INTRODUCTION TO T*E CITY:

Rajapalayam is one of the cities that expose the Indian culture clearly. It is an important

town in Virudunagar district and is the Taluk headquarters of Rajapalayam Taluk. It is

situated 85km southwest of !adurai. "i#e roads are radiating from Rajapalayam on the

north of !adurai on the south of Tenkasi and $ankaranko#il on the east of %hattarapatti and

on to the west to mountains and &yyanar falls. Rajapalayam is one of the important trade

centre for se#eral adjoining #illages due to its strategic location on the '()*8 connecting

protection and enforcement of rulings related to the same2 passed -y competent authorities.

PLANNING AND LAND USE MANAGEMENT

1. aster Plan /utline

The first master plan prepared in /035 co#ered an area of //.4 $q. km) and has

addressed the issue of uncontrolled growth through a statutory land use plan. The plan also

comprises of de#elopment control regulations for the land use2 proposed. (owe#er2 the

master plan was not comprehensi#e as it failed to address se#eral concurrent issues such as

the infrastructure de#elopment2 and circulation pattern along with the en#isaged financial

resources for such a de#elopment. In addition2 the delay in the appro#al of the master plan2

the plan was appro#ed in /0842 further delayed and the actual implementation of theplan2making it ineffecti#e.

The growing population and the su-sequent demand for -asic ser#ices ha#e stressed

the need for expanding the area of the town and a re#ised proposal for )*)/ is under

preparation -y the @irectorate of Town and %ountry Clanning $i#agangai. :hile the

commercial and residential areas ha#e increased in the master plan proposals for )*// and

)*)/2 there are otherwise no major changes in land use of existing and proposed land use.This is mainly due to the pre#ailing importance of the town as an educational2 heritage and

trading centre for the surrounding areas.

Residential:

An the whole the residential land use growth is quite satisfactory2 occupying a-out

11 percent of the total land use as is proposed in the master plan. (owe#er2 certain wards

ha#e experienced tremendous growth resulting in saturation of densities and in such casesJ

the proposal is to redistri-ute the densities in the different wards. Though it is impractical to

limit residential de#elopments2 the policies shall -e formulated in such a way that a regulated

"$I and noncon#ersion of residential to mixed or commercial land use would relie#e the

pressure on residential land uses in future.

Commercial:

The commercial land use constitutes .3* per cent of the area and has dou-led o#er

the decade from *.43 sq. km to *.3 sq. km. !ajor commercial acti#ities are concentrated on

-oth sides of the Tenkasi!adurai '( )*8 Road. &m-alapuli =egum !arket2

$i#akamipuram market and &,@ Raja weekly market are the three major markets in the town

located at the centre of the town. The major commercial acti#ities include wholesale and

retail -usiness of textiles2 handlooms2 leather goods2 furniture shops2 automo-ile spares2

repair shops etc.

Industrial:

&t present2 the area under industrial use is around /.)5 sq. km2 which is a-out //

percent of the total area of the town. The industrial land use is #ery high compared to the

towns of similar si9e explaining the industrial character of the town. The industrial land use

predominantly comprises of cotton mills2 power looms2 ginning mills2 processing factories

and match industries. Industrial acti#ities are largely concentrated to the eastern side of the

town along the railway line and the state highway leading to &langulam.

Pu(lic and $emipu(lic:

The land use under pu-lic acti#ities is only two percent indicating a low co#erage of

this component. !ajority of pu-lic and semipu-lic acti#ities are concentrated -etween the

'( )*8 and the railway line. The major pu-lic places include go#ernment hospital.

!unicipal office2 Telephone exchange2 "ire station2 C:@ and (ighway uesthouse etc.

'nde%eloped areas:

!ajority of the #acant agricultural lands in the town was de#eloped during the past

decade2 /00/)**/ as residential and industrial de#elopments. &n area of /.40 sq. km. of

agricultural land and *.45 $q. ,m of #acant land are proposed for con#ersion into other uses

-y )**/ as per the proposed land use. :ater -odies in the town account for 3 percent of the

total area of the town. The important water -odies -eing the ,adam-ankulam2 ,ondaneri

Tank and Culiyamkulam Frani with ,adam-ankulam located in ward // and the ,ondaneri

Tank in ward 442 which are adjacent.

The ur-an area of Rajapalayam sets into two distinct parts2 the old and the new areas.

:hile the old town is primarily concentrated towards the west of !aduraiTenkasi Road 7'(

)*82 the newly de#eloped areas are to the southeast of the 'ational (ighway. '( )*8 runs

across the town diagonally from the northeast to the southwest.

The old town is characteri9ed with narrow streets and lanes and is densely populated

with dense -uilt up. The area is the commercial hu- of the town comprising of the weekly

market2 schools2 theatres and cotton mills.

The new town is characteri9ed -y a certain orderly de#elopment with medium density and

is marked -y an pu-lic and institutional land use. Important -uildings include -us stand2 railway

station2 go#ernment -uildings and -anking institutions.

-. $patial istri(ution of Population

:hile the core town 7near the o#t. (ospital comprises of commercial and institutional

acti#ities2 the residential areas are originating radially from this point.

'ew areas such as C$, 'agar2 R.R 'agar2Connagaram etc2 located on the south of the

town towards Cudupalayam #illage2 are some of newly de#eloped areas. The national highway

and the state highways leading to $anakaranko#il and &langulam -ound these areas.

The eastern -oundary of the town is -ordered -y the hills restricting the growth in this

direction. (owe#er2 for a -alanced de#elopment of the town2 it is ad#isa-le to promote

de#elopments in the peripheral areas towards &lagapuri considering the location of industrial

acti#ities.

Rajapalayam town consists of the #illages of Rajapalayam2 Inam %hettikulam2 $ammandapuram2

'orth Venganallur2 Cudupalayam2 Inam Thoppupatti2 $amsihapuram2 ,ottankulam part and

,adam-ankulam. The a#erage density of the town is approximately /*2348 persons per $q. ,m

and the residential density is a-out )12538 persons per sq. km.

%onsidering the commercial and industrial acti#ities in the town and the density pattern in

the town2 the municipality is contemplating a proposal for the inclusion of Cudupalayam and

,ottankulam #illages into the municipal area.Pudupalyam #illage towards the southeast shares acommon -oundary with the town. &n area of *.)88 sq. km is proposed for inclusion in the

municipal limits. There are three major industries located here with a workforce of a-out 1**

persons.

Kottankulam #illage towards the northeast of the town shares a common -oundary with

the town. &n area of *.1 sq. km is proposed for inclusion to the municipal limits. %onsidering

the a-o#e factors and the need to ha#e an orderly and controlled ur-an de#elopment2 it is

pertinent to include additional area into the municipal limits.

7i The $anjee#i (ill forms a natural constraint on the eastern side for any de#elopment. Thegrowth patterns indicate the formation of a linear pattern around the $anjee#i (ill. &dding parts

of ,ottankulam #illage on the northeast to the town might result in constraints for infrastructure

de#elopment. %onsidering these2 the de#elopment can -e guided towards the western areas of the

town.

7ii The proposed land use plan designates #ery limited formal open spaces for the town. "urther2

it allows for extensi#e de#elopment towards the (ills. The contemplated de#elopments ha#e not

prioritised the conser#ation of Frani>s and ,anmoiLs on which the initial settlements were

de#eloped. &n integrated effort for conser#ation of these water -odies is through an effecti#e

networking of open spaces and water -odies.

7iii Inordinate delay in finalising the detailed de#elopment plans for certain areas of the town has

resulted in hapha9ard de#elopment in the peripheral areas. @elay inthe preparation2 finalisation

and appro#al along with ineffecti#e implementation program is primarily responsi-le for

hapha9ard and unwarranted de#elopments.

7i# Cu-lic participation has ne#er -een considered as part of the planning process till recently.

&ll the master plans and other de#elopment plans ha#e ne#er reflected the needs and wishes of

the dwellers of the town. There were no sincere efforts on part of the municipality or the
