WELC O ME Welcome to the Building Communities Conference 2017 Welcome to the Building Communities Conference at South Padre Island. The American Institute of Architects Lower Rio Grande Valley Chapter presents the 25th Annual Continuing Education Conference and Trade Show. To all our attendees, please take note, as in previous years, the conference is under South Padre Island’s NO TIE ZONE ordinance, and it will be strictly enforced. Our continuing education seminars and tour assembled by our BCC Committee are outstanding and promise to be both entertaining and informative. Our keynote presentation “Biomimicry – Design Innovation Inspired by Nature” presented by Ms. Linda Paisley will discuss how “Nature has honed the most material and energy efficient forms, patterns, and processes, perfecting them over millions of years to ensure the survival of Life” and how to apply them to design challenges. Larry Lof: A Tour of Building Conservation on the Border Larry Lof & Stephen Fox 8 LU / HSW / PDH Lawrence V. Lof, retired assistant professor of biology at Texas Southmost College/UTRGV, is the leading historic building conservator in the Rio Grande Valley. He began this phase of his career in 1995 and has now rehabilitated an array of buildings that tracks the history of architecture along the lower Rio Grande border. Guided by Larry Lof we will examine issues he has confronted in rehabilitating historic buildings and in adapting them for new uses. The tour will also highlight changes in the roles that climate, building programs, materials, and techniques have played in shaping border architecture.

Room 101 TAS & ADA – The Finer Points Revisited Teresa Darr, AIA and Douglass Darr 1.5 LU / HSW / BFD / PDH The design and construction of buildings and facilities is a complex process involving input from many different parties including owners, architects and designers, engineers, and contractors. Although most design professionals have a good general understanding of the application of the accessibility standards, there are still elements that are not compliant at the completion of the project. Often this is due to changes by the different parties involved, construction issues, or a misunderstanding of the standards. This seminar will focus on reviewing some of the finer points when applying some of the accessibility standards to typical elements and situations. It will include a review of the conventions, definitions, scoping and technical requirements, and the basic building blocks for a finer understanding of the standards. Examples will be discussed showing how to meet the conditions for more than one of these requirements when applied to a single element. Specific requirements will be reviewed that are frequently missed or misunderstood. Finally, revisions and updates to the Administrative Rules will be discussed.

Room 103 Restoration of the Trevino-Uribe Rancho National Historic Landmark as a case study for conservation of fortified structures of Nuevo Santander, and Lessons of Documentation with LiDAR Scanning. Frank Briscoe 1.5 LU / HSW / SD / PDH The legacy of the Spanish settlements of Nuevo Santander continues to influence political, economic, and social life along the Rio Grande River in south Texas. Town planning associated with the 16th century Leyes de las Indias is still evident, and has regained unusual currency in the present political circumstances of the region. The San Ygnacio and Zapata County area of the border possesses a remarkable collection of fortified masonry buildings that reflect the persistence of the colonization period. This presentation will describe how conservation methods in recent restoration of the Trevino-Uribe Rancho National Landmark attempt to preserve that legacy.

Case Study: Engineering Solutions for the Design and Construction of Grade Separation Structures for Commercial Development in a Suburb of Mexico City Isidoro Arjona, P.E., PMP, F.ASCE 1 LU / PDH This presentation includes a case study addressing the geotechnical challenges for the design and construction of significant retaining wall structures for a commercial development in Atizapan, Estado de Mexico, Mexico. The retaining wall structure included both cut walls and fill walls underlain by difficult subsurface conditions in an area of seismic risk. The cut walls included a stair-step system required to support a series of landscape areas to comply with green space requirements imposed by the building permit. The presentation provides a general description of the project scope, the subsurface stratigraphy, design and construction solutions, and lessons learned. Effective communication and close collaboration between the members of the design and construction team are critical to overcome difficulties and uncertainty on projects where the feasibility of a project may be at risk due to challenging geotechnical conditions

A Review of Major, Moderate and Minor Rule Violations and Their Subsequent Case Resolutions Jack W. Stamps 1.5 LU / PDH Managing Investigator Jack W. Stamps will review his fifteen years with the Texas Board of Architectural Examiners and explore those types of enforcement cases that fall into the Major, Moderate, and Minor ranges. He will point out the recurring missteps, oversights, temptations and misunderstandings that have become evident as a result of his investigations. Specific cases, some old, some new and some classic vintage ones will be presented to illustrate case resolutions ranging from case closures to warning letters to licensure revocation.

Design Dilemmas: Legal Considerations, Roles and Issues for Architects Daniel Gurwitz and Joseph Habbouche 1 LU / PDH The presentation will focus on the issues to be considered when reviewing, negotiating and administering a construction contract, specifically addressing the various terms and provisions which architects, contractors and engineers should review and negotiate prior to entering a contract. The presentation will also focus on various risk management considerations in the construction industry, including lien rights, liability and indemnification provisions and payment clauses. The presentation will also include issues to be considered in forming and operating an architectural practice, including employment and labor issues.

Environmental Due Diligence in Linear Construction Richard V. Klar. P.G. 1 LU / PDH There is always potential to encounter environmentally affected media (i.e., soil and groundwater) during construction activities, particularly in proximity to urban centers or oilfields. The purpose of the program is to underscore the need for conducting an appropriate level of environmental due diligence during the project planning phase prior to construction to more fully define the risks and environmental constraints for the project. These efforts will serve to better inform the construction planning process and mitigate risks. Case studies are presented to further emphasize the benefits of performing appropriate environmental due diligence efforts a part of the construction planning process.

It details VRF technology and its advantages in both design and application for existing and new construction projects. In addition, it identifies the energy-efficiency and environmental benefits that VRF systems provide.

Archaeological Resources at St. John’s Seminary, San Antonio, TX David Yelacic, RPA 1 LU / PDH This case study of an archaeological investigation on the grounds of St. John's Seminary, which include land designated as a UNESCO World Heritage Site and State Antiquities Landmark, presents a picture of cultural resources at the historical seminary and Mission Concepcion in San Antonio, Texas. Archival research, geophysical investigation, data recovery, and monitoring efforts were initiated to support responsible redevelopment of the site, thereby meeting modern housing needs. The redevelopment is also intended to prevent further deterioration/vandalism (including fire), which has continued to occur after remaining vacant for an extended period.

LED Lighting for Pedestrian and Pathway Lights: Design, Technology, Ecology Melissa Henao-Robledo 1 LU / HSW / PDH Advanced technology has made LED lighting a viable solution for outdoor environments. The unwanted side-effects of traditional lighting: wasted energy, maintenance costs, and the negative visual and environmental impacts of over-illumination, are driving the adoption of LED lighting for many projects. This session covers cutting edge information about human interaction with color, contrast, and glare that enhance the visual experience while protecting the environment. Solid State/LED technology is an important facet to sustainable site design. Stacey Ernst, LEED AP will present concepts that leave participants armed to evaluate LED lighting for future projects.

Room 101 TAS & ADA – The Finer Points Revisited Teresa Darr, AIA and Douglass Darr 1.5 LU / HSW / BFD / PDH The design and construction of buildings and facilities is a complex process involving input from many different parties including owners, architects and designers, engineers, and contractors. Although most design professionals have a good general understanding of the application of the accessibility standards, there are still elements that are not compliant at the completion of the project. Often this is due to changes by the different parties involved, construction issues, or a misunderstanding of the standards. This seminar will focus on reviewing some of the finer points when applying some of the accessibility standards to typical elements and situations. It will include a review of the conventions, definitions, scoping and technical requirements, and the basic building blocks for a finer understanding of the standards. Examples will be discussed showing how to meet the conditions for more than one of these requirements when applied to a single element. Specific requirements will be reviewed that are frequently missed or misunderstood. Finally, revisions and updates to the Administrative Rules will be discussed.

The core purpose of this interdisciplinary project is to address social justice in the design of the 21st century American city.
