LETTER TO THE COMMUNITYKatie Couric, Hootie and the Blowfish, Ella Fitzgeraldand former First Lady Laura Bush... what do thesecelebrities have in common? Each has a charitable fundin a Community Foundation - but you certainly don’tneed to be a celebrity to make a difference righthere in your own community. The McKean CountyCommunity Foundationmanages funds of all sizes.Witha minimum donation, you can establish a fund. Whenyour fund reaches $5,000, you can begin to award grants.

The Community Foundation is grateful to theindividuals and groups who have placed their trust inour mission by establishing funds. We are committed togrowing those funds through carefully monitoredinvestment practices and distribution in the form ofgrant allocations to appropriate recipients. We takepride in listening to our donors and crafting their

individual funds in a way that is a perfect match for the donor’s desire tothe present and future needs of our area according to his or her personalinterests. Each fund, just like each donor, has a story of how they want tosupport their community.

The McKean County Community Foundation is progressing through the earlystages of development. Since our inception, we have nurtured and increased the

number of funds that are a significant part of our continued growth. With a total of 20 funds and growing, we areon our way to doing great things in our area.

At this point in our history, we continue to look for opportunities to “tell our story” so that the CommunityFoundation becomes a well-known entity in the area. We want to encourage our local citizens to think of theFoundation as a way to exercise their philanthropic support.

The members of the Board of the McKean County Community Foundation share a common affinity for McKeanCounty and the surrounding area. We realize that many nonprofit groups serving our area are vital in makingMcKean County a wonderful place to live and raise our families. Our dream is to be able to provide much neededsupport for the activities of nonprofit organizations in our area.

In 2017, our organizationbegan to explore a namechange of the parentorganization to betterreflect its service area. TheCommunity Foundation ofthe Northern Alleghenies(CFNA) name wasapproved and submitted tothe state and the IRS. Bythe end of 2018, alldocumentation had beenfiled and adopted. TheCommunity Foundation ofthe Northern Alleghenies(CFNA) is the parentcompany of the Elk CountyCommunity Foundation(ECCF) and the McKeanCounty CommunityFoundation (MCCF).

Our common mission is toenhance the quality of lifein the local area as westrengthen our regionthrough development,stewardship, and grantmaking.

With a shared vision toinspire philanthropy andstrengthen our uniquecommunities, our affiliatefoundations are making animpact in the NorthernAlleghenies.

TheCommunity Foundation can help you achieve your philanthropicgoals. Philanthropy literally means "love of mankind". You maythink you have to be wealthy to establish your own charitablefund. But there are many levels of giving, and many ways to give.

The reality is anyone can get behind a good cause and become adonor. Like a charitable savings account, a fund can be establishedat the Community Foundation with a minimum donation and when it reaches $5,000 you can startmaking awards. Charitable giving funds at the Community Foundation provide a simple, powerful andpersonal approach to giving. We provide grant making and administrative support for your fund.

Donor Advised Funds are for individuals and families who want to support causes that are meaningful tothem, while seeking active involvement in choosing their grant recipients. These funds offer a tax benefitwhile allowing donors to make grants over time to their favorite nonprofit organizations. The donor has themost involvement and flexibility with this fund.

AnAgency Endowment Fund is usuallycreated by the organization itself forthe express purpose of providing asource of permanent, ongoingsupport to a specific nonprofitorganization. The endowmentsare usually open-ended so thatonce they are establishedother donors may contributeto the fund. An agencyendowment is a perfectvehicle to acceptcharitable bequests.

AGENCY ENDOWMENT FUND

These general funds allow the flexibility toaddress your community’s changing needsthrough strategic grant making each year. Ratherthan designating how the money will be spent,you allow the Foundation to determine the mosteffective ways to meet our community’s mostcompelling opportunities and pressing needs.

COMMUNITY ENDOWMENT ORUNRESTRICTED FUND

Designated funds allow you to direct your gift to aspecific agency or purpose. Almost any 501(c)(3)nonprofit organization may be designated toreceive support for its mission. You identify therecipient(s) you wish to benefit through your giftand our staff manages the annual distribution of

funds from the endowment.

DESIGNATED FUND

Individuals, families, companies, andorganizations establish scholarshipfunds to allow students to pursueacademic goals. Working with theFoundation, you determine thecriteria for your scholarship suchas level of education(preschool through post-graduation), a field of study,and other requirements.Scholarship committeesand/or donors makerecommendationson the recipients

each year.

2018 FUNDSNEW AGENCY ENDOWMENT FUNDS

Court Appointed Special Advocates (CASA) ofMcKean County is preserving and empoweringresources through the establishment of itsendowment fund with the McKean CountyCommunity Foundation. CASA programs providevolunteers who are committed to support localcourts as advocates of abused and neglectedchildren. MCCF will help to grow the endowmentdollars with sound investment policies while CASAstaff and volunteers focus on serving children.

The McKean County Housing Coalition EndowmentFund was established to benefit the communitiesserved by McKean County through the distribution ofcharitable contributions to deserving and qualifiedorganizations. The coalition works together toaddress housing related needs of low income andhomeless individuals. Once fully funded,distributions will be made to any nonprofitorganization engaging in housing developmentprojects or programs through an open grant process.

This agency endowment fund was created by the McKean CountyCommunity Foundation to support the administrative costs of theFoundation and to eventually provide grants to enhance communitydevelopment throughout McKean County. Community mindeddonors are encouraged to contribute to this fund as a permanentand flexible way to ensure their donations are used where the needsand opportunities are greatest in their communities.

NEW DESIGNATED FUNDS

Boiler Chimney Bricks: Helping to build the future of McKean County

This Port Alleghany CommunityDevelopment Fund was established by alocal family that desired to support andgrow a charitable fund to benefit thecommunity of Port Allegany. Anyone withan interest in supporting local communitydevelopment is welcome to contribute tothe fund. Once it is funded, grants will beavailable for any nonprofit that serves the

residents of Port Alleghany.

The Early Childhood Development Fund wasestablished to assist families with financial needs inobtaining early childhood education for theirchildren. Anyone can make an investment in thefuture of our community by donating to this specialfund supporting early education in McKean County.The Early Childhood Development (ECDF) Fund hasa mission to support accessible child-centered carewith tuition assistance. The fund is primarilyestablished to support families that have childrenenrolled in Early Childhood Programs who are at riskof pulling the child from the program due tounforeseen financial hardships.

PORT ALLEGANY COMMUNITY DEVELOPMENT FUND

EARLY CHILDHOOD DEVELOPMENT FUND

When American Refining Group dismantled its massivelandmark coal boiler chimney in 2018, they offered bricks tothe public with proceeds benefiting the McKean County Fundfor the Future.

Gifts to this fund will help support the administrative costs ofthe Foundation as it continues to develop. As the fund grows,grants will provide funding for projects that enhance life in ourcommunities.

Many thanks to this American Refining Group project thatraised nearly $900 in support of the McKean County Fund forthe Future.

• Trained a class of four volunteers in spring 2018,another class of five volunteers in winter 2019, andis currently in the process of training an additionalfour volunteers.

• Assigned 45 children a CASA volunteer, 11 ofthem for the first time.

• Helped 10 children leave the care of CYS due toadoption, guardianship, or reunification withparents.

• Ensured that no children with a CASA advocate left and then re-entered the child welfare system.

• Received a $105,100 VOCA (Victims of Crime Act) grant for April 1, 2018 through September 30, 2020.

• Received a $10,000 grant from National CASA.

Other notable statistics of the CASA program include: seven and a half months less spent in foster care; fewerout of home placements; significantly improved educational performance; and more than 90% of children with aCASA volunteer never re-enter the child welfare system.

Amanda Dincher (center) received the 2018 ARG Scholarship. ARGScholarship organizers plan to build this fund to a level where it candistribute at least one $500 scholarship every year in perpetuity. ARGemployees’ children, grandchildren or legal dependents pursuing anypost-secondary education are eligible to apply. Full details regardingthe scholarship, eligibility and application instructions are distributedto all ARG employees when the application period opens each year.

ARG EMPLOYEE SCHOLARSHIP FUND

A new scholarship has been established at the McKean CountyCommunity Foundation by the Mt. Jewett and Hazel Hurst UnitedMethodist churches to honor Pastor Craig Smith. The Pastor Craig SmithMemorial Scholarship Fund will provide a scholarship to a resident of theKane or Smethport School District. The recipient will be a high schoolsenior or first year nontraditional adult learner who is an active participantin various activities in his or her school, church, and community.Scholarship applications will also include a faith-based essay.

PASTOR CRAIG SMITH MEMORIAL SCHOLARSHIP FUND

A new scholarship fund was established this year by the Kane DaySchool Board of Directors. The Day School is a learning environmentdedicated to educating, caring about and nurturing the children ofKane and the surrounding areas. The staff and board of the schoolestablished this scholarship to help their alumni when they are readyto start their post-secondary education. To be eligible, the studentmust be a graduating senior from Kane School District, an alum of theKane Day School who is pursuing a post-secondary two- or four-yeardegree or attending a vocational program, and be active in his or herschool and community.

KANE DAY SCHOOL SCHOLARSHIP FUND

The Bradford Rotary established a scholarship fund where the initialdollars designated for the fund pass-through the Foundation to beawarded as a student scholarship. Rather than a permanent endowmentfund where assets are pooled and invested, pass-through funds act morelike a charitable checking account. Other interest, income, and additionalgifts to the fund, if received, will establish a step-up fund available forcharitable purposes of continuing the scholarship in the future.

A new scholarship has been established by the Bradford CreativePerforming Arts Center (BCPAC). Beginning this year, BCPAC willaward an annual scholarship to a talented individual who is planningto or has enrolled in an accredited college or university. Studentsapplying for this scholarship should meet the following criteria: agraduating Bradford High School senior who is planning to pursue adegree in the performing arts (theatre, music, dance); be active inschool and community activities; demonstrate financial need; andshow academic merit. Applicants must also submit an essay thatexplains “the purpose of the arts” and discuss his or her college andcareer goals. Lastly, two letters of recommendation from a facultymember or administrator who has taught the applicant or worked withhim or her in an academic setting must be submitted.

The Community Foundation manages many scholarships all across our area whichhelp high school graduates and adult learners continue their education. Thesescholarships were created by community-minded individuals, families andcorporations who want to provide a path to higher education for future generations.

The MCCF has awarded a total of

$44,000 IN SCHOLARSHIP MONEYto deserving students since its inception.

The Community Foundation makes it easy for individuals,businesses, and organizations to establish a scholarship fund.Your fund can be created in as little as one meeting, with ashort fund agreement, and a single gift. Or your fund can be set upwith an initial gift that is added to the future. We manage all the administrative details ofyour fund for you.

By establishing a uniquely-named scholarship, you have the ability to designateeligibility requirements including education level, the field of study, geographic area, etc.Many scholarships are established to honor parents, a family member, or someone whoinfluenced your life.

Most scholarship funds at the Foundation are permanent endowments with the annualearnings used to provide the scholarships.

BENEFITS TO USING THE FOUNDATION TO INVEST/ADMINISTERSCHOLARSHIP FUNDS:1. Our investment expertise saves time and effort for any individual or organization.

2. Since the Foundation assumes fiduciary duty and responsibility, you are relievedfrom the legal liability associated with financial management.

3. By combining funds for investment, our return is typically higher than thoseinvested individually.

4. The fund located at the Foundation is an excellent way for friends and family tomake additional gifts of support with the highest level of tax benefits. Memorialand honor gift cards are also available for donations.

5. As a partner with the Pennsylvania Higher Education Assistance Agency (PHEAA)Partnership for Access to Higher Education (PATH), the Community Foundationscholarship recipients are nominated for matching funds and often receiveadditional grants from PHEAA.

One of the biggest benefits of bringing yourscholarship fund to the Foundation is ourpartnership with the Pennsylvania Higher EducationAssistance Agency (PHEAA) and its Partnerships forAccess to Higher Education program (PATH). ThePATH program provides matching dollars to students attending Pennsylvania post-secondary institutions who have received a scholarship from the Foundation. Thesestudents must also qualify for additional PHEAA funding.

Women can become change agents in their community with a small contribution of time and money. Giving backstarts with an idea and gains momentum with enthusiastic member participation. Do you need to be wealthy toparticipate? Certainly not! The Women's Giving Circle offers several donation levels of membership, allowing youto choose the level of giving that best suits your financial needs. Your involvement will help to build a new socialnetwork and bolster community resources for many worthy programs.

• A gift of $100 or more begins your annual membership in the Women’s Giving Circle. Donors may donate atthat level or opt to give at a higher level.
