It is a great pleasure to welcome you to the 6th Local Content Conference and Exhibition, 2019 being hosted by the Petroleum Commission, Regulator of the Upstream Oil and Gas industry in Ghana.
Local content promotion has become an integral aspect of the international oil industry in ways that a decade or so ago would have seemed quite unlikely. Today, the concept has gained currency well beyond Africa and is on the agenda for International Development Agencies and countries like Brazil, Mexico and Chile, Oman, Kazakhstan, Indonesia as well as many more emerging natural resource endowed nations.
Though the concept has gained a lot of global traction and support for key industry stakeholders, many of the countries mentioned above, including Ghana have had to or continue to navigate many hurdles in implementing their local content policies and supporting legislation. This status quo therefore requires continuous engagements and consultative sessions such as this to shape the best way forward.
The theme for this year’s conference is “Maximising in-country value addition: the role of Indigenous Ghanaian Companies (IGCs) in Joint Ventures (JVs) in the upstream petroleum sector”. I believe it will offer us the opportunity to take a deeper look into the performance of Indigenous Ghanaian Companies since the passage
of the Petroleum (Exploration and Production) Local Content and Local Participation Regulations, 2017 (L.I 2204), strategise on how we can collectively improve the process to increase local participation and ensure maximisation of in-country value addition across the entire value chain.
It is imperative that the Oil and Gas resources benefit Ghana’s economy beyond the direct contribution to Gross Domestic Product (GDP). Industry must work together to build the requisite capabilities of indigenous businesses, engender symbiotic growth and competitiveness, and also create jobs and wealth for the citizenry. This is how we can build Ghana beyond Aid.
We are looking forward to an excellent Conference and Exhibition with stimulating plenary and panel discussions. I personally urge you to participate keenly in the various sessions and share your thoughts on how we can together build resilient indigenous businesses that are ready to lead within the international space.

I am honoured to welcome you to the 6th edition of the Local Content Conference and Exhibition (LCCE), the flagship local content event of the Oil and Gas industry in Ghana which has gradually become the most vibrant and compelling event in Ghana’s oil and gas sector.
This year’s edition of LCCE is themed: “Maximising in-country value addition: The Role of Indigenous Companies in Joint Ventures in the Upstream Petroleum Sector”.
Since its inception, and over the past five years, LCCE has grown to be a national, and gradually a regional conference, creating a strong and much-anticipated platform for the exchange of policy ideas on local content development as well as a convenient hub for networking and building of strategic business relationships.
As you would realise, this year’s programme features various thought-provoking sessions covering a wide variety of subjects considered very germane to the deepening of local content in Ghana and maximisation of in-country value addition.
We are also privileged to host our international delegates from Brazil, Nigeria, Trinidad and Tobago, Uganda and Mozambique to share their experiences and expertise with us in Ghana.
Ladies and Gentlemen, for the duration of the 2019 LCCE, we anticipate an environment for us to learn about the major challenges facing local content development, brainstorm on the way forward, enhance our knowledge and expand our respective professional networks.
This edition of LCCE involves the following:

Profiles
HON. JOHN-PETER AMEWU is the Minister for Energy in Ghana. He holds an MBA (Finance) from University of Ghana, a Post Graduate Degree (Executive MBA in International Energy Industry Management), and Masters in Petroleum Law and Policy from University of Dundee (UK).
He is a Cost Engineer by profession with broader knowledge in the Energy and Mining Industry. He is a co-founder of Africa Centre for Energy Policy – ACEP; and worked as the Director of Policy and Research where he provided pro-active and comprehensive policy related advice to support a variety of Government and Private Sector Projects.
He has more than 15 years’ experience in Government, Private Sector, Civil Society and International Development Organisations. His contributions in providing solutions to the problems in the Energy Sector in Ghana have earned him both local and international acclamation and recognition.
DR. MOHAMMED AMIN ADAM is a Deputy Minister for Energy, responsible for the petroleum sector. Before then, he was the Founder and Executive Director of the Africa Centre for Energy Policy (ACEP).
He previously worked in other public and private organisations as - an Energy Policy Analyst at the Ministry of Energy in Ghana, Commissioner of Ghana’s Public Utilities Regulatory Commission; a former Deputy Minister of State for the Northern Region; and former Mayor of Ghana’s third city of Tamale. He was also the Africa Coordinator of extractives industries in Ibis.
Globally, he has worked extensively on extractive industries and resource management.
Dr. Adam holds a PhD. in Petroleum Economics from CEPMLP of the University of Dundee in the UK specializing in petroleum fiscal systems and contracts, fiscal policy in resource-led economies; and resource governance. He also holds an MPhil (Economics) and B.A. (Hons) Economics from the University of Cape Coast; and is a Fellow of the Institute of Certified Economists of Ghana (ICEG).
HON. JOSEPH CUDJOE is a Deputy Minister for Energy, responsible for Finance and Infrastructure. He is also the Member of Parliament for Effia Constituency. Hon. Cudjoe served as a member of the select committee of Mines and Energy in the 6th Parliament of Ghana and the Vice Chairman of the same committee in the current Parliament.
Prior to his political career, Hon Cudjoe was the Investment Manager of Ghana Cocoa Board (COCOBOD) for eight and a half years.
His professional experience spans industrial training, financial investment management consultancy, and data analysis, an experience that he built through the lecturing of Financial and Investment Management, Quantitative Techniques, Statistics, and Production and Operations Management.
Hon. Cudjoe holds BSc. Mathematics and MBA Finance degrees from University of Science and Technology, and the University of Ghana respectively, after pursuing his secondary education at Fijai Secondary School.

EGBERT FAIBILLE JNR was appointed Ag. Chief Executive Officer of the Petroleum Commission in August 2017. A lawyer by profession, called to the Ghana Bar in October 2004, Mr. Faibille Jnr. was prior to his appointment, the Managing Partner at Faibille & Faibille, a law firm in Accra.
Mr. Faibille Jnr. was also the Ghana Country Communications Representative of the West African Gas Pipeline Project (WAGP) when the Project was at its definitional phase and the Corporate and Regulatory Affairs Manager at the British American Tobacco (Ghana).
As the CEO of the Commission, he has a keen desire to promote Local Content and Ghanaian Participation in the oil and gas industry. As such, these have been the underlining factors driving all projects that have been undertaken under his leadership.
KWAKU BOATENG is an Energy Economist with over 20 years senior management & leadership experience in the oil and gas industry and proven record of Oil and Gas Project Management, Regulation and Energy Policy formulation. He has an excellent knowledge of the commercial, policy and regulatory issues in the sector.
Currently, he is a Director for Local Content at the Petroleum Commission, Ghana (a Petroleum Upstream Regulator). He was a member of the Project Implementation Committee that set up Ghana National Gas Company and prepared the Project Execution Strategy for Natural Gas Project. He later worked with that company as a Senior Manager for Gas Commercialisation and Business Development.
Earlier on, he worked at BOST as the Head Natural Gas Division, responsible for the company’s natural gas business development. Before joining BOST, Mr. Boateng worked with the Ministry of Energy as Head Petroleum Upstream and later acted as the Director Petroleum responsible for both upstream and downstream operations.
ANTHONY PAUL is an energy and strategy advisor, focusing on assisting countries rich in extractives to retain more of the value generated by their resources and to manage them through good governance in a manner that supports sustainable development. He has advised governments in East, West & Southern Africa, the Middle East, Central & Southeast Asia, Latin America and the Caribbean.
In his almost 40 years in the industry, he is Chairman of the T&T Permanent Local Committee for the Petroleum Sector and has worked in T&T, USA, UK, Ghana for/with the T&T Ministry of Energy & Energy Industries, Petrotrin, Exxon, Amoco Trinidad, BPTT and BP PLC, Ministry of Petroleum and Petroleum Commission, Ghana.
He holds a BSc (Hons) in Geology from Imperial College of Science & Technology, University of London and an MS in Geophysics from the University of Houston, Texas.

Jan Helge Skogen, General Manager, Aker EnergyJan Helge Skogen joined Aker Energy in 2018 as the General Manager for Aker Energy in Ghana. He is an experienced Geologist with strong industry and operational background. Jan Helge has 18 years of experience as Country Manager having performed in this position in various countries for Hydro, Statoil Hydro and Statoil (now Equinor). He has an impressive industry career and started his profession as Wellsite Geologist in Hydro almost 40 years ago. Mr. Skogen holds a PhD in Geology from University of Bergen, Norway.
Gilbert Kwasi Asase, Local Content AdvisorGilbert Kwasi Asase is a versatile Petroleum Engineer currently working as Local Content Advisor at Aker Energy, Ghana where he coordinates and advises on the development and implementation of Local Content in Aker Energy’s development project in Ghana.
He demonstrates multi-disciplinary experience in the Oil & Gas industry from working at the Petroleum Commission where his role as a Petroleum Engineer, placed him as a member of the Local Content Strategy Committee responsible for reviewing and advising on procurement strategy for optimum local content development. Also, he was the engineering lead on the Upstream Value Chain Committee whose work led to the creation of a category of goods and services which has been reserved to be provided solely by indigenous Ghanaian companies.
Edward Owusu Manu Jnr., Supply Chain Manager, Aker EnergyEdward Owusu Manu Jnr joined Aker Energy in October 2018 as the Head of Supply chain in Ghana. He holds an MSC Certificate in Construction Project Management and a B.Sc. Building Technology. He is a Member of the Royal Institution of Chartered Surveyors, UK and Ghana Institution of Surveyors, and has over 20 years working experience in Contracts, Procurement, and Construction.
Prior to joining Aker Energy, Edward worked for Tullow Ghana Limited for 8 years where he led key Positions in Supply Chain and Contracts & Procurement. Yaw Appiah-Lartey Associate Director – Financial Advisory Deloitte West Africa Yaw is an Associate Director in Financial Advisory Services of Deloitte West Africa. He has over 10 years Corporate Finance and Transaction experience across Africa. Yaw has recently been involved in oil & gas transactions covering oil blocs, gas pipelines, LNG terminals, oil storage infrastructure, gas-to-power projects and Local Content advisory. He has led the development of corporate strategy, deal structuring and negotiation support for oil and gas deals valued at over $10 billion.
Yaw is a Fellow of the Association of Chartered Certified Accountants (FCCA) and holds a Master’s degree from the University of Cambridge, UK.
Kwabena Larbi, Head of Technical of GOGIPA dynamic, pragmatic and astute business leader, Kwabena Larbi is the Head of Technical of Ghana Oil & Gas Insurance Pool (GOGIP), reporting directly to the Board. Through combining his engineering, insurance and business knowledge, Kwabena has developed and implemented a business strategy to ensure sustainable long term growth of the pool. Kwabena has 13 years’ experience working in insurance in Ghana with the last two year working exclusively on upstream and offshore energy insurance. Kwabena has a degree in Mechanical Engineering from the Kwame Nkrumah University of Science and Technology (Kumasi) and is a Chartered Insurer with the Insurance Institute of Canada. He is also an Associate in Risk Management with the Insurance Institute of America, an affiliate member of the Australasia Institute of Chartered Loss Adjusters and holds a Diploma in Loss Adjusting from the Australia and New Zealand Institute of Insurance and Finance.

Anders Lofterød (Yinson Production Oslo, Norway)Anders Lofterød obtained an MSc in Naval architecture from The Norwegian University of Science and Technology (NTNU) and the IST in Portugal.
In 2007 he joined Fred Olsten Production which later became Yinson Production in 2014.
With about 12 years’ experience in the oil and gas industry, he is currently working with Yinson Production, the operators of the Offshore Cape Three Points (OCTP) FPSO John Agyekum Kufuor. Anders played a key role in the engineering of the Floating Production Unit. His responsibilities included vessel hull engineering, mooring system design, local content fabrication, offshore mooring system installation and FPSO hook-up.
Anders is based in the Yinson technical department in Oslo supporting Company tenders, projects and operations.
Mr. Michael Zormelo, Managing Director of Omni Energy Ltd.Mr. Michael Zormelo is a Telecoms, Oil, Gas and Chemicals Expert with over 20 years in leadership roles across the sectors. He holds a Bachelor of Science degree in Petroleum Engineering and Marketing from Marietta College, Ohio, USA. Michael is the Managing Director of Omni Energy Ltd, a leading provider of engineering and value-added oilfield support services, including the provision of drilling chemical solutions and waste management services. Dr. Wisdom Amegbletor, New Crystal Health ServicesBorn on 3rd June 1971, Dr. Wisdom Amegbletor is medical doctor and a serial entrepreneur. He is a product of the University of Ghana Medical School and also holds a Masters in Business Administration from the same university. He established New Crystal Health Services in the year 2003 and has since grown it to six networked hospitals in the Greater Accra and Western regions of Ghana. Other companies established by him include OBM Pharmaceuticals and Integrated Diagnostics Solutions (IDS). He was awarded entrepreneur of the year by the Entrepreneurs Foundation in 2012 and 2016.
Jeff Foli, Oceaneering Ghana LimitedJeff Foli is the country director for Oceaneering Ghana Limited, and plays an integral role within the business and strategy development for the company. He is a chartered member of the Chartered Institute of Logistics and Transport (CMILT), a member of the Ghana Institute of Marine Surveyors (MGIMS) and an Associate Fellow with the Nautical Institute (AFNI) UK.
After several years of working at sea, and rising to the level of a captain, he was appointed by Ghana Ports and Harbours Authority as Marine Services Manager (Shipyard & Dry-dock and Marine Engineering) in 2015.

Joseph Owusu, Managing Director, BOA Petroleum ServicesJoseph Owusu has almost 20 years of experience in oil and gas business including; upstream, midstream and downstream. He is a seasoned negotiator of upstream commercial agreements with many years of experience in mergers and acquisitions of oil and gas assets.

We have a twenty-five year (25) from the Ghana Ports and Harbours Authority and from this convenient location in the port of Takoradi we support vessel owners with repair and maintenance, shore base for project mobilization, logistics, personnel vessel layup services, etc. We are currently in the process of developing a larger facility which will include a floating drydock capable of handling up to 200m in the length and the construction of over 500m of private quayside.
