1. Existing Condition The proposed development is situated in the south east corner of the Carruthers Creek Golf and Country Club. The proposed development would be comprised of a severance area of approximately 88,657 square meters (8.86Ha) from the golf course site for the purpose of developing the site as a cemetery. The development area will be bounded to the north and west by the balance of the golf course, to the east by Lakeridge Road, and to the south by a residential property and farmland. The proposed development area is presently used as a golf practice green and five holes and fairways. There is an existing house, presently used as offices, with approximately 14 parking spaces along the existing roadway, and an existing maintenance building at the northwest limit of the proposed development. Storm drainage in the area of the proposed site is surface runoff, predominantly to an existing ditch at the east property line, along the west side of Lakeridge Road (7.81Ha) and 2.01 Ha of the total property drains to the south west corner of the site. There are three ponds on the site – two at the north end contained entirely within the development area, which are feature ponds for the golf course – and one shallower one in the southwest corner which is mostly within the development area, excavated by the golf course and presently used as a source of irrigation water, in what is primarily a low lying area near the site outfall.

2. Proposed Development 2.1 Grading and Roads The proposed cemetery maintains a number of the features of the existing golf course. Specifically, the existing house is to be retained as the offices for the new cemetery and the existing maintenance building is to be retained for the same purpose. The existing roads are also to be retained and approximately 862m of additional roads are to be constructed for access to burial sites. The existing parking areas are to be re-configured. As documented in the hydrogeology report for the site, the property has a relatively high water table. Single-depth burials are placed at a bottom depth of 1.67m. The underside of the vault is customarily situated 0.5m or more above the ground water table. For double depth burials, the underside of the lower vault is 2.6m below finished grade and the overall depth, including 0.5m clearance, is 3.10m above the observed water table. (These clearances do not apply to cremated remains.) Accordingly, considerable filling of the proposed site is required in the area of proposed burials (but not in cremation gardens) and the proposed elevations reflect the aforementioned requirements. We note, however, that even with the proposed fill existing storm runoff patterns are essentially maintained. The existing ponds toward the north end of the site are to be maintained. The existing pond in the southwest corner is to be filled, in anticipation of potential future expansion of the site. A permit for filling this pond has been issued by the Central Lake Ontario Region Conservation Authority (Permit No. RPRG4253). There is a 15m buffer excluding traditional interment around the perimeter of the site (cremated remains are permissible). Also, the proposed grading is limited to areas beyond the drip line of existing trees at the perimeter of the property, as identified on the Landscape Architect’s plans for the site. 2.2 Storm Water Quantity Control For the overall site, as noted in section 1 above, 7.81Ha drains to the existing ditch at the east property line, along the west side of Lakeridge Road. Of this area, a portion of approximately 1.436Ha drains to the ditch immediately south of the existing driveway entrance to Lakeridge Road and is in an area of the site where no work, other than re-surfacing of the existing driveway, is proposed. Accordingly, we have excluded this area from the analysis for the site as “unchanged”, for a resulting net area draining to the south east of 6.378Ha. Similarly, for the 2.008 Ha of the area being developed drain to the south west corner of the site, 1.38Ha, drains to the southwest corner of the property. A much smaller catchment area (0.16Ha) drains to the west and then south along the west property line to the south west corner of the site. This area is “unchanged”

and almost entirely within the 15m buffer at the edge of the site. Accordingly, it too was excluded from the analysis of site runoff.

Considering the entire property, including unchanged areas, impervious areas are as follows: We have modeled the site using SWMHYMO and the results are included in Appendix A hereof. We note that the smaller pond, to the west of the existing building to be retained, does not have a defined outfall. As such, it has been modeled as a detention basin with storage and no outfall up to the existing freeboard and then virtually unlimited runoff once the top of bank is reached. (Retained storm flow is dispersed by infiltration, evaporation, or used for irrigation.) The resultant change in runoff, between the existing use and the proposed cemetery is minimal, if not negligible as within modeling parameters and assumptions.

We submit therefore that additional controls are unwarranted. 2.3 Storm Water Quality Control The proposed change of use from golf course to cemetery will improve runoff water quality. According to studies and recommendations by the Ontario Ministry of Agriculture and Food and Rural Affairs (OMAFRA), “low use” sod, as used in cemeteries, has lower fertilizer requirements than golf courses or farmland. Furthermore, the proposed roads have extremely low (occasional) vehicular traffic and thus cannot be considered an additional source of contaminants. Water quality is also improved by overland flow through garden areas. In addition, the proposed drainage ditches (from the culvert under road segment A4 and along the south property line) will be constructed as bioswales 1m wide and

approximately 1.5m deep to further improve water quality and augment infiltration. 2.4 Other Utilities The current house is serviced by a local well plus gas and electric services from Lakeridge Road via the main entrance to the golf course. No additional services or changes to the existing services are planned for the site at this time. Sanitary service is provided by an existing septic bed and the current bed is to be retained and unchanged. The existing building is two storeys of approximately 194m2 each, for a total G.F.A. of approximately 388m2. It is our understanding that per O.B.C. 3.2.5.4(1) a fire route does not need to be designated since the building is two stories and less than 600m2.

3. Conclusion The proposed development is consistent with and, when it comes to water quality, an improvement to the current use of the site.
