplicable only to us when weare protesting? Besides the var-ious laws regulating mining,there is the tribal Act 2003[Tribal Forest Protection Act2004]. Why cant these be im-plemented? All the chairman ofthe PAC has assured is that hewill talk to the respective de-partments saying there is verylittle power in his hands, NileshGaonkar said.

    The area of Cavrem is inhab-ited by 99% tribals who claimthat their fields are being de-stroyed.

    We cannot stand by andwatch as our sources of waterand fields are being wiped outbefore our eyes. If they want toarrest us they can do so. But

    once released we will continueour agitation, Goankar warned.

    The delegation present dur-ing the meeting had vociferouslyraised the issue of police atroc-ities committed against themand demanded that the minesbe closed.

    Parrikar however, turneddown their request saying thatthe PAC has only taken up theissue of illegal mining and illegaltransportation and isnt empow-ered to shut down mines.

    The villagers claimed that theone lady was de-robed of hersaree and had to face the em-barrassment of returning homehalf naked.

    During the scuffle with thepolice, one male policeman de-robed a lady of her saree, shehad to face the ignominy of re-

    turning home only in her blouseand gagra. Another lady lost hermangalsutra during the scuffle,a lady Anishivell told reportersafter the meeting.

    The police representativespresent for the meeting how-ever assured that if such an in-cident was found to be trueimmediate action would be ini-tiated against the concerned of-ficial/constable.

    Police representatives presentat the meeting also informedthat all the women were sentfor medical examination afterthe incident and barring one,lady who injured her fingers noinjuries were found on any ofthe protestors.

    The villagers of Cavrem hadin the past laid siege on the of-fice of the director of mines anddemanded that a mine lease be-longing to Xec Salim be revoked.The director of mines had thenissued an order, but subse-quently no action was forthcom-ing from the department.

    The villagers now feel thatthis meeting was just anotherbout of verbal assurances.

    I dont think anything willcome out of it. We havent gotanything concrete from this,Gaonkar told reporters as heproceeded home all the way toCavrem from Porvorim.

    The Tour ism Departmenttoday finally signed an agree-ment with a Mumbai basedship breaking company M/sArihant Ship breakers forbreaking and removal of MV River Princess that hasbeen grounded off Candolimbeach for over a decade now.

    The agreement has beensigned almost a month after theShip breaking company startedbreaking the grounded vesselon March 14 and as per the ten-der conditions work has to befinished within 180 fair workingdays.

    Director of Tourism SwapnilNaik when contacted confirmedthat they have signed an agree-ment with M/s Arihant ShipBreakers and it will on cure nopay basis.

    This means no paymentwill be made to the companyuntil whole work of breakingand removing the vessel iscompleted.

    The company has quoted Rs99 crore for breaking and re-moving the vessel and upon ap-prova l o f the monitor ingcommittee appointed by thegovernment.

    The payment to the com-pany will be made upon cer-tification by the MonitoringCommittee that work hasbeen carried out as per their

    satisfaction, stated tourismdirector.

    The tourism director also clar-ified that the company will notget any extension in workingdays and if it fails to completethe work within stipulated pe-riod, the agreement stands ter-minated.

    The ship breaking com-pany has paid the govern-ment bank a bank guaranteeof Rs 10 crore.

    Meanwhile, it has been ten-tatively decided not to useBritona Jetty which was identi-fied as Customs Point to beused for temporary storing andweighing of scrap ferried fromCandolim beach.

    The department was howevercompelled to scrap Britona Jettyas locals of Britona supportedby Aldona ML A DayanandNarvekar protested against theplans saying it will pose envi-ronmental damage even as thegovernment had assured thatarea would be used only for tem-porary storing and weighingscrap before it is moved else-where.

    However, Britona people con-tinued their opposition whileTourism Department decided touse a private jetty located be-tween Ribandar and Old Goaand has got permission to un-load it.

    Nearly two months and half afterthe cold blooded Nessai head-less body murder case sentshock waves across the State,the Goa Police on Mondaychargesheeted a total of 11 ac-cused in the sensational case,including two accused still atlarge.

    A team of Maina-Curtorim po-lice headed by PI Sidhant Shi-rodkar ferried a trunk load ofdocuments, numbering approx-imated 600 pages, to the Courtof Sessions, South on Mondaymorn ing a s pa r t o f thechargesheet against the 11 ac-cused persons.

    The 11 accused named in thechargesheet are Govind Naik,Vivek Dhamakle, Nitin Dicholkar,Jayesh Naik, Rajesh Naik,Rishikant Gauns, SandeepKalangutkar, Nitin Bhosle, Kr-ishna Hanchute, Vinod KumarYadav and an unknown person. Ac-cused Vinod Kumar Yadav and theunknown person are absconding.

    In the chargesheet, the policestated that the 11 accused per-sons criminally conspired andabducted deceased P Sultan,aged 36 years, a native of Bel-lary-Karnataka, by tying hishands. The chargesheet statesthat the deceased was taken ina Swift Dzire car (GA 08F 5056)from Pedda-Benaulim, near Nanuconstruction site on the inter-vening night of January 9-10,between 22.30 hours to 2.30am, and was thereafter wrong-fully confined in a gymnasiumroom and at the adjacent roomoccupied by accused by accusedVinod Kumar Yadav in the prem-

    ises of Swami Samarth Templeat Davorlim and committed hismurder with weapons by caus-ing multiple stab injuries.

    The police further said thebeheaded body of deceased PSultan was found at an isolatedplace around 150 meters awayfrom the road at Mugali-Ram-nagari.

    The chargesheet stated thatall the 11 accused as part of thecriminal conspiracy burnt the

    chopped head of deceased PSultan on the roadside ofXelvona-Quepem in order to de-stroy the evidence.

    The police said all the accusedhave committed an offense formurder, abduction, destructionof evidence and for criminal con-spiracy. In support of its case,the police has cited a total of131 witnesses and has attached46 documents running intoaround 600-odd pages.

    Officials of the Directorate ofFactories and Boilers, labour de-partment, besides talathi at-tached to the Salcete Mamlatdaroffice descended at the Cun-colim Industrial Estate followingleakage of Amonia from a foodprocessing unit in the wee hoursof Sunday.

    A couple of workers had tobe admitted in hospital afterthey complained of nausea andvomiting following the leakage.

    Managing Director and Part-ner of Quality Foods, M Ibrahimtold newsmen at the factorypremises that the minor leakageoccurred at the plant at around1.30 am on Sunday. He, however,maintained that not a singleworker from the food processingunit was affected by the leakage,adding that workers from aneighbouring plant who wereputting up outside the premiseswere affected by the leakage.

    Ibrahim said that the leakage

    occurred after the high tensionbolt was cut out, but hastenedto add that personnel manningthe unit managed to plug theleakage within minutes. Thisis the first time in the 7-year oldhistory of the unit that such aincident has occurred, he said,adding barring one or two, mostof the workers stands dis-charged from the hospitals.

    Salcete Mamlatdar PareshFaldesai informed that the Ta-lathi has submitted his reporton the Amonia leakage, sayingthat the leakage was pluggedmoments after the incident.

    Meanwhile, District Collector,G P Naik informed that he hascalled for a report on the inci-dent from both the police andthe Salcete Mamlatdar. I havebeen given to understand thatthe Amonia leakage was pluggedimmediately after the incident.I have called for a report fromthe police and the Mamlatdaron the status at the factory site,Naik added.

    Goa government on Mondaysought time to decide whetherIsraeli drug dealer David (Dudu)Drihams case be handed overto the CBI, after which HighCourt of Bombay at Goa ad-journed the matter to Thursday,April 28.

    A Division Bench of JusticesS C Dharmadhikari and F M Reiswas informed so while hearingthe PIL filed by National Stu-dents Union of India (NSUI) de-manding enquiry by the CBI intothe police-drug mafia nexus casein the State.

    Advocate General SubodhKantak, appearing on behalf ofthe State told the Bench that hewould discuss the matter withthe government to make an ap-

    propriate statement on theirstand as far as transfer of Duducase to the CBI is concerned.

    He said that a notification willbe issued once the governmentgives it a nod. The matter wasthereafter adjourned till Thurs-day.

    NSUI last week filed a freshaffidavit, which was a part ofthe PIL filed earlier, demandinga CBI probe into links of the Is-raeli drug dealer Dudu.

    NSUI counsel Surendra Desaihad argued that the very con-duct of investigating officer (po-lice sub inspector) Sunil Gudlar,who probed drug seizure fromDudu, has been suspicious, sincehe was caught on camera nego-tiating with the relatives of theaccused over the sale of drugs.

    probing the two cases, whichincludes suspension, arrest andrelease of seven policemen forhaving close links with Israelidrug lord Yaniv Benaim aliasAtala, and the sting operationwherein Dudus kin caught oncamera PSI Gudlar trying to pushdrugs to them.

    the inaugural function of theSammelan as a chief guest.

    Prabhu, the executive presidentof the All India Konkani Parishadsaid he hopes that this will bethe biggest all India gatheringever.

    We expect a total of 2000delegates from the states of Ma-harashtra, Goa, Karnataka andKerala to take part in the delib-erations, besides also for thefirst time, we expect a team of13 delegates from Gujarat to bepresent. There are about one-

    Science today has no con-clusive answers or explana-tions for how the world wascreated; however mythologyabounds explanations. Theymay not be scientific, but theyare certainly quite creative.

    Mythology is usually ab-struse, and is intended tohave deeper meaning embed-ded in seemingly fanciful sto-ries. Philosophers have spentmany years trying to decodethe hidden mysteries cleverlywoven in myths and legend.The stories themselves varygreatly from culture to cul-ture, and below you will readsome of the more accounts ofhow the world was created.

    In the beginning, there wasa big, shapeless void calledChaos. It was surrounded byan infinite stream of waterruled by the god Oceanus,while Chaos was the domainof the Goddess Eurynome.

    Eurynome wanted to createorder out of Chaos, so she cou-pled the Giant and powerfulsnake, Ophion. From thisunion Eros, the God of love,was born. Eurynome then sep-arated the skies from the seasby dancing on the waves ofthe God Oceanus. She createdlandscapes, and a whole uni-verse which she populatedwith various creatures such assuch as the Nymphs, Furies,and Charites. She created alsoa myriad of beasts and mon-sters. Out of the Chaos wasborn also Gaia (the earth) andUranus, the personification ofheavens and skies, (not theplanet!).

    There are a few variationsto this myth, as differentscholars tell it differently.

    Before it all began, therewere no skies, no earth and nospace. There was simply avast, dark ocean surroundedby nothingness. A giant cobrafloated on the oceans watersand, on its endless coils, layasleep Lord Vishnu. Suddenly,from the depths, a hummingsound was heard. It grewmore and more intense, andslowly spread everywhere, fill-ing the nothingness. Lord

    Vishnu awoke and, as thedawn began to break, A beau-tiful lotus flower grew fromVishnus navel. In the middleof the lotus flower sat LordBrahma, the Creator of theWorld.

    A wind swept up the wa-ters, and Vishnu and theCobra vanished, while Brahmaremained in the lotus flower.He lifted up his arms andcalmed the wind of the ocean.The he split the lotus flower inthree pieces. And from thethree pieces he created theheavens, the earth and theskies. Thus the world wasborn.

    According to the Egyptians,in the beginning there wasnothing but water. It waschaotic, with tossing and bub-bling waves of water called Nuor Nun. The Egyptians believethat everything began fromthese waters.

    When the floods receded,out of the chaos of wateremerged a hill of dry land;first one and then another andthen another. On this first dryhilltop, on the first day therecame the first sunrise. Andthat was how all started.

    Renowned notary passes awayPANJIM(HND): Advocate and Notary Estevam Godinho

    passed away on Monday after completing 90 fruitful years.A well-known personality from Fontainhas, Panjim, he wasProfessor of Portuguese in Goa and Professor of Lyceum atDaman. Later, he was Chef de Stationne Postal and thereafterAdministrador Civil. Post-liberation, the Goa Governmentappointed him as Under Secretary at the Secretariat, wherehe continued till his retirement as Dy Director of Fisheries.

    Post-retirement, he worked as an advocate. At 70, he wasappointed as a notary and continued working enthusiasticallytill the end. He also served in many social organisations, in-cluding as President of Clube Nacional and Clube Vasco daGama. He is survived by his wife Lydia, five children and 12grandchildren.

    Agitating villagers of Arossimunder the banner Cansaulim-Arossim-Cuelim Residents CivicForum on Monday blocked mainaccess leading to a starred resortin Cansaulim, protesting the al-leged harassment to locals byhotel staff under the guise ofsecurity.

    The villagers staged a peace-ful agitation at the entrance ofthe hotel, which is also a com-mon access to seven residencesand the Arossim beach.

    The agitators asked the hotelmanagement to obey the orderpassed by Mormugao DeputyCollector Levinson Martins toremove security barricade,which is placed nearly 80 mtrsfrom the main entrance of thehotel gate.

    After intense round of talk,Mormugao Mamlatdar RajeshAzgaonkar at about 2.30 pm di-rected the hotel managementto obey deputy collectors orderand assured the villagers thatsecurity barricade should be re-moved from the common accessand the same should be placedbefore the main entrance of thehotel till the issue is resolved.

    Earlier at about 10.30 am, thevillagers started the agitationand blocked the access, whichforced few hotel guests to walkdown nearly 100 mtrs to thehotel, as not even a single vehi-cle was allowed to enter andexit from the hotel.

    Verna Police Inspector JivbaDalvi rushed to the site and triedto specify the agitators, even asthe hotel management askedthe agitators to resolve the issueacross the table.

    As PI Dalvi failed to find a so-lution to the problem betweenthe villagers and hotel manage-ment, PI Dalvi requested DeputyCollector Martins to intervenein the matter to resolve theissue.

    After inspection, Azgaonkarasked the hotel management toremove the security barricadeand place demands of the vil-lagers before the managementand suggested that both the par-ties should have positive ap-proach for amicable solution.

    In the meantime, MLA MickkyPachecho arrived at the site andrequested the hotel to resolvethe matter amicably in the in-terest of villagers and the hotel.

    This is the first time that ateam from Goa has rankedamong the top 15 in this simu-lation challenge. A total of 906teams from all over the globecompeted in the contest, inwhich business managementstudents tested their knowledgeand decision making abilities inResearch and Development(R&D), Operations, Marketing,Total Quality Management(TQM) and Finance.

    The annual Global Goans Con-vention will be held in Londonfrom July 22 to 25 next. The In-dian High Commissioner in theUnited Kingdon, dignitaries ofGoan origin, Leaders of the In-dian Association in the UnitedKingdom as well as leaders ofGaon Associations across theworld will participate in the Con-vention organised by the GoanAssociation (UK).

    The programme of the Con-vention will include severalmeetings of interest to non res-ident Goans (NRGs). There willbe an interactive session withthe participation of the HighCommissioner of India on issuesconcerning NRIs and PIOs ofGoan origin. Concerned Officialsof the Indian High Commissionas well as officials of the StateGovernment will attend.

The strike by themalaria control workers was rightly justifiedas these employees of the Health depart-ment, were promised regularisation of theirjobs after having worked on a contractbasis for over 15 years. In fact, new postsin various Health departments were createdprecisely for them, but at the time of ap-pointment, personnel from only a particularconstituency were taken. These workershave toiled for so long and at the lastminute, all their hopes went in vain. Ourgovernment cannot provide one job per

    family. Perhaps the answer lies in electingworthy and capable candidates in the nextelection.
