8 – DOPPING CONTROL Doping control will include in each category: a) the winner of the category b) one of the three other medal winners by draw The draw (for b) is carried out in accordance with the IJF Anti-doping Rules and the IJF SOR during the competition before the start of the final block. Competitors have to report to the Doping Control Station

immediately after signing the Notification form. Pursuant to WADA ISTI Art. 5.4.4, prior to doping control, athletes are allowed to take part in the awarding ceremony and fulfil their press commitments or receive medical treatment if needed. The selected competitors will be constantly accompanied by an official chaperone (appointed by the organizing committee) from the time of notification until arriving at the Doping Control Station. A person of the athlete’s choice (team doctor, coach, trainer, delegation head etc.) may accompany them.

9 – WEIGHT-IN The athlete’s official weight-in will be scheduled the day before the competition : - Unofficial weight-in : 18:00 – 18:30 - Official weight-in : 18:30 – 19:00

10 – GENERAL INFORMATION

FUNDAMENTAL PRINCIPLES All national federations, officials, coaches and athletes participating in the event described in these outlines have to respect and accept the authority of the IJF Officials, the IJF Statutes, the IJF Sports and Organization Rules (SOR), the IJF Refereeing Rules and the IJF Antidoping Rules, Individuals deemed to have acted against the IJF, its principles or purposes should be subject to suspension or expulsion from the event and/or cancellation of their accreditation cards. INSURANCE Each National Federation is responsible for its competitors (the control of non-pregnancy as well as the control of gender are placed under the responsibility of the National Federations) and must assume all responsibility for accident and health insurance as well as civil liabilities for their competitors and officials, during the event described in these outlines. The organizer of the event and the IJF will not be responsible for any insurance related to the above-mentioned matters. Nevertheless the National Judo Federation staging the event shall take all necessary actions to provide insurance coverage against civil liability for the entire duration. The organizer of the event and the IJF have no liability for any claims of injury, illness or death arising out of the participation and traveling in connection with this event.

COMPETITOR AGE

� Senior Men and Women: Pursuant to International Judo Federation rules, no competitor will be admitted to enter the Senior competition under the age of fifteen years old (must be born before 01st January 2003). For competitors who have not attained their majority, the OJU member Federations should obtain, on plain paper, an authorisation to participate from the athlete’s parents or legal guardians.

� Junior Men and Women: The age limit for Junior men and women is under 21 years, age limit is 20 years in the calendar year (born in 1998 or later). Strangles and armlock techniques are permitted in this competition.

� Cadet Men and Women: The age limit for cadet divisions is 15 years and under 18 in the calendar year (ie born between 01 January 2000 and 31 December 2000). Armlocks and strangle techniques are permitted in this competition . An athlete who has lost consciousness due to shime-waza will not be allowed to continue the competition.

SYSTEM OF COMPETITION

An elimination system with repechage starting at the quarterfinal (last 8), i.e. for all categories the competitors will be divided into two tables by means of a draw, and an elimination system will be used to produce two finalists. The competitors defeated in the quarterfinal will compete in two repechage contests:

� The winners of each of the two repechage contests will compete in Bronze medal � contests against the loser of the semifinal contest of the respective opposite table. � The winners (2) of those contests are placed third; The losers (2) are placed fifth � The losers (2) of repechage contests are placed seventh.

Duration of contest : Men and women four (4) minutes (real time)

* The organizing national federation can inscribe a maximum of four (4) athletes per weight category.

**Teams will be by National Federation. National Federations other than Australia and New Zealand may combine to enter the Team Championship. Note: Competitors can only be entered in one weigh category. Only entries of national judo federations IJF member will be accepted.

CONTROL OF ENTRIES & ACCREDITATION The control of entries and issuing of outstanding accreditation cards will take place at the Venue (Salle omnisport de l’Anse-Vata) on Thursday 5 April 18 from 1 to 3 PM. At least one team official must attend during these times to confirm the entries of all athletes and officials with his/her signature. A delayed appearance or no-show at control of entries may result in the exclusion of all participants from the draw and the event. In the case of an unforeseen delay of arrival the Federation must immediately contact the organiser : [email protected] An accreditation card with photograph will be issued to competitors, officials and media. This accreditation card should be carried at all times. The IJF Offical ID Card, together with Passport, need be presented for all team members (competitors all age categories, coaches, doctors, federation officials).

CITIZENSHIP VERIFICATION The citizenship of the competitors must be verified by persons appointed by the OJU Executive. Evidence of citizenship will be accepted by the production of a valid passport issued by the country for which the competitor wishes to compete. Where the Championship is being held in a country for which the residents do not hold passports, a birth certificate will be acceptable proof of the competitor’s citizenship of that country. A competitor having dual or multiple citizenship evidenced by all relevant documentation must nominate the country to be represented. In the event of a change of citizenship by any competitor, there will be an automatic exclusion for a period of three years from OJU Championships. The OJU may consider a short period of two years exclusion if the relevant countries request this privilege. Any competitors in this category must present themselves personally to the Control Centre. Competitors from New Caledonia, French Polynesia or countries with similar territorial situations must be a resident for a minimum of 2 years, supported by a passport or local I.D. card.

INSCRIPTION OF DELEGATES

- Until 20 days before the draw (16 march 2018 ) : the correct names of the complete delegation (athletes and officials) have to be registered online at www.judobase.org. The number of athletes/officials cannot be increased after the deadline.

- Until 5 days before the draw (31 march 2018 ) : in case a delegation requires replacements and/or cancellations, these changes must be entered online at www.judobase.org

- Until start of accreditation: Any final replacements or cancellations must be sent to the IJF registration email of [email protected]

DRAW � The draw and team managers meeting will be conducted at the 6th of April 2018 at 4.30 PM at the

venue (salle omnisport de l’Anse-Vata).

� Each National Federation must send at least one delegate to attend the draw but not exceed three delegates. Collar and tie for males is required. Formal dress attire for females.

� The top eight (8) from the entered competitors in each weight category will be seeded according to the current World Ranking List. The rest of the draw will be by separation of nations.

JUDOGI CONTROL a) Approved judogi: Competitors shall wear an IJF approved judogi supplied by one of the following

manufacturers: Greenhill, SFJAM NORIS, DANRHO, MO, Double D Adidas, HAYAKAWAN Fighting Film, Budo Sport AG, ESSIMO, MATSURU B.V, KAPPA.

b) Judogi control: Gi control will be operated with a sokuteiki by the OJU Education Commission prior to

the match. The judogi must have an IJF Official label “APPROVED JUDOGI” (red borders) with an optical code which cannot be falsified. The label will be controlled with an optical lamp. Belts must hold

an IJF official label (blue or red borders). Each of the competition clothing articles (jacket, trousers and belt) must have an IJF official label.

c) Back number: Each competitor is obliged to have sewn on the back of their judogi a back number

bearing their surname and their National Olympic committee abbreviation. The back numbers must be fixed horizontally and centered on the back of the judogi. They must be placed at a distance of 3cm from the bottom of the collar. The back number can only be ordered from www.ijfbacknumber.com or www.mybacknumber.com

d) Advertising: Competitors should carry on the back of their jacket the IJF and organizer dedicated

sponsors of the event. Advertising on the judogi must be in compliance with the IJF regulations.

e) National Emblem: Athletes can have their national emblem on the left front part of the jacket within a space of 100cm2.

If an athlete does not respect the judogi rules, the coach who is responsible for the athlete will be suspended for the rest of the competition of the day. In the case of a repeated offence the coach would then be suspended for the rest of the competition

PARTICULAR RULES FOR WOMEN Female contestants shall wear under the jacket either, a round necked plain white or offwhite tee shirt, with short sleeves, made of non-rigid material, long enough to be worn inside the trousers, or a plain white or off-white leotard with short sleeves. No marking should be visible when the judogi is done up. All other regulations must be adhered to.

COACHING Code of behaviour of coaches as defined in the Sports and Organisation Rules, Annexe 4 will be strictly observed, inclusive of the Dress Code.

� Coaches are not allowed to give instructions to the competitors while they are competing. � Only during the pause time (after matte), will coaches be permitted to give instructions to their

athletes. � After the pause is finished, and the fight continues (hajime), coaches must keep silent. � If a coach does not follow these rules, they can be expelled from the competition area.

If the coach persists with this behaviour from outside the competition area, they could be penalized.

TRAINING FACILITIES Training is the responsibility of the organizing federation. Planning and scheduling of training sessions will be organized taking into consideration requests made by delegations daily on a first request made first served basis. All National Federations, officials, coaches and athletes participating in the Oceania championships 2018 have to respect and accept the authority of all officials, the Statutes, the Sports and Organization Rules, the Refereeing Rules of the International Judo Federation, as well as the IJF Anti-doping Rules. According to the IJF Rules and SOR Provisions (point 23.8), individuals deemed to have acted against the IJF, its principles or purposes shall be subject to suspension or expulsion from the event and/or cancellation of their accreditation cards.

AWARDING CEREMONY The competitors wearing their white judogi (no shoes, flip flops or socks) will stand behind the podium according to the following order 2,1,3,3. Competitors having won a medal have to attend the ceremony to receive their medal in person. If a competitor is absent during the awarding ceremony for no valid reason they will lose the right to have the medal. It is strictly forbidden for competitors on the podium to bring national flags or the similar identification other than the one represented in the regular manner on their equipment. Any demonstration of religious, political, personal or commercial sign is prohibited and so is wearing a cap or any other head cover.
