GOVERNANCE

The business of Rowing New South Wales (RNSW) is carried out under the direction of the Board of RNSW for

the benefit of constituent and registered members. The Directors may exercise all the powers of the Company,

except any power the Corporations Act or the Rules requires the Company to exercise in a general meeting of

members. The Board is responsible for the appointment of the Chief Executive Officer to do all things necessary

for the proper management and administration of the organisation. The CEO is ultimately accountable to the

Board of Rowing New South Wales; however the CEO is accountable to the President on a day-to-day basis.

Rowing New South Wales is committed to best practice models of governance to ensure the long term viability

of the organisation. Corporate governance for the Board of Rowing New South Wales relates to:

- The process of setting, guiding and monitoring the organisation’s future direction

- Ensuring the organisation operates within its relevant legal and other boundaries

- Driving organisational performance through the management team appointed by the Board

- Establishing appropriate control processes and accountability systems

The Board meets monthly, comprising of 9 Directors elected by the members of Rowing New South Wales.

BOARD OF DIRECTORS

Stephen Donnelley – President

Attended 12 from a possible 12 Board meetings Stephen Donnelley joined the Board of Rowing NSW in 2015 as deputy president. He became President of the association in 2016. Stephen has extensive experience as a board director through his commercial activities and has chaired remuneration and safety and occupational health committees among other roles. He also has experience as a director with other not for profit organisations. He has been involved in rowing since 2004 as a volunteer assisting the Scots College rowing program. He has coached a number of crews in the School program and is a strong supporter of the development of school rowing. Stephen has also assisted in coaching the winter programs at Leichhardt and Mosman.

Stephen Handley – Deputy President

Attended 10 from a possible 11 Board meetings Stephen Handley has been a member of Sydney Rowing Club for over 45 years, joining as a junior active member in 1970. Stephen enjoyed success as an athlete winning many state and national championships and representing Australia at two world championships and the 1980 Moscow Olympic Games. Following many years in the banking and finance industry, for the past 25 years he has owned and operated an electronics engineering business specialising in telecommunications and hybrid power systems. Stephen has been a director of Rowing NSW since 2007.

Victor Walter

Attended 8 from a possible 12 Board meeting Victor Walter has been involved in rowing for over 40 years as a rower at school, club and masters level and as an umpire, coach and administrator. Victor holds Australian and FISA umpire licenses and represented Australia at the 2012 Paralympics as a member of the jury. Victor has also been a member of a number of world championship, world cup and world masters regatta juries. Victor was also Chairman of the Rowing Australian Umpires’ Committee until June 2017, a position he held for five years. Victor is director of the Rowing New South Wales and Financial Services Accountants Association Boards.

Danika Wright

Attended 8 from a possible 12 Board meetings Danika Wright was elected to the Board of Rowing NSW in 2014. Danika brings broad experience in business strategy, investment management and organisational administration, and is based at the University of Sydney Business School. Danika attained her PhD from the University of Sydney in 2010, having previously graduated with First Class Honours in her Bachelor of Commerce (Liberal Studies) degree. Danika is determined to see community involvement in club-based rowing grow and foster pathways for youth development. Danika is a Masters rower at St George Rowing Club.

Deanna Fekete

Attended 11 from a possible 12 Board meetings Deanna was elected to the Rowing NSW board in September 2011 and was previously a committee member and Corporate Rowing manager for Leichhardt Rowing Club. As a former NSW Masters state representative and World Masters champion her history in rowing enables her to understand and represent the needs of all rowers. During her time on the Board, Deanna has focused on the development of the rowing community and the growth of the sport which is reflected in her successful lobbying for the 2012 Women’s 8+. Her communication skills enable her to successfully translate what is happening at a Board level down to the wider rowing community. Deanna works in fast logistics and project management environments and has a business background in alternative energy financing, event and electoral management.

Liam James

Attended 7 from a possible 12 Board meetings Liam James has been a proud member of Balmain Rowing Club since 1999, and has served on the club's committee, and as its Captain and Vice-Captain. As a competitive club member, Liam has competed for the past 19 years at club-level and as part of the GPS schoolboy competition. Liam has coached at Balmain for over 12 years, and as part of the Balmain Para Rowing Program has coached numerous state and national champions, and representatives in both the para and able-bodied categories. As a close supporter of Rowing in NSW in all its forms, Liam has been a director of Rowing NSW since 2014, and is the convener of the J B Sharp Memorial Regatta Series. When he is not on the water Liam works as a commercial litigation lawyer for a boutique Sydney Law Firm.

Sarah Cook

Attended 10 from a possible 12 Board meetings Sarah was elected to the Board in September 2015, following a successful representative career as an athlete on the Australian Rowing Team, including two Olympic Games, and also a member of the Australian Sailing Team. Sarah competed domestically in 2017 in the SUBC Women's Eight to win the Gold Cup, and in the NSW Queen's Cup Eight winning Silver at the Interstate Regatta before officially retiring from competitive sport. Sarah is the current President of Sydney University Boat Club, the NSW Councillor to Rowing Australia, and an international commentator for World Rowing and Henley Royal Regatta. In 2015 Sarah was named in the Westpac and Financial Review's 100 Women of Influence in the Young Leader category, and is an avid supporter and campaigner for gender equity in sport, and has a keen interest in both high performance and the development pathway within the sport of rowing. On the RNSW board Sarah has been specifically involved in the Competition Commission, the building of the National Women's Training Centre in Penrith, the development of the Elite Development Pathway Program and the review of the RNSW Heat Policy.

Sarah Hill

Attended 10 from a possible 12 Board meetings Sarah has been the Captain and Vice President of Mosman Rowing Club. She represented NSW on various occasions in the women's lightweight quad and England in the Women's 8. Sarah is the Chief Executive Officer of the Greater Sydney Commission and also an Adjunct Professor at the University of Technology Sydney in the Faculty of Design, Architecture and Building. Previously Sarah worked as a Director of Hill PDA Consulting and prior to that worked as a Principal Planner in London.

Adam Vine-Hall

Attended 6 from a possible 12 Board meetings Adam Vine-Hall was an active member of the Australian rowing coaching community from 2006 to 2014 with his last coaching appointment being at the South Australian Sports Institute. During this time Adam coached a number of Interstate Regatta crews for both NSW and SA as well as international Talent Identification, Under 19 and Under 23 representative crews. Adam holds a Bachelor of Business (Management) from the University of New England and current works in the market measurement and data analytics sector for IRI AAPAC.

PRESIDENTS REPORT

It is with great pleasure I present to you the Rowing NSW 2017 -2018 Annual Report. As we reflect over the

previous year by all measures it has been successful. We retained the Rowing Australia Cup and Bob Blake

Shield with six Junior, seven Under 21, 10 Under 23, three Para and 21 Senior A NSW club athletes who

have represented Australia this past season. We had over 4,500 Rowing NSW members as well as a

committed volunteers group who staged excellent regattas throughout the season. We successfully

completed the construction of the Hancock Prospecting Women’s National Training Centre and we had a

good financial performance with a surplus of $14,972 and net assets of $638,065. Whilst this is positive

and provides a strong foundation we need to intensify our efforts to ensure the sport of rowing retains

relevance. At this time of the 140th Annual General Meeting it is essential to plan for how we want to be

when we turn 150.

I thank our members, athletes, coaches, volunteers, schools and clubs for combining together to deliver

the success. Success that has been methodically built by countless hours of planning, training, preparation

and delivery. The same applies to the team at Rowing NSW. A team made up of the management, board of

directors, commissions and committees. The sheer passion, time and intellect that is invested by each and

everyone of you is extraordinary. Of course, even with the best planning and preparation, we do not

always get it right or the results we want but the same discipline is applied to reworking the issue and

setting about to improve. Clear communication and implementation is required as we move in search of

excellence.

As we continue to ensure rowing retains relevance in the myriad of sports offerings and seeking excellence

in everything we do, our new CEO, Margot Harley, is leading a review and implementation of our strategic

plan. Margot has over a decade of experience in sports administration in Australia and brings a wealth of

commercial sporting knowledge having previously been employed at the Sydney Roosters, and South

Sydney Rabbitohs as well as spending time at Australian Rugby Union and ANZ Stadium. Margot is also

reconnecting with a sport she enjoyed throughout her teenage and early adult life at Club, School and

Representative levels.

I would also like to extend on behalf of all the rowing community our appreciation to Tony Blower our

previous CEO, for his seven years of tireless commitment and effective guidance. During his tenure Tony

has grown the financial performance and accumulated funds, grown membership, grown regattas and

regatta seats, seen NSW continue to perform well at the Interstate Regatta and managed the successful

building of the Women’s National Training Centre at Penrith. Tony leaves us with a stronger and healthier

state sporting organisation.

The Women’s National Training Centre as I referred to earlier was completed on time, on budget and

incident (safety & environmental) free. The facility was built as a joint venture between Rowing Australia,

New South Wales Institute of Sport and Rowing NSW with the athletes taking occupation in October. I

would like to thank the NSW Government, New South Wales Institute of Sport and Rowing Australia for

their contributions and efforts in realising this project. To complete a development like this takes

cooperation and commitment from numerous parties. I would also like to thank Penrith City Council,

Penrith Rowing Club and Nepean Rowing Club, Supershed and QOH Architects. Penrith City Council has

designated Weir Reserve and the Nepean as a rowing precinct and we believe that the Women’s National

Training Centre along with Penrith Rowing Club and Nepean Rowing Club anchors the area for that purpose

and will be an active and vibrant rowing centre facilitating the growth of our sport.

The National Training Centre athletes and coaches have played host to a number of visitors and schools including His Excellency General the Honourable David Hurley AC DSC and Mrs Hurley. I thank the athletes and coaches for continuing to allow us to use the facility to showcase and promote our sport to school athletes and supporters. In conclusion our sport is driven by rewards from hard work, the beauty of the surroundings and challenge of perfection. The countless hours of generous people in managing, coaching and officiating are the vital oil. Thank you all and let us all look forward to continuing the evolution of our Sport.

CHIEF EXECUTIVE OFFICERS REPORT

Rowing NSW has had yet another strong year in 2017-2018 with achievements continuing both on and off the

water.

With the retention of the Rowing Australia Cup and Bob Blake Shield at the 2018 Sydney International Rowing

Regatta our state has continued to show its strength at a national level. In the Interstate Regatta our athletes

won the King’s Cup, Victoria Cup, Penrith Cup, Women’s Para Single and the Noel Wilkinson Trophy with our

women’s eight came second in the Queen’s Cup. This success continues through our partnership with Rowing

Australia and the New South Wales Institute of Sport as part of the Rowing Australia Pathways program along

with our four High Performance Clubs; Sydney Rowing Club, UTS Rowing Club, Sydney University Boat Club and

Mosman Rowing Club.

Our Clubs performed extremely well at the National Championship regatta once again with four clubs in the Top

10 of the Club Point Score for the Centenary Oar. Sydney University Boat Club were the best performing club at

the regatta with Sydney Rowing Club, UTS Rowing Club and Mosman Rowing Club coming second, fifth and

tenth respectively. NSW was also represented throughout the regatta by over 20 of our associated schools and

clubs with all putting in strong performances in their respective events.

Our 2017-18 regatta program saw Rowing NSW and associated clubs hold over 70 regattas throughout the

season with over 30,000 seats raced by athletes participating in all forms of rowing, from junior novices at the JB

Sharp Regattas through the NSW Masters Championships and everything in between.

This year saw a satisfactory financial performance with Rowing NSW delivering a $14,972 profit for the 12

months to 30 June 2018.

This result is due to our ongoing commitment to a strong and diverse regatta calendar allowing opportunities

for all rowers throughout the state to compete; being they junior novices through to masters rowers. Rowing

NSW continues to develop Para Rowing at our regattas, expanding on racing opportunities to ensure more races

are available. With the continued use of the Rowing NSW rowing barge we have also been able to assist clubs

and interested groups in introducing potential new rowers to the sport.

Rowing NSW continues to be supported by our sponsors with our Major Partner Bentleys and Insurance Partner

V-Insurance; who provide valuable support to the Rowing NSW community. These partnerships allow Rowing

NSW to provide our constituents with sound financial and practical support when and where they need it and

we look to continue and grow these partnerships into the future.

With over 4,500 members of Rowing NSW our continuing focus is to engage with as many members and clubs as

we can throughout the state to gain an understanding of the challenges we face as a sport from participation,

coaching and volunteers and how we as Rowing NSW can assist with and help support. We thank recently

departed staff of Jon Delany and Jack Quinn for their hard work and dedication to the sport throughout their

time here.

As we look forward we hope to be able to engage with the Rowing community more frequently and bring each

and everyone of you on our long term journey of growing the sport and looking at ways to diversify participation

and event opportunities to increase revenue and racing opportunities for all.

FINANCE REPORT

Rowing NSW reported a satisfactory profit of $14,972 for the twelve months to 30 June 2018.

Revenue this year was $2,528,330 compared with the 2016/17 year of $1,814,867. The vast majority of this

increased revenue is attributable to funding we received this last financial year for the continuing construction

of the National Training Centre at Penrith. In addition to the $250,000 grant from the state government that we

alluded to last year, both NSWIS and Rowing Australia provided further funding together with Rowing NSW’s

commitment of $100,000.

The board, in ongoing consultation with the Auditors and our accountant Bentleys have continued the

conservative approach of writing down the value of the National Training Centre in the books of Rowing NSW so

as to reflect the license we have granted to Rowing Australia to occupy the facility for the next 20 years. As a

result of this write down the Balance Sheet as at 30 June 2018 shows Total Members Accumulated Funds of

$638,065. This compares with the previous year of $623,093 and reflects our continued improved profit

performance. Total Assets stood at $808,172 and Cash and Cash Equivalents stood at $342,158. Surplus cash is

held at interest with St George Bank.

The Balance Sheet remains strong and completely ungeared. This provides Rowing NSW with continued comfort

that we can take advantage of opportunities, like the National Training Centre or meet unexpected events as

they arise.

Looking forward we will, as always continue to strive to be a low-cost provider and to grow membership and

seats raced during the season through stable membership and seat fees.

All obligations relating to the National Training Centre have now been met by Rowing NSW and all involved

parties with the centre fully operational.

REGATTA OPERATIONS REPORT

Our flagship NSW State Championship regatta continued to attract strong entries from interstate in both

underage and school events – the provisional draw for the Schoolboy Eight event had 29 entries which

scheduled in semi-finals in a provisional draw, before a couple of withdrawals reduced the field down to 27

crews across 3 full heats. The regatta was once again a selection regatta for Rowing Australia’s Senior A

team and part of the event requirements for some of the underage teams. We are thankful for the

understanding and cooperation of Rowing Australia staff and athletes in trying to accommodate their

selection requirements as part of staging our premiere event.

The NSW Schoolgirl Head of the River required modifications to the entry rules to work within a 1pm finish.

This was the only Saturday date in Term 1 available and thanks to the cooperation of the schools in

ensuring that we were able to run a format with some entry restrictions. Feedback received at the

Schoolgirl Regatta Forum was positive overall with regards to the change.

Regatta initiatives by clubs such as Manning River Rowing Club and Port Macquarie Rowing Club in

attracting sponsorship from Croker Oars and Stacks Finance for the Mixed A-D Grade Eight at the Taree

Summer Regatta has proved a success. In 2018, the event attracted 16 crews racing side-by-side on the

reverse 1000 metre course, providing a great spectacle for those watching, impressive drone coverage and

a unique experience for the 144 people in the race or more than 22% of the competitors at the regatta.

This is on the back of $5,500 in cash and prizes on offer for the event, which helped bring about an

increase of more than 4% in attendees to the regatta and an increase of more than 6% in seats raced at the

regatta.

Overall the number of seats raced was just under 4% less than the prior season, with entries in club events

down 8.2%, school entries were down 4.8%, while masters entries increased by 6.1%. We have made

some minor changes to some of the single day regattas event lists for 2018/2019, looking to group junior

events closer together in trying to be more respectful of people’s time constraints and changing lifestyles.

Access to the Sydney International Regatta Centre remains a concern. Rowing New South Wales has

always sat level with other state Olympic legacy bodies and gets to select dates after the national Olympic

legacy bodies. The excellent work in treating the weed issues of a couple of seasons ago has brought

Australian Canoeing back to using the venue. This increased popularity when coupled with the use for

Olympic selections for both Rowing and Canoeing/Kayaking, will ensure setting the calendar for Summer

2020 will be problematic. This may necessitate having to move prominent regattas elsewhere due to a

severe shortage in weekend dates for March 2020.

Our large regatta calendar is made possible by the extensive hours worked by many volunteers who offer

their skills, expertise and time. We are very extremely thankful to our boat race officials, boat drivers, boat

holders, timekeepers, marshalls, commentators and bow number holders for all their work in ensuring a

safe, fair and enjoyable environment for our competitors. Should you wish to still be involved with the

sport or help put back into the sport, we welcome new and more volunteers and our office would love to

hear from you if you are interested in assisting. We also note the great work of the staff at Surf Lifesaving

New South Wales in providing aquatic rescue services for Rowing New South Wales regattas. Their skills

and willingness to go above and beyond in such a critical role is greatly appreciated. I am very thankful and

appreciative of the key work done by Alan Bennett, our Sport Development Officer, in helping stage our

regattas. His knowledge, worldwide experience and resourcefulness, when combined with the sheer

volume of time he devotes to our events, much of it behind the scenes is a vital component to running our

regattas.

2018 INTERSTATE REGATTA 25th March 2018

Sydney International Regatta Centre, Penrith (SIRC)

The Sydney International Rowing Regatta (SIRR2018) again combined the Australian National Championships, National Schools Championships and the Interstate regatta. The SIRR had a smaller contingent from overseas this year but had Irish lightweight pair and double scull from Skibbereen competing as well as successful competitors from Indonesia, Vietnam, Argentina and Para rowers from Hong Kong. It was a selection requirement for both U21 and U23 nominees. As senior trials had already been completed, the selected senior athletes had been released to compete for their clubs. The Lead Coaches for the 2018 team were appointed mid-November with the Assistant Coaches being named early December. Training squads were announced at the beginning of December based on squad eligibility and results from time trials and ergo tests. Like last year, training in the Kings Cup (KC) and Queens Cup (QC) crews proved difficult for National Training Centre (NTC) based athletes, however, they could compete in the Head of the Yarra which saw the men spread across several club and composite crews, whilst the women rowed in a semi QC crew although requiring a last-minute substitution due to an injury with Georgia Miansarow. At this stage the KC was still a squad and the final week leading into Nationals saw the crew finalised, allowing them to get on with training as a crew. With Para now being an established part of the Australia Cup point score and as NSW is the leading Para state, we were keen to obtain the best results possible. Both Kate and James were active during the domestic season and their performance at the State Championships saw them selected as our state representatives. Training squads from those eligible from last year and those that had performed in the early TT’s and regattas were formed. Some squads were able to train on a regular basis, but for those containing NTC athletes this was not the case. With a change to the NSW event requirements, selection of the crews was later this year than previous as results from the State Championships were also included into the selection. As we had come so close last year in the QC, it was felt that this boat should be a priority and therefore not have anyone doubling up in the single scull as they did last year. Because of this, the single sculler was fourth ranked behind those in the QC crew. For the other scullers, the winning / first placed NSW scullers from the State Championships were selected into their relative event (PR3W1x; PR3M1x; W1x; M1x).

After a year off, Kate has been very active this year competing in many regattas and events in both 1x and crew boats. With the para distance now being extended to the full 2000m, Kate was even more dominant than she has been in previous years. However, this dominance did cause some problems as she was so far in front, the umpires boat had to hold back and the line of sight vision that her coach requires to guide her was blocked by additional safety boats. This resulted in Kate hitting the buoys and was unsure as to how to get off them. This had a serious effect on her result as she could have posted a much faster time.

James was second at 500m, but the slow starting Queenslander gathered momentum and gradually overhauled the field, leaving SA and NSW in his wake.

Having won the NSW State Championships and the Nationals, Alex Hill was the man to beat and with nothing between Watts and Girdlestone, it was a matter of which way the dice fell. Lying in fourth place through the first 500m, Cam then pushed up into bronze medal position. He was unable to make any ground on the second placed sculler Watts from WA but continued to move away from the ACT sculler who had beaten him earlier that week during the National regatta.

For the last few years, NSW has been in the mix, but have fallen short; however, this was not the case this year. Leading from the start, the crew continued to show their dominance at each mark by moving away to a comfortable win. This is the first win in this event for seventeen years.

Having won bronze in 2015 and 2016 and narrowly missing silver in 2017, this year was their time to shine. Returning from last year’s crew, Matt and Sean were joined by Leon from the winning Youth crew last year and journeyman James. Showing exceptional speed out of the blocks and leading by nearly a length by 500m, they continued to move away by about one length per 500m to win by a commanding 9.62 seconds. This is a very exciting young crew which we hope will have the same longevity in the sport as per some of last winning crew from 20 years ago.

The three-returning crew plus coxswain from last year were joined by new crew members who had performed well in their small boats during the season. Training had been reasonable and somewhat disjointed. The girls were under pressure from the start being next to the strong VIC crew who lead from the first stroke and never really got into their rhythm. Lagging at the back of the pack for the majority of the race, they managed to overhaul a flagging WA crew to come in fourth. This is a disappointing result as a number of these athletes went onto AUS representation later in the season.

Following the winning formula over the last few campaigns, this year was no different. A large squad training in two boats against each other in most sessions. A good start saw them lead by a small margin going through the 500m, however, this had blown out to over 4sec by halfway and continued to grow over the next half of the race allowing them a comfortable buffer to enjoy the run to the finish line. This was the fourth consecutive win in this event and something we want to keep doing.

With only two changes to last year’s crew, it was hoped to go somewhat better and push towards that elusive win. Training in the crew was again hampered with the NTC girls not being available and some of them do not get much exposure to sweep rowing. A shadow squad did get to train in Sydney and a short camp was conducted over the Christmas break when the NTC girls were available. Some training of the shadow squad continued, but the crew did not get together until the week of the Nationals. Due to a last-minute illness, the seating order was changed on the day, which saw Georgie Gotch move into the stroke seat. Last year, the VICs were caught off guard and were led until the latter stages of the race. This year they did not allow that to happen and were dominant from the first stroke to notch up their fourteenth consecutive win.

This year we saw the return to the crew of Nick Purnell and Rob Black. After the 2016 season, Nick took time off to concentrate on his career before realising how much he missed the sport. With all bar two of the squad based in Canberra a camp was conducted there at the beginning of the Christmas break. They did not come together again until the week of the Nationals, so training and determining the seat order of the crew had to

wait until then. The crew had been named by the selectors, but with three stroke-side and five bow-side rowers. The coaches in consultation with the selectors carried out some trials which saw a change in the crew to even things up. Off the start, both NSW and VIC powered away, but a crab in the NSW boat at the 250m mark put them under pressure with VIC leading through the first marker. Maintaining their composure, NSW pushed on in the next 500m to lead by ¾ lengths, opening this out to a length over the next 500m and crossing the line to make it back to back wins. Summary Five golds, one silver and two bronze medals was an improvement from last year and enough to secure the Australia Cup for a second term, winning 61 points over Queensland in 2nd at 53 points and Victoria in 3rd with 47 points.. Every win was commanding and a tribute to the caliber of rower along with their state team coaches and their club coaches (PR3W1x – 52.8sec; VC4x – 4.1sec: PC4- - 9.6sec; YM8+ - 6.1sec; KC8+ - 1.6sec). The KC squad is a group of outstanding rowers and as a result there are some good men left on the bank. However, this is a strong cohesive group that looks out for each other and for doing their best to help the team. The QC squad are equally as good as the KC squad but doesn’t have the depth of numbers and so are still lacking that winning formula. For the Lightweight boys, this was an incredible win for some talented guys (they came 1st; 2nd; 3rd in U23 Lwt1x – and all went onto represent AUS this year) and if this category continues after Tokyo should be up there amongst the best. With the return of Sarah and Georgia being injury free, our lightweight women did a great job. It was only a matter of time before both the men and women were to top the podium again and to have done it in such style was exhilarating to watch. For the fourth consecutive year, our Youth Men have stood tall on top of the podium. This shows great strength in depth for this group and is also the consistent training and coaching of this group during this period. Unfortunately, our Youth women are still lacking and haven’t medaled since 2014. As individuals they produce some reasonable results in their small boats, resulting in over half of the crew being selected into AUS underage crews but this is not transferred into the bigger crew boat. All of our scullers did a good job against stiff competition. Now that the Para events have moved to 2km, Kate is even more dominant in this event. James performed consistently throughout the regatta and got the expected result. Carina was only named a couple of weeks out from the event and had a daunting task ahead of her which she embraced and performed to the best of her ability on the day. For Cam, this result consolidates his position in the sculling ranks and gives him confidence moving forward as he has elected to be outside of the NTC system until next season. For both the QC and KC crews to continue challenging or retaining their winning ways we need our youth crews to be strong to continue feeding athletes upwards into these squads. Putting together a State Team is not possible without the co-operation of all clubs and their coaches working together to provide training venues, racing boats and equipment for all the crews. This is something NSW does well, and it underpins our continuing success at both state and national level.

MASTERS REPORT

Masters Rowing in NSW continues to grow, with this season showing increased participation from Metropolitan

and Regional Clubs in all the major Regattas.

Starting with the Head of Yarra, there were 51 masters eights entered (up from 30 last year), with wins to NSW

in four (4) Divisions.

The Masters Shield for 2017-18 was won by North Shore for the second year, a mighty effort from their rowers

and their indefatigable Coach, Kim Rudder. In a rerun of last year, second place was Mosman with Leichhardt in

third. Sydney Women’s MLC had a great season finishing fourth on the Point Score – an excellent result

considering the size of their Club.

In September 2017, the FISA World Masters Regatta was held in Bled, Slovenia with 4700 rowers entered (197

from Australia), It was the largest FISA Regatta to date, where over four and a half days of racing, 6424 crews

competed from 7:00am to 6:30pm with races every 3 minutes. To give an idea of the scale of this regatta, there

were over 190 entrants in each of the Men’s C, D, and E age Single Scull!

Back home, the Australian Masters Regatta was raced on Lake Barrington in slow conditions which were cold

and windy. NSW crews won 42 Gold medals, 36 silver and 42 bronze, with the top NSW Club, Mosman, coming

7th on the point score and taking out the prestigious John Whiting Trophy for Men’s Club eights. The most

commendable results were from our single scullers, where 6 of the 18 events were won by NSW. After stellar

performances last year, the NSW Interstate crews were bought back into the field, with Silver medals in the

Men’s Eight and Quad, and Bronze in the Women’s Eight.

The State Masters Championships were raced in perfect conditions two weeks later with higher entries than last

year, featuring big squads from the ACT and Regional Clubs. North Shore won the Regatta point score led by a

dominating display in the Women’s Eights races. It was also great to see UTS represented in the State Masters,

with legendary names like Geoff Stewart, Laura Dunn and Stuart Welch on the podium.

PARA ROWING REPORT 2017-2018

As expected the year following a Paralympic event will always see two things occur:

1. A good and well deserved break for those Paralympic competitors and

2. A surge in new rowers inspired by those Paralympics.

This season both events occurred. Erik Horrie, Kate Murdoch and Jeremy McGrath took well-earned rests in

early 2017 and numbers in para athletes rose significantly against numbers in previous years.

Kate and Erik have since returned to the water in preparation to contest the World Championships in Bulgaria,

while Jeremy is still on a break with the odd gentle row occurring to keep his technique in rhythm.

By the time this report comes out the results will be known, but whatever the results, we send our best to the

Australian Para Squad with special NSW thoughts and cheers to Erik, Kate, James and Ben. All of you are

champions already in our eyes!

Head of the Yarra

For the second year in a row there was a para eight contesting the Head of the Yarra, unfortunately it wasn’t

representative of any one club [even though this race is a club event] but was an informal representative crew

as athletes were tapped by Rowing Australia to make a crew. We hope that this year this event returns to being

a club-based event, as the current process has significantly dampened the enthusiasm of other rowers to

participate. Congratulations to James Talbot and Ben Gibson, rowers, and Josephine Burnand, as the cox, who

were our New South Wales reps in this crew, which unfortunately was the only crew in this category, but

managed a respectable 34:30:30 time in the overall results.

Results

SEASON REGATTAS – from a Para perspective:

Congratulations to RNSW for continuing to understand that equality on its own isn’t enough, it must go hand in

hand with equitable outcomes. To this end we thank them for being prepared to respond to suggestions for

change to make this happen and for instituting the Rec 500 events at every RNSW Regatta. We are now working

toward expanding the events available and to starting a conversation about inclusive events and handicap

events.

The NSW Sprint Championships saw nine competitors take the field in the two para events – the single and the

double. However as athletes in the para category increase we hope to see para events in fours and quads.

State Championships

Once again NSW led the way in understanding that the largest State regatta of the year should include

championship events to be contested by rowers of all categories and ensured this could happen by listing para

events over 500 metres as well as over the expected 1 kilometre. We understand that next year these events

will be held over 2kms, aligning with the increase in the racing distance in international competition, while

retaining the 500m event for para-athletes of the suitable category. Again NSW led the way by allowing all those

able and desirable of competing the right of doing so by allowing them to boat in any scull with former CEO

Tony Blower stating “we just want to give all those able to race the opportunity to do so”. NSW remains

cognisant of the FISA statement that FISA rules are only for FISA events and NOT for local events.

Nationals

NSW was well represented in each category contested : Five PR3 4+ boats with three containing NSW athletes; 6

PR3 2x doubles with 3 from NSW; 2 PR3 M1x singles out of 6; 1 PR3 W1x single of 5 and 1 PR1 M1x NSW

competitor and the only competitor in this category. These competitors were absolutely magnificent and

ensured that once again and for the 7th time NSW won the Bob Blake Shield. By now NSW should be entitled to

keep that Shield with another being instituted to replace it as we’ve homed it for so long!

We would hope that the Rowing Australia Board reconsiders some of the current rules governing the para

events at the National Regatta and recognises that to open rowing to all, to be truly equal and equitable then

the FISA statement on the application of their rules not applying to local events be heeded.

World Championships

The World Rowing Championships are to be held in Plovdiv Bulgaria and the following Para events are offered:

PR1W1x, PR1M1x, PR2Mix2x, PR2M1x, PR2W1x, PR3Mix2x, PR3Mix4+, PR3M2-, PR3W2-. This year Australia has

chosen to send a crew for the PR3Mix4+ , PR3M2-and PR1M1x – 1/3 of the events on offer. We hope to see this

increase to reflect the quality of para rowers currently on the water in Australia and that Australia will, in the

next season, send crews for each category on offer.

We wish our NSW representatives – Erik Horrie [ PR1M1x, Sydney Rowing Club], Ben Gibson [ PR3Mix4+,Sydney

Rowing Club], James Talbot [ PR3Mix4+ AND PR3M2-, Balmain Rowing Club] and Kate Murdoch [ PR3Mix4+,

Nepean Rowing Club ] the best of luck in their events. Special congratulations to James Talbot, the first Para

athlete to be chosen to represent in two categories.

RNSW Pointscore

Congratulations to Balmain Para Rowing Program, Balmain Rowing Club for backing up and again wining the

Para Shield finishing on 229.20 points.

Congratulations also to Nepean on 85.20, Sydney on 81.20, Penrith with 68.00 and finally but by no means least

PLC Sydney on 16 points. It is encouraging to see the competitiveness from each of these clubs in the RNSW

point score, but it remains the goal of RNSW to see more clubs competing in this category in future years.

Recognition

Congratulations to Jenny Clarke of PLC Sydney, the recipient of the Governer’s Cup for Para-Rowing and to

World Champion and World Best Time holder in the PR1 Men's Single Scull, Erik Horrie (Sydney Rowing Club),

who took out the President's Cup for Para Rowing.

Congratulations also to the Balmain Para Rowing Program on winning the Amy Large Volunteer of the Year,

Inner West Council, the Amy Large overall Volunteer of the Year, Inner West Council and the NSW Volunteer of

the Year Award, Mid-Western Sydney. They are now in the running for the NSW Volunteer Team of the Year.

The Balmain Para Rowing Program has seen numbers swell and their waiting list increase dramatically this

season.

International News

FISA has partially responded to the push for change via hull weights and has altered the strapping requirements

for PR1 athletes. We see this as a first step toward the change we and a large proportion of the international

para world want – free choice of hulls. We will be engaging in further discussions with our overseas friends from

the USA, UK, Hong Kong and South Africa about how we can best advance this change.

Already Para Rowing USA has engaged independent research and shown there is no additional risk to athletes

using standard single hulls, indeed we believe there is less risk to athletes by not having to drag an additional 10

kg of hull through water using only their arms and shoulders. Hopefully by this time next year we can report that

change is not only coming but has arrived.

NSW UNION OF ROWERS REPORT

This year has seen the welcome appointment of Geoff McIntyre AM as the new Patron of the Union of

Rowers. The union extends thanks to Paul Coates for his contribution during his period of service as Vice

President and President.

We also awarded a record nine (9) Youth Development Awards, bringing the total to 148, the number of

young athletes who have benefited from this support since 1992. One of the pleasures of being President

of the Union is the opportunity to meet the recipients at the RNSW Dinner. As athletes and representatives

at Club, and in some cases, at National level, they are a most impressive group of young men and women.

It is also pleasing to see past winners representing Australia in the recent World Championships, notably

Robert Black, Hamish Playfair, Genevieve Horton and Leah Saunders, as well as the silver medal by this

year’s award recipients, Isabelle Furrer and Lauren Graham, at the Junior Worlds.

Funding our Awards is a major task, and I would like to thank all our members who have continued to

generously support our Prize Draw, as well as special thanks Terry Maher, who organises our

Merchandising Program so successfully

The 2017-18 Season has seen traditions maintained as well as changes heralded. At the Annual General Meeting

and luncheon in November 2017 Shirley Stokes stepped away from holding dual roles of President and Secretary

The Union’s mission to support school girl rowing saw its involvement in the NSW Combined High Schools

Championship regatta at SIRC on Monday 26th of February. Representing the Union were Sue Carew, Wendy

Tomlinson, Fran Kelleher, Philip and Margaret Goldie. Katie Kershaw assisted with the trophies and medal

presentations.

Competitors came from the following High Schools: Blaxland, Burwood Girls, Cammeraygal, Colo, Fort Street,

Grafton, South Grafton, Hunter Performing Arts (Lambton), Lithgow, Mackellar Girls, Maclean High , Maitland

Grossman, Merewether, Mosman, Newcastle, Northern Beaches Secondary, Nepean, Riverside Girls, Ryde

Secondary, St Ives High, Sydney Secondary (Leichardt), North Sydney Girls, Sydney Girls and Willoughby Girls.

For many of these young rowers, it was their first experience competing at the Olympic venue.

School Girl Rowing (School Girl Head of the River)

The NSW School Girl Head of the River 2018 was held on Saturday 3rd of March at the Sydney International

Regatta Centre in excellent conditions for all levels of competition. A wide range of entries in the Single Sculls

event made this race particularly interesting. The Schoolgirl First VIII was a closely contested race until the final

200 metres when the Pymble Ladies crew managed to pull ahead to win by 3 seconds. Wendy Tomlinson and

Katie Kershaw represented the Union by presenting trophies and medals as follows:

The Union sponsors the Women’s D4x at the NSW Masters Championship Regatta. The winning crew in 2018

was a composite crew from St George, Shoalhaven and Black Mountain. Newcastle was in second place with a

composite crew from Nepean and Brisbane Water in third place

Visit to the Hancock Prospecting National Training Centre

Champions of the past, Margaret MacKenzie, Wendy Tomlinson, Anne Titterton, Evelyn Sommer and Lydia

Miladinovic were the guests organised by the Union of Oarswomen who hosted a breakfast bringing together

some past Australian Champions with our current Champion women in the National Training Squad. Stories

were shared and the Union were treated to a tour of the new facility by John Keogh, the National Coach for

women. The experience of our past champions highlighted the extraordinary depth of women rowers in

Australia and the challenges that have been met and continue to present.

Rowing Friendship Day

The annual Rowing Friendship Day was held this year at North Shore Rowing Club on 3rd June though the

weather precluded our annual row from taking place. The meeting focused primarily on updating the members

of projects undertaken in the current year and some possible future activities. Thanks to North Shore Rowing

Club for again hosting the Union.

Novice Masters Women Intensive Coaching Day

The Union held this for the first time and it proved to be a great success. We were fortunate to secure four

wonderful women coaches for this day: Denise Probst, Hally Chapman, Kathleen Hextell and Sue Wannan. We

had 16 participants from four clubs: Sydney Women’s MLC, St George and North Shore Rowing Clubs. The

Union was also very appreciative that Leichhardt Rowing Club agreed to make both their facility and four quads

available to us to run the day.

The NSW Union of Oarswomen is proud of its continuing association with Rowing New South Wales.

THE L.E. STEPTO MEMORIAL TRUST FUND REPORT

The Laurie Stepto Memorial Trust was established on the 24th November 1987 and was established to

acknowledge the contributions to rowing in New South Wales by Laurie Stepto. The purpose of the Trust is to

receive donations and funds from other sources, invest those funds and make distributions from time to time

for the benefit of Rowing NSW.

Laurie Stepto was an accountant by profession and joined the Glebe Rowing Club in 1947. He was Club Secretary

from 1952 to 1956 and delegate to the NSW Rowing Association from 1948 to 1955. He was made a Life

Member of the Glebe Club in 1965 to acknowledge his considerable contribution over 18 years. During the same

period he was most successful in his accountancy profession and became a senior partner in the firm of

Hungerfords.

He played a most important role in NSW Rowing Administration as Treasurer from 1955 to 1967, Deputy

Chairman 1967-70 and President 1978-86. He was awarded a Medal in the Order of Australia (OAM) in 1979 for

his significant contribution to rowing in NSW and Australia. Laurie passed away in Sydney in November 1986.

For many years the fund supported the costs of NSW State Teams. Until more recently, it now assists in the

development of future champions from NSW with an annual scholarship awarded of $5,000 to an aspiring young

NSW based rower who is showing early outstanding potential.

Applicants must have completed Year 12 and be eligible to compete in Under 21 competition in the current and

following years’ regatta seasons. The ultimate objective of the Scholarship is to encourage young rowers to

achieve success in championship racing with their club as well as representing NSW and possibly Australia in

interstate and international competition.

Scholarship awardees over the past few years have been:

Applications for the 2018 scholarships close on the 7th September with the successful applicant being

announced at the Reindeer regatta on Saturday 1st December 2018.

THE E.R. BROMLEY TRUST REPORT

The E.R. Bromley Trust was established by the late Ted Bromley in January 1993 to assist rowers from New

South Wales chosen to represent the State, initially in the Kings Cup but expanded to include representation for

Australia in World Championships in the Junior and Under 23 categories. In the year ended June 30 2018, it was

another good year for New South Wales in that 12 rowers were chosen for the Under 23 World Championships

in Posnan and 6 for the Junior World Championships in Racice, Czech Republic. Accordingly the Trustees

decided to award $1,200 to each of the following named rowers.

CENTRAL DISTRICTS ROWING ASSOCIATION REPORT

Regattas

Nine CDRA regattas and two Rowing NSW regattas were conducted by CDRA clubs in the 2017/18 season.

Weather conditions at most regattas were conducive to good racing although strong tides played havoc with

some race times at Berry Park. The Super Blue Blood Moon three days before the Lake Macquarie/Endeavour

weekend in February created strong incoming tides that resulted in a winning time of 9 mintes 46 seconds in

one division of WD1x. Tidal conditions at the Taree Summer Regatta in January forced many crews into the

transit lane at the 500 metre mark before gale force wind on the Sunday caused suspension of racing at 10am

and cancellation at noon. No regattas were subject to the extreme heat experienced during the previous regatta

season.

Although entry numbers were down at early regattas, the rest of the season was well attended with 89 races at

the Newcastle Grammar regatta necessitating start times 4 minutes apart while the CDRA Sprint Championships

at Newcastle ran like clockwork with 149 races at 2½ minute intervals. The handicap mixed eight event at the

Taree Summer regatta was even more impressive than the year before with 16 eights on the course at once.

Thanks to Stacks Finance and Croker Oars for providing the $7000 prize money distributed at the regatta.

CDRA Premiership

The Central Districts Premier Club for 2017/18 was Hunter Valley Grammar School (1154 points) with Newcastle

Grammar School (738) second and Endeavour Rowing Club (369) third. Hunter Valley Grammar School also took

out the 3 pointscore shields for Single Sculls, for Multiple Sculls and for the Sweep Oar pointscore.

Outstanding Results

The most successful CDRA crew of the 2017/18 season was the Newcastle Grammar School quad of Sam

Barnett, Maximilian Routh, Eoin Brown and Alex Oakley with coxswain Acacia Ozturk who won gold in the

Champion Schoolboy Quad Scull event at the Australian Championships. This crew also had success in the same

event at the NSW Championships and the NSW Schoolboy Head of the River. Another outstanding result went to

the Endeavour Rowing Club crew of Jack Davey and Robert Weatherall who won gold in the Mens Under 19

Double Sculls at the NSW Championships to go with silvers at the State Sprints and NSW Schoolboy Head.

Manning River Rowing Club stood out in Masters Championship events, winning 8¼ gold at the NSW Masters

and 3¾ gold at the National Masters regattas. Leading gold medal winners were Graham Nix (4 NSW, 3 National)

and Roy Halliday (5 NSW, 2 National).

NORTHERN RIVERS ROWING ASSOCIATION REPORT

Season 2017-2018 has had its challenges, in many ways. A very big thank you on my part, to the other office

bearers in the association, for their efforts to keeping it all functioning and the volunteers who make it all

possible on regatta days.

The 2018-2019 season approaches, so onward and upward. Possibly our biggest challenge for the coming year,

is to increase the participation rate in our sport, in all age groups. More rowers, more volunteers. All clubs are

without exception attempting to do this. The tired old saying “think outside the box” has never been more

relevant. Perhaps, what can we do as a whole, rather than as individual clubs, is more the question.

OBITUARIES

Charles Watson 15 June 2018

Charles Watson OAM, former NSWRA Drummoyne Delegate and Safety Officer 1992-1996 has passed away.

Charles was a long-time member of Drummoyne Rowing Club, joining the club in 1951. With his brother,

they both rowed at the club for many years where he became Vice Captain, before joining the Australian

Army. Lieutenant Colonel Charles Watson served in Vietnam during the conflict, as well as other overseas

posts. He was in command of many Australian bases during his Army career. After retiring from the Army,

Charles re-joined Drummoyne Rowing with his two sons Andrew and Cameron who rowed successfully for

many years while Charles became Club Captain, coaching several crews.

Charles was an inspirational leader and was instrumental in guiding Drummoyne to win The Premiership in

1991 and The Women’s Shield in 1992 in addition to being a high ranking official of the Scouting Movement.

Charles and his wife Margaret, moved to their property at Dungog in 2005 where he continued his

community work and became President of Dungog RSL. for, along with his services to rowing was awarded

the OAM on 2006

Charles passed away peacefully on Friday 15th June. A great loss to all that knew him and a great loss to the

rowing community.

Chris Woodham 30 January 2018

On January 30, 2018, one of St George Rowing Club's most respected members - Christopher Benjamin

WOODHAM - passed away at St George Hospital, Kogarah NSW - after a long and difficult illness. He was

aged 71 years.

Chris was a member of the St George Rowing Club for over 30 years - a Club he joined when his son Ben

wanted to learn to row. From that moment, Chris became hooked on the sport - so much so - that when his

son left the Club to pursue his University studies to become a surgeon - Chris continued on with both

training, competing & coaching at Como on the Georges River - where the St George Club is based.

By occupation - Chris was a qualified Photogrammetrist - with a degree in Surveying from the UNSW. He

worked most of his life at the Roads and Traffic Authority (RTA) - now known as the Roads and Maritime

Services (RMS).

Happily married to Yvonne for 40 years - Chris was so proud of his son Ben - who is now working in the U.K.

as an Oncological Surgeon.

He has an impressive record as a rower - representing his club at Masters level for over 25 years. He has

won World, Australian and & State Masters medals competing in all character of boats - from singles to

eights. His great love was rowing at the Head of the Yarra each year in his beloved St George colours!

Chris was indeed a warm & sensitive person who thought first of others; loved his Family dearly; & spent

countless hours at his beloved Rowing Club - either training, coaching or helping around the Boatshed.

Chris Woodham contributed to, and in so doing, defined 'the heart & soul' of St George Rowing Club.

He was an exemplar for us all & will be fondly remembered by all his rowing friends.

Dallas Smith 27 March 2017

Dallas Smith passed away this morning in Tea Gardens after a long illness, at the age of 78. Dallas was a

passionate supporter of rowing and a great stalwart of Sydney Rowing Club.

Dallas joined the club in 1957 and had a short but successful rowing career. Thereafter he played many roles

in the club including organising and promoting the reunions, coaching our new members, and maintenance

of our boats and equipment.

Dallas served on the club’s Board for 19 years and for most of those years was the club’s Boatmaster. Dallas

was a loyal and hardworking member and a great friend to many. In recent years Dallas endured without

complaint and with cheerful good humour many months of debilitating illness in hospital.

Geoff Knight 28 September 2017

Geoff Knight passed away on 28th September at the age of 89.

Geoff was diagnosed with cancer some months ago and has been in Neringah Hospital, Wahroonga, for the

past five weeks, receiving palliative care.

Geoff was a successful lightweight rower from the 1960s who won many races including the Champion

Lightweight Four of NSW in 1963 and the Champion Lightweight Eight in 1965. He stroked the NSW Penrith

Cup four in 1962, gaining second place, and was reserve in the winning Penrith Cup crew of 1963.

Geoff was Captain of Sydney Rowing Club in 1964-66 and later served on the club’s Board. He coached

successfully at Sydney High School in the 1970s and in appreciation of his efforts, his crews donated the

Geoff Knight Trophy to Sydney Rowing Club awarded to the club’s most outstanding lightweight rower.

George Neilson 27 October 1916 – 19 December 2017

George was born on 27th October 1916 and has devoted a significant portion of his long life to the sport of

rowing. He began his now seven and a half decade involvement with the sport as a competitor in 1937,

describing himself as “a competitive, but average rower” nonetheless in 1939 he won a State championship.

George rowed for Balmain Rowing Club until 1955.

Throughout his long career, George has devoted much of his energy and expertise to the black and yellow of

one club, Balmain and to the sport of rowing in general, a sport which does not often capture media

headlines. Up until quite recently he was a coach of young rowers – many of whom have gone on to

representative level. He has willingly accepted “behind the scenes” roles – timekeeper, starter, judge,

marshal, club representative, etc. as well as administrative roles. One highlight was as an octogenarian he

drove one of the commentary vehicles for the 2000 Olympic Rowing Regatta. George is a Life Member of

Balmain Rowing Club, Rowing NSW and the NSW Union of Rowers. His dedication, sense of fair play and

ongoing involvement has set a fine example for others in the sport of rowing.

This generosity has carried over to community in general: George was a founding member of Lovett Bay

Bush Fire Brigade; a volunteer who undertook the maintenance and repair of small vessels for NSW Heritage

Fleet, delivery man for Meals on Wheels to ‘customers’ often a decade or two younger than him.

In 2006 George Neilson was awarded the NSW Maritime Medal for his seven-decade involvement in rowing

and volunteer work for the Sydney Heritage Fleet. Further acknowledgement came in 2010 when he was

awarded an OAM for his contribution to both rowing and the community in general.

George was Balmain Rowing clubs respected patron and since 1999 was the patron of the NSW Union of

Rowers.

Leo MacRae 1 January 2018

Leo MacRae, formerly of Penshurst and a former oarsman of both Glebe and Leichhardt Rowing Clubs

passed away peacefully in his retirement accommodation at Tweed Heads on 1st January 2018. He was aged

103 years.

Until retirement, Leo was a regular at "Old Rowers" reunions: He was in earlier days a health and fitness

enthusiast with a family of six which now boasts of some 80 descendants including great, great

grandchildren.

Dr Bruce Shepherd 25 May 2018

The Shepherd Centre founder and pioneer of therapy and services for children with hearing loss in Australia

passed away on May 25. He was 85. Bruce was a member of Sydney University Boat Club SUBC from 1956.

Dr Shepherd and his late wife Annette were pioneers of their time. They worked tirelessly at finding an

alternative to the methods available in Australia for children with hearing loss when their children Penny and

Danny were both born profoundly deaf.

At that time, children with hearing loss were typically sent to designated schools for the deaf, often as

boarders, where they were taught sign language and were isolated from their families and the hearing

community.

Bruce Danby Soane 12 October 2017

Bruce Danby Soane who rowed out of Leichhardt, and in later years was Head Coach at Penrith, passed away

Thursday 12/10/17 at Springwood NSW, aged 86.

Bruce's funeral was held at North Chapel, Pinegrove Memorial Park, Kingston Street, Minchinbury NSW (off

the Great Western Highway) at midday on Wednesday 18/10/17.

A true character with an inspiring passion for rowing.

1 STATEMENT OF SIGNIFICANT ACCOUNTING POLICIES

Basis of Consolidation

The financial statements consolidate the financial results of Rowing NSW Incorporated, and the LE Stepto Memorial

Trust Fund. The Incorporated Association & its Controlled Entities together are referred to as the Economic Entity.

Basis of Accounting

Rowing New South Wales Inc. is incorporated in the state of New South Wales under the Associations

Incorporations Act 2009. The financial statements of the Economic Entity have been prepared as Special Purpose

Financial Statements for use by the Board and Members of the Incorporated Association and for the purposes of

complying with the Associations Incorporation Act 2009. The financial statements have been prepared on the basis

that the Economic Entity is not a reporting entity because there are unlikely to be any other users of the financial

statements as all users can obtain information specific to their needs upon demand.

These financial statements have been prepared in accordance with the recognition and measurement requirements

specified by the Australian Accounting Standards and Interpretations issued by the Australian Accounting Standards

Board ('AASB') and the disclosure requirements of AASB 101 'Presentation of Financial Statements', AASB 107

'Statement of Cash Flows', AASB 108 'Accounting Policies, Changes in Accounting Estimates and Errors' and AASB

1048 'Interpretation and Application of Standards' and AASB 1054 'Australian Additional Disclosures', as

appropriate for not-for-profit oriented entities. These financial statements do not conform with International

Financial Reporting Standards as issued by the International Accounting Standards Board ('IASB').

The financial statements have been prepared on an accruals basis and are based on historic costs and do not take

into account changing money values or, except where specifically stated, current valuations of non-current assets.

The preparation of the financial statements requires the use of certain critical accounting estimates. It also requires

management to exercise its judgement in the process of applying the incorporated association's accounting

policies. The areas involving a higher degree of judgement or complexity, or areas where assumptions and

estimates are significant to the financial statements, are disclosed in note paragraph titled ‘Critical Accounting

Adjustments’.

Financial Statements Preparation

The classification “Members’ Accumulated Funds” is used in the financial statements as the Incorporated

Association has no shareholders. It is believed the use of the classification “Equity” would be misleading as such no

statement of equity has been prepared.

The following material accounting policies, which are consistent with the previous period unless otherwise stated,

have been adopted in the preparation of these financial statements.

New Accounting Standards and Interpretations not yet mandatory or early adopted

Australian Accounting Standards and Interpretations that have recently been issued or amended but are not yet

mandatory, have not been early adopted by the incorporated association for the annual reporting period ended 30

June 2018. The incorporated association has not yet assessed the impact of these new or amended Accounting

Standards and Interpretations.

Income Tax

The Incorporated Association is exempt from income tax by virtue of Section 50–45 of the Income Tax Assessment

Act 1997. As such no provision for income tax has been made and tax-effect accounting has not been adopted.

Cash and Cash Equivalents

Cash and short-term deposits in the Statement of Financial Position comprise cash at bank and on hand together

with short-term deposits with an original maturity of twelve months or less.

Trade and Other Receivables

Trade receivables, which generally have 90 day terms, are recognised and carried at original invoice amount less an

allowance for doubtful debts.

An allowance for doubtful debts is made when there is objective evidence that the Economic Entity will not be able

to collect the debts. Bad debts are written off when identified.

Property, Plant and Equipment

Property, plant and equipment are brought to account at cost less where applicable any accumulated depreciation

and any impairment of value. The carrying amount of property, plant and equipment is reviewed annually by the

directors to ensure it is not in excess of the recoverable amount of those assets. The recoverable amount is

assessed on the basis of expected net cash flows which will be received from the assets employment and

subsequent disposal.

The depreciable amount of all property, plant and equipment, including building improvements, are depreciated

over their useful lives commencing from the time the asset is held ready for use.

The depreciation is charged on a straight line basis and the following rates used for each class of asset are as

follows:

Building Improvements 5% Boats, Motors and Regatta Equipment 10% - 20% Office Equipment and Fixtures 10% - 20% Motor Vehicles 12.5%

Leases

The determination of whether an arrangement is or contains a lease is based on the substance of the arrangement

and requires an assessment of whether the fulfilment of the arrangement is dependent on the use of a specific

asset or assets and the arrangement conveys a right to use the asset.

A distinction is made between finance leases, which effectively transfer from the lessor to the lessee substantially

all the risks and benefits incidental to ownership of leased assets, and operating leases, under which the lessor

effectively retains substantially all such risks and benefits.

Finance leases are capitalised. A lease asset and liability are established at the fair value of the leased assets, or if

lower, the present value of minimum lease payments. Lease payments are allocated between the principal

component of the lease liability and the finance costs, so as to achieve a constant rate of interest on the remaining

balance of the liability.

Leased assets acquired under a finance lease are depreciated over the asset's useful life or over the shorter of the

asset’s useful life and the lease term if there is no reasonable certainty that the company will obtain ownership at

the end of the lease term.

Operating lease payments, net of any incentives received from the lessor, are charged to profit or loss on a straight-

line basis over the term of the lease.

Accounts Payable and Other Payables

Accounts payable and other payables represent the liability outstanding at the end of the reporting period for

goods and services received by the association during the reporting period that remain unpaid. The balance is

recognised as a current liability with the amounts normally paid within 30 days of recognition of the liability.

Goods and Services Tax (GST)

Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred

is not recoverable from the Australian Taxation Office (ATO). Receivables and payables are stated inclusive of the

amount of GST receivable or payable. The net amount of GST recoverable from, or payable to, the ATO is included

with other receivables or payables in the assets and liabilities statement.

Revenue and Other Income

Revenue is measured at the fair value of the consideration received or receivable after taking into account any

trade discounts and volume rebates allowed. For this purpose, deferred consideration is not discounted to present

values when recognising revenue.

Interest revenue is recognised using the effective interest method, which for floating rate financial assets is the rate

inherent in the instrument. Dividend revenue is recognised when the right to receive a dividend has been

established.

Grant and donation income is recognised when the entity obtains control over the funds, which is generally at the

time of receipt.

If conditions are attached to the grant that must be satisfied before the association is eligible to receive the

contribution, recognition of the grant as revenue will be deferred until those conditions are satisfied.

All revenue is stated net of the amount of goods and services tax.

Employee Benefits

Liabilities for wages and salaries, including annual leave and long service leave expected to be settled wholly within

12 months of the reporting date are measured at the amounts expected to be paid when the liabilities are settled

and classified as current liability. The liability for annual leave and long service leave not expected to be settled

within 12 months of the reporting date are classified as non-current liability.

Long service leave is not provided until a permanent employee attains five years continuous service. Sick leave is

brought to account as incurred.

Contributions are made by the economic entity to nominated employee superannuation funds and are charged as

expenses when incurred. Apart from statutory obligations the Association has no other legal obligation to provide

benefits to employees on retirement.

Maintenance and Repairs

Maintenance, repair costs and minor renewals are charged as expenses when incurred.

Critical accounting judgements, estimates and assumptions

The preparation of the financial statements requires management to make judgements, estimates and assumptions

that affect the reported amounts in the financial statements. Management continually evaluates its judgements and

estimates in relation to assets, liabilities, contingent liabilities, revenue and expenses. Management bases its

judgements, estimates and assumptions on historical experience and on other various factors, including expectations

of future events, management believes to be reasonable under the circumstances. The resulting accounting

judgements and estimates will seldom equal the related actual results. The judgements, estimates and assumptions

that have a significant risk of causing a material adjustment to the carrying amounts of assets and liabilities within

the next financial year are discussed below.

Estimation of useful lives of assets

The economic entity determines the estimated useful lives and related depreciation and amortisation charges for its

property, plant and equipment. The useful lives could change significantly as a result of technical innovations or some

other event. The depreciation charge will increase where the useful lives are less than previously estimated lives, or

technically obsolete or non-strategic assets that have been abandoned or sold will be written off or written down.

Impairment of Assets

At the end of each reporting period, property, plant and equipment, intangible assets and investments are reviewed

to determine whether there is any indication that those assets have suffered an impairment loss. If there is an

indication of possible impairment, the recoverable amount of any affected asset (or group of related assets) is

estimated and compared with its carrying amount. The recoverable amount is the higher of the asset’s fair value less

costs of disposal and the present value of the asset’s future cash flows discounted at the expected rate of return. If

the estimated recoverable amount is lower, the carrying amount is reduced to the estimated recoverable amount

and an impairment loss is recognised immediately in profit or loss.

DIRECTORS’ DECLARATION

The directors have determined Rowing New South Wales Inc. & its Controlled Entities (“the economic entity”) is not a reporting entity and these special purpose financial statements have been prepared in accordance with accounting policies in Note 1 to the financial statements. The special purpose financial statements have been prepared to meet the financial reporting requirements of the economic entity and to provide financial information to members.

The directors declare that the financial statements set out on pages 1 to 18 are drawn up in accordance with the accounting policies described in Note 1 so as to give a true and fair view of the economic entity’s financial position as at 30 June 2018 and of its performance, as represented by the results of its operations and its cash flows, for the financial year ended on that date.

In the directors’ opinion there are reasonable grounds to believe that the economic entity can meet its debts as and when they become due and payable.

Opinion

We have audited the financial report, being a special purpose financial report, of Rowing New South Wales Incorporated and controlled entity (RNSW) which comprises the statement of financial position as at 30 June 2018, and the statement of comprehensive income, statement of cashflows for the year then ended, a summary of significant accounting policies, and the directors’ declaration.

In our opinion, the accompanying financial report of Rowing New South Wales Incorporated and controlled entity:

gives a true and fair view of the financial position as at 30 June 2018 and of its performance and cashflows for the year then ended; and

complying with Australian Accounting Standards to the extent described in Note 1 and NSW Associations Incorporations Act 2009.

Basis for opinion

We conducted our audit in accordance with Australian Auditing Standards. Our responsibilities under those standards are further described in the Auditor’s Responsibilities for the Audit of the Financial Report section of our report. We are independent of the RNSW in accordance with the auditor independence requirements of the Accounting Professional and Ethical Standards Board’s APES 110 Code of Ethics for Professional Accountants (the Code) that are relevant to our audit of the financial report in Australia. We have also fulfilled our other ethical responsibilities in accordance with the Code.

We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our opinion.

Emphasis of matter – basis of accounting

We draw attention to Note 1 to the financial report, which describes the basis of accounting. The financial report has been prepared for the purpose of fulfilling the directors’ financial reporting responsibilities under the NSW Associations Incorporations Act 2009. As a result, the financial report may not be suitable for another purpose. Our opinion is not modified in respect of this matter.

Responsibilities of the directors for the financial report

The directors’ of RNSW are responsible for the preparation of the financial report that gives a true and fair view and have determined that the basis of preparation described in Note 1 to the financial report is appropriate to meet the requirements of the NSW Associations Incorporations Act 2009 and is appropriate to meet the needs of the members. The directors’ responsibility also includes such internal control as the directors determine is necessary to enable the preparation of a financial report that gives a true and fair view and is free from material misstatement, whether due to fraud or error.

In preparing the financial report, the directors are responsible for assessing RNSW’s ability to continue as a going concern, disclosing, as applicable, matters relating to going concern and using the going concern basis of accounting unless the directors’ either intend to liquidate RNSW or to cease operations, or have no realistic alternative but to do so.
