At the OSAA we believe high school activities provide opportunities for young people to receive a well‐rounded education that challenges both mind and body. These opportunities enrich and expand our students’ school experience and help them become contributing members of society. Participation in activities teaches students how to be part of something bigger than themselves; the meaning of respect for themselves and others; and skills like grit, resilience, patience and the ability to collaborate with peers. About the OSAA
The OSAA is comprised of 290 member high schools representing more than 200 Oregon communities. A private non‐profit, board‐governed association, the OSAA is sanctioned by the Oregon State Board of Education and is a member of the National Federation of State High School Associations (NFHS). It’s History The OSAA began in 1918 when administrators from 36 schools recognized a need for an organization to coordinate and regulate high school interscholastic competition. Thus the Oregon State High School Athletic Association was formed. The name was changed in 1947 to reflect the inclusion of activities outside of traditional athletics. Mission Statement The mission of the OSAA is to serve member schools by providing leadership and state coordination for the conduct of interscholastic activities, which will enrich the educational experiences of high school students. The OSAA will work to promote interschool activities that provide equitable participation opportunities, positive recognition and learning experiences to students, while enhancing the achievement of educational goals. What the OSAA Does Much like the NCAA at the collegiate level, the OSAA regulates the eligibility and competition of all high school students in the state. This includes everything from determining which league a school will compete in to sponsoring and administering state championships. Funding As a private, non‐profit organization, the OSAA does not receive any state funding. Revenue is generated from three sources: school membership fees, state championship gate receipts and corporate sponsors. OSAA Activities The OSAA sponsors 116 state championships for students competing in 19 interscholastic activities: Fall Cross Country, Volleyball, Soccer, Football Winter Cheerleading, Wrestling, Swimming, Basketball, Dance/Drill Spring Speech, Solo Music, Choir, Band/Orchestra Golf, Tennis, Track & Field, Softball, Baseball

S T A T E C H A M P I O N S H I P D I R E C T O R / Charles Bolton Mr. Bolton has been a band director in Oregon for 52 years, beginning his career at Knappa High School in 1966. He retired in the spring of 1999 from Sam Barlow High School after 31 years. At various times, he directed both the Wind Ensemble and the Jazz Band at Mt. Hood Community College. Currently he is teaching classes in music education at Warner Pacific College and Portland State University. His Sam Barlow High School bands performed many times at the Oregon Music Educators Conference, All-Northwest Conference, WIBC and the International Society for Music Education. His bands won 18 league championships and placed in the top five for 14 consecutive years at the OSAA State Championships, including a pair of state titles. In 1994, he was selected as the Outstanding Teacher in the Gresham-Barlow School District and was named Oregon's Mr. Holland at the premier of the movie of "Mr. Holland's Opus". Mr. Bolton received the American Bandmasters Associations Citation of Excellence and was honored as the 2002 Band Director of the Year by the Oregon Band Directors Association. In 2008 he was awarded the John McManus Distinguished Teacher Award by the Oregon Music Educators Association and this year received the Exemplary Service to Music Education Award. In 2012 the Oregon Music Education Association gave him the Exemplary Service to Music Education Award. He has directed the Alaska All-State Band, taught many summers at the music institute in Hawaii and five times co-directed the band for the Oregon Ambassadors of Music on their tour of Europe. In the spring of 2015 he traveled to China and conducted the International Schools of China high school honor band. He conducts the Tuba Christmas every December in Portland. This is his 19th year of chairing the OSAA Band/Orchestra State Championships.
A D J U D I C A T O R S
Dr. Robert Belser A native of Lee's Summit, Missouri, Dr. Belser began his musical training on trumpet then on euphonium as a student of Keith House. He earned the Bachelor of Music Education degree from Central Missouri State University studying with Russell Coleman and Robert Gifford. Following his undergraduate studies, he taught instrumental and choral music in Central Missouri. Dr. Belser served as a graduate teaching assistant at the University of Illinois where he studied with Harry Begian, Gary Smith, and Dan Perantoni, and earned the Master of Science in Music Education degree. He was Assistant Director of Bands at Eastern Kentucky University directing the concert band, athletic bands, and teaching music appreciation. Dr. Belser was awarded the Doctor of Musical Arts in Conducting from The University of Iowa where he was a student of Myron Welch. He has also studied conducting with Craig Kirchhoff, John Paynter, and Mallory Thompson. Dr. Belser was honored as a recipient of the prestigious John P. "Jack" Ellbogen Award for Meritorious Classroom teaching in 2000, and has served as a teaching excellence panelist for the UW Ellbogen Center for Teaching and Learning. Dr. Belser is quite active as a clinician and conductor throughout the country, and as an adjudicator for bands in the West and the Midwest. Under his baton, the UW Wind Ensemble performed for the Western/Northwestern Division conference of College Band Directors National Association receiving acclaim for their sensitivity and musicality in performance. He is a proponent of new music and the process of creativity, and is not only in demand as a conductor but as a clinician for his promotion of positive teaching techniques and advocacy for the arts. In addition to conducting, Dr. Belser also teaches music education and graduate conducting and literature courses. His research interests include the process of creativity, historic and new wind repertory, and the arts in the process of learning.
Julie Blackstock A graduate of Baylor University with a degree in Music Education, Julie Blackstock is in her fourth year as the Director of Orchestras at Liberty High and serves as Orchestra Lead for Frisco ISD. Prior to teaching at Liberty, Ms. Blackstock taught in the Carrollton/Farmers Branch Independent School District for sixteen years, twelve of those at Creekview High School. Under her direction, the orchestras at Creekview consistently received top ratings in UIL contests and at festivals around the country and were finalists in the TMEA Honor Orchestra Competitions. During her first at Liberty, the Camerata Orchestra placed 5th in the finals for the TMEA Honor String Orchestra Competition and the Liberty Symphony Orchestra was named first runner-up in the TMEA Honor Full Orchestra Competition. The symphony orchestra was also invited to perform at the Midwest International Band and Orchestra Clinic in Chicago in December 2015. In the fall of 2016, Camerata Orchestra placed 3rd in the TMEA Honor String Orchestra Competition and then was again named runner-up in the TMEA Honor Full Orchestra Competition in July of 2017. Ms. Blackstock also currently serves as Orchestra Lead for the FISD School District. Ms. Blackstock has also been a frequent adjudicator and clinician for UIL, Solo/Ensemble contests, festivals, and All-Region Orchestras around the country. During the summers, she regularly works at the Baylor University High School Orchestra Camp as a cello section leader and directs one of the chamber orchestras. She has also served as Assistant to Kevin Krentz, Music Director of the Methow Valley Chamber Music Festival in Winthrop, WA, and has mentored students from Seattle University. Formerly the Region 24 Orchestra Division Chair, Ms. Blackstock is proud of her memberships in the Texas Music Educators Association, Texas Orchestra Directors Association, Texas Music Adjudicators Association, Mu Omicron, and is honored to be a member of Who’s Who Among American High School Teachers. She also served on the Texas University Interscholastic League’s Prescribed Music List committee which chooses selections to be included on the PML for UIL contest performances. When not at work, Ms. Blackstock enjoys spending her time reading, watching movies, hanging out with her niece Maike, nephew Noah, taking photos, and dreaming of traveling in the summers.

Dr. Edward Harris Edward C. Harris served as the Director of Bands at San José State University from 2000 through 2017. Born and educated in Santa Monica, Dr. Harris received his Bachelor of Music degree in music education, and Master of Arts degree in clarinet performance from San Francisco State University. He received his Doctor of Arts degree in conducting and clarinet performance from the University of Northern Colorado where he was the first doctoral student of Eugene Corporon. Before joining the San José faculty, Dr. Harris served in a similar capacity at California State University – Stanislaus, Humboldt State University, and at the University of Wisconsin – Platteville. Preceding these appointments, he served as Director of Instrumental Music at Sequoia High School in Redwood City, California from 1971 to 1978. Dr. Harris maintains an active schedule as guest conductor and lecturer throughout the United States. He has guest conducted honor groups and festivals in eleven states and was selected to conduct the California Community College All-State Honor Band in 1983 and 2005, the California All-State Concert Band in 1988, the California All-State Symphonic Band in 1996 and 2018, and the CBDA California All-State Concert Band in 2004. Dr. Harris brings to the podium a broad knowledge of both traditional and contemporary wind band literature. Under his direction, the San Jose State University Wind Ensemble gained wide recognition for its diverse and creative programs. In addition to his university duties, he has served as President of the Western Division of the College Band Directors’ National Association and has been on the Board of Directors for the California Band Directors Association and California Music Educators Association. In 1995, Dr. Harris was honored to receive the “Stairway of the Stars” Award from the City of Santa Monica for distinguished contributions to the arts in California. Dr. Harris was named the “2010 Music Educator of the Year” by the Bay Section of the California Music Educators Association. In 2012, he was presented the “Lifetime Achievement Award” from the California Band Directors Association and in 2017 received the “Lifetime Hall of Fame Award” from the California Music Educators Association. Prior to his retirement, Dr. Harris was presented the “Lifetime Achievement Award” from the College of Humanities and the Arts at San Jose State University. Dr. Harris was nationally elected into the prestigious American Bandmasters Association in 2011. After an extensive national search, Dr. Harris was appointed the artistic director and conductor for the San Jose Wind Symphony. The San Jose Wind Symphony has distinguished itself as one of California’s premiere concert bands with two performances at the World Association for Symphonic Bands and Ensembles Conference, the California Music Educators Association Conference, as well as international and regional concert tours. The San Jose Wind Symphony was selected from over 170 national and international bands to perform at the 2009 Midwest International Band and Orchestra Conference in Chicago. Harris serves as only the second conductor in the group’s 60-year history. As a professional clarinetist, Dr. Harris has performed with the Greeley Philharmonic in Colorado, the Pacific Symphony in California, and the Modesto Symphony. His primary teachers include Robert McGinnis of the New York Philharmonic, Donald Carroll of the San Francisco Symphony, and Dorrace Stalvey of Los Angeles.
Dr. Gerald King Dr. King is Professor of Music at the University of Victoria where he is the Head of Music Education, Graduate Wind Conducting, and serves as the conductor of the UVIC Wind Symphony. From 2004-2012 he served as Director of the School of Music. Among his many achievements as Director, with his leadership and guidance the University of Victoria School of Music was awarded the designation as Canada’s first and only All-Steinway School. Internationally recognized as one of Canada’s most respected conductors, adjudicators, educators and keynote speakers, Dr. King is the recipient of numerous honors and awards, including the Order of the Phoenix by the Western International Band Clinic where he has made 7 separate conducting appearances; election into Phi Beta Mu; election into the American Bandmasters Association (2003) when he served as guest conductor of the United States Army Band (Pershing’s Own) from Washington, DC; recipient of the British Columbia Music Educators’ Honorary Life Award “in recognition of a lifetime of commitment of time, talent, and energies to music education in British Columbia;” and, in September 2015 he was inducted as an Honorary Member of the Naden Band of the Royal Canadian Navy “for fostering tremendous goodwill towards the band, heightened morale and esprit de corps, and providing an exceptional liaison between the military and the public.” Dr. King’s background is varied. Although he is primarily recognized as a conductor of Wind Bands, he is equally comfortable conducting Orchestras and Choirs. He is a former student of internationally renowned conductor, Maestro Kazuyoshi Akiyama with whom he studied the Saito Conducting Technique. His professional career has taken him throughout Canada, the United States, Great Britain, Denmark, Sweden, Holland, Germany, Italy, France, Spain, Japan, Mexico, Hong Kong, Australia, Switzerland, Austria, Slovakia and the Czech Republic. Dr. King’s conducting appearances with Regional, National, International Honor, and Professional Ensembles have been praised for performance quality, artistry, and creativity. Throughout his career he has been a champion of new music, premiering over 30 compositions. As well, he has worked with over 50 guest artists. In addition to conducting, Dr. King has many years of performing experience as a professional clarinetist having performed with numerous ensembles, including the La Scala Opera of Milan, Italy during their Canadian tour. Most recently, during July 2013 he performed with the New Edmonton Wind Sinfonia on their concert tour of Europe—he previously toured with them in 2000 and 2004. In addition to his passion for making music he is also widely recognized as an expert for his ability to link theory and practice in the field of teaching and learning. Among his many recordings and publications is a chapter in the book, Creativity and Music Education written by seventeen authors from the United States, Canada, Israel, Australia, Great Britain, Spain, and Scotland. The book includes a forward by noted author on Creativity, Mihalyi Csikszentmihalyi. Dr. King has also completed a well-received DVD—The Craft of Conducting. Dr. King is in great demand as a conductor, adjudicator, clinician, and keynote speaker. Over the past 25 years he has worked with over 10,000 ensembles and soloists representing more than 500,000 musicians. Dr. King is a Yamaha Artist Educator/Conductor.
