Absentee by Mail

Step No. 1: Complete the Absentee request form. Step No. 2: County Board will issue your ballot and mail it to you along with complete instructions. A witness is required, and the voter must mark their ballot in the presence of that witness. The witness must sign and give their address on the application envelope.

Last day to request ballot by mail is October 27th. Step No. 3:

Absentee ballots must be returned by mail or in person by election day. If mailed, it must bear a post mark of on or before Election day and be received by November 6th at 5:00 p.m. If the ballot is returned in person, only you, or your near relative or legal guardian may mail or hand-deliver the Return Envelope. Do not give your balloting materials to a neighbor, friend or stranger.

A near relative is your: Spouse, brother, sister, parent, child, stepchild, grandparent, grandchild, stepparent, mother-in-law, father-in-law, daughter-in-law, or son-in-law.

It is against the law to have in your possession the absentee ballot of another person other than a near relative.

Absentee Ballot by Mail Process followed by Law Receipt of Absentee Ballot Request ~must be completed by voter or near relative and signed by the voter. Request also includes the voters NC driver license number or NC ID number or last 4 digits of SSN and date of birth.

Information is verified upon receipt of request. If request is incomplete, the elections office is required to advise the voter and the process must start over again. If the request is found in order, the voters computer record is modified to show a request has been made. Then a staff member will process all outstanding absentee requests. A unique identifying number will be assigned to each voter for their individual ballot. The system will also produce multiple labels for mailing and identification purposes for each voter’s ballot. This year we are using the intelligent mail bar codes which will enable voters to follow or track their ballot through the postal system. When a ballot is returned by the voter the envelope containing the ballot will be scanned and recorded in the individual record of each voter voting. At the next regular scheduled meeting of the board of election board members will review the application envelope to ensure it has been properly completed. If found in order, the envelope will be initialed by a board member indicating its approval. There will be a poll book or roster indicating the voters name along with the unique identifier number. After all ballots to be considered in that meeting have been approved, the ballots will be opened and placed in the tabulator. The ballots are then stored in our vault. All application envelopes are retained for 22 months following the election. Under North Carolina election law, we are required to notify any voter whose application envelope is found deficient. We must explain to the voter why was deficient and send them another ballot and application. Ballots must be returned to our office not later than election day. If a ballot is damaged and cannot be read by the tabulator, a bipartisan ballot team remarks the ballot and is verified by the bipartisan board. All original ballots must also be retained for 22 months following an election. Throughout the election process every ballot printed must be accounted for in the final audit of an election.

One-Stop Absentee Voting This method of voting is sometimes referred to as Early Voting. Begins Thursday, October 15th and ends Saturday, October 31st . There will be four one-stop sites for this Election. Voters who live in Moore County may go to any of the four locations.

In-Person Voting Procedure (At One Stop and Election Day) Voters will be offered a face mask when they enter the voting enclosure. They will be asked to observe social distancing while waiting in line as well as while in the voting place. Each voter will be given a pen to mark their ballot which they may take with them. Hand sanitizer will be available for voters to use upon entering the facility and upon exiting. Under North Carolina law: voters must state their legal name and current residence address. The precinct worker will locate the voter’s name and address in the computer and repeat the information to ensure they select the correct voter. The voter will then be asked to review the eligibility statements for voting. Upon their review, they will be asked to sign the authorization to vote form. A sneeze guard will be in place to protect both the voter and the precinct official. After signing the authorization, the precinct worker will sign their initials to give approval for the ballot to be issued. The voter will then take their signed authorization to the ballot table to receive their ballot. The precinct worker will then issue the correct ballot style and give instructions to the voter asking them to use the pen that they are about to receive and to fill in the oval beside the candidates of their choice. They will be reminded that they should turn their ballot over as it has two sides. The voter should then proceed to the voting booth to mark their ballot. Only one person should occupy a voting booth at a time. There are exceptions to this rule which include husbands and wives may be in the same voting booth and persons who need assistance in marking their ballot. These voters should tell the precinct worker that they need some assistance. It can then be the person of their choice to assist them. This may be due to a disability, that they are legally blind, or they cannot read or write. The voter must be able to communicate their voting preference or choice. It is against the law to use your cell phone to communicate while in the act of voting. It is also against the law to take a picture of your voted ballot. It is permissible to take a Sample Ballot which you have marked

into the voting booth with you. It is also permissible to make notes in your phone concerning candidates or ballot choices. You cannot communicate with any one while in the act of voting. That act of voting begins when you are handed your ballot. Voters must leave the voting enclosure once they have completed the act of voting. All Precinct workers will be wearing masks, face shields and gloves when possible. There will be persons sanitizing after the voters. There will also be additional workers helping ensure the 6-foot distancing is observed.

Ballot Assignment for 2020 Presidential & Election

Curbside Voting

On election day and during one-stop voting, voters may request to vote in their cars. Those voters are required to sign an oath attesting that they are unable to enter the voting enclosure due to age or disability. Their ballot is brought to them in the car after taking the oath. A precinct official acts in their behalf to deliver and then deposit the voted ballot. This is not drive-through voting. The voter is taking an oath that they are unable to enter the voting enclosure and have requested to vote outside the voting place. As stated earlier during the one-stop voting, all voters registered in Moore County may go to any One-Stop site. On election day voters must go to their assigned precinct. The polls are open from 6:30 AM to 7:30 PM for voting.

Precinct Officials: What They Do Greeter ~ will be the official who will make available to all voters a disposable face mask and offer a sample ballot. Direct voters with problems to the Help desk.

Judges of Election ~ are the that officials are responsible for the conduct of the election. You must have 3 Judges to conduct an election. Not more than 2 judges may be of the same political party. Judges may serve at the voter check-in station, ballot table, curbside assistant, or at the tabulator.

Chief Judge ~ is the Judge who manages the precinct activity on Election Day. They are responsible for accepting the supplies and ballots. Must account for every ballot issued to their precinct.

Booth monitor ~ Makes sure that no election materials are left in the voting booth. Also makes sure that each voter has a voting booth or private space to cast their ballot.

Safety Assistants ~ In this year’s election, they will help ensure that the voting place does not exceed the legal number of people occupying the voting enclosure and remind voters to observe social distancing.

Curbside Attendants ~ Assists voters who are unable to enter the voting enclosure due to age or disability.

Tabulator Assistant ~ Instructs the voter the proper way to insert their voted ballot into the tabulator. Precinct officials will be required to wear masks, face shields and/or gloves as deemed appropriate.

Replacement Ballots What if I make a mistake on my ballot? If a voter makes a mistake on their ballot, their ballot is spoiled, and a replacement is issued. Spoiled ballots must be retained and accounted for. A voter may get three (3) replacements. If voting by mail, Please call the board of elections and they will indicate a spoiled ballot and issue another.

Observers

Are not precinct officials but are representing the political parties. Observers will be required to wear masks. 163-45. Observers; appointment. The chair of each political party in the county shall have the right to designate two observers to attend each voting place and such observers may, at the option of the designating party chair, be relieved during the day of the primary or election after serving no less than four hours and provided the list required by this section to be filed by each chair contains the names of all persons authorized to represent such chair's political party. The chair of each political party in the county shall have the right to designate 10 additional at-large observers who are residents of that county who may attend any voting place in that county. The list submitted by the chair of the political party may be amended between the one-stop period under G.S. 163-227.2, 163-227.5, and 163-227.6 and on general election day to substitute one or all at-large observers for election day. Not more than two observers from the same political party shall be permitted in the voting enclosure at any time, except that in addition one of the at-large observers from each party may also be in the voting enclosure. In any election in which an unaffiliated candidate is named on the ballot, the candidate or the candidate's campaign manager shall have the right to appoint two observers for each voting place consistent with the

provisions specified herein. Persons appointed as observers by the chair of a county political party must be registered voters of the county for which appointed and must have good moral character. Persons appointed as observers by the chair of a State political party must be registered voters of the State and must have good moral character. No person who is a candidate on the ballot in a primary or election may serve as an observer or runner in that primary or election. Observers shall take no oath of office. Individuals authorized to appoint observers must submit in writing to the chief judge of each precinct a signed list of the observers appointed for that precinct, except that the list of at-large observers authorized in subsection (a) of this section shall be submitted to the county director of elections. Individuals authorized to appoint observers must, prior to 10:00 A.M. on the fifth day prior to general election, submit in writing to the chair of the county board of elections two signed copies of a list of observers appointed by them, designating the precinct or at-large status for which each observer is appointed. The chair, or the chief judge and judges for each affected precinct, may for good cause reject any appointee and require that another be appointed. If party chairs appoint observers at one-stop sites under G.S. 163-227.2, 163-227.5, and 163-227.6, those party chairs shall provide a list of the observers appointed before 10:00 A.M. on the fifth day before the observer is to observe. At-large observers may serve at any One-Stop site. An observer shall do no electioneering at the voting place, and shall in no manner impede the voting process or interfere or communicate with or observe any voter in casting a ballot, but, subject to these restrictions, the chief judge and judges of elections shall permit the observer to make such observation and take such notes as the observer may desire. Whether or not the observer attends to the polls for the requisite time provided by this section, each observer shall be entitled to obtain at times specified by the State Board of Elections, but not less than three times during election day with the spacing not less than one hour apart, a list of the persons who have voted in the precinct so far in that election day. Counties that use an "authorization to vote document" instead of poll books may comply with the requirement in the previous sentence by permitting each observer to inspect election records so that the observer may create a list of persons who have voted in the precinct so far that election day; each observer shall be entitled to make the inspection at times specified by the State Board of Elections, but not less than three times during election day with the spacing not less than one hour apart. Instead of having an observer receive the voting list, the county party chair may send a runner to do so, even if an observer has not been appointed for that precinct. The runner may be the precinct party chair or any person named by the county party chair. No runner may enter the voting enclosure except when necessary to announce that runner's presence and to receive the list. The runner must leave immediately after being provided with the list.

Post-Election Audit

After the close of polls at 7:30 pm, the Voting tabulator is closed and will tabulate all ballots that have been scanned in during the day. It will indicate the number of ballots cast throughout the day - not the count of votes. The judges must reconcile the number of voters with the number of authorizations to vote. The number of ballots cast to the number of ballots remaining. A few days after the election each county in the state is required to conduct a hand-to-eye count on certain precincts which have selected randomly by an outside statistician. The Board as must consider all Provisional ballots which been cast. We must also count those absentees which are received by the Friday after the election but bear a post mark of election day or earlier. The official Canvass of the election does not take place until 10 days after the election.
