hasjustconcluded.ShethenreadfromEphesians13:14.Weareinadifficultplaceinthe

churchhavingnarrowlyavoidedschismatGeneralConference.Therewerenochanges

intheBookofDisciplineregardinghumansexuality.AttheGeneralConference,bishops

wereaskedtoformacommissiontogothroughtheBookofDisciplinetoevaluatewhat

canbedoneregardingitssometimescontradictoryandunnecessarilyhurtful language

aroundissuesrelatingtohumansexuality.TheBishopchallengedustoconsider“Isthis

all thatwe are as TheUnitedMethodist Church? Arewe notmore than a one issue

impasse?” Shesuggestedthatweshouldn’tminimizeourdisagreementsoverhuman

sexualitybutthatweshouldlookbeyondthosethingstowhatwecandotogether.She

saidthatGodcallsustoworktogetherandtotrustGodasweworktofindawaytohelp

thewholebodytomoveforward.Sheremindedusthattheworldnotonlyneedsour

witness, but it needs the light of Christ now more than ever. We dare not let the

problemsofthechurchkeepusfrombeingtheChurch.UMCClergyhavesomethingto

offerthisworldthatnobodyelsehas.Sheinvitedtheclergytolettheirlightshineinthe

“midnight”oftheworldeventhoughit“ishardtobewhereweare,thisisnotthefirst

timewe’vebeeninthissituation.Sheconcluded“Letyourlightshine!”

as well as those who have been invited to join the BOM were acknowledged. Rev.

Andersonspokeaboutanewstructureconsistingoffiveteams:Recruitment,Candidacy,

Fruitfulness,LeadershipDevelopment,andExecutive.BOMwillcontinuemeetingwith

thechairsofDistrictCommittees. Upcomingchanges: somemeetingswillbeheldby

video conferencing; the results of psychological testing will be valid for 5 years;

candidatescansubmitsermonvideosonline;candidatespaperworkcanbesubmittedvia

email; and the Candidates’ conference will be split into two sessions: candidate

interviewswillbedividedinthreegroups(Homegroup,theological,andchurchlife),at

least9personswillparticipatewithcandidatesandinterviewsandwillbeconductedthe

firstweekinMarch;therewillbeonlineguidanceformentorsandcandidates.Cultural

competencywillbeconsidered,aswellasextensive trainingprovidedon religionand

Inthepastfouryears,therehavebeena28%decreaseinmoneygiventotheNICbylocal

churches. In 2014 a financing plan was structured due to acknowledgment of the

significantshortfall.In2015abudgetwasnotpresentedtotheAnnualConferenceanda

Special Session was scheduled in order to present a more thorough plan. The plan

identified four areas of focus: income, expense, long-term, short-term spending. The

conversation included:What is it that the Annual Conference is doing and needs to

continue to do? The Possibility of consolidating districts, and researchingwhat other

conferencesdidtomeettheirbudgetshortfallsandmodelsforconsolidationifany.The

detailsofthisdiscussioncanbefoundintheHistoricalReports.Thebudgetthatisbeing

presentedthisyearfor2017issignificantlydecreasedfrom2012-the2012budgetwas

$9,210,312and the2016 is$6,615,959.Thebudgetwillbepresented for voteduring

Plenary#5onTuesday,June7,2016.

Rev.LuisReyes,Budgetchair,presentedadescriptionofthebudgetprocessandsome

startingexpectationsandassumptions.First,whatwasactuallyreceivedin2015;next,

whatistheamountthatwouldberequiredinorderfortheAnnualConferencetopayits

apportionmentinfull.Otherassumptionsarethat2016apportionmentreceiptswould

equal 2015 actuals apportionment payments, and that the amount paid in

apportionment is a true reflection of the financial status of the local congregations.

$22,000wouldberequiredinorderfortheAnnualConferencetopayitsapportionment

infull.Itwouldrequireeverychurchtopayapportionmentsat83%,whenthecurrent

averageisonly73%.

Rob Hamilton – vice-chair CCFA advised that building maintenance costs have risen

exponentiallywhileapportionmentshaveremainedrelatively flatpergiver;butgiving

unitshavedeclined.

TheRev.KellyBeardspokeaboutRedDoorFund.SinceFundwasinstitutedin2013there

are 26 congregations participating and the conference serves as the guarantor.

Approximately$750,000havebeensaved inmortgagecosts,and$300,000 in current

reserves.Allchurchesareuptodatewithmortgagepaymentsandweareontracktobe

abletopayofftwoyearsearly.

KristinaGaughanandtheRev.RobHamiltonsharedthatweareinatimeofchangeand

wewillcontinueto lookatsharingtechnologicalresourcesacrosschurches,aswellas

administrativeandstaffingefficiencies.Wewilllookatdevelopinganewapportionment

formula,andexploringatithebudgetwouldlooklike.Currentformulaisabout14%of

localchurchbudget. Manypeople in theLandscapediscussions indicatedthata tithe

budget should be considered. The Annual Conference was thanked for its giving.

THEEPISCOPALADDRESS:THESTATEOFTHECHURCHThe theme of the Annual Conference for 2016 isWalk by Faith. Bishop Sally Dyckpresentedthestateof theNICthroughhermessage,shereadMatthew14:22-33and

showedavideoclipfromIndianaJonesandtheLastCrusade.InthesceneIndianaJonesmustmakea“leap”offaith,steppingoutintoachasmtoproceedacrossahiddenbridge

tothechamberholdingtheholygrail.Sincelastyear’sannualconferencewehavehad

challengestofaceandtowalkwherewedon’tknow.Weareafraidinthechurchtoday

becauseweareuncertainaboutthefuture.Ifwewalkbyfaithandnotbysightwewill

findourselvesdoingnewthingsinthemidstofthe“old”dyingaroundus.

BishopDyckspoke toour financial concernsand recruiting theLandscapegroup. We

need to be good stewards of our purpose and budget. “The purpose of the Annual

Conference is tomakedisciplesof JesusChrist for thetransformationof theworldby

equippinglocalchurchesforministryandbyprovidingaconnectionforministrybeyond

thelocalchurch”(¶605).TheAnnualConferenceistoservethelocalchurch,notthe

otherway around and in the process “making and supporting vital Christians in vital

congregations….”

Weallhavebeenhurtatonetimeoranother,wehavetochoosewhetherwestay in

hurt,orwhetherwewillbuild-upourrelationships.Wecannotletangerandpaintake

over. Wemustneverthinkthatwehaveeverreachedthefinaldestination,wemust

continuallybereadytotakenewstepsoffaith.Therearenoneworoldbridgesthatwe

canusetogetuswhereweneedtogo.WemusttrustthatGodisthebridgebeneathour

Often the concerns about limited resources and prioritizing the budget come from a

perspective of scarcity. Key questions guiding this discussion: What do the local

congregationsneedthatonlytheAnnualConferencecanprovide?Whatistheroleofthe

bishopandotherleaders?

The Annual Conference needs to articulate for itself a clear sense of purpose, equip

peopleforleadership,reallocatetime/structure/staff/andresources,andfocusonclergy

morale.

WhathasbeengainedfromtheLandscapeprocessisacauseforcelebration.Thebad

newsisthatthereisdifficultandchallengingworkahead,thegoodnewsisthatthisis

faithfulandgoodwork.Changingstructures,staffing,programmingishardworkbutitis

goodworkforGod’spurpose.

Ourresultsmirroredthoseofotherregionalassociationswhohavesteppedoutaheadof

theirnationalchurchtoinnovateandchangetheirassociationsfortransformationwithin

theparametersoftheirdenominations.Wearepoisedtodothesame.Theyhavedone

theworkoverthelastseventoeightyearsandhavebeensuccessful.Justlikethemwe

canbesuccessfuldoingthatwork,walkingbyfaith.Culturalchangeismorepainfulthan

cosmeticchange;butifwearetomoveforwardandclaimGod’spromises,weneedto

bewillingtodoso.SheclosedremarkswithaquotefromPopeFrancis,“Ipreferachurch

which isbruised,chaotic,anddirtybecause ithasbeenoutonthestreetsdoinggood

PROFESSIONALASSOCIATIONOFUNITEDMETHODISTCHURCHSTAFF(PAUMCS)BetsySmith,RegionalAdministratorfortheDeKalbandRockfordDistrictspresentedthe

annual report. PAUMCS offers a strong network to assist in the ministry of church

administrators. Itoffersconnectionthroughanon-linenewsletter,aweeklyforumfor

askingquestionsandadvice,andawebsitethatoffersotherresources.Fourmembers

are taking on-line courses and will be certified, this year. NIC will host the national

PAUMCSconferenceinMayof2017.Thethemeis“DiversityforMinistry”thekeynote

Chair,andRev.ChrisPierson,DirectorofConnectionalMinistries.Mr.Caseyconfessed

thathewashiredtoclosetheoutdoorministryprogram,howeverinthepastthreeyears,

theuseofthecampshasdoubled.Manyofthebuildingshavebeenmadeaccessible,and

forthefirsttimeinalongtime,theORMisnowfinanciallysolvent.Mr.Caseythanked

Rev.PiersonandMr.Millerfortheirworkandtheirsupport.

BISHOP’SAPPEALOFFERINGThe offering for 2016 is for Rosecrance which is celebrating 100 years of service

throughoutIllinoisandnowIowa.Theyarebuildinganewfacility-arecoveryhomefor

30 young adults on Ashland and Waveland (Lakeview neighborhood) in Chicago

Rosecrancebeganasanorphanagein1916inNewMilford,andoperatedasachildren’s

homeuntilitbeganasubstanceabusetreatmentfacilityinRockfordin1982.

PhilEaton,ExecutiveDirector,hasbeenwithRosecrancesince1971andpresidentsince

1982.

Mr.Eatonadvisedthatthemoneyfromthebishop’sappealwillsupportanewrecovery

homeinChicagowhichwillprovidestructure,accountabilityandsupportforthoseearly

intheirrecovery.Mr.EatonthankedthebishopfortheopportunitytospeaktotheNIC

andforthesupportofRosecrance.Ashortvideowasshown.

Bishop DeWitt was born in Detroit, Michigan and graduated from

Northwestern High School in Detroit, Wayne State University and Garrett

EvangelicalTheologicalSeminaryin1948withaMastersofDivinity.Overthe

years, he also received four Honorary Doctorate degrees. Jesse began his

ministryintheMethodistChurchin1944,servingtwoparishesinIllinoiswhile

inseminary.From1946to1950hewasthepastoroftheAldersgateMethodist

ChurchinRedfordTownship,andfrom1950to1958hewasthepastorofFaith

MethodistChurchinOakPark.Duringtheyearsfrom1958to1972,heserved

inthreeadministrativepositionswithinthedenomination,andin1972hewas

electedtotheEpiscopacy.ThereheservedasBishopoftheWisconsinareafor

eightyearsbeforebeingappointedtotheNorthernIllinoisConferencetoserve

foranothereightyears.Heretiredin1988andcontinuedtobeactivewiththe

many social justice groups and concerns which had been central to him

throughouthiscareer.

Rumorsofschismwerefueledbysocialmedia,andourBishopsissuedaStatementof

Unity.AspecialcommissionwillbecreatedbytheBishopsnamedtocompletelyexamine

andpossiblyrecommendrevisionsofeveryparagraphintheBookofDisciplinerelatedto

human sexuality. Fifty-six (56) pieces of legislationwere tabled until the Commission

meets.

Rev. Alka Lyall lifted up themany anniversaries thatwere celebrated at this General

Conference:150thAnniversaryofUnitedMethodistWomen;the250thAnniversaryof

JohnStreet,theUnitedStates’firstMethodistChurch;200yearssinceFrancisAsbury’s

death;60yearsoftheordinationofwomen;25yearsofAfricaUniversity;and20years

of theOrder ofDeacons. Becauseof the success of ImagineNoMalaria, TheUnited

MethodistChurch is committed topositively impact the livesof childreneverywhere,

aiming to reach1million childrenwith lifesaving interventionsby2020.The initiative

aimstoensuresafebirths,addressnutritionalchallenges,preventandtreatdiseases,and

promotechildren’shealthandwholeness.

BishopremindedtheAnnualConferencethatUMC.org/generalconferencetracking, is

thebestwaytodetermineifaspecificpieceoflegislationwaspassedordefeated.

URBANSTRATEGYRev. Robert Biekman, UrbanMinistries Coordinator, was joined on the dais by: Rev.

Coffing,DirectorofChurchRelationsforChildServ.Avideowaspresented“Equippingfor

Strategy.”

Rev.AndreaDavidsonreportedonSafeHaven-safesanctuariesforurbanchildrenduring

months with no school. It partners with the Chicago Public Schools to teach conflict

resolution and angermanagement practices. It has grown from3 sites in 2013 to 10

churchesin2016.

KimCoffing,DirectorofChurchRelationsforChildServ,reportedonourpartnershipwith

ChildServtodevelopacurriculumtosystemictreatandimprovethelivesofthosewho

havebeenorarebeingtraumatizedaschildren.

Rev.RodneyWalkerdiscussedarestorativejusticeprogramthatservesasAlternatives

toincarcerationby:Divertingyouthfromincarceration;providingyouthactivitiesafter

incarceration;andofferalternativestoafter-schoolactivities.

theRev.MartinLee,theRev.ChrisWalters,ErgelineCalimlim,LarryThomas,theRev.

TomRawlinson, theRev.DebPercell, theRev. JohnPeterson, JimLumberg,andJanet

Boryk. The 2016 meeting of the Northern Illinois Conference United Methodist

Foundationwascalledtoorder.

The first order of business was to elect New Board Members and recognize those

membersrotatingofftheBoard.TheRev.MartinLee(11yrs),LinneaKoostra,andArt

Muirarerotatingoff,theAnnualConferencewasinvitedtocelebratethosewhohave

served.TheBoardhasbeenreducedfrom29to21membersandtermsreducedfrom4

to3years.Thisyearthereisonlyonevacancy,theRev.KelliBeardwasrecommended

forthevacancy.MotionwasmadetoelectRev.Beardtoaseatontheboard.Motioncarried.

All2016BoardMemberswererecognized.TheRev.JohnPeterson,BoardPresidenthas

resignedfor family reasons.TheBoardhasconductedasearchandRev.Petersonwill

workwithselectionofreplacement.

Jim Lumberg – Investment Consultant and Board member discussed the concept of

ImpactInvestingwhichareinvestmentsthathonorUMsocialconcernswhilemaximizing

income.Investingingoodcompaniesisgoodstewardship.

Ms.KooistragavehighlightsoftheGrantsProgram.In2016,22grantstotaling$22,000

weredistributed.Applicationsarewelcomefor2017butthedeadline is inSeptember

2016.The2015StewardshipSummitinBarringtonUMCwasasuccess.PlannedGiving

brochures,aswellasseveralothernewresourcesareavailableforpurchase–visittheir

website.

AvideoaboutplannedgivingfeaturingDickandPhyllisTholinwasshown.BishopDyck

transitionworkshopforclergybyaddingaculturalcompetencycomponenttoassistthe

transitionincross-culturalappointmentsandtoaddressthecultureoftheareaaround

churches;introducingandusingthe“RuleofChrist”asameansofdealingwithconflict

inlocalchurches;accesstoCAT(ChurchAssessmentTool)tohelpchurchesevaluateand

assessitsministry;workingwithBOMtoprovidecontinuingeducationopportunitiesfor

clergy;thecabinethasbeenintentionalintheirinvolvementintheLandscapeprocess.

Thereisacommitmenttomakechurchconferencesmorerelational,ministryrelatedand

less administrative. They want to go deeper. All church conference forms will be

submitted on-line with a common due date. The only administrative items will be

compensation and election of leadership. The DS will come prepared to share the

ministrythat’shappeningonthedistrictsothatlocalchurchcanfindouthowtheyare

connectedtotheministriesofthedistrict.Eachdistrictisdifferentandbeautifullyunique.

Cabinetalso commits toequippingand training clergyand laity,with intentionality in

bringingtrainingclosertothelocalchurches.

Thecabinetwillexperimentwithandallclergyretreatandmissionday.Toencourage

moraleoftheclergyandtogiveanopportunitytoservetogether.Ministryassessments

willbeapriority.TheDSwillbespendinglesstimeintheofficeandmoretimeoutinthe

district.

thethemewehavecelebratedoverthepastfouryears,WhoIsMyNeighbor,andthatof

thiscurrentconference,WalkbyFaith.“Ourmission,”hesaid,“istomakedisciplesof

JesusChristforthetransformationoftheworld.HereadMark1:16-18(KJV)andnoted

thatitisoftennotthatsimpleforustofollow.Ifwewanttomakedisciples,weneedto

talk to people, get to know them, learn how to relate to them…People are not just

walking intoourchurches,weneedtogoout toget them.”Mr.Riverareflectedona

presenteratthe2016GeneralConferenceinPortland,OR,whoinvitedattendeestoget

toknowpeopleinoneononeencountersbysharingtheirstory.“Weneedtobeready

inseasonandoutofseasontobuildrelationships”modeledontheonewehavewith

JesusChrist.

Mr.RiveralifteduptheBoardofLaityandtheworktheydo,andthankedallthosewho

serve on various committees within the conference structure. He highlighted Laity

Sunday,andtheLaityConvocation.“WeneedagreateremphasisonwhatGodwilldo,

ratherthanonourselves.Weneedtoembraceourrealityandtoseizethemomentto

claimGod’splan.Themissionfieldiswideopen.Morethaneverbeforepeoplehaveleft

thechurchandarelookingforsomething.WeareEasterpeopleandweneedtoshare

the gospel of Jesus Christ as we go out to make disciples of Jesus Christ for the

transformationoftheworld.”

1. NATUREOFACTIVITIES The accompanying consolidated financial statements include the accounts of theNorthernIllinoisAnnualConferenceoftheUnitedMethodistChurch,theNorthernIllinoisConferenceUnitedMethodist Church Insurance Association, and the RedDoor Fund,NFP, (collectively, the Conference). All significant intercompany balances andtransactionshavebeeneliminatedinconsolidation. The Northern Illinois Annual Conference of the United Methodist Church is anincorporatednonprofitorganization,whichrepresentsUnitedMethodistcongregationslocatedinthenorthernthirdoftheStateofIllinois.TheConferencewasorganizedforChristian,religious,church,benevolent,andcharitablepurposes.ThefinancialaspectsoftheConferencearegovernedbytheConferenceCouncilonFinanceandAdministration(theCouncil);aboardelectedbytheConferencemembership.ThefunctionoftheCouncilistodevelop,maintain,andadministerthefiscalandadministrativepolicies,procedures,andmanagementservicesfortheConference.The Northern Illinois Conference United Methodist Church Insurance Association(NICUM) is a related nonprofit organization brokering property insurance for theConference’s member churches. The NICUM Board of Directors is elected by theConferencetrustees.TheRedDoorFund,NFPwasincorporatedwithaBoardofDirectorsselectedbytheConference’sCouncilandtheConference’sTrustees.TheRedDoorFund,NFPholdsmortgagenotesreceivablefromConferencelocalchurchesfundedbyanotetoWintrustBank.ThenoteisguaranteedbytheConferenceandsecuredbymortgagesonConferencepropertyandpledgesofConferenceinvestmentaccounts. NumerousUnitedMethodistandUnitedMethodistrelatedorganizationswhichhavesome affiliation with the Conference are not reflected in these financial statements.Theseorganizationsareseparatelegalentitiesandaregovernedbytheirownboardsofdirectors.2. SUMMARYOFSIGNIFICANTACCOUNTINGPOLICIES GeneralBasisofAccounting TheconsolidatedfinancialstatementsoftheConferencehavebeenpreparedontheaccrual basis of accounting. CashandCashEquivalents Cashandcashequivalentsconsistofhighlyliquidinvestmentswithaninitialmaturityofthreemonthsorlesswhenacquired.TheConferencemaintainsitscashinbankdepositaccountsatfinancial institutions.Thebalances,attimes,mayexceedfederallyinsuredlimits. AccountsReceivablefromChurches Accounts receivable from churches are stated at the amount billed to memberchurches.TheConferenceprovidesanallowancefordoubtfulaccounts,whichisequaltoallamountsover365dayspastdue. Investments Allinvestmentsinequityanddebtsecuritiesarereportedattheirfairvaluesintheconsolidatedstatementoffinancialposition.Pooledinvestmentfundsarevaluedusingan estimated net asset value (NAV). Unrealized gains and losses are included in thechangeinnetassetsintheaccompanyingconsolidatedstatementofactivities.In May 2015, the Financial Accounting Standards Board (FASB) issued guidance inAccounting Standards Update No. 2015-07, Fair Value Measurements (Topic 820):DisclosuresforInvestmentsinCertainEntitiesthatCalculateNetAssetValueperShare(oritsEquivalent)(ASUNo.2015-07).ASUNo.2015-07wasissuedtoaddressdiversityinpracticeofhowcertaininvestmentsmeasuredatnetassetvaluewerecategorizedwithinthefairvaluehierarchy.ASUNo.2015-07removestherequirementtocategorizewithinthe fairvaluehierarchyall investments forwhich fairvalue ismeasuredusingthenetasset value per share (or its equivalent) as a practical expedient. ASUNo. 2015-07 iseffective for annual periods beginning after December 15, 2015. The Conference hasadoptedtheprovisionsofASUNo.2015-07infiscalyear2014. PropertyandEquipment Conference policy requires that all furniture and equipment over $1,500 becapitalized.Depreciationforfurnitureandequipmentiscomputedusingthestraight-linemethod over seven and five years, respectively. Buildings and improvements aredepreciatedover30yearsusingthestraight-linemethodofdepreciation.Propertyandequipmentisrecordedatcost,ifpurchased,oratfairvalueonthedateofgift,ifreceivedasacontribution. NetAssets Theaccompanyingfinancialstatementshavebeenpreparedtopresentbalancesandtransactions according to the existence or absence of donor-imposed restrictions.Accordingly,netassetsandchangesthereinareclassifiedasfollows:

Unrestricted net assets include general and board-designated net assets of theConferenceandarenotsubjecttodonor-imposedrestrictions.Unrestrictednetassetsmay be designated for specific purposes by actions of the Board of Trustees ormayotherwisebelimitedbycontractualagreementswithoutsideparties.TheunrestrictednetassetsoftheConferencemaybeusedatthediscretionofmanagementtosupporttheConference’spurposesandoperations.TemporarilyRestrictednetassetsaresubjecttodonor-imposedrestrictionsthatwillbemeteitherbyactionsoftheConferenceorthepassageoftime.Unconditionalpromisestogivethataredueinfutureperiodsandarenotpermanentlyrestrictedareclassifiedastemporarilyrestrictednetassets.Permanently Restricted net assets are subject to donor-imposed restrictions that thecontributionbemaintainedinperpetuity.Generally,thedonorsoftheseassetspermittheConferencetouseallorpartof the incomeearnedontheseassets forgeneralorspecific purposes. Donor-imposed restrictions limiting the use of the assets or theireconomic benefit neither expire with the passage of time nor can be removed bysatisfyingaspecificpurpose.SuchassetsincludeprimarilytheConference’spermanentendowment. IncomeTaxes TheConferenceisexemptfromincometaxesunderSection501(c)(3)oftheInternalRevenueCodeandasimilarprovisionofstatelaw.However,theConferenceissubjecttofederalincometaxonanyunrelatedbusinesstaxableincome. DERIVATIVEFINANCIALINSTRUMENT-INTERESTRATESWAPEffective September 20, 2013, RedDoor Fund,NFP entered into an interest rateswapagreementwithafinancialinstitution,withnotionalamountsof$13,000,000.Thepurposeoftheseagreementsistominimizethevariabilityofcashflowsrelatedtointerestpaymentsonthetermloanabove.TermsoftheseswapagreementsrunfromSeptember20,2013throughSeptember10,2019.Underthisagreement,RedDoorFund,NFPreceivesinterestfromthecounterpartyatLIBORplus1.95%andpaysinterestatafixedrateof4.06%.Under theagreements, theRedDoor Fund,NFPpaysor receives thenet interestamountmonthly,withthesettlementsincludedininterestexpense.Theagreementis recorded at fair valuewith subsequent changes in fair value included in otherrevenuesorexpenses.Theinterestrateswapagreementwascontractedatmarkettermsandhadnofairvalueat inception.The carryingamountof the contracthasbeenadjusted to fairvalueattheendoftheyear,whichbecauseofchangesinforecastedinterestratesresultedinreportingaliabilityforthefairvalueofthefuturenetpaymentsforecastedunderthecontract.Thefairvalueofthe liabilityforRedDoorFund’s interestrateswap agreement was $381,379 and $349,050 at December 31, 2015 and 2014,respectively, and was measured using Level 2 inputs, as described in Note 2,determined by pricing models maintained by the counterparty to the swapagreements.Thepricingmodelsutilizeaseriesofmarket inputs todeterminethepresent value of future cash flows, with adjustments, as required for credit andliquidityrisk.Thechange infairmarketvalueofthe interestrateswapagreementwas recorded as anunrealized loss of $32,329 and$219,147 for the years endedDecember31,2015and2014.

TheConferencereceivedactuarialvaluationsofpostretirementmedicalbenefitsasofDecember31,2015and2014.ThesereportswerepreparedbyMWMConsultingGroupinboth2015and2014.The Conference establishes Health Reimbursement Accounts (HRA) and tax freesavingsaccountsforeachclergyfamily(whetherindividualorcouple).Retireesandspouses may draw funds from the accounts for health premiums, out-of-pocketexpenses,andmiscellaneoushealthcareexpenses.TheHRAsarefundedannuallybytheConferenceat the rateof$100per yearof service (up to40years); anequalamount for the clergy person and the spouse. Retireesmay select theMedicareSupplementplanoftheirchoice.The payments per retiree are fixed amounts, therefore changes in inflationassumptions do not change the valuation. TheUnitedMethodistClergyFund(theClergyFund)isaseparatelyincorporatedrelatedorganizationchargedto“monitorthe investmentportfolioof theClergyFund”whichcan be distributed to the clergy retirement programs of the Conference. The ClergyFund’s Boardmakes an annual decisionon the amount of funds to distribute to theConference’spostretirementhealthplan,$1,300,000and$1,200,000wastransferredin2015 and 2014, respectively. Current policy is to disburse the incomeor gain of theportfolio.ThenetpresentvalueoftheamountavailabletodistributetotheConferenceis $21,388,657 and $22,766,926 at December 31, 2015 and 2014, respectively. PENSIONPLANTheNorthernIllinoisAnnualConferenceoftheUnitedMethodistChurchparticipatesin the multi-employer defined benefit program of all U.S. annual conferencesmanagedbyTheGeneralBoardofPensionandHealthBenefitsandcontrolledbyplandocuments enacted by the quadrennial General Conference of the UMC. Assetscontributed by any conferencemay be used to provide benefits to clergy of anyparticipatingconference.Shouldanannualconferencemakecontributionslessthanthetotalliabilityoftheirparticipantstheunderfundedobligationsarebornebythesurvivingannualconferences.AdecisiontowithdrawfromtheplansisinviolationofTheDiscipline(By-Lawsofthechurch)andwouldcauseanimmediatesuspensiontothe benefits of the conference’s clergy. 14. ENDOWMENTThe Conference’s endowment consists of donor-restricted and unrestricted -designated endowment funds. As required by accounting standards generallyaccepted in theUnited States ofAmerica, net assets associatedwith endowmentfunds are classified and reported based on the existence or absence of donor-imposedrestrictions.TheConferenceCouncilonFinanceandAdministrationhasinterpretedtheUniformPrudent Management of Institutional Funds Act (UPMIFA) as requiring thepreservationofthehistoricdollarvalueoftheoriginalgiftasofthegiftdateofthedonor-restricted endowment funds, absent explicit donor stipulations to thecontrary.Asaresultofthisinterpretation,theConferenceclassifiesaspermanentlyrestricted net assets (a) the original value of gifts donated to the permanentendowment,(b)theoriginalvalueofsubsequentgiftstothepermanentendowment,and(c)accumulationstothepermanentendowmentmadeinaccordancewiththedirection of the applicable donor gift instrument at the time the accumulation isaddedtothefund.Theremainingportionofthedonor-restrictedendowmentfundthatisnotclassifiedinpermanentlyrestrictednetassetsisclassifiedastemporarilyrestrictednetassetsuntil thoseamountsareappropriated forexpenditureby theConference in amanner consistent with the standard of prudence prescribed byUPMIFA.The Conference has adopted investment and spending policies for endowmentassets that attempt to provide a predictable stream of funding to programssupportedbyitsendowmentwhileseekingtomaintainthepurchasingpoweroftheendowment assets.
