Pets are no longer in the doghouse

Victorianrentersaresettohavegreaterrightswhenitcomestotheirpets.InOctober2017,theVictorianGovernmentannounced14rentalreforms in its Rent Fair package, includingmakingitharderforlandlordstobanpets.

The reforms came five months after theformationoftheMakeRentingFairCoalition(MRFC).TheMRFC,ledbyTenantsVictoria,includes over 70 organisations and 4000individuals, and aims to provideVictoria’s 1.5millionrenterswithbetterprotections.

TheMRFC developed a campaign seekingchanges to theResidential Tenancies Act.Thechanges,presentedasapolicyplatform,includedremoving‘noreason’evictionnotices,banningrentalbiddingandallowingpets.

Thecampaignispartofabiggermovementformorepet-friendlyrentalaccommodation,whichincludes the ‘KeepAustralia Pet Friendly’campaign championed by celebri ty vet DrChrisBrown.

TenantsVictoria CEOMark O’Brien says, ‘WeareveryproudthatsupportoftheMakeRenting Fair campaign over the past ninemonthshasdriventheVictorianGovernmentintherightdirection’.

Thecommunityresponsetothegovernment’sreformshasbeenhuge,withover800peoplewithin one week emailing their support, inparticularforthe‘petsarewelcome’promise,tovariousmembersoftheVictorianGovernment.

When launching the reforms,Minister forAgriculture Jaala Pulford stated, ‘No oneshouldhavetochoosebetweenthepettheylove andaplacetolive–ourreformswillendthisdiscrimination’.

However,noteveryonesupportsthereforms.TheRealEstate InstituteofVictoria (REIV)has set up the ‘Rentfair is Unfair’ onlinepetition,claiminglandlordsmaybenegativelyaffected by the changes. They allege somelandlordshavealreadystoppedrentingouttheirpropertiestoavoidpets.Fewerpropertiesonthemarketworsensthehousingaffordabilitycrisisbyreducingsupply,whichleadstohigherrents and to greater competition betweenrenters.

Theworkof theMRFCisnotdoneuntil thereformsarelegislatedinarevisedResidential Tenancies Act.
