in an effort to provide aframewor* for regionalcooperation to tac*le thehumanitarian aspects oflandmines and e.plosiveremnants of war (erw), the

21stasean summit adoptedthe statement on theestablishment of an asean

in further strengtheningthe promotion andprotection of human rightin the region, aseanadopted the asean humanrights declaration (ahrd)and signed the phnompenh statement on theadoption of the ahrd at the21stasean summit innovember 2012! this is

another milestone forasean in theimplementation ofrelevant human rightsprovisions as enshrined in

the asean charter and theapsc blueprint! movingforward, the focus of theasean intergovernmentalcommission on humanrights (aichr) will be on

the implementation anddissemination of ahrd andthe phnom penh statement,

agenda further! as a result,the aec continued to ma*egood progress! by end-march 201', around percent of measures due

under the aec blueprinthave been implemented,with significant gainsacross pillars including thefollowing

been signed/the pilot implementation ofthe asean single window,which is e.pected tocontribute to improvedtrade facilitation in theregion, is well underway/while in transportfacilitation, renewedprogress is made in theratification of agreements/

(ntbs), includingenhancement of non-tariffmeasures (ntms) databaseand engagement of privatesector to obtain feedbac*on

meanwhile, negotiationsfor the regionalcomprehensive economicpartnership, which willfurther cement aseanscentrality when completed

by 2015, have also started!

despite this progress,

realising the aec is still achallenge, particularly withthe uncertain global

environment!

nonetheless, the aec is stillthe best strategic responseby the region in preservingits competitive strength!over the years, wor* hasintensified

at varying levels toimplement the elements ofthe aec! while there havebeen important and positiveachievements, more efforts

are still needed achieve theintegration targets! as theaec draws near, andfollowing the priorities setby the leaders in the phnom

penh agenda during the 20th

summit in april 2012, it hasbecome clear that countriesneed to redouble theirefforts and ta*e active steps

to realise the aec by 2015!
