2021 LCI Transportation Solicitation
2021 LCI Transportation Call for Projects
Approximately $10 Million of FY2022 funding available
Solicitation is limited/focused due to need to expedite application, evaluation and approval process so funds do not expire.
General TIP Solicitation will open in October, funds available for multiple fiscal years, project types
Sponsor Requirements Sponsors must be Local Administered Project (LAP) certified, or in
process to be completed by December 31, 2021
Sponsors must be a certified Qualified Local Government (QLG), or in process to be completed by December 31, 2021
Sponsors must comply with federal procurement regulations
Sponsors must be a state or local government, agency or authority. CIDs may be a partner, but the sponsor of record must be a governmental agency (with ability to sign contract with GDOT for PE).
Project & LCI Requirements Funding for preliminary engineering only
Project must be identified in a locally adopted LCI plan• Must provide an adoption resolution, and• An updated Report of Accomplishments
At least 50% of project length must be located in an LCI area
Applications limited to one project per LCI area
Projects must be exempt from air quality conformity analysis (i.e. NO widenings, new streets, road diets longer than 1 mile, new transit service)
CID Requirements CIDs may complete application on behalf of the local government (LG) if
the CID is providing the matching funds.
If a CID completes the application, a Letter of Support is required from the underlying jurisdiction. This letter should include:
• The LG's support of the project concept/scope• Indicate which entity(ies) is providing 20% matching funds (cannot be federal
funds)• Which entity (CID or LG) will be administering the project, handling procurement
and managing the engineering consultant
Since ARC is accepting only one application per LCI Area, advance coordination with the LG is essential to ensure we don't get one application from CID and one from the LG.

LCI Evaluation: Plan ImplementationAre affordable housing ordinances, mixed-use zoning districts, multi-family housing permitted, walkable community regulations, and/or local historic districts in place in the LCI area?
LCI Evaluation: Complete StreetsDoes the project promote walkability by providing bicycle and pedestrian facilities and incorporating safety features?
LCI Evaluation: InnovationDoes the project include green infrastructure and/or smart design elements?
LCI Evaluation: Transit AccessDoes the project provide access to transit or support transit-oriented development?
LCI Evaluation: Social EquityIs the project located in a census tract with a high concentration of racial and ethnic minorities and low-income populations, or which serves residents of public or subsidized housing?
