Workforce & Marketing Subcommittee Update

Announced during the 2017 Annual Meeting, the newly formed WEDCO subcommittees would begin meeting on a quarterly

basis. Now, the committees have been combined and meet on a bi-monthly basis.

The subcommittees consist of approximately 10-20 participants from a variety of backgrounds

including government, education, manufacturing, health, insurance, and construction.

The subcommittee is pursuing several initiatives and is currently in the planning and fundraising

stages of executing a Williams County Housing Study.

The anticipated release of the Housing Study is Fall 2018.

Workforce Development continues to be our priority.

WEDCO continues to partner with Williams County schools, Ohio Means Jobs, manufacturers, and other organizations in a collective effort to

educate the public and the future & current workforce about manufacturing career opportunities and improve public perceptions of manufacturing.

• Northwest Ohio Manufacturing Day now serves

over 500 students from the four-county region.

• Williams County Bus Tour participation has increased.

• WEDCO continues to host bimonthly round table events to highlight local business, school & business partnerships, and connect local

businesses to state, regional, and local resources.

COMMUNITY HIGHLIGHTS

Village of Holiday City 20th AnniversaryIn 2017 the Village of Holiday City celebrated the 20th anniversary of the incorporation of the

Village.

“Holiday City has given us a lot to demonstrate what Williams County has to offer,” Matt Davis

said. “It’s a great location with access to the turnpike and railroad and they have lots of land

to develop. This gives us an opportunity to throw our hat in the ring as business leads come

in…The impact of the Village of Holiday City has been huge, fifteen-hundred jobs easily, not

counting the hotels and small businesses.”

COMMUNITY HIGHLIGHTS

Village of Pioneer – Clark Street Extension Project

Project includes:

• Extending Clark Street about 0.75 mile north, then about half mile west, to hook in with Core Way Drive

• Extending Industrial Avenue east to the entrance to the industrial park.

• New curbs, gutters and all other necessary street infrastructure.

The Village of Pioneer received the following grant funding, totaling just over $2 million, for the project:

• $500,000 from a Community Development Block Grant.

• $500,000 from a Roadwork Development grant.

• $1,002,128 from a federal Economic Development Public Works grant.

Village of Montpelier – Residential Tax Abatement Program

The tax abatement program (effective 1/1/18) applies to all parts of the Village not already covered by a Community Reinvestment Area

(CRA). Residential projects over $5,000 will enjoy 100% abatement on real estate tax (on improvements) for 15 years. While commercial

properties must continue to negotiate with the school board for tax abatement, residential projects only need apply with the Village.

Menard, Inc., a leading home improvement center,

has begun construction of a new facility at the

Holiday City location. The company will build a

production line to manufacture interior and exterior

pre-hung doors.

RLF Project Highlights

Located in Bryan, The Upper Cut utilized $15,000 of revolving loan funds to acquire and invest in the business.

Located in Montpelier, Delta Juliet Tactical utilized $20,000 of revolving loan funds to acquire the business and invest in the business

Rupp Enterprises invested $250,000 and constructed a 10,047 sq. ft. addition at 600 Oak Street, West Unity.

The addition was critical to retaining both Trinity and Vision Color.

Bryan North Industrial Park: Site Ohio Authenticated

The City of Bryan and BMU began the authentication process in

April 2017, and is the first site to be authenticated in Wave II of the

program.

The seal indicates a site is ready for immediate development on day

one, guaranteeing that all utilities are on site with adequate

capacities and that due diligence studies have been completed.

Abandoned Gas Station

Clean Up Grant

Williams County, WEDCO, and the City of Bryan partnered together to obtain a

$100,000 grant from Ohio Development Services Agency to fund cleanup of the

former AP Gas Station at 303 S. Main Street, in Bryan. The project included

removing the canopy, demolishing the storefront, removing the gas islands and the

underground gas tanks with the goal of bringing the property back to a tax

producing status.

The Abandoned Gas Station Cleanup Grant provides funding to assess and clean

up BUSTR Class C sites (underground storage tanks with documented petroleum

releases).

This program is made possible by Ohio Development Services Agency, in

partnership with Ohio EPA and the Department of Commerce, Bureau of

Underground Storage Tank Regulations (BUSTR).

The WEDCO Awards were designed to recognize outstanding business and communities in Williams County.

Awards are based on investments in employees and/or training programs, facility expansion and/or capital investments, exceptional leadership and staff engagement, company size and length of time in business, and community engagement in 2017.

New Business of the Year

In 2017 Indigo Sandblasting invested

approximately $75,000 to relocate the

corporate headquarters to Montpelier, Ohio.

Founded in 1998, Indigo Sandblasting

provides blasting services in Ohio, Indiana and

Michigan in automotive, manufacturing,

fabrication, welding, powder coating, e-

coating, food service, food production and

other industries.

By expanding to the larger location in

Montpelier Indigo Sandblasting is now able to

offer large vehicle and equipment blasting and

painting and now can accommodate heavy

earth moving equipment, cement mixers, semi

tractors and trailers of all sizes.

Business of the Year

Winzeler Stamping is a leading independent

manufacturer of proprietary and custom-designed

stamped and machined metal products and

components. They are a privately held 4th generation

family-owned company in their 99th year, with two

business divisions operating from two separate facilities

located in Montpelier, Ohio.

In 2017 Winzeler Stamping recognized the need and

responded to the local manpower shortage by

partnering with community entities such as Montpelier

High School, WEDCO, and Northwest State Community

College to attract and retain talent and build

relationships with other local manufacturers and school

districts. The company created a unique “community”

classroom to deliver technical training topics for skilled

trades. The availability of the college classes in skilled

trades local to the clients has been received very well

by the manufacturing companies in Williams County.

Community of the Year

Over the past year the Village of Montpelier has begun establishing a

new vision for the community. In the past year, the Village council has

established an Economic Development & Strategy Committee,

residential and commercial real estate tax abatement programs, pursuit

of funding for the Iron Horse River Trail, CDBG funding for park facilities,

a new K-9 program, and renovation of the waste water treatment plant

among many other critical and visionary efforts. The leaders of

Montpelier are working to position the community for new development,

progress and growth.

The most recent unveiling of the $1.5 million Iron Horse River Trail

involved community participation in the formation of a steering

committee and two public meetings. These meetings have encouraged

a more robust and thoughtful project and generated enormous

enthusiasm in the community.

The nearly $1 million waste water treatment plant renovation is intended

to provide Montpelier with even more reliable service and consistent

capacity for many years to come.

The tax abatement program (effective January 1, 2018) applies to all
