MPNFL OPERATIONSFOOTBALL/NETBALL REPORTSBack on Sunday September 15, 2019, it would have been a very brave person to predict that Dromana’s seven-point victory over Sorrento - in the MPNFL Division One Grand Final at Frankston Park – would be the last official game of sport played in the MPNFL for the next 18 months.

But unfortunately that would be the case, with the 2020 MPNFL Football and Netball seasons brought to a grinding halt by the global pandemic known as Covid-19.

The fact that there are no action pictures in this annual report reflect the enormity of what took place – with players, coaches, officials, support staff, volunteers, umpires and supporters all waiting in anticipation until the season was officially cancelled via the following communication to clubs on Saturday June 27.

STATEMENT FROM AFL SOUTH EASTAFL South East (AFLSE) has today announced the decision to cancel all official football and netball competitions across the Mornington Peninsula Nepean Football League (MPNFL) for the 2020 season.

At a meeting on Saturday morning between AFLSE and MPNFL club presidents, a decision was reached to cancel competitions encompassing seniors, reserves and under 19 football and all grades of netball.

AFLSE Chief Operating Officer Shaun Connell said that while the decision to cancel the season was a tough one, the final determination had become clear after the most recent consultation with the MPNFL clubs.

“Whilst we are disappointed to cancel the 2020 MPNFL season, the health and wellbeing of the community and the sustainability of our clubs has always been our priority,” Connell said.

“We took a positive approach to return to the playing field but, with growing concern around the management of clubs during COVID and the growing uncertainty within the community, it was agreed that traditional MPNFL home and away season was not viable for 2020.

“Once it became clear that the long-term sustainability of clubs was at risk, the decision was clear-cut and needed to be made in a timely fashion.

“Covid-19 has presented a very unique set of circumstances and we needed to ensure that all 22 clubs – and AFL South East as an organisation - emerged from this pandemic in a healthy state.

“We look forward to working with our clubs to create a safe and healthy environment for all members and volunteers moving forward. We now begin to put plans in place for 2021

– a season that promises to be like no other.”

Concerns raised by senior football clubs included financial sustainability, player numbers, the additional burden on volunteers, management of social-distancing protocols and an inability to raise much-needed funding through gate takings, canteen, and bar sales.

Connell thanked all 22 clubs for their honest and frank feedback throughout the consultation process which included a club survey and several on-line meetings.

“The last few months have been unprecedented in terms of managing community sport and I would like to thank the leaders of our clubs for being engaged in the process,” Connell said.

“All clubs understand the associated challenges and impact that Covid-19 has had and were very open and balanced with their views. “Both AFLSE and the clubs have a clear obligation to protect participants, volunteers, officials, umpires, supporters and their families during this Coronavirus pandemic.”

Whilst the premiership season is cancelled for senior competitions, the league remains open to exploring club interest in a shortened, more informal opt-in/opt-out model of competition should circumstances allow later this year.

Modified models of competition will now be finalised and canvassed with clubs over the coming period. –ENDS- Our appetite for football and netball is now stronger than ever and we look forward to working with MPNFL clubs on a return to community sport – providing support where needed, adhering to protocols, and returning in a manner that ensures the safety of our football and netball communities.

MPNFL NETBALLWhat was shaping as a strong and vibrant 2020 MPNFL netball season was brought to its knees by the Covid-19 pandemic with all official competitions being cancelled on Saturday 27 June.

Numerous date and fixture changes became normal for the MPNFL operations team in the hope of maintaining a reduced season, but due to a second-wave of Covid the challenge became impossible and the decision to cancel the season became a formality.

Participant registrations were at 754 across senior and junior ages, with a large number of registrations due to be completed closer to the start of competition. With the uncertainty of a season commencing, the number of registrations was very strong and promising.

Netball Victoria has committed to maintain the same registration fees for the 2021 season, and provided great support during the pandemic by offering other alternatives to our participants following the cancellation of community netball.

Continued focus for the 2021 season is maintaining the strong participation number as proven in previous seasons and to work closely with the MPNFL member clubs in achieving this.

Other key objectives are to support clubs in the growth of our junior competition space, build stronger connections and support with our

partnered umpiring association and to work with Netball Victoria in developing the growth and strength of the MPNFL netball competition.

I can imagine all participants, coaches and club volunteers are eager to have their local netball competitions back up and running in 2021 and I am looking forward to another season at AFL South East and the management of MPNFL netball.

JUNIOR OPERATIONS REPORT

Having thousands upon of thousands of boys and girls sitting at home on winter weekends, instead of playing football, was probably the most frustrating thing to deal with from an AFL South East administration point of view in 2020.

Participating in junior football – something that players, coaches, officials, parents and volunteers all enjoy – was taken away from us due to the Covid-19 pandemic that continues to have a huge impact around the world.

All three of our junior competitions – Frankston and Districts Junior Football League (FDJFL) South East Juniors (SEJ) and the Chisholm Top-Age Competition were eventually cancelled after meaningful consultation with clubs around what the season might look like.

All options were on the table – including a reduced season that would begin and conclude later than our traditional April to August timeslot – but the following announcement to cancel the 2020 season was made on Friday July 10 due to metropolitan Melbourne returning to stage-three lockdown.

STATEMENT FROM AFL SOUTH EASTAFL South East (AFLSE) today regretfully announce the decision to cancel all junior football competitions across the region in 2020.

AFLSE was left with no alternative but to cancel football across the Frankston and Districts Junior Football League (FDJFL), South East Juniors (SEJ) and AFL South East Top-Age (AFLSETA) after Tuesday’s announcement from Victorian Premier Daniel Andrews that metropolitan Melbourne would return to stage-three lockdown from 11.59pm on Wednesday July 8.

All community sport is banned for the six-week duration of the lockdown – effectively ending all forms of competition and training until earliest Wednesday August 19. Given the statement from the Premier, and the current Covid-19 outbreak across Victoria, AFLSE has decided that the current environment is not conducive to hosting safe and meaningful competitions this year.

A joint statement will be issued at 10am this morning, with fellow metropolitan leagues - Northern Football Netball League, Eastern Football Netball League, Essendon District Football League and Western Region Football League – joining the SEJ in announcing the cancellation of football and netball across these leagues in 2020. SEJ’s presence on this statement stems from its metropolitan status, but all forms of competition across the AFLSE region – including FDJFL and AFLSETA – have now been cancelled. Head of South Eastern Victoria Richard Black said that while the decision would be disappointing for many – the reduction of Covid-19 cases in Victoria was clearly the number-one priority.

“Whilst we are disappointed to cancel junior football this year, the health and wellbeing of the community has always been our top priority,” Black said.

“Covid-19 has presented a very unique set of circumstances and we need to ensure that our participants and volunteers emerge from this pandemic in a healthy state.

“We look forward to working with our clubs to create a safe and healthy environment for all members and volunteers as we put plans in place for 2021.”

AFLSE Chief Operating Officer Shaun Connell thanked all junior clubs and corporate partners for the important role they have played throughout the challenging Covid-19 journey.

“The last few months have been unprecedented in terms of managing community sport and I would like to thank the leaders of our clubs for being engaged in the process,” Connell said.

“All clubs understand the associated challenges and impact that Covid-19 has had and were very open and balanced with their views. Both AFLSE and the clubs have a clear obligation to protect participants, volunteers, officials, umpires, supporters and their families during these times.

“And our corporate partners have been rock-solid in their support, with junior football partners such as Chisholm, Bendigo Bank, Bank of Queensland, Totally Workwear, Melbourne FC, St Kilda FC, McDonalds, Loco Sportswear, Heatstrip, Advanced Trophies, Garrleigh Trophies and our entire supply network set to play a huge role in our planning and eventual return to community sport over the coming months.”-ENDS-

Football took a back seat to the health and safety of our local communities in 2020 as the Covid-19 pandemic swept the world.

Planning for the South Eastern Women’s Football (SEWF) season was going along nicely until early March, when the severity of the situation really did hit home.

At that stage, AFL South East staff were forced to work from home, with strict protocols – including social distancing and the wearing of masks – making the gathering of even small crowd numbers an unsafe activity.

The original start date for the season – Saturday April 25 – soon slipped by, and it became clear that playing football in 2020 would put at risk the health and safety of our participants, and their family and friends, leading to the following statement being released on Thursday July 2, 2020. STATEMENT FROM AFL SOUTH EASTAFL South East (AFLSE) has today announced the decision to cancel the South Eastern Women’s Football (SEWF) competition for the 2020 season.

A meeting was held with club representatives on Monday June 29 where the majority of clubs stated they would not be fielding teams this year due to the current Covid-19 situation.

Interest from some clubs had also waned since Monday night’s meeting due to the recent Covid-19 outbreak, and the most recent tightening of crowd restrictions (see extract below from AFL Victoria Return to Play Protocols – July 1).

Only spectators necessary to support participation should attend training and competitions, and must abide by current group gathering restrictions.

Only a small minority of clubs remained engaged in participating, with the varying levels of skill and experience making it virtually impossible to compile a fair, competitive, and equitable fixture in 2020.

Other major factors in making this decision include the additional impost on volunteers – adhering to strict AFL Victoria and State Government protocols - social distancing in clubrooms and at grounds, with the health and wellbeing of the players and the general community being the biggest concern.

Both AFLSE and the clubs have a clear obligation to protect participants, volunteers, officials, umpires, supporters, and their families during this Coronavirus pandemic.

I would like to thank all of our clubs for your support and understanding over the last few months during these difficult times and hope that everyone continues to stay safe and I look forward to working with clubs going forward into the 2021 season. – ENDS-

Despite the disappointments of 2020 I would like to thank clubs for their patience, honesty and support through some difficult times, and I look forward to the early stages of 2021 and the planning for what will be a highly anticipated return to community sport.

I would like to welcome new clubs to the competition since we last competed in 2019 – Coburg, Fountain Gate, Frankston, Mt Eliza, Pines and Somerville – to SEWF, and wish Beaconsfield, Cranbourne, Murrumbeena, Officer, Pakenham and Port Melbourne all the very best as they continue their journeys in different competitions around the state.

Well what a year 2020 turned out to be with our active umpiring communi-ties forced to sit idle due to the cancellation of football following the impact of Covid-19.

A total of 537 umpires had registered for the 2020 season, all unaware at the time that the competition would be impacted like never before.

Working through the situation was tough for all, especially considering the great build that we were experiencing to the 2020 season.

While it was a tough experience, it was very much made easier by the patience and support of our umpiring community who showed typical resi-lience and the ability to adapt to an ever-changing landscape.

I would like to personally thank every umpire and coach for their unders-tanding, and thank the leaders of our umpiring community for their support throughout this journey.

AFL South East (AFLSE) and the Southern Umpires Association (SUA) have built a good working relationship and rely on each other for support. This was never more evident than in 2020 and I look forward to playing a role in making this partnership even stronger moving forward.

I would also like to thank Leigh Buwalda for his support in his role as AFLSE Umpire Development Manager and wish him well as he takes on a new challenge in the junior football space in 2021.

And a special thank you to those umpires and coaches that have already showed great initiative and pro-activity as we look forward to the 2021 season.

Your enthusiasm has provided us with a massive boost as we begin the challenge of retaining and developing our umpiring group moving forward.

I am very much looking forward to returning to official training sessions in early February and to a successful and safe 2021 season.
