NOTES ON BOWLS NSW CONDITIONS OF PLAY FOR 2018 BCC CHAMPIONSHIPS AND PENNANTS

Club Administrators and Players need to familiarise themselves with the

Bowls NSW 2017-2018 Conditions of Play (in particular Section 4

Pennants). If there are any doubts or queries please do not hesitate to

contact the Chairman of the Zone 15 Match Committee Garry Ellis on

1. INCLEMENT WEATHER – POSPONED &/OR NOT COMPLETED

MATCHES:

(a) The venue club MUST notify the Zone 15 Chairman of Match

immediately by Phone or Email that their greens have been closed

for the day as well as advising the visiting club/s. All green closures

will be displayed on the Home Page of the Zone 15 website. (This

also applies for Championship events).

(b) For matches not commenced, not completed or postponed the

Pennant Result Form MUST still be completed by each side and

FAXED to the Zone 15 Chairman of Match.

All Clubs must complete their participation records using the excel

spreadsheet supplied by the BCC match committee. The

completed spreadsheets must be sent to the BCC chairman of

match as soon as possible after round 10 for Match Committee to

forward to Bowls NSW.

1. INCLEMENT WEATHER – POSPONED &/OR NOT COMPLETED

MATCHES (Cont):

(c) Matches not commenced, not completed or postponed will be

played on the following Sunday week, (except Mother’s Day), at

9.30am (trial ends 9.10am). Such games may be played earlier by

special arrangement with the Clubs involved and the Zone 15

Match Committee. If the proposed replayed match is washed out

it shall be replayed at the end of all sectional play, ONLY if

necessary and if time allows, otherwise the Match shall be

declared a TIE/DRAW and each Club shares the points (5 each).

(d) A minimum of 54 ends shall constitute a completed game. If less

than 54 ends are completed the game shall be continued to the

completion of 63 ends on the following Sunday week at the same

venue commencing at 9.30am (trial ends 9.10am). Uncompleted

games may be played earlier by special arrangement with the

Clubs involved and the Zone 15 Match Committee.

NB: Each side must retain its score cards and a copy of the Pennant

Result Form for use when the match is resumed.

2. SCORING:

(a) Rink score boards should preferably be updated every end by the

Second or Skip.

(b) The method of scoring for all Sectional Pennant matches and all Post

Sectional Round Robin matches shall be:

Side Win 7 Points

(Side scoring the highest aggregate number of shots)

Side Tie (Draw) 3.5 Points

(Both Sides Score equal aggregate number of shots)

Side Loss 0 Points

(Side scoring the lesser aggregate number of shots)

Team Win 1 Point

(One Point for each team of the side that wins (Rink Win))

Team Tie 0.5 Point

(0.5 Points for each team of the side that ties (Drawn Rink))

TOTAL PER MATCH 10 Points

(c) At the completion of Sectional Play the Side scoring the highest

number of points will be declared the Winner of their Section. See

Bowls NSW COP 2017-2018, Clause 4.12.1 for count back rules.

(d) Only one (1) Pennant Result Form is required for each round,

provided by the HOME side, with the HOME TEAMS entered on the

left. This form must be Faxed or Emailed to the Zone 15 Chairman of

Match Committee by 6.00pm on the day of the Match.

3. PENNANT STARTING TIME:

(a) Games to start at 1.00pm, with trial ends at 12.40pm. Side Managers

are expected to be at the venue forty (40) minutes before Starting

Time.

(b) If a side arrives 15 minutes after the Starting Time, (1.15pm), the

opposing team may receive a forfeit and ten (10) Points.

5. PLAYER GRADING and ELIGIBILITY:

(a) The playing of an Unregistered Player, an Ineligible Player or a

Grading Infringement Player will result in the forfeiture of the Match

and Maximum Points will be awarded to their opponents. Bowls NSW

COP 2017-2018, Clause 4.24. Penalty for Pennant Infringements.

4. PRACTICE:

Players may practice up to thirty (30) minutes prior to the scheduled

starting time of the match, providing that rink space is available and

the controlling body approves. Players may not practice on the rink

on which they are drawn to play.

5. PLAYER GRADING and ELIGIBILITY (Cont)

(b) Where a club has two (2) or more sides entered in a grade they shall

be identified as No.1, No.2, No.3 or A, B, C or Red, Green, Blue.

These sides are no longer considered higher or lower then each

other. This will allow Clubs to move players around in the same Grade

without penalty during sectional play. At the end of the Sectional play

a player must have played the minimum number of threshold matches

6. DRESS REGULATIONS:

All players must be attired in compliance with Bowls NSW dress

regulations which require the Bowls Australia Logo to be displayed

on CLUB shirts, jackets and vests. (This also applies to all Zone 15

Championship Events).

DUTIES OF THE CONTROLLING BODY (Extract from RNSWBA 2017-18 Conditions of Play)

13. Duties of the Controlling Body This is intended as a guideline for those who perform the duties of the Controlling Body, other functions may be required of the Controlling Body for certain events or under certain circumstances. This guideline has been divided into three sections; Pre-Game, During Game and After Game.

13.1. Pre-Match

• Before the commencement of play on any day the name(s) of the person(s) representing the Controlling Body and the Umpire(s) of the day should be announced.

• Being present at all times during the match, plus for a reasonable time before the start of play and after play finishes.

• They ensure that Association Events are played in accordance with the RNSWBA Conditions of Play.

• They ensure that the dates of play for all events are set out, including provisions for rescheduling of matches which are delayed or postponed. Dates should be included on entry forms

• They should ensure that the players, umpires and markers are aware of any non-standard playing conditions.

• They should ensure that an umpire has been appointed to officiate for the matches being played.

• They should ensure that there are markers in attendance for singles matches.

• Advising players of their eligibility for pre-match practice and the availability of rink space for that practice.

• They ensure that the rinks on which players are drawn to play are announced not less than 20 minutes prior to the scheduled starting time. (Observing that for Pennants the rinks allocated for each Pennant Match should be known not less than 30 minutes before the start of play, as per COP 4.7.1).

• They declare the position of a constituted member in a team to be vacant under condition listed in DR4, they can then authorise an eligible member to join that team as a replacement player.

• They can authorise one (or more) team in a side to play one player short if there is no eligible player or substitute available.

• They are responsible for ensuring that the player’s attire is in accordance with the RNSWBA Regulations and Conditions of Play (or in line with the requirements for that event if not an Association Event).

• They decide when to start play if the weather is doubtful.

• They may, if circumstances warrant it, extend the time allowed for late arrivals.

• They can award the match to the opponent if a player, team or side fails to show or otherwise forfeits its match.

13.2. During Match

• They can warn the player involved if he is causing damage to the green, then they can ask him to retire from the green and take no further part in the match (the Umpire may also do this).

• They can replace a marker whose performance or behaviour is less than acceptable standard.

• They can take action to have spectators refrain from disturbing, advising or interfering with players.

• They may allow variations in the position of players at both head and mat ends to facilitate viewing by spectators, or to assist television coverage.

• They can award the match to the opponent if advised by the umpire that there has been an infringement of a law that requires a penalty.

• They decide when to abandon play for the day because of darkness, the weather of any other valid reason.

• They are the ones to whom the umpire hands the set of bowls and the $150 deposit if there has been a challenge to a set of bowls. They arrange to have the confiscated bowls tested. (see Law 52)

• They are the official to whom the appellant gives his written appeal and to whom the umpire hands the deposit and his written report if there has been an appeal against the umpire’s application of the Laws.

• They ensure that any necessary closing announcements are made.
