A lthough human error is involved in 80% of all accidents, at the heart of the road safety problem lies a “culture non-compliance”
of the drivers and, often not recognised, of the transport operators who create the working environment/conditions for the drivers. Just as much as we need to address uncaring, careless and negligent driver attitudes, so too do we need to address uncaring, negligent and careless operators.
So says Andrew Crickmay, director of Crickmay and Associates and founder of the Driver Information Bureau (DIB), launched last year as a service to improve the level of professionalism and culture of compliance of both drivers and transporters across southern and Eastern Africa.
Via a number of innovative services in the programme, DIB is intended to bring the following benefi ts to the transporter: • Improved selection of drivers,
leading to less accidents and theft.
• Better recognised, better motivated drivers.
• Improved driver health management through the use of ‘Fit for work’ medical classification.
• Improved visibility as an employer of choice.
• Improved recognition by clients through a 5-Star rating.
• Information and benchmarks that highlight areas of potential improvement.
As regards the driver, DIB will bring the following benefi ts: • Improved access to the job
market (unemployed drivers).• Better chance of getting the
right job in the right place (unemployed drivers).
• Improved professional image.
transporters can be graded on a 5-Star system. These participants can improve their profi le with supplementary information like training history and good performers can be rewarded. Importantly the system is designed so that it does not facilitate the “poaching of drivers”. Participating operators need to provide a simple monthly return and can elect their level of participation.
To get around the fact that different telematics companies measure differently, DIB uses the telematics and camera reports to classify drivers within the fl eet they operate.
All information is stored on a 3rd party service known as rootstorage.com which is leased by anyone supplying data. DIB does not touch any information that does not have the expressed permission of the driver and the operator.
Strict rules govern participation
There are some simple but strict rules that govern participation. Sitting with many drivers and union reps in industry workshops and at truck stops, DIB hashed out the rules which include:• DIB grades employers as well as
drivers so the system cuts both ways.
• Driver references are not included in the 5-Star grading calculation.
• DIB gathers information from more than one source to build a picture of the driver.
• The driver can appeal information. An ombudsman will review the documentation and strike the information from DIB if he so feels.
• After six years, the record of the driver rolls off DIB.
• DIB will never cover the entire industry (50% at best) so a driver has ample opportunity to work at non DIB aligned companies and be able to update his CV to return

One of the training ‘partners’ of the Driver Information Bureau is the Stellenbosch University-based Eyegym whose programmes are designed to improve visual performance. One company which has used the Eyegym programme to its benefi t is Unitrans Supply Chain Solutions. In this picture, two of the drivers go through the exercises to improve their ability to make effective decisions under pressure.

What DIB has introduced is a proactive programme to tackle the problem of truck accidents. Proof of the need for such a programme is provided by the fact Crickmay is already talking to a number of industries and their unions who wish to see their products carried by drivers and transporters who are recognised for their professionalism in the realm of driver wellness and management.
And for those who might feel this is another one of those companies coming in from the periphery to merely make quick bucks out of what is erroneously perceived to be a ‘big buck’ sector, not so. Crickmay knows the trucking industry – and knows it well. He is, in fact, the founder member of the Road Transport Management System (RTMS), a self-regulation initiative now becoming standard practice in the South African transport logistics space
