Background:

Bangladesh Association of Construction Industry (BACI) as a major stake holder is playing a pivotal role in the infra-structural development of the country. The construction sector has been perceived as an informal industrial sector which has been currently experiencing a transition from traditional construction technique to modern technology based construction practices. Like other sectors, it faces acute shortages of skilled workers mainly due to sectors sustained growth and non-stop global migration of skilled workers. It is estimated that 70% workers in the construction sector are unskilled. As such, BACI felt the prime need to lunch a nationwide skill reformation movement is essential, guided by the right type of training from industry –-specific skills that are strategically integratedto fulfil the prevailing the skill gap in labour market. It is recognized that involvement of BACI in skill training sector either through partnership or developing owned training centre in the construction sector will produce immense benefit to grow skill manpower orcontribute to minimize present skill gap. Besides, it will play a role model as training providers of skill development in the labour market of the construction sector of the country and international arena.

Bangladesh has witnessed its best times in terms of economic growth in the last decade or, so, speeding on its way to lower middle income status. Government of Bangladesh also realized that it is the most opportune moment for innovative growth by efficiently focussing on the skills gaps various sectors including construction. Aligned with the realisation,Govt. has decided to invest heavily in human resource development guided by right kind of training in chosen sector. As such, GoB decided to start Skill for Employment Investment Programs (SEIP) to cater the growing skill need to reduce the prevailing skill gap for more productivity. The present government has outlined its plans for the progress and development of Bangladesh in the Vision 2021 program. It pledges to combat poverty by building a Digital Bangladesh and obtain the status of middle-income country by 2021. The government also recognizes that there is a huge demand for skilled manpower at home and abroad, and that there is a possibility for increased demand in the future. It has therefore emphasized the production of more skilled manpower for work abroad. It envisages that all new entrants to the work force will be trained formally to enhance their knowledge, skills, and creativity to achieve nearly full employment by 2021. The government has also envisioned that both the public and private sectors will expand the network of quality vocational training institutes to ensure full-scale vocational training with adequate practical exposure.

The BACI-SEIP project supports the Government of Bangladesh’s (GoB) reforms in skills development articulated in the National Skill Development Policy (NSDP) and National Education Policy (NEP).

The project will help the government to scale-up skilling of new entrants and up-skilling of existing workers to increase productivity of its labor force, which will lead to increase in average household incomes and contribute to accelerating economic growth in priority sectors.

Acknowledging BACI as the most potential association providing valuable contributions in the infra - structural development of the country, the Govt. entrusted BACI to implement the Skills for Employment Investment Program (SEIP) project for construction sector. BACI signed an agreement (MOU) with SEIP Project, under the umbrella of SDCMU, Ministry of Finance, Government of Bangladesh on February 25, 2015 to implement Skills for Employment Investment Program (SEIP) with a grant assistance of

Tk. 109, 33, 78,930/- (One hundred and nine core thirty three lacs seventy eight thousand & nine hundred thirty) provided mainly by Asian Development Bank (ADB) targeting total 30,335 trainees in two segments(Tranche -1 (2015-December 2017) and 17,225 Trache-2(January 2018-December 2020).

Expected benefit to the sector through the trainees

Most of the existing workforce is carried out work without having any training. They lack of workmanship. As a result, quality of construction has been suffering to produce quality product. If the cost benefit analysis of particular product (building) is reviewed at the present context, then it may conclude that the cost of building is relatively high because of involving inefficient & less-skilled workers in different occupational trade. System loss in terms of man & materials due to lack of skilled workforce results in high cost of constructing building, roads and other infrastructure development process. Construction sector will have manifold benefit through the trained trainees that will reduce skill gap, improve efficiency of workmanship, minimize wastage, reduce cost of building and ensure quality of work. More specifically it will fulfill the following basic proposes in the construction sector

• A pool of quality skilled labor force with technical knowledge and hands on practical experience will be available in construction sector on various trade occupations to cater the growing demand of skilled workers of construction industry in both domestic and overseas employment market. Trained workers will get more wages which will directly contributes in the national GDP.

• Improving the productivity of the construction sector through skill training and thus contributing to the development of infrastructure in the country.

• Strengthening the capacity of the construction sector to provide more market driven skill training and thus create employment opportunity for trained work-force.

Objective(s)

i. Provide/improve job focused skills along with up-skilling of the existing workforce to enhance productivity and growth of construction industry sectors.

ii. Impart skills training linked to gainful employment or self-employment.

iii. Develop a dynamic linkage &network of training providers that are endorsed by Construction industry for providing excellence of training to meet the skills needs of employers.

iv. Ensuregainful Job placement of the trained graduates and local and overseas job market.

v. Develop own training center for Implement a vocational trainer development program for trainers and assessors and a management.

Competency Based Curriculum Standard (CS) followedfor Training courseBACI has been following curriculum standard developed by SEIP in consultation with different stake holder of the construction industry. Competency standard describes the skills, knowledge and attitude needed to perform effectively in the workplace the curriculum standards contains number of learning unit of competencies clustering under generic, sectorial and occupation specific. Each learning unit contents are tailor-made, job focused and aligned with the job market needs of construction industry both home and abroad. Occupational Health and Safety (OHS), compliance, productivity improvement, communication skills, and technique of team-building, technique are included with course-curriculum. Duration of trade/management courses are 360 hours and 3 months of which 80% & 20% time is allowed for practical and theoretical classes respectively. As a result over 60% of BACI certified graduates are entering in gainful job market both domestic sector and overseas market related to construction sector.

Quality Assurance & Monitoring

BACI attached high priority to ensure quality of skill training to meet the demand of the Job market. And for this end, a comprehensive in- built monitoring, supervision and assessment & evaluation system has been introduced to dig out the basic output & outcome of the training beginning from enrolment, training and Job placement.

At the end of the course, all trainees gone through formative and summative assessment system. At the institute level, formative assessment is conducted by the trainer after 15 days to judge the acquired competency level & the improvement of the trainees following the assessment guide line which consists of written, demonstration and viva. According to the performance of the trainees, the trainer provides feedback on the task performed, which help the trainees to develop his/ her occupation specific skills.

Summative assessment conducted by the industrial external assessor after the end of the training course.In the summative assessment process, the trainees gone through assessment following written practical/demonstration test and viva based on learning unit of each competency that allow to identify underpinning and evidence based which can help the assessor to have fair, valid, relatable and flexible assessment. Each assessor is allowed to conduct 9 assessment per day to ensure quality assurance.

Considering above process, trainees declared as competent or not competent. BACI and Training institutions jointly issue certificate of completion.

Glimpses of the progress & achievement at a Glance

BACI targeted to provide training for 13005 of trainees in construction sector through market led training on 7 trades and 3 management courses for first phase of the project Tranche-1 (April 2015 - December 2017). Against this target, it has fully achieved all targeted activities within the time frame. So far, it has enrolled 13,110 no. of trainees exceeding the target. Out of which 11,448 were certified

and 9957 entered in gainful job in the different construction industry. The percentage of job placement was 76% which is above the target 60% set by ADB. Average dropout rate was 3% (388) throughout the project cycle. The following bar diagram will give more over view of success of BACI in developing skill manpower in the construction sector.

The overall performance of current phase (Tranche -2) which has been started from January 2018 up to September 2018 was found satisfactory. BACI has enrolled 4605 and 4537 (98 %) certified and ensured job placement 2435(54%) and still 3 months’ timeavailable to fulfil the expected Job placement target. The average dropout rate up to September was 1.47% which was blow 3%. This was possible due to continuous monitoring and supervision from the Project Implementation Unit (PIU) and Project Standing Committee (PSC) members headed by the president of BACI.

Skill Development Institute (SDI)A new horizon for BACI in skill development for Human Resource Development (HRD)

BACI developed Skill Development Institute (SDI) in a rented building located at Maghbazar, Dhaka andsubsequently it will be transferred to its own building on the land at UTTARA allotted by RAJUK, Ministry of Housing and Public Works, Govt. of Bangladesh. BACI received possession of land from RAJUK. Task force was formed comprising of board members & SEIP representative for preparation of business plan for the new training institute Architectural drawing and design and layout is prepared and submitted to SEIP for review.

The Training Centre will emerge as a Centre of Excellence for the providing skills training in the construction sector of the country in Bangladesh.

Objective of SDI

• Providing improved Job focused skills along with up-skilling of the existing work force to enhance productivity and growth of Industry.

• Impart skills training linked to gainful employment or self-employment.

• Develop networking and linkage with training providers that are endorsed by industry for providing excellence of training to meet the skills need of employers.

• Implement a vocational trainer development program for trainers and assessors and management leadership programs for training providers management.

• Support the training providers for capacity development to ensure quality training delivery mechanism.

Competency Based Curriculum Standard & Training Courses

SDI has been offering construction related competency based trade and management course developed by SEIP. The duration of training programs for trade course is three months (360 hrs) and management course is two months (80 hrs). Courses curriculum of management courses has been revised and up dated by SEIP and duly accredited

Gradually, the training programs will be shifted from modular based to competency based aligning with NTVQF level. The trade related training course ensures delivery of occupational health & safety (OHS), OHS practice, hazard identification and control. BTEB recognition of SDI as RPL Centre

Recognition of Prior Leaning center (RPL). As recognition of quality training providers in the different occupation trades in construction sectors, Bangladesh Technical Education Board (BTEB) treated SDI, BACI as a recognized centre for RPL where SDI is allowed to conduct test examination & issue certificate for those who have already acquired skills in construction related trades occupation informally without having any recognition. At present SDI is offering RPL exclusively for masonry, steel binding & fabrication, plumbing, electrical installation and maintenance.

Md. Mohon Ali hails from a poor family. His father was a poor farmer. They have 1 bigha land to live. The family consists of five members-mother, 01 sisters, 02 brothers and sister -in-law. Md. Mohon Ali passed SSC in 2011, but could not carry on his study further because of poverty. He was passing through a terrible time because he was a burden to his family with having no work no earn.

The training was offered by SEIP-BACI in Skill Development Institute (SDI) in Magbazar, Dhaka-1217. After completing three months skills development training on EIM trade, he was offered the job as an electrician in an Electric warring company in small salary. After some time he gain some experience & he got a job in Incepta Pharmaceuticals as Electrician, his duty station at Anarkoli bus-stand, Savar, Dhaka and now he getting salary Tk. 20,000 per month.

From this money he expends Tk. 7000 for his family expenditure in every month. His elder brother and sisters education cost is provided from his income. Rest amount tk. 9000 used to his own expenditure is house rent and daily necessaries. He said æI am moving forward. My prestige to my family has been raised. My family now includes me in family decisions. I am bachelor now. I wish to settle myself in my own future life as soon as possible.

Md. Mohon Ali believes SEIP training program might be very useful for employment of unemployed people, which take part to decrease the poverty level of Bangladesh.

1.1 Introduction

Bangladesh Association of Construction Industry (BACl), is a Govt. approved trade organization which represents the construction industry of Bangladesh. BACI was established on 19th December, 1995 as a trade body registered with the Directorate of Trade Organization (DTO Licence No: 88) under the Ministry of Commerce, Govt. of Bangladesh and registered on 25thJanuary, 1996, with the Registrar of Joint Stock Companies (RJSC), under The Companies Act 1994, as a trade organization. BACI is also æA” class member of FBCCI. BACI is working with a number of international organizations in the interest of the construction community. BACI is a regular member of the International Federation of Asian & Western Pacific Contractors’ Associations (IFAWPCA). IFAWPCA was set up more than 50 years ago in Manila, Philippines, with the objective of fostering cooperation among the contractors of the Asia Pacific region. BACl, as a member of IFAWPCA, had the honor of hosting the 37th IFAWPCA Convention at Dhaka from 7th to 10th March 2009, and BACI has been trying to be a very active member and has also enjoyed the constant support & cooperation from the other Member Associations of IFAWPCA. BACI is the premiere association for the construction industry of Bangladesh and is a link amongst all the organizations and firms which currently deal in the development sector of the country as well as the world. BACI arrange Construction Exhibition, Seminar, Training and Workshop for the wellbeing of the Construction Sector. BACI also arrange its Annual General Meeting and publish Annual Report and a quarterly journal æThe Construction”.

BACI is a non-political and non-profit organization. The aim of BACI is to promote the development and well being of the construction sector, namely construction industry of Bangladesh as well as to safeguard the interest of all, especially its members, engaged in development works of the country. BACI as trade body always communicate & peruse different govt. /semi govt. organization and community to achieve the matter of its valued members as well as to represent in socio-economic activities of the country.

1.2 Mission

Our Mission is to maintain the prestige of the construction Industry, Namely Engineering, contractors, promote mutual cooperation amongst contractors, to protect their rights and interests, and to strive for improvement of construction related legislations, construction related economic policy, as well as construction technology/ technique to contribute towards efficient progress and development of the nations construction industry.

Main Functions

• Research & study of the laws, rules, regulations and systems pertaining to the construction industry.

• Make recommendation for improvements thereof to the Government & concerned agencies.

• Research study & guidance on the matters concerning the promotion of construction business, the rationalization of business management and the improvement of construction

• Collect & analyze data on the construction industry, including labor/manpower, demand/supply of construction materials.

• Evaluate human resources requirements of the sector and conduct/arrange training at all levels.

• Promotion of international cooperation between BACI Members and foreign companies (contractors) and other international organizations related to the construction industry.

• Study & survey of the construction industry for business promotion and collection/dissemination of know-how.

• Dissemination of information & know- how, along with Publication of BACI’s newsletter æThe Construction” (presently a quarterly), to the BACI Members and other construction industry related stake-holders.

• Ensuring fair play and good business practices, i.e managerial, technical & ethical, in the execution of projects commissioned by the government.

• Establish quality benchmarks to ensure the quality of construction.

• Ensure the quality of both locally produced & imported building materials construction materials, and other goods/services used by the construction industry.

1.3 Objectives

BACI was established with certain objectives which are given below:

• To create and establish a proper organization of the Construction Industry of Bangladesh whose activities are connected with such works and contracts which involve the extensive use of engineering skills of different engineering faculties like Civil, Electrical, Mechanical, etc.

• To promote various measures from time to time and take steps that may be considered advisable for the protection of the interests of the Construction Industry

• To act as arbitrators in the settlement of disputes and appoint committees to deal with, between the members or affecting the members.

• To render such support and assistance - legal or otherwise to the members during trade disputes and in connection with questions arising in carrying out of contract obligation or settlement of their claims

• To originate, promote and support improvements in the laws and regulations affecting the construction industry and the interests of the community in relation thereto and suggest, support or oppose changes therein or in the administration thereof and make representations to the Government or any legislative, administrative or other body or authority and take such steps or proceedings in connection with foregoing as may be deemed expedient.

• To enter into negotiations or arrangements with Government authorities, including municipal, local or others, that may be conducive to the objectives and work to obtain from such entities, privileges and concessions which may deem desirable.

• To publish regular newsletters giving information and such other matters which are in the interest of the member’s e.g. codes of practice/specifications, tax regulations, change in legislation, import regulations, etc.

• To maintain a high standard of conduct to combat unfair practices and encourage efficiency amongst its members and require of them the highest standard of skills, integrity and responsibility in all aspects.

• To promote co-operation between the members as to the terms and conditions of engineering contracts upon which they will undertake the construction and maintenance of engineering works.

1.4 Professionalism of the Members

Most of the well-known and reputed Construction Companies who are working with different Department of Bangladesh Govt. are BACI’s honorable Member. Members of the Association are architects, technologists, soil scientists, economists, financial analysts, etc.

1.5 Works involvement

The Member of BACI engaged in the construction of residential and commercial buildings, construction of roads and highways, bridges and culverts, dams and embankments, ports and waterways, airports, industrial complexes and institutional buildings,etc.

Assalamu Alaikum,It is my great honor & pleasure to welcome you all to this 23rd Annual General Meeting (AGM) of BACI. I express my profound thanks and gratitude to the members and valued guests who have kindly graced this occasion with their presence.Respected Members of BACI, distinguished guests, ladies & gentlemen, the 23rdAGM brings to an end to the two years tenure of the present Board.Since taking over the helm of the office of BACI in 2017, we had the opportunity to undertake many activities for BACI, among other including actively participation in the 44th IFAWPCA Convention held at Kuala Lumpur, Malaysia from 12th November to 16th November 2018.Indeed, the past 12 months was fruitful times for BACI inspite of the ups & downs in the business of our sector. The period from January 2017 till today was full of activities for all of us, the press and electronic media are giving wider coverage to the role of the contractors in the national development through their constructive services and thus have been serving as an important outlet to enable the government and the public in general to aware the various problems that our sector’s contractors/businesses are facing across the country from time to time.BACI, including myself and my colleagues in the Board along with our Advisors have continued to communicate with the different Government Ministries & Agencies seeking removal of the various obstacles that our industry is facing. We have met a number of Ministers & Secretaries from time to time to make them aware of our views and recommendation on various issues pertaining to our sector. In the past 12 months, BACI had intensively worked with Government and Development Partners for Skill Development. We have our active participation on Skill Development Project (SDP) by Ministry of Education. We participated on their various activities including Curriculum Development, Assessment and Certification. We actively participated Seminars, meeting and workshops for Curriculum Development, Fixing Competency Standard organized by different projects taken by Government and Development Partners, including Construction Industry Skills Council (CISC).

Respected Members, Ladies & Gentlemen, I want to take the privilege to inform you that The Asian Development Bank (ADB) is providing soft loan to Bangladesh aiming to boost income and productivity through enhancing skills of young workers. The name of the program is æSkills for Employment Investment Program (SEIP). BACI is a part of this program. As a part of that program, BACI trained 13110 trainees in the 1st Tranche from April 2015 to December 2017. In the 2nd Tranche we are training 17225 from January 2018 to December 2020. In addition to that BACI will train 10000 trainees from January 2019 to December 2019. I am pleased to inform you that in the 3rd Tranche BACI will train 35000 trainees from January 2020 to December 2023. We are also happy to inform you that SEIP will help us to establish our Training Institute at Uttara. Preliminary Plan and estimate is prepared and we are in consultation with SEIP for training of our Training Institute.

Our Past President and Director Engr. Shafiqul Alam Bhuiyan has been elected 1st Chairman of CISC unanimously during its 1st Board of Directors meeting held at BACI Office. On behalf of the Board of Directors of BACI, I thank him for his continuous effort to skill development area especially in construction sector of Bangladesh. I like to add that Construction Industry Skills Council (CISC) has tremendous scope and responsibility to create opportunity for enhancement of skills of workers in the construction industry of the country.

Respected Members, Ladies & Gentlemen, BACI has also been working on the following pressing issues having a direct effect on our individual and collective business interests:

i. BACI started to provide Membership Certificate officially.ii. CPTU, Public Procurement Act 2006 & Rule 2008, including the matter of Price Adjustment

clause.iii. VAT/AIT matters and other issues with NBR.iv. Import duties for construction materials & construction equipment with NBR & Ministry of

Commerce. v. Application of domestic preference (DP) for local contractors.vi. Occupational Safety & Health issues, along with training of construction workers.vii. Attending of Seminars and workshops. viii. Communicating with different Agencies/Departments/Ministries to promote local construction

industry.In addition to that BACI is working in the following important activities during the period July, 2017 to June, 2018.

• Paid all Instalment of 1 bighainstitutionals plot at Rajuk Uttara 3rd phase project (Sector # 16/I, Road # 1, Plot # 2) for stablishing a Skill Development Institute. BACI has got the possession letter of the plot and boundary wall has already been built. Registration formalities of the land would be completed very soon.

• BACI made an æAgreement” with Mega Builders on 26 November, 2018 to buy BACI’s new office located at Dhanmondi area,commercial space no. 5/1 (5th Floor), Plot # 741, Block # D, Satmasjid Road, Dhanmondi Residential area. All necessary formalities to complete the buying process of the same space will be completed within short time subject to getting sale permission by Mega Builders from Ministry of Housing & Public Works.

• Holding of numerous Board meeting, on an average once a month.• Working as a stake holder of Skills Development Project with ADB and Ministry of Education.• Working as a stake holder of Public- Private Stakeholder Committee (PPSC) under the Ministry of

Planning, GoB.• Working as a stake holder of National Skill Development Council (NSDC) which is headed by

Honorable Prime Minister.• Working as a stake holder of Skills for Employment Project with Asian Development Bank.• Working as an active member of Construction Industry Skills Council (CISC).

To sustain our growth in the domestic & external markets BACI and its Members must enhance the technical & managerial capabilities of the Bangladeshi professionals to remain competitive in this time of open globalization. As such BACI continues its endeavors with the government and the private sector for creating appropriate policies and support measures for development of our construction sector. Engr. Munir Uddin Ahmed, President, BACI, welcomed all to the 22nd AGM of BACI. He expressed his profound thanks and gratitude to the members and valued guests who have kindly graced this occasion with their presence in spite of their busy schedules.

He also mentioned that the board has completed one year after taking the responsibility of BACI. After taking the responsibility as a President of BACI, he had the opportunity to undertake many activities like participating the 43rd IFAWPCA convention held from 30th May to 02nd June, 2017 at Seoul, Korea.

He further mentioned that the past twelve months have been fruitful times for BACI in spite of the ups & downs in the business of our construction sector. The ended year was full of activities for all of us, the press and electronic media are giving wider coverage to the role of the contractors in the national development through their construction services and thus have been serving as an important outlet to enable the government and the public in general to be aware of the various problems that our sector’s contractors/businesses are facing all across the country from time to time.

BACI, including the President and his colleagues in the Board of Directors along with BACI’s Advisors have continued to lobby with the different Government Ministries & agencies seeking removal of the various obstacles that the construction industry is facing. The Board members have met a number of Ministers & Secretaries from time to time to make them aware of our views and recommendations on various issues pertaining to our sector.

The President also mentioned that it’s equally important for BACI as well as Honb’le Ministers of those Ministries of the Government of People’s Republic of Bangladesh with whom BACI and its members have a common interest for the implementation of the respective projects within the development plans.

President informed the audience that The Asian Development Bank (ADB) is providing USD 138.50 million to Bangladesh as loan aiming to boost income and productivity through enhancing skills of young workers. The name of the program is æSkills for Employment Investment Program (SEIP). The program is expected to train 2.60 million youths with employable skills by 2021 in 15 priority sectors. BACI is going to implement the Skill Development Training for the Construction Sector. He mentioned that BACI has signed a Contract with the Ministry of Finance, GoB (the implementing agency). Associations. He further informed that he had been working on the following pressing issues:

• Public Procurement Act 2006 & Rule 2008, including the matter of Price escalation clause.

• VAT / AIT matters and other issues with NBR.

• Import duties for construction materials & construction equipment with NBR & Ministry of Commerce.

• Pre/post qualification & foreign contractors’ registration for international tenders.

• Occupational Safety & Health issues, along with training of construction workers.

• Attending/arranging of Seminars.

• Communicating with different Agencies/Departments/Ministries to promote local construction industry.

He then mentioned that BACI is also undertaking the following particular tasks:

• Meet the Hon’ble Minister for Finance, GoB and the NBR Chairman for finalization of the National Budget to apprise them about the damage that may be done to our sector if necessary steps are not taken.

• Meet the Hon’ble Minister for Planning, Government of Bangladesh for apprising him about the Problems of the Construction Sector.

• BACI got allotment for 1 Bigha Land at Uttara 3rd Phase for establishing a Skill Development Institute and already paid the final instalment of the land.

• Holding of numerous EC Meetings, on an average once a month.

• Working as a stakeholder of Skills Development Project with ADB and Ministry of Education.

• Working as a stakeholder at Governing Council of Housing and Building Research Institute (HBRI).

• Working as a stakeholder at Technical Committee of RAJUK.

• Working as a stakeholder of Public- Private Stakeholder Committee (PPSC) under the Ministry of Planning, Government of Bangladesh.

He advised the Members to further enhance their technical capabilities to remain competitive, and stated that BACI would continue its endeavours with the government to create appropriate policies/support measures for the flourishing of our sector.

Thereafter he thanked all for attending the 22nd AGM and for their support during his tenure of office.

Item d: Confirmation of the Minutes of the 21st Annual General Meeting held on 14th January 2017 and Presentation of Annual Report for 2016-2017 by Engr. Shafiqul Haque Talukder, Advisor, BACI.

Engr. Shafiqul Haque Talukder, Adviser, BACI wanted to read out the Minutes of the 21st Annual General Meeting held on 14th January 2017 at the Hamidur Rahman Sinha Lounge, Dhaka Club Limited. As the Members present had a copy of the same in their hand accordingly with the permission of the President and the house, the Members present proposed not to read out the same as they had already gone through the printed version. The Minutes of the 21st Annual General Meeting held on January 14, 2017 were unanimously adopted by the House as proposed by Mr. Sk. Md. Rafiqul Islam, Director, BACI and supported by Engr. Shafiqul Alam Bhuiyan, Director, BACI.

Engr. Shafiqul Haque Talukder, Adviser, BACI proposed to approve the annual report. Mr. Sk. Md. Rafiqul Islam, Director, BACI supported and Engr. Mahmudul Hassan, Advisor, BACI seconded the annual report of 21st AGM.

Engr. Munir Uddin Ahmed, President, BACI also thanked the President, Directors and other Members of the Board for their support to execute the activities and events which BACI had programmed for the development of the construction sector. He also mentioned that we were all proud to be associated with construction as a profession or business, for the benefit of both our society and

ourselves, for building the infrastructure for the nation, and contributing to the GDP & tax revenue for the state. Collectively the contractors play remarkable role in implementing various development projects, and at various forums, both local & international, BACI has made positive and constructive recommendations.

He also mentioned that now BACI, and the construction industry as a whole, are recognized for their major contribution to the Annual Development Program (ADP), the national economy & GDP.

He mentioned that during the period of July 2016 - June 2017, a number of Board meetings (on average once a month), as well as numerous working meeting were also held for various specific agenda.

He informed that BACI is better known to many in the construction industry communities of the Asian & Western Pacific Region, and at home BACI has established its presence in the national media as the representative of the construction industry, and the government has taken BACI into recognition as one of the foremost contributors to the national economy. He further mentioned about the lack of skilled manpower has been a problem, and BACI’s hopes to make some progress in this area as it had started working on the Skills for Employment Investment project (SEIP) with Ministry of Finance.

He then mentioned about the following areas of emphasis, under the guidance of the Executive Committee, led by the President and the Directors, for which the BACI Secretariat has worked:

Institutional strengthening of BACl.

Cooperation with local & international organizations related to the construction industry.

Overall development of the construction industry.

Qualitative change in the construction works.

Communicate with Govt. & Govt. Departments for the interest of our Members, and for specific facilities to contractors.

Communicate with Govt. in favour of local contractors for awarding of major national projects.

He then mentioned that for its future scope of activities BACI has targeted the following major areas for its focus of development works, namely:

- IT : information technology as an enabling tool for our construction industry.

- Exhibitions : hold BACI Construction Industry Exhibition regularly on an annual basis.

- Conventions : attend conventions/seminars relevant to the construction industry.

- IFAWPCA : attend 43rd IFAWPCA Convention, 2017.

- Management : Professional training of managers/executives in project management.

- Skills : Train workers in different disciplines of construction.

- Institute : Set up a Skill Development Institute for training workers as per market demand.

- Networking : Business networking for sourcing construction materials & equipment.

- Export : Export thrust for our construction industry, especially in the Middle East

- Exposure : Expanded media exposure of BACI and its activities.

Engr. Shafiqul Haque Talukder, Advisor, BACI then expressed his confidence that with the continued support and well wishes of the Members & its well-wishers BACI will be able to meet their aspirations.

He then expressed his gratitude to the Board of Directors, and Advisors for their constant guidance and support which they wholeheartedly extended to the BACI Secretariat in the discharge of its duties, and then ended his presentation with a thanks to all.

Item e: Presentation of Audit Report for the period July 2016 to June 2017 and Budget for the period July 2017- June 2018 by Engr. Abu Mohammed Masud, Director Finance for adaptation by the House

The Audited Accounts for the periods 01 July 2016 – 30 June 2017 prepared by M/S Irshadullah Patwary & Co, Chartered Accountants, was presented to the House by Director Finance Engr. Abu Mohammed Masud for comments and adoption. The House, after a detailed examination adopted the said audited Accounts.

The proposed annual budget for the year 01 July 2017 – 30 June 2018 was presented to the House by Director Finance Engr. Abu Mohammed Masud. Engr. Mr. Sk. Md. Rafiqul Islam proposed to approve the Audit report and budget. Engr. Mahmudul Hassan, Advisor, BACI supported the proposal and the house approved the budget and Audit report.

Item f: Appointment of Auditor for the period July 2017 - June 2018, and fixing of their remuneration.

The M/S Irshadul Patwary & Co, Chartered Accounts were the auditor for the last year and they were interested to continue as an auditor. Since there was no other proposal, the house approved the appointment of M/S Irshadul Patwary & Co. chartered Accounts as the auditor for the next financial/audit period of 01 July 2017- 30 June 2018 and Tk. 15,000 has been fixed as their remuneration.

Item g: Open discussion by the Members present

Thereafter Q & A session was started with the President presiding over the session. First of all, Engr. Tanveerul Haque Probal, Managing Director, Building for Future came to dais. He praised BACI for taking the initiative to implement the BACI-SEIP project. He insisted on the donation for the writ petition as it is not being compulsory for all members and if BACI wins then every construction firm will get benefit from the result apart from the BACI members. That is why he emphasizes on making bound all BACI members to deposit the said amount. He also added AGM should be shifted into the mid of the year as December is a month of family programs, vacations and people get engaged with different occasions. In addition, he told that AGM report should be disseminated to every BACI member minimum 21 days before the program so that they can go through the report and take preparation to discuss on the issues come out from the AGM.

Next came Mr. Sk. Md. Rafiqul Islam, Managing Director, GBB Ltd. He recalled the time of the formation of GBB and contemporary AGM of BACI. Now, he appreciated that BACI has been flourished since few years after taking the responsibility of the execution of SEIP Project. He also focused the issue of writ petition that BACI is going to be affiliated with as a co-applicant. Mr. Sk. Md. Rafiqul Islam informed the house that a few months back, all the BACI members were requested to donate Tk. 50,000/- for writ Petition purpose. He humbly requested every presentmember of the 22nd AGM to cooperate with this issue by donating the aforementioned amount. Furthermore, he informed the present audience that already 8 lac taka have been spent in connection with the writ petition since they filed the case and still perusing the matter cordially in spite of being so busy.

Engr. Shafiqul Alam Bhuiyan, Managing Director, Monico Limited told the present audience that now full of activities. He also informed the present members of 22nd AGM that BACI will be playing the role of co-applicant in the issue of writ petition for the interest of the members.

Engr. Mahmudul Hassan, Managing Director, Hassan & Associates Ltd. informed the house that there was a difference between the proposed and the actual budget for 2016-2017. The reason \for this was that BACI members are supposed to contribute @ 0.10% from their contract as donation which was not received as expected.

Item h: Vote of thanks by Engr. SM Khorshed Alam, Director, BACI

Thereafter Engr. SM Khorshed Alam, Vice-President, BACI, came up to the dais to present his Vote of Thanks. After starting with the salutations he mentioned that during the last 12 months or so he had the honor of serving BACI and the industry as the Vice-President. He stated that he was pleased that

through the active cooperation and support of each member, as well as the well-wishers, BACI could make progress in its endeavours. He praised about BACI that though BACI did not have that much media coverage or affiliation with any electronic media to focus itself but still the ADB and Ministry of Finance have had the faith on BACI and BACI was given the responsibility to execute the SEIP Project. BACI is also executing the project woks very sincerely and kept the trust of ADB.

Finally, on behalf of the Board of Directors and himself, he expressed sincere thanks and gratitude for the personal attention of all for the benefit of both BACI and the construction industry. He also thanked everybody for their presence and active participation.

Item i: Adjournment of the 22nd Annual General Meeting by the President, Engr. Munir Uddin Ahmed.

The President thanked all for attending the AGM and taking an active part in the discussions, and also thanked the members for the co-operation and assistance extended to him to function effectively as the President of BACI and wished a happy and prosperous life for all, and then adjourned the meeting.

The AGM was followed by a dinner hosted by BACI.

Distinguished Members of BACI

Assalamu Alaikum

Introduction

The 23rd AGM of BACI is indeed another milestone for BACI in its long march. It has been a pleasure, in spite of the stress at times, to work for BACI. All of us associated with BACI have been endeavoring to expand and improve the value of the construction sector in our individual and collective business domains. Our struggle for the betterment of the construction sector is a constantly ongoing process.

In spite of its sincere efforts BACI still has many un-finished tasks which have been targeted for attainment long ago, but due to numerous constraints could not be completed till today.

The respected President, Board of Directors, Advisors and other respected Members had all extended immense support to execute the activities and events which BACI had programmed for addressing the development of our construction industry sector. We are all proud to be associated with construction as a profession or business, for the benefit of both our society and ourselves. We are equally proud for our sector’s contribution to the economy of Bangladesh by way of building the infrastructure for the nation. As a contributor to the GDP as well as a reliable source of tax revenue for the state, collectively BACI and other national contractors have been playing a remarkable role in implementing various development projects. BACI at various forums, both local & international, has made positive and constructive recommendations for the development of the construction industry and overall economic development of the country.

Achievements of 2017-2018

Engr. Munir Uddin Ahmed, President of BACI, has already made a comprehensive presentation highlighting the programs & activities of BACI with their status of implementation since the last (22nd

AGM) through his Annual Report covering the period of July 2017 to June 2018.

I hope you all will appreciate that the Secretariat tries to keep up with the major events related to the construction sector; as such today BACI has better contact with different organization in the government & private sectors. BACI’s successes can be attributed to the strong support received by the Board, headed by the President and his Board, and for their support to the construction industry.

We, BACI, has successfully completed the first tranche (13110 trainees) of skills training from April 2015 to December 2017. From January 2018 we have started tranche-2 training in a bigger scale (17225 trainees) and will end in December 2020. In addition to that BACI will train another 10000 trainees too. From January 2019 to December 2019 we will train another 10000 trainees as an additional training. We are proud to inform you that SEIP has in principle agreed to fund for the construction & development of BACI training centre at Uttara. We have already consulted with SEIP and finalization of the project is in progress.

Implementation Status of Programs

The presentation by the President, has given you a clear and comprehensive picture of the implementation status of our various programs, including the various activities related to IFAWPCA, SEIP and ISC. BACI President along with 23 delegates and participants attended the 44th IFAWPCA Convention, held at Kuala Lumpur, Malaysia. Today BACI, and the construction industry as a whole, are recognized for their contribution to the ADP and the national economy & GDP.

The Board Meetings held from July 2017 to June 2018

In all 12 Board Meetings were held between July 2017 to June 2018, on average almost one Board meeting every month. During these Board Meetings organizational, institutional, promotional and other relevant matters especially for the development of the construction industry were mostly discussed and considered. Various issues including the Public Procurement Regulations, Standard Tender Documents and Approved Implementation Procedures, strengthening of BACI including constraints of various natures relating to construction works were the continued tasks of BACI and its Board.

Our national construction industry has been suffering from lack of skilled manpower for a long time and till today has failed to really address the problem. For a long time BACI has been endeavoring to upgrade the skills of the existing workforce of the construction industry as well as of the new entrants.

Major Areas of Emphasis for BACI:

i. Under the guidance of the Board, led by the President and the Vice President, the BACI Secretariat has worked with emphasis on the following area:

ii. Institutional strengthening of BACl.

iii. Cooperation with international organizations related to the construction industry.

iv. Cooperation with other national organizations related to the construction industry.

v. Development of the construction industry.

vi. Qualitative change in the construction works.

vii. Communicate with Govt. & Govt. Departments for the interest of our Members, and for specific facilities to contractors.

viii. Communicate with Govt. in favor of local contractors for major national projects

ix. Working with different procuring entities to implement the latest method of deducting VAT from Construction Firm.

BACI has also been working on the following pressing issues having a direct effect on our individual and collective business interests:

• CPTU, Public Procurement Act 2006 & Rule 2008.

• VAT / AIT matters and other issues with NBR.

• Import duties for construction materials & construction equipment with NBR & Ministry of Commerce.

• Occupational Safety & Health issues, along with training of construction workers.

• Attending/arranging of Seminars.

• Communicate with different Agencies/Departments/Ministries to promote local construction industry.

I am confident that with your continued support BACI, through its Secretariat, will be able to meet your aspirations. Major Activities and Events of BACI (2017 - 2018)A series of stake holder consultation meeting was held with Economic Relations Divisions (ERD), Ministry of Finance, GoB.

1. BACI successfully completed the 22nd Annual General Meeting (AGM) at Hamidur Rahman Sinha Lounge, Dhaka Club Limited, Dhaka on 28th December, 2017.

2. BACI secretariat submitted proposal for National Budget for the Year 2018-2019 to NBR through FBCCI.

3. Board of Directors nominated Engr. Munir Uddin Ahmed to discuss with President, FBCCI to discuss about the issues of BACI. Engr. Munir Uddin Ahmed discussed the issue with President, FBCCI.

4. BACI Secretariat organized a Curriculum Development Workshop for developing Curriculum for SEIP Project Training. Among others Consultants from SEIP Project, foreign consultants of ADB were present.

5. BACI representatives attended the validation workshop organized by SEIP-B at different hotels of Dhaka.

6. BACI representatives attended various workshop organized by NSDC Secretariat.

7. BACI representatives attended steering committee meetings of Skill Development Program (SDP), Ministry of Education, GOB.

8. BACI representatives attended Governing Council Meetings of Housing & Building Research Institute (HBRI) at Conference Room, Ministry of Housing & Public Works, GoB.

9. BACI Secretariat submitted its budget proposal according to National Budget Proposal meeting chaired by NBR Chairman and discussed with chairman about BACI proposals.

10. BACI send representatives to SCDC Meeting organized by Bangladesh Technical Education Board (BTEB), Agargaon, Dhaka.

11. BACI representative attended a joint ISC Meeting organized by Skills and Training Enhancement (STEP) project at Directorate of Technical Education (DTE), Agargaon, Dhaka.

12. BACI nominated industry experts to Competency based training (CBT) Curriculum organized by SEIP-B.

13. BACI representatives attended the meeting of the local Consultative Group’s (LCG) Skill Development Council (NSDC).

14. BACI representatives attended different meetings of Construction Industry Skills Council (CISC).

15. BACI representatives attended the Annual General Meeting of Federation of Bangladesh Chamber of Commerce and Industry (FBCCI) at Officers Club, New Baily road, Dhaka.

16. BACI training monitoring committee meetings are held regularly.

17. BACI-SEIP standing committee meetings are held regularly.

18. BACI representatives attended at the 44th IFAWPCA convention at Kuala Lumpur, Malaysia from 12th November 2018 to 16th November 2018. About 24 representatives and delegates attended the convention. Their participation was highly appreciated.

19. BACI-SEIP Project officials organized workshops to develop competency Standard (CS) and lesson plan to the skills training at different institutes. Participation from SDI, MAWTS, Montage & UCEP were present. SEIP also appreciated this work.

20. BACI submitted MOU with SDCMU-SEIP for training 17,225 trainees during the period January 2018 to December 2020 at a cost of Tk. 64,77,71,328/- (Taka sixty four crore seventy seven lac seventy one thousand three hundred twenty eight) only.

I welcome you all today in this auspicious occasion of 23rd Annual General Meeting (AGM) of BACI. I also convey my heartiest thanks & gratitude to the members of present Board of Directors,those have given their valuable times and thoughts for the betterment of the organization and served as a member of the EC for last two years.

I whole-heartedly greet all of you for coming here today to meet your friends and colleagues of same arena and same profession and finally to love BACI, to support BACI. The last two years were indeed an active time for BACI by working together with the Skill Development issue. There have also been a number of important agenda pertaining to the local construction industry for which we endeavoured to ensure the best interests of BACI and its member companies as well as the interest of the national construction industry in general. Further I like to re-iterate here that BACI has completed the first tranche of skill enhancement program and entered into the second tranche of same program with a very successful manner and high reputation. It must be accounted asunparallel activities for a volunteer organization like BACI and I praise all the members of Board of Directors of BACI and Advisor’s as it is a great success. I am pleased to state that only through the active cooperation and support of every member, as well as the well-wishers of BACI; we could make such progress in our endeavors.

Now, on behalf of the members of BACI, I express sincere thanks and gratitude for your personal attention for the benefit of both BACI and our industry. Your kind presence today, and active participation, inspires us even to make greater efforts to contribute collectively through our construction industry to the economy of Bangladesh.
