The housing choices for a resident ofFayette County are as diverse as the peo-ple and the economy. From newer subur-ban neighborhoods like Andover orMasterson Station to older, historicalareas such as Henry Clay and ChevyChase, Lexington truly offers somethingfor everyone. Residents can choose fromdowntown living, farms, apartments andduplexes, million-dollar homes, and sub-urbia, as well as the small-town atmos-phere of communities like Midway, Paris,Versailles or Winchester.

The average price of a house in the Lexing-ton area currently stands at $222,755,making the Greater Lexington Region anattractive and affordable place to live, withquality homes priced anywhere from themid-90,000’s to up into the millions.

Nearly 60-percent of people in FayetteCounty own their own home, while over40-percent are renters. With thousands ofcollege students descending on the areaeach fall, a plethora of options are avail-able to renters, such as apartment com-plexes, townhouses, duplexes, and evenolder homes near campus.

Many of the national rankings that Lexington-Fayette County has earned are actually basedon statistical information from the entire region (Metropolitan Statistical Area or MSA).While Lexington grabs many of the headlines, the impact of people throughout the Blue-grass Region is felt often, due to the close proximity between Fayette County and its sur-rounding communities. Lexington’s close proximity to cities like Winchester, Berea,Richmond, and Versailles allows for easy trips to and from those communities to enjoyshopping, arts and crafts fairs, festivals, golfing, and much more. The following is a sam-pling of key cities that are just a hop, skip, and a jump from Lexington.

BereaLocated 35 miles south of Lexington just off I-75where the Bluegrass meets the mountains innorthern Madison County, Berea is known as the“Folk Arts and Crafts Capital of Kentucky.” It ishome to the Kentucky Artisan Center. ABOUT THE INDEX: The ACCRA Cost of Living Index measures price levels for consumer goods and services in participating areas. The average for all par-ticipating places, both metropolitan and non-metropolitan, equals 100 (i.e. the national average equals 100). Each participant’s index is read as a percentageof the average for all places. The index does NOT measure inflation. The index reflects cost differences for a mid-management standard of living, and actualcost of living differences can change based on your residential location. Because the number of items priced is limited, it is not valid to treat percentage dif-ferences between areas as exact measures. The index does NOT take taxes into consideration.

EducationKentucky’s commitment to education over the last 20-plus years has made it a model for the nation. The catchphrase, “Education Pays,” has been embraced through-out the region. Kentucky has made major strides inteacher pay, student testing, teacher training, and admin-istration. The Fayette County Public School system is noexception. The county continues to set high standardsfor education, with students consistently scoring abovestate and national averages on both the SAT and ACT.The majority of high school graduates in Fayette Countylater attend college.

The Bluegrass Region remains one of the most well edu-cated areas in the state, with more than 40-percent of Lex-ington residents holding a Bachelor’s degree or higher(U.S. Census Bureau). This figure ranks Lexington 13thamong cities with a population over 250,000 or more.The county also ranks 13th in percent of population withan advanced degree.

Fayette County Public Schools are consistently listedamong the nation’s best for cities of Lexington’s size. Itis also one of the only districts in the nation that offersthree languages in grade K through 12. With 66 schoolsand other academic and alternative programs, as well as40,000-plus students, the district is governed by a five-member school board, with each person elected to a four-year term. The district employs just over 5,300 people.

Public School RegistrationKentucky law requires children between 6 and 18 yearsold to attend school. Any child who turns 5 on or beforeOctober 1 can enroll in full-day kindergarten. Familiesmay sign up for the district's preschool program if theirchild turns 4 on or before August 1 and is income-eligible.Three- and four-year-olds who have a special need mayalso attend preschool.

Getting AroundIt is often said that in business, location is everything. Lexington’seconomic success is due in large part to its prime location withinthe state of Kentucky, as well as the nation. Because the city sitsat the crossroads of two major Interstate highways, I-64 (East-West) and I-75 (North-South), both visitors and businesses haveeasy access to many other U.S. cities in the East, South, and Mid-west. In fact, Lexington is within a day’s drive of two-thirds of theUnited States’ population.

This accessibility makes the area a great spot for companies thatneed distribution capabilities, such as manufacturers and fulfill-ment corporations. Travelers can also navigate around the statewith ease using the Bluegrass Parkway (located near Versailles),which takes you to the western part of Kentucky, and the MountainParkway (starting near Winchester), which leads to eastern Ken-tucky.

Lexington also benefits from its close proximity to surroundingcommunities like Georgetown, Cynthiana, Paris, Midway, Rich-mond and Versailles (pronounced VER-SALES). In addition, thecity is just a hop, skip, and a jump from Cincinnati, Louisville,Nashville, Knoxville, and Charleston (WV).

For newcomers, getting around Lexington can be daunting attimes, but one of the best ways to remember where you need togo is to envision the hands of a clock, with the following numbersrepresenting main roads in Lexington: 1:00 – Newtown Pike; 2:00– North Broadway/Paris Pike; 3:00 – Winchester Road; 5:00 – Rich-mond Road; 7:00 – Nicholasville Road; 8:00 – SouthBroadway/Harrodsburg Road; 9:00 – Versailles Road; and 10:00 –West Main Street/Leestown Road.

The outside of the clock is represented by New Circle Road, a 26-mile stretch, which encircles the city. Just below the southern partof New Circle Road lies Man O’ War Boulevard, which extends for16 miles from Interstate-75 (Exit 108) near the Hamburg Pavilionto Versailles Road near Blue Grass Airport and the entrance toKeeneland Race Course.

Bicycling in the BluegrassOver the years, bicycling has become a popular mode of trans-portation in Lexington, and the local government has made greatstrides to keep bicyclists safe as they share the roads with auto-mobiles. Lexington continues to invest in new and better markedbike lanes, as well as the development of more shared use trails.A project called the Town Branch Commons once completedwould connect Lexington’s two major trails, the Legacy Trail andTown Branch Trail, creating 22 miles of uninterrupted trail. If you’ve got time to shop, then the Bluegrass is ready with all youcan handle in the way of diverse shopping opportunities. Whetheryou enjoy indoor malls, unique shopping areas, quaint family-owned stores, farmers’ markets, or downtown shops, the varietyof shopping environments is certainly overwhelming. People comefrom miles around to see what the Bluegrass has to offer.

Lexington is home to one of the state’s largest malls, Fayette Mall(Nicholasville Road), as well as Kentucky’s largest shopping, con-vention and sports arena complex located at The Shops at Lexing-ton Center. One block from Lexington Center across West MainStreet is The Square. A little further out Nicholasville Road justinto Jessamine County is a newer shopping and dining area calledBrannon Crossing. Other area malls and shopping areas to hit in-clude The Mall at Lexington Green (Nicholasville Road), the Lans-downe Shoppes (Tates Creek Road), and the many shops andrestaurants at Hamburg Pavilion (I-75 & Man O’War). Comingsoon will be a new shopping area called The Summit at Fritz Farmlocated at the corner of Nicholasville Road and Man O’War.

Also in Lexington, you’ll find unique shopping areas (similar todistricts), such as Clay Avenue, Chevy Chase Village, the Greentreesection of Short Street, North Limestone, Old Vine Street, as wellas South Limestone near the University of Kentucky campus. Raven Run Nature SanctuaryRaven Run (3885 Raven Run Way) is a unique, 734-acre nature sanctuarydedicated to preserving the natural beauty of the Kentucky River Palisadesand early Kentucky history. McConnell Springs Nature SanctuaryMcConnell Springs (416 Rebmann Lane) is a 26-acre natural pocketwithin an industrial area. Also an important historic site, McConnellSprings was settled in 1775 by William McConnell and is heralded as thesite where Lexington was named. Over one-and-a-half miles of trails wan-der around the sinking springs, vegetation, stone fences, and vestiges ofhistorical buildings. McConnell Springs boasts more than 130 speciesof plants and numerous species of urban wildlife that reside at or visitthe park. Senior LivingLexington was the first city in the nation to im-plement adult day-care programs. Its high qual-ity of life has made the area increasingly popularfor those seeking a retirement community. Areafacilities provide everything from skilled care toessentially independent living. The LexingtonSenior Citizen Center provides social services,recreation, specialized health services, and edu-cation to the older members of our community.

Over the years, Lexington has worked hard tomeet the needs of its expanding older popula-tion, as it was among the first in the country tosee the beginning of a dementia-specific day cen-ter in 1984. The area includes a variety of pro-grams and services targeted at those older thanage 50.

The University of Kentucky offers two free pro-grams for older adults. The Osher LifelongLearning Institute (OLLI) at UK offers a wide va-riety of educational and enrichment courses,shared interest groups, forums, daytrips &events for adults aged 50 or older. OLLI has sitesin Lexington and Morehead with a curriculumthat varies each semester. The Donovan Fellow-ship waives tuition and fees for academic univer-sity classes. To be eligible, you must be 65 yearsof age or older and a resident of Kentucky.

In fact, a communityreport by New Century Lexington, as wellas a poll of residents, cited the area’s nu-merous religious opportunities as one ofits strengths. Newcomers’ GuideAutomobilesDRIVER’S LICENSES:Persons with out-of-state licenses must apply for a Kentucky license within30 days. In special cases, a road test may be required. Persons with no licensemust apply and pass written and eye tests to obtain a learner’s permit, whichcosts $12. After a waiting period of six calendar months, a road test can betaken. Once passed, the driver is then issued a Kentucky driver’s license at acost of $10. The cost is $10 if the individual is 16-years old and is prorateduntil age 21. The license is valid for four years. Duplicate licenses are $12each. Renewal of a driver’s license costs $20. A combination driver and mo-torcycle license is also available for $30.

must be made available for inspection when obtaining plates. Registrationrenewal is required annually. A six percent (6%) Kentucky road usage taxis collected on the trade-in value of vehicles registered for the first timein Kentucky. Credit will be allowed for qualifying tax paid in the other state.Individuals can renew their vehicle registration in Room 102. Voter RegistrationTo vote, a person must be a U.S. citizen, a Kentucky resident, and at least18 years of age before the next General Election. Pets:In Fayette County, all dogs and catsmust be licensed annually starting at sixmonths of age and rabies vaccinated atfour months of age. Proof of rabies vac-cination is required for the city license.Licenses are valid for 12 months fromthe last day of the month the license wasissued. A license for an altered (spayedor neutered) dog or cat is $8. For unal-tered dogs and cats, a license is $40,with $25 of this fee going to the LFUCGSpay & Neuter Grant Program. Dogsand cats must wear their license and ra-bies tags at all times. Assistance dogsare exempt from annual licensing.

Licenses are issued seven days a weekat the Lexington-Fayette Animal Care &Control office. Hours are Monday-Thursday and Saturday from 10 a.m. -6:00 p.m., Friday from 10 a.m. – 8:00p.m, and Sunday from 1:00 - 5:00 p.m.There is also a mail-in license applica-tion available on-line at www.lfacc.org/general-information/licensing. Rabiesvaccination with license purchase is $5.Fayette County also has a pooper-scooper law.
