    the asean charter and theapsc blueprint! movingforward, the focus of theasean intergovernmentalcommission on humanrights (aichr) will be on

    synergy through engagingin bilateral ftas andconsolidating the plus oneftas into a regionalcomprehensive economicpartnership (rcep)! further,by trac*ing our progressand performance against settargets through the aecscorecard mechanism!

    despite the still uncertainglobal environment, aseanmaintained its economicresilience with the

    under the aec blueprinthave been implemented,with significant gainsacross pillars including thefollowing

    asean continued to attract

    foreign investments,generating a recordusd11 billion fdi inflowin 2011, a 2' increasefrom usd$2 billion in2010/

    the asean comprehensiveinvestment agreement(acia) is now enforced/

    a wor* program was alsodeveloped to address non-tariff barrier

    (ntbs), includingenhancement of non-tariffmeasures (ntms) databaseand engagement of privatesector to obtain feedbac*on

    at varying levels toimplement the elements ofthe aec! while there havebeen important and positiveachievements, more efforts

    are still needed achieve theintegration targets! as theaec draws near, andfollowing the priorities setby the leaders in the phnom

    penh agenda during the 20th

    summit in april 2012, it hasbecome clear that countriesneed to redouble theirefforts and ta*e active steps

    to realise the aec by 2015!
